Proposals being considered by ministers include bringing recently retired nhs employees back to work to help boost staffing levels, and relaxing limits on School Class Sizes if teachers are unable to work. Every Government Department will have a minister focusing on the threat, and therell be a Cabinet Office war room with scientists and media advisers. Its hoped Advertising Campaigns could also help people to reduce their risk of infection. Andy moore reports. Willow bank school at wokingham in berkshire, where about 180 children in infant classes have been told to stay at home for the next few days. The head teacher wrote to parents saying a member of staff had been diagnosed with coronavirus. The school, she said, would be closed for deep cleaning. The staff member is one of three new cases announced yesterday by the chief medical officer. They had been overseas in italy and asia. Another case at haslemere in surrey is causing concern, because the person hadnt been abroad and its not known how they contracted the virus. The government says its ordered a so called war room to be convened in the Cabinet Office to roll out a new Public Information campaign. It also says its considering bringing retired Health Professionals back into the nhs. Longer term, home working may be encouraged and unnecessary travel discouraged. The total number of confirmed cases here in the uk is now 23. Italy is the worst hit country in europe, with over 1,000 people infected and 29 deaths. In the us, one person has died in the state of washington, on the west coast, and there are fears of an outbreak among 50 people who are ill at a nursing home. Its been confirmed that one carer has the virus and an elderly woman is seriously ill. Additional cases in the United States are likely. But healthy individuals should be able to fully recover. With great surety now that weve gotten familiar with this problem. Outside of china, south korea is suffering one of the worst outbreaks. The army has swapped camouflage for white suits to disinfect this train station. The country recorded over 800 new cases yesterday, almost twice as many as china. Andy moore, bbc news. The bbc understands that more than 200 british holiday makers at a hotel in tenerife will be allowed to fly home in the coming days if they test negative for the virus. Our correspondent fiona trott is there. Good morning. What are the circumstances in which they are going to be allowed home . Well, all day yesterday, british guests inside this hotel, around 200 of them, have been queueing to have a nasal swab for covidi9. Been queueing to have a nasal swab for covidi9. That been queueing to have a nasal swab for covid i9. That seems to be the main barrier to getting them on a flight. Main barrier to getting them on a flight. One company in particular, jet2, saying you have to spend two weeks of quarantine here or test negative before we can fly your home. Some of the guests have told us home. Some of the guests have told us they are expecting their results today. Some have said they are due today. Some have said they are due to get them in 48 hours. If they come back negative, if they show no signs of symptoms at the airport, they should be able to fly back to they should be able to fly back to the uk if and when those flights are ready. Whats very important as once they get back to the uk we have to stay in self isolation until the 10th of march. I can also tell you here this morning that medical staff at the hotel here are keeping a very close eye on five patients who have been confined to their rooms since early this week. They had closer contact with the infected italians. Im sorry. We have lost fiona trott. Lets go to tokyo. And to our correspondencejenny hill. What is the situation in japan correspondencejenny hill. What is the situation injapan and more widely in asia . Well, the numbers are continuing to grow. Relatively slowly he re are continuing to grow. Relatively slowly here in japan, are continuing to grow. Relatively slowly here injapan, but are continuing to grow. Relatively slowly here in japan, but they are growing nevertheless. Particularly in the north in hock idol where the numberof in the north in hock idol where the number of cases have almost doubled. You will perhaps recall on friday that the authorities declared a state of emergency and asked people to stay in their homes or we can. Reports suggest streets are all but deserted. This road behind me should this morning have been hosting the tokyo marathon. 38,000 runners should have been pounding along here watched by goodness knows how many spectators. Organisers had to scale it right back. The stopped general competitors from taking part in the event. Only 200 elite athletes ran the course, watched by very few people because authorities specifically asked people not to gather along the route to cheer the athletes on. Another event in the sporting calendar is also being disrupted. We have just heard about one of the biggest events, the spring sumo wrestling tournament which organisers were considering cancelling but they have said it will go ahead as planned next weekend but the wrestlers will compete in an empty arena. All of this raising questions over the tokyo 2020 summer olympics, just five months away. Yesterday we heard from the Prime Minister year shinzo abe who insisted yet again that the games will go ahead as planned but the torch relay due to get under way ina few the torch relay due to get under way in a few weeks time is being considered at the moment because that torture is expected to travel all overjapan that torture is expected to travel all over japan before it that torture is expected to travel all overjapan before it comes back you to tokyo. Event organisers are seeing they are considering scaling back some of those events and we are likely to see an announcement about that in the coming week. What is the situation in china, the source of the coronavirus outbreak . There are still new infections and deaths been reported in china, but overall the pattern seems to be one of improvement. The World Health Organization and said the rate at which new infections are being reported is slowing. That is giving rise to encouragement and they say the chinese authorities with the measures they have imposed by locking down cities appear to have worked in terms of starting to keep that outbreak under control. Of course a huge number of people have been infected and have died. Here and in the rest of asia, a slightly different picture because it is spreading. We are seeing some new cases injapan, spreading. We are seeing some new cases in japan, more spreading. We are seeing some new cases injapan, more than 900 cases of them. The vast majority of them are people who were infected on board the diamond princess cruise ship. There is a lot of concern about the people came off that cruise ship and then travelled home. They have started testing positive in all parts of the world, but here injapan it is reckoned six people may injapan it is reckoned six people may have injapan it is reckoned six people may have travelled on Public Transport whilst the were hosting the infection. The number of cases are continuing to soar in south korea. We heard today that the youngest person infected is a six week old baby. Youngest person infected is a sixweekold baby. Thank you for that update. And tomorrow evening on bbc one, we have a special programme on the outbreak. Thats coronavirus everything you need to know at 7 30pm tomorrow. The home secretary, priti patel, is coming under pressure from labour to answer claims made by her departing permanent secretary that she bullied staff. Mrs patel has reissued denials in response to newspaper reports but she has not publicly commented on allegations made by sir Philip Rutnam. He is suing the government for constructive dismissal. Lord kerslake, the former head of the Civil Service and a labour adviser, said the briefing against sir philip was totally inappropriate. These lea ks are totally unacceptable and the briefing wars need to stop. Sir philip has made it clear he was not part of that. But if its happened, and it clearly has, then its a bad thing. But equally weve had absolutely torrents of briefings against sir philip. The thing he asked for, but you couldnt get, was an assurance that it wouldnt continue. I understand exactly what thats like and its impossible to respond to it, if you are inside government. So this is a problem of unauthorised leaking, youre absolutely right, but also, in my view, completely inappropriate briefing of the media against a senior Civil Servant as well. Lets speak to our political correspondent. Unsurprisingly, the story features on the front of the newspapers. I suppose the question is now in the absence of any kind of formal presence from the home secretary, whether labour can force her to come to the commons and explain her case. The allegations yesterday were pretty incredible. Extraordinary, i should say. He talked about this idea of a Vicious Campaign against him, briefing campaign. He said he didnt believe the home secretary wasnt involved in that. She has denied having any role in it. He said he regretted that he did not believe her. He said he had received allegations she had treated employees badly by swearing or belittling them. Again, these i think she has previously denied. But she says she hasnt responded publicly. Worth bearing in mind this is in the context of there will be legal action. Sir Philip Rutnam has said he will be suing the government forunfair said he will be suing the government for unfair dismissal. It is a question of whether there is a mechanism in parliament that would force priti patel to address these claims. Sir keir starmer is hoping that will happen. Downing street was asked about this last night. The words were that the Prime Minister has full confidence in his cabinet. It is semantics, but sometimes that can be significant. There is not any immediate suggestion that priti patels job is at risk. Sir bob kerslake has patels job is at risk. Sir bob kersla ke has previously patels job is at risk. Sir bob kerslake has previously suggested that it made be difficult for her, depending on what would come out at a tribunal or not. So its a case of watching and waiting. Certainly there doesnt seem to be a suggestion that herjob is that any sort of immediate risk. You know, ministers have defended her over recent weeks. This morning, the Health Secretary matt hancock told sky news she was determined but courteous. She is getting a measure of support and allies in private have been suggesting that perhaps Philip Rutnam was not up to the job. We should speak about coronavirus. We should speak about coronavirus. We expect to hear on the Andrew Marshall today of new measures the government is looking at. The andrew marr show. They will want to talk about how they plan to tackle future cases. They are keen to stress that we are in a containment phase. What is interesting is that across the political spectrum there seems to be broad Political Support to contain the virus. The labour shadow Health Secretary says he broadly supports their action. But the criticism has come of communication. This