Those are your top headlines on this tuesday. Kentucky senator rand paul is expected to announce his run for president today at noon eastern time in louisville. It would be the second official republican candidate to formally announce. As month, texas senator ted cruz enter the race. Mark halperin is in louisville this morning. What does the announcement mean for 2016 . Mark we will see a series of these announcements through the spring and into the summer. Things change a little bit when it goes from being unannounced candidates to candidates. The main difference is on the fundraising front where they can now raise hard dollars in addition to super pac dollars. You will see a steppedup bit of activity and once you are a candidate, you get treated fairly. The scrutiny is higher. Matt will rand paul create a more moderate image of himself in the coming months . Does that hurt him as he gets away from the hardline libertarians that ron paul that backed ron paul . Mark his father was more of a message candidate. He wanted to affect a debate. Rand paul believes he can be the republican nominee and the president of the u. S. And that requires building a bigger coalition that his father had and that he has already. You will see him embrace his father figuratively and possibly literally today. Rand paul is small politically recognizes that while his father has helped them get where he is today, he needs to move well be on his fathers record and legacy if he will be a player in this nomination. Matt do you think ron paul ran hard . It didnt seem like he was trying that hard. He didnt seem to want it. Mark he was a stylized figure. While some people dismissed him as being a fringe candidate, he had millions of followers around the country. He recognized his limits. He was unlikely to end up being there public and enemy republican nominee. He would like to affect the debate but he would also like to be president of the United States and he thinks he can be. Matt can he raise a decent amount of money against candidates like jeb bush . Mark he is not going to raise the hard dollars at the same pace jeb bush does. What he does uniquely is the grass newts the Grassroots Network like president obama had. You can keep asking for money up to the 2600 cap. He has ability to raise money cheaply on the internet without going to events. I wouldnt be surprised if they raise several Million Dollars today alone sibley by virtue of the publicity over the announcement and some grassroots and social media efforts they are making in advertising to bring in small dollar donations which are as president obama proved very potent as a Political Force and fundraising force. Matt very cool of you covering this down there. Going to have a special on this the stay tuned. The whole Politics Team will come for live coverage of rand pauls announcement beginning at 11 45 a. M. Tune in or what do color on the internet . Url in. It is election day in chicago again. A runoff election. Rahm emanuel expects to win another election there. We have more on the mayors race and its national implications. It is not fantastic weather as we can see out there. It has not been a fantastic run for a rahm emanuel. It is a miserable day to head to the polls on lake michigan. Rahm emanuel hoping it is a better day for him. It has been a humbling experience for him. He thought he would cruise to reelection here in chicago with the help of president obama. He raised 18 million for his reelection campaign. But hasnt worked out that way. He has run into problems. His take no prisoners style and his sharp elbows have turned off some chicago voters. He has faced criticism. He has been accused by democrats of being out of touch with the little guy. Being too close to business interests. That is something jesus garcia has really tapped into in the course of the campaign. He accused rahm emanuel of being out of touch. They tangled in a recent debate. Jesus garcia he has received over 20 million from 100 donors. They are all rich and powerful. When you have forces like that involved in politics, what happens to the little guys . What happens to taxpayers . They get shut out. Rahm emanuel when i came to office, there were three cranes and other r 29 and now there are 29. If you dont automated city finances, companies will not have the confidence to come here. Matt the reality is since the runoff began the last six weeks, jesus garcias campaign has lost momentum. Some of the Big Questions have been who will handle the citys challenging fiscal situation. Rahm emanuel said he has the experience and ability to handle that and that seems to has resonated with some voters. He has the lead running into the runoff day here today in chicago. Polls are open now. Matt is this a microcosm of the situation democrats face on a National Stage . Can Hillary Clinton take a lesson from chicago . Peter it has been really interesting to see the rift among democrats. Progressive democrats challenging rahm emanuel and backing garcia. It is something Hillary Clinton and other democrats should be watching. The reality is at the end of the day that Rahm Emanuels fundraising and has established credentials may in the end proved to his benefit here and could carry the day. There is a National Story to be watched here in chicago. Matt that is why we sent our chief correspondent there to chicago. Peter, stay dry. Moving and shaking in the markets this morning, ray dalio seems his view on europe is paying off. The Worlds Largest hedge fund climbed 14 this year he by a bit against the euro. While he didnt comment on the returns, he wrote about the region in the 2015 Strategic Report which we obtained a copy of here at bloomberg. It says the lack of aggressive policy actions by the ecb and other governing actors has resulted in stagnation and depression across much of the eurozone. That is a veiled message to the ecb to please put more money in quantitative easing into the economy. They did, and so his bet against the euro ands of paying off. And the euro ends up paying off. Want to study collegelevel chemistry and make a double shot vanilla latte . You should probably get a job at starbucks. They are offering to pay for tuition to track more arista talents. Coming up, we will talk to doug high on rand pauls announcement at noon eastern that is the announcement. We will talk to doug at 8 25 a. M. California continues to do with a shortage in the state and we will say how u. S. Water consumption compares to that around the world. Now, cutting the cord and the advent of cheaper, slimmer streaming services was supposed to sound the death knell for cable companies. Sling tv has suffered a few setbacks itself. On the weekend, subscribers were plagued by error messages while trying to watch the final four ncaaesque ballgames ncaa basketball games. There are caps on the number of people who can subscribe. Joining me now is leo hindery. Communications guru of sorts. Thanks for coming on the show and spending time with us this morning. What do you think about this . We are seeing a number of products that offer a lower price but fewer channels and the only catch is they come over the internet which can come with its own glitches. Leo it is not fewer channels. It is far, far fewer