Maybe I could just set the context yesterday's meeting yesterday Simon coven in the Tanishq I met with the victims and survivors forum they have a group established in legislation who are completely inclusive group of people who have been injured traumatised and bereaved they're committed to working together regard to their background regardless of who harmed them with the aim of dealing with the past in a way that promotes reconciliation and builds a better future so in the context of that the meeting was and that the purpose of the meeting was 1st of all to engage the the tarnish to the Republican Palace government and the discussion around how current legacy investigations and legacy inquests can be properly furnished with information that might be held in the Republican that was a very useful conversation and it was good to detail given about new legislation that will enable that and we also sought to get his for his support for for the Stormont House agreement dealing with the past measures in that context. There is to be a consultation which the and I confirmed as recently as yesterday they intend still to launch into. 3 new bodies today with the past those were agreed to by all parties in Northern Ireland as Tilman house and 2014 there was never any suggestion that those still mad house measures would include that amnesty now as we all know more recently the defense committee produced a report suggesting there could be a statute of limitations or lamb to stay in their view that would be only for those who where soldiers or state actors but the very clear legal advice given to the committee and given since actually by the Human Rights Commissioner and by other bodies is that there would not be a possibility of such a statute of limitations you could have an amnesty for all actors no matter who they were no matter who they harmed on the basis that would be information retrieval but that would be the only legal option now over a good period of time in that not and now a number of weeks have been consultations on that and it's been very clear I spoke to each of the party leaders along with the forum and none of an old Nolen party leaders felt that they would support that idea given that it would mean that many people who wanted to know what happened or wanted it knowledge meant to harm done wouldn't have that haven't you and also many exogenous who are from Northern Ireland to live in Northern Ireland would say they do won't measure which would be whilst for some soldiers perhaps something which felt like a recognition of the same time it would mean the other soldiers would never know the truth about what was done to them so there was very clearly not a high level support for this in Northern Ireland part is amongst victims and survivors I met some people who said yes that would be OK by me I'm not really interested in knowing what happened to holding people to account I just you know want to be look you know it's a look towards a better future but but more uncertainty on my form a great deal many more said look there are people who want to acknowledge Mint there are people who want levels of truth and justice and whilst we don't expect a lot of costs patients will come out of that stage. We want a proper process for doing that so that's been our advice and my sense is that advice was coming from other sources too and 2 was the end of the time of the talks it seemed to be being heard so that was very publicly stated later by Sean Fine as victims could be here would you be comfortable in saying that that you are fairly confident in the this amnesty idea will not come to pass. I think there's 2 different things 1st of all with it being clear that in the consultation one stage then IO were quite clear that they were going to include the conversation into the in the consultation document in fact by the time the talks were closing or just before they fell apart I think there was a sense they were listening to a party saying we don't want that where we stand now you know what a slip back from that it's hard to say I'm certainly very clear it's not helpful to have the most part of this consultation there isn't a political support in Northern Ireland for an amnesty and let's be very clear if there were one it could not be only for state actors it would pay for anybody who caused harm and then a sense it would close options in terms of acknowledgment and information for people who suffered harm it's not what will help us move forward here there's still uncertainty there can you put a timeline on when people will know definitively what will happen here that's very interesting question we were expecting this consultation to be launched at the same time as we had expected or hoped for a while that we might see an assembly establish a northern island that would be a couple of weeks ago now be an IO statement yesterday was that they're still committed to launching the consultation but a date has been given what I would say is we've been waiting really in effect for 2 years since the 1st time this consultation the draft legislation was was leaked actually and and 4 years since it was agreed Stillman house so so this constant dilemma is undermining people's confidence in what the consultation and will be and we need to see it very soon I know those documents are ready to go it must be very frustrating and you're all it's frustrating to me but it's heart breaking for people who have been campaigning and were king and trying for years to deal with the path.