is what this is designed to address. This idea of a war cabinet on communications. Just trying to get the message out there. I was speaking to an mp just this week where they had a few cases in his constituency, a labour mp. In brighton and hove. He was saying that what was clear to him was the nhs strategy for containing up was working but there was panic if you are not explaining why is that person self isolating but that person self isolating but that person isnt. So its that sort of thing that these measures are key to address. Daily news briefings, which dou btless address. Daily news briefings, which d ou btless we address. Daily news briefings, which doubtless we will cover here on the news channel. Thank you very much. A 16 year old boy has died in hospital after being stabbed in coventry. The teenager collapsed in the stoke area of the city at about 10. 30 last night. Police think he may have been at a nearby house party a Murder Investigation is under way. Services on the Northern Rail network have been taken under government control. The operator, arriva rail north, has been stripped of its franchise after years of poor performance. The transport secretary, grant shapps, has set up a panel of local politicians, Industry Experts and passenger representatives to try to improve services. Simonjones reports. Long suffering passengers branded the Service Northern fail delays, cancellation, overcrowding, strikes, and the introduction of a botched new timetable. They wanted change and trains that run on time. Its really unreliable. Its late every day. Half of them dont turn up. Ijust find that i tend to work from home quite a bit, just to avoid the commute. Northern is a huge commuter network, from the midlands to northumberland, from lancashire to east yorkshire. But figures from the office of rail and road found only 55 of Northern Trains arrived at stations within a minute of the stated timetable in the past year. That compares with the average across britain of 65 . A recent survey by the passenger watchdog transport focus suggested thatjust 72 of northern passengers were satisfied with theirjourney. The company blamed external problems, such as rail infrastructure, but the government said passengers needed a service they could rely on and stripped it of its franchise five years early. Now trains will be run by the governments operator of last resort. The transport secretary, grant shapps, is calling it a new era for rail in the north, but hes warning there will be no quick fix. Hes set up a panel of local politicians and Industry Experts, and passenger representatives to draw up an action plan within 100 days. The number one priority will be to ease overcrowding. Today is self injury awareness day, a worldwide event which aims to allow people to be more open about Mental Health and self harming, and to increase awareness of the problem. Joining me now is lucy beresford, who is a psychotherapist, and a teacher, alex cooper, who used to self harm and now helps to spot the signs in young people. Thank you to you both for coming in to speak to us about this sensitive subject. Lucy, do we have indication of what the skill of the problem is, given that it is often something that goes unreported . Given that it is often something that goes unreported . It is often hidden. That is why we are so excited to be talking about this as a day. So many people suffer in silence. There way of releasing that emotion or that anguish is through self injury. The skill is quite worrying. There is a free 24 7 text service through young minds, the charity. The charity has identified the of seeing a real spike in people getting in touch, particularly in the young age group, so that would be 1625. Alex, when did you start self harming . Nine or ten years old, in school, primarily. I had adhd, depression and anxiety, but it was not officially diagnosed until i was 17. So i wasjust labelled a troublesome child. It was really painful. It started off with Little Things like biting or hitting myself in the head. Then it blew into full oii in the head. Then it blew into full on rage. I dont live there is an a nswer to on rage. I dont live there is an answer to this, but id be interested to hear your view, do you ask yourself, what was the benefit of the physical pain in terms of. In what way did it make you feel better or not . In the same way we ta ke better or not . In the same way we take out frustrations on other people sometimes which is wrong, we can also do that on ourselves. Its a physical or mental thing. Can also do that on ourselves. Its a physical or mentalthing. I no longer physically self harm, but i do it mentally. Can you explain what you mean by mentally self harming . made a joke to a friend of mine and she didnt find it funny. She is not very happy with me at the moment. Rather than admit that i did wrong, oii rather than admit that i did wrong, on the way back home, rather than me just apologising, i was beating myself up. I was saying im stupid, empathetic and im not worthy of her friendship. I see that in so many kids. Its a hidden problem i am still dealing with. Physically im a lot better but mentally i have a long way to go. Lucy, is that typical of the sort of cases that present itself to you . Actually, its so brave for you to speak this way, but also very valuable. It is so way, but also very valuable. It is so hidden. It is the way in which we beat ourselves up, we think were not good enough. And i think that will bea good enough. And i think that will be a pattern that a lot of young people and grown ups will recognise. And what we are trying