channels. One of the things that distinction is the u. S. Industry from all other multichannel environment across the globe we built this country on diversity. We are proud of our immigration history and we value the diversity of our nation. We have about 150 channels on the average metropolitan dial that serve pretty ably the audience. None of which is large enough to attract the Genuine National audience except perhaps a final four of it final four event. The reality will be if not well thought out, you will nuke the niche channels. The niche channel in the u. S. Is a major channel in numbers elsewhere in the glow. We have a 320 Million People in this country and about 110 million households. No segment of that 110 will keep cspan or nickelodeon or ethnic programming or faithbased programming or womens programming. This channel. Nothing will survive in the many bundles except sex, violence and sports. Is that really what we want out of this country . I am an advocate of a la carte. I believe in a choice for the next generation being important but it should be a choice based on economics, not based on decimating the bundle. Matt i appreciate that and i get your point. Maybe three Financial News networks would not survive if we were cutting down to slimmer bundles. I wonder if there is demand for that in the market, dont companies have to serve that demand . Cable tv is very expensive. Slammer packages are more affordable. Leo they are more affordable but they are there are two objectives. One is to have Quality Programming for whatever niche is being served and then be respectful of the niche itself. When you have 110 million households, niches can be described as quite large. I was chairman of cspan for a long time. I think it is vital that cspan be on the dial of this country so to speak. No way does cspan exist on anyones mini bundle. Matt very good point. You are very involved in the Media Industry so we want to talk to you about that. You are also leading the push for formula one bringing the worlds most watch Sports League to the u. S. , to new york. How close are you to clinching that for us . Are we going to get a race here . Leo i think so. Formula one calendar is pretty static. You either are on the 16 you are not. We have a lot of money invested in the track that is being built on the hudson river. We are hopeful to hear shortly that we will be in the june 16 calendar. It will be a decision made by people in london. One person, essentially the energy of formula one is bernie ecclestone. It is important for the sport that it be here. The diversity of the sport has left the United States out. Matt i couldnt agree more. I got a chance to see the track over there with you. Sebastian finally came back to win for ferrari. It was fantastic. We will take a quick break and come back and talk to you about other specialties, and that is politics. Matt youre watching in the loop live on Bloomberg Television also streaming on your mobile devices and the internet at bloomberg. Com. I am matt miller in for betty liu on this tuesday. Back to one of our top stories. In three hours from now, rand paul will announce he will run for the republican nomination for president. He will be the second man in the field after ted cruz announced last month. With dr. 12 candidates planning on joining the race, the real competition might not be for votes, but for cash. Joining me is doug highyde and still with me is leo hindery who has been a fierce democratic supporter and fundraiser on wall street. Gentlemen, rand paul entering the race raises a very interesting question, especially about strategy. Doug, let me start with you. Rand paul has this money bomb strategy that he used in a senator race where he asked for small donations online and raises a lot of money in a short amount of time. Is that what he will do here as well . Doug i think we certainly saw ted cruz already do that. Rand paul will do the same task. The advantage is you can ask people for another 25 and then another 25 throughout the campaign cycle. He has the challenge he will not be able to raise the big dollars the age of bush or marco rubio will be able to do from big donors. We know rand paul is looking at Silicon Valley, but it is not clear if there will be a lot of financial muscle behind that it. Matt peter thiel gave his father 2. 5 million. Will he come out for rand as well . Doug it is possible he will do that. Super pacs, that changes the game. It has been impressive when we saw jeb bush announced early start raising significant funds. With rand paul, he will be able to do some of that as well in the Financial Community in Silicon Valley or the deep pocket public and Donor Community that is very organized is not probably going to rally behind rand paul. Leo i think doug will tell you perhaps even better thatn i that these 12 people are credible. They are not all capable of being president ball mark when rands father ran, he was a message candidate. Rand paul is a serious candidate. The other 11 are serious candidates. Matt ron paul didnt seem to want it. Leo we had message candidates. These are 12 able people. Well i find annoying is the fixation on the money. I have been in iowa every four years since puberty. You dont need hundreds of millions of dollars now. You need about 15 million, up to 30 million to know whether you will be alive in the fall. Rand paul and the other 11 can easily raise the money necessary to prove they are bona fide using iowa, in after, South Carolina is the process goes forward. We fixate too much on the megamoney. Ken can jeb had the millions of dollars . I dont really care. Rand paul is an able candidate. He is articulate and well schooled. You give him 50 million and you will find out if his party wants him to be the nominee. Matt youre not saying it is not important though right . Leo john conolly raised hundreds of millions of dollars and got one delegate vote. The election isnt in november of 2016. It is in january and february of 2016. It started in april. You better be alive in april as senator paul is suggesting. You have to be alive and able to be alive in january. If you are still alive and february and march, the hundreds of millions of dollars are your weapon. Matt let us talk about the message. Rand paul is not as much of a libertarian as his father was or is. Will that help his campaign or hurt his campaign . Does he have to distance himself or bring himself closer to his father . Doug i dont think you can ever distance himself from his father. The challenge rand will have is that one of the most accessible politicians in washington but he also tends to be focused and undisciplined. It is not common for him to make a comment that later he and his staff have to walk back. He has to limit his excess ability and has to be much more tightly focused on what he says every day on the campaign trail. Matt i like people who are unfocused. Leo they get to run shows on bloomberg. Matt what do you think about his message . Isnt it great to have someone who is not a robot . Leo i come as a democrat, find rand paul very unnerving. He is articulate. His spontaneity is a plus against the field at large. He strikes me as somebody who could appeal a bully in the midwest appeal ably in the midwe
