Two president s, two messages. Barrack obama and Vladimir Putin hold landmark talks agreeing the syrian conflict needs to end but disagree over the role of the Assad Government. Lets remember how this started. Assad reacted to peaceful protests by escalating oppression and killing. We need to admit that apart from president assads forces and kurdish fighters in syria, nobody in reality, is fighting Islamic State. We are coming off five Straight Days of declines on wall street with the worst day for bioteches in four years. So lets track the opening. We should see a bit of recovery. A bit of green on the screen. The s p 500, the implied open. We are up some 10 points. The Dow Jones Industrials which lost 300 points could see a bounce back of 84 points when markets kick off. Thats the implied open is just about 70 points above fair value. The tech heavy nasdaq should be seeing gains of 31 points when markets kick off. Lets show you whats happening around the rest of the world. This might impact the sentiment as we head into the wall street session. Heres a look at the global 300. Heres a combination of the 300 biggest firms. Its telling us that were seeing declines at a minimal declines. We did see a sell off during the asia pacific session and were seeing a bit of a recovery in europe so far. Lets check in on the european benchmarks. Were headed for the worst quarter since 2011. Lets count them, four years. So taking a look at the ftse 100 first off. We saw declines yesterday. Selling off by a quarter adding to those losses. Meantime, the dax as i call it, the german dax seeing a small advance. A bit of recovery as i call it, cac 40 in france. The ftse mib with small advances so far. Theres so many risk events coming in from asia. They cut quite aggressively by 50 basis points for the main lending rate taking it to 6. 75. Market wasnt expecting this. They were expecting a cut. They were expecting 25 basis points so front loaded and i would have thought that would have stoked the risk aversion for the markets. It didnt for the indian markets. Take a look at the close. Up by 1. 6 . The performance in the rupee wasnt that great either. Nikkei 225 up by 4 . Down quite sharply, 2 and almost 4 respectively. The glencore effect really hitting the likes of bhp and rio as well. The u. S. Index heavy weights in australia. I wanted to highlight the shanghai composite. This is the market to watch over the course of this week. Especially on thursday. China data, pmi, the official figure for september and we get the final reading from the private forecast and remember the preliminary estimate was very, very ropey. 6. 5 year low for factory activity. Are we going to see evidence of worsening slow down in china . If we do, that will represent a big test for the Chinese Market ifs not the global markets. Thank you for that. San francisco fed president jon williams is renewing his call for an Interest Rate hike sometime later this year. Speaking in los angeles, williams said while he supported the feds decision to hold off at his last meeting hes getting nervous about waiting much longer. If the economy is allowed to run, if you will, hot or in a High Pressure state for too long then eventually people will more likely make decisions based on excessive optimism and maybe unrealistic assumptions as opposed to founded in good basic economics. He said even a little bit more Economic Data could convince him to support a rate hike at the feds next meeting although he says whether they begin raising in october or december really isnt that big of a concern. Yeah, that view was really in contrast to chicago fed president Charles Evans who called for rates to remain close to zero until the middle of next year and he pointed to weak inflation readings and also said that the central bank could take an extra patient approach. Speaking of patience, lets head over to u. N. General assembly because they waited close to two years for this formal meeting. Russian president Vladimir Putin and counterpart Barrack Obama having held their first face to face and this is the first formal in two years and theyre discussing the Syrian Crisis during that 90 minute long meeting. The leaders agreed on the need to bring the civil war to an end but they had didnt views on whether he should remain in power. Earlier putin told the un that the Syrian Government was the main force right now battling isis in the region. It is an enormous mistake to refuse to cooperate with the Syrian Government and its armed forc forces fighting terrorism face to face. We should finally acknowledge that no one but president assads forces and Kurdish Militia are fighting terrorist organizations in syria. So it only took two years for these leaders to meet. Lets talk through it. Hannah, so they have different views on how to handle syria and i think president obama made it very clear once again that president assad has to go. Yes. Thats absolutely right but look at the end of the day i do think that russia really holds all the cards here. Russia has already announced that it has a sort of new coalition consisting of iraq, iran, the remnants of the Assad Government and syria and theyre going to move in the direction they want to and there doesnt seem to be much the United States can do about it. It does hold the cards because they did sign that all important four way deal with iraq, iran, syria and russia. So what is the future then of the u. S. In trying to find some sort of resolution to the Syrian Crisis . Well, look, we dont really know yet what the conclusion was of the meeting that president obama and president putin had yesterday but we also know that it involved a bit of a chat about the ukraine crisis. I do think that its also important to remember that despite the current attention were paying to syria which is of course perfectly warranted it seems as though mr. Putin is attempting to use this as a employ to get back into the International Good graces. To make himself a Problem Solver rather than a problem creator but we should not forget he still has troops in Eastern Ukraine and did annex the crimea peninsula because the u. S. Is in a bind and the europeans are as electrical. What do we do with this actor that showed himself to not be precisely friendly. You hit the nail on the end really because what mr. Putin was trying to do was not find a solution to isis. No he was trying to reset the global image that hes got right now. Also trying to reboot the relationship that hes got with the u. S. Maybe. Do you think theres really going to be a major reset of that relationship . Well, look, i think were in a very difficult position. We have president ial elections coming up here in about a year and a half Vladimir Putin knows that he, essentially, at this point has free reign. The United States hasnt pushed back much on ukraine. Theres been sanctions certainly but we havent pushed back in a way that we could have. We also havent done much in syria. The red line that was so infamous just a couple of years ago, its now, i think, exceedingly clear that the United States doesnt really intend to do much in the region and to my mind, we have essentially abdecated our role in this conflict. So well see where these things go but im not terribly hopeful that were going to have much of anything to say. Hannah, im trying to make sense of howell this 90 minute meeting went because on the front page of the wall street journal theyre calling it clash between putin and ball balm. Theyre reporting they had constructive conversations but with a u. S. President that has 16 months left in office and putin clearly holding the reigns im just wondering, where does this u. S. Russia relationship go forward . Is it going to be a pleasant 16 months remaining or does it matter . No, of course it certain hi matters. We have russia really exerting itself in Eastern Europe and europe as a whole and now we see in the middle east. It does of course matter but unfortunately i think the timing here hasnt really worked out for us and neither has our decision making. So unfortunately it seems really as though the United States is in a position where were just going to have to put up with some of the decisions that russia is making. I do think that its interesting that were some of what seem to be coming out of the meetings yesterday that the United States might be work as is israel to deconflict military operations with russia who is also acting in syria as a military actor. We know the french have started air strikes in parts of syria. So theres a lot of moving parts right now in syria that go beyond this newly named four plus one group that russia has put together so well see how it turns out but theres so much room here i think for miscalculation on the part of all of the Different Actors that it really could be a dangerous time. Its like giving somebody medicine and this medicine is being given and given and given and we dont know whats going to happen. You dont know how bad the end of this is going to be. You do know that when you did it a few years ago it caused a catastrophe. Where do you draw the line here . We talked about the ill m implications of this yesterday. It started when s p downgraded the stock and then we could have another downgrade later on this month. Just two levels above junk status at least for now. So we have s p taking the outlook from stable to negative as i mentioned. Citing the impact of falling Commodity Prices on its balance street right now. Glencore responded with the announcement that they were going to do capital raising. Also reduce their debt by 10 billion but it doesnt seem to be enough to alleviate or convince the ratings agencies or analysts on the market so after an official rally from that 2. 5 billion share placement in which glencores chief picks up over 200 million worth of shares himself, the stock resumed its downward descent. It sent shares below 100 pence a piece for the First Time Ever and then throw in what happened with investec saying there was a little value for glencore shareholders if these low Commodity Prices continue to persist. Alcoa shares plans to split into two Different Companies saying it would be better off apart giving shares a boost. He explained that decision. You have two very attractive companies. Both already fortune 500 companies. We basically got them to scale in strength. Theyre both competitive. They have a different profile and in future you have a choice between both of them. Meantime, volkswagen is lobbying for diesel inventives could help the investigators case according to reuters. Nancy, how so. Well, what this report suggests is that if lawyers can prove that volkswagen lobbied with the intent of getting these tax rebates which in the neighborhood of around 1,300 for each vehicle that they knowingly were intended to put the software that helps these cars cheat on emission standards in order to get that tax benefit spur sales for these cars which was a crucial part to boost sales in the United States then were talking about a very different kind of legal matter. Its not just trying to skirt emission standards which would bring out the epa fines and potential other charges that the Justice Department already indicated that its looking into but now were talking about a legal case on potential tax fraud claims so this is something that could factor into this larger pool of the legal burden that volkswagen must tackle in the United States as people try to assess what happens next in terms of how the car maker plans to fix the cheating devices and what the cost associated with that really entail. And we have been look at some of the figures. Moderates and conservatives who over the last few years have been unable to get together and come to agreements on legislation and how to move the country forward.