to get across is the idea that it is notjust a physical thing, it can also be that mental torture you put yourself under. Alex, you are now teaching. For a under. Alex, you are now teaching. Fora man under. Alex, you are now teaching. For a man who was physically self harming and continues to fuel self confidence issues, its quite a challenge that you have to face up every day in front of this group, there needs to be a performance and you need to give confidence to these young people. Its a tremendous achievement. It is. But you must also have been looking when you were interacting with your pupils, for signs of what youre going through. How do you kind of communicate to them that you are there and you are willing and able to listen, to try to help . We live in an age of social media. A smile id is what it is. But you need to be there for somebody. Ifi you need to be there for somebody. If i was to say to a child, you can talk to me whenever you want, but not actually be there, im feeling in myjob and my duty of care. But ifi in myjob and my duty of care. But if i see, i in myjob and my duty of care. But if i see, lam in myjob and my duty of care. But if i see, i am noticing this, for example. That opens the door. They can lead in the something. At the end of the day, they have to take that step to come to us. We cant force them to make that decision. think being very open about your own experiences gives a green light to people. This person understands me and they will get what im going through. As a teacher, i see, what you are feeling now, ive been there. Especially being a black male in london, where it is about masculinity, ijust feel its a very important thing. There is a demographic i am hitting. Its ok to feel that way, but we need to work to get better. And thats the key thing. It is work. Its an ongoing process. Just because you have stopped physically harming, your self confidence has to keep building. Lucy, isuppose self confidence has to keep building. Lucy, i suppose thats the challenge for a lot of families. First of all it is spotting the signs and secondly there is no longer blood and injuries, that means the problem has gone away . Yes, and Young Minds Charity has some great resources for parents. Dont panic. Dont show your child you are freaked out by what you have discovered. In a way, alex is modelling the perfect way of dealing with the situation, to be completely open and be prepared to listen to what your child wants to tell you. Sometimes it might not be very co mforta ble sometimes it might not be very comfortable or pleasant. If you can show them that as an adult you can withstand it, you will be giving them the tools to deal with that as well. Alex, you channelyour aggression . I am a professional wrestler. I had a fight yesterday. I didnt win but it was very fun. There were lots of families and young kids they are. They are letting their aggression out and they are booing the bad guys. I am connecting with an audience. Young minds is very family friendly. I need to start investigating what this is all about. I am pretty much still a kid. I am 22 years old. You have to channel kids ability to learn. I want to see more Mental Health staff in school. I want to see more teaching of what depression and anxiety is. Thats what i want to do myself in future. I want to go into schools to talk about this. You have done a pretty good start here, talking to is live on television. Im sure some of your pupils will be telling you what they thought on monday morning. Lucy and alex, thank you very much. Just a reminder that the number to text for young minds is 82858. It is worth looking at the charity website. Thank you both for coming in. Greek police have fired tear gas at hundreds of migrants massed on the border with turkey. President erdogan has threatened to allow refugees to travel to europe from turkey. He says his country cannot handle the number of new people fleeing syria. Turkey hosts nearly four million Syrian Refugees, as well as migrants from other countries such as afghanistan, but has previously stopped them from leaving for europe under a deal struck with the eu. Gail maclellan reports. A show of force. Greek police struggled to keep back a wave of as many as 13,000 migrants, attempting to cross into the country from turkey. The crisis in syria shifted onto the European Unions doorsteps when turkish president Recep Tayyip Erdogan said he would no longer contained hundreds of thousands of refugees after air strike on idlib and syria killed 33 turkish soldiers. Almost immediately, convoys of people appeared, heading for greek land and sea borders. The 13,000 now at the border, a small number compared to the estimated 4 million Syrian Refugees who have been sheltering in turkey since war in their country began. And mr erdogan is putting pressure on the European Union to do more to help deal with the crisis in his country. People here say they have no water, no food, many are sleeping outside, in the biting cold, exposed to the elements. They come from syria, iran, afghanistan, with one purpose, to get into the European Union. Translation i will wait. I wont leave. I will wait until the border is opened because i do not have any other choice. Translation even if they do not open the border we will wait here. We have nothing left. I have no more money. With what i had left i paid a taxi 160 to come here from istanbul. That is why we are outside and we have to warm up by burning wood. Greek police remain vigilant in the dark. On the other side of the barbed wire, the migrants remain determined. Gail maclellan, bbc news.
