And Scotland are means underfunded and in particular although there's broad agreement and we are part of the agreement that the direction of travel trying to move towards providing more of her services in the community close to home that direction is ready but there's a real lack of absolutely clear planning as to how that's going to happen and you know if you it's clear from this report that funding is not sufficient to do that job well and to dispel I one of the key issues here is that in order to move from a service that is based on a lot in hospitals to one that is based more in community it seems quite obvious that you have to have those community services up and running before you can take the step of starting to make significant closures and so also it's a way you're funding 2 systems in parallel you need to have double running and a lot there is some money put aside for that it's almost certainly not enough that's our view it's also the view of all that Scotland and that's the key issue here factoring all saw that the whole service across the u.k. Has been on. Funded no for about 10 years as a consequence of the austerity agenda and that actually in real terms we had a reduction in our budget for last year rather than an increase and you can see the really difficult situation we're in and Kevin given the stare it is as Peter says that we're under at the moment which is quite right I mean is there any chance of anything fundamental being done to the n.h.s. Well we're certainly in a situation where it takes a brief politician to look at our hospital you know in his constituency or her constituency and see yes I can see the bigger picture that says that this unit needs to be reduced in size or closed because it's it's so much easier simply to take the path of least resistance and say yes every hospital must be open it's not possible for every hospital to Steve open if we're serious about providing care in the community where people can be looked after or more close to home and often in a much more effective way but I have to stress it's not cheaper. Yet to do this properly costs the same amount of money or more and the other thing that I think that's definitely we're stressing is that overall health in Scotland does remain poor life expectancy has even stalled no and that requires tackling the problem rate across society right across the public sector the health service alone can actually do what needs to be done to improve people's health in the 1st place the obesity strategy having had a very brief look at it does look like it's a good way forward government is doing other things in public health but more and more more needs to be done Yeah and Kevin worth the the growing aging population that we have do you think we need to think about much more radical ideas so moving from hospital based provision to more care in the community is one step but do we need to completely rethink the n.h.s. And about home much the state provides I wouldn't see a complete rethink but certainly with the ageing population and the there's a recruitment cases and social care and we can look at we need to look at solutions to those who are going to Lakefield these vacancies. One suggestion is that would target all the workers who can. Empathize with with the agent population people that are in care and that's certainly something that we should be we should definitely be looking at and I suppose as Peter is saying you know people taking more responsibility for their own health and that report today about tackling obesity very much putting you know some extent to some extent on the supermarkets and the food manufacturers but also encouraging people to change their habits so that's absolutely key to. The whole thinking behind all the thoughts if you're right behind us that made some of recruiting more responsibility for the health.
