The standards would ban the use of choke holds except if an officers life is at risk. Reducing crime and raising standards are not opposite goals. They are not mutually exclusive. They work together. They all work together. That is why today im signing an executive order encouraging Police Departments nationwide to adopt the highest professional standards to serve their communities. The danger is you have the president do nothing or do something small and then say we cant have more legislation. What you got today is i think a sign were winning, donald trump put himself on record saying we need to reform the Police Department and two things im excited about, 20 years now weve been asking for a registry of bad cops. The federal government tracks everything on earth except bad cops. Were now moving in that direction and asking can you please send people that can talk people down and not shoot people down when they are in a Mental Health crisis. Nobody will be satisfied even if we pass the big bill in the house. Will say this. We are winning. Donald trump had no plan a month ago to work on this issue at all. The fact that we are now in the direction of moving forward is good and the fact Law Enforcement is with him. Ill give it to bacari. One thing, as hard as we work during the obama years, we never got Law Enforcement to come to the table and stay there. Is this where these officers are fleeing to . They will resign or be given the gift of resignation rather than termination and there is no real record why they left. So i find it all offensive and it does nothing for day to day, what we do on the ground as a Patrol Officer, i know this to be true because i did it for 20 years. And so in your opinion, what do you want to hear from the federal government . In terms of what do you want to see from congress, what do you want to see as actual real change . What id like to see is and i dont need it to happen at the national level. It can happen at the local level. Lets say this, if you have a license to drive and you go out every day and you commit vehicular manslaughter, wouldnt the dmv take your license . Could you get more than three moving violations, excessive speed, reckless driving without dmv removing your drivers license . How about we desert ffy officer . Peace officers standard Training Certificate to remain on the force. Dont give them the gift of resignation. Fire them. Yank their certificate so they cant move around like chess pieces. Dont put it on the Patrol Officer to tell. Make a police chief create an environment and a real whistle blower situation where officers can tell and wont be retaliated, wont be held, wont not get help when you need. I mean, so theres a lot that can be done right there with the police chief and they dont do it. Anderson i want to say, i agree 100 and actually, i think if you read the executive order, it actually is making the point that shes making. The executive order is actually pointing in the direction of a National Certification program so that you cant have cops hopping all over the place and part of the database they part of that. I think one crazy thing thats beginning to happen, were actually in violent agreement from Law Enforcement to people who are critical of Law Enforcement as we have here, Law Enforcement itself, the Trump Administration, nancy pelosi is saying get rid of the choke hold. Trump took steps in that direction. In order, there is an emerging continent of Common Ground and i think we should actually be relatively relieved that its showing there. Van, youve been hearing from have you listened to Police Unions . Thats really not the message coming from a lot of Police Unions out there. I dont want to focus on the executive order too much today because i dont agree its enforceable and said a lot of anything, actually. I mean, the push in going in the right direction is one thing. If the president of the United States actually wants to implement some of the changes were talking about, what he does then is he actually out right bans many of these things or creates databases with the necessary funding or he says these Police Departments and Law Enforcement agencies would not be able to get federal funding. What he did was stopped short of that today. That the the biggest problem people have that much of what he did was unenforceable and we have the bad behavior were trying to root out. What are you hoping to change in atlanta . Anderson, i dont usually hold out a lot of hope for what President Trump does but i actually hope that he would do something substantive today. He seems to get in his own way in rolling out this order, he doesnt mention race. He doesnt mention bias and he went on some rambling tirade about School Choice and so its difficult to take him seriously. I was glad to see the National Database, i do think that is an important step but there are so much more to be done and left undone from the plan that president obama and Vice President biden left on 21st Century Policing and so in atlanta and cities across his country as always were still trying to figure it out on our own and use of force policies and not even three days into the task force, we had the killing of Rayshard Brooks. So we cant wait any longer and we have to continue to push forward what policies in the same way weve done in atlanta but the reality is that it still wont bring this father back. You know, some of the things that activists have pointed to getting rid of qualified immunity for Police Officers is a controversial issue and having more Community Involvement or even separate Community Determination of, you know, of who the commanders are in a particular community, former Police Officer who is the president of the brooklyn burro president here. Hes recommended communities actually being able to vote on three choices put forward by the city on who should be a Commanding Officer in a district. Im wondering what you make of the idea of more Community Involvement. I think Community Involvement is always helpful. You have to look at it city by city and make determinations in that regard. But at the end of the day, again, going back to the plan for 21st Century Policing, it was very clear our Police Officers are to be guardians and not warriors in our communities. There is supposed to be a partnership with our communities and that trust is broken across the country and its unfortunate because we know that Law Enforcement plays an Important Role in our communities in atlanta theyre volunteering with our kids at Promise Youth Centers and Police Athletic leagues. There are some positive relationships happening but then when the worst happens, like it did in atlanta on friday, and when you look at what happened with george floyd and Breonna Taylor ahmaud arbery, so many names i cant list, it tells you the trust isbroken and we g brb to rebuild and reimagine and transform how we police in the communities across this country. Again, though, how is that a training issue . A lot of protesters are talking about defunding police, i know you and i have talked about that before. Is that something you would even consider . Well, you know, i think its much more complicated than simply defunding a Police Department. And ive shared this with you before, anderson. When i look at the Police Budget. Im looking at pensions, salaries, capital cost and workers compensation. I dont have a lot of fluff embedded into our Police Budget, but we are reimaging our corrections budget. We transferred 60 of the budget towards Community Based programming and personnel and were closing down our jail in atlanta, turning it into a center of equity, wellness and health and so i think that youve got to look at where youre trying to go and then figure out how to get there. What people are saying is we want more money towards our communities. We want to make sure that were that theres money left over for our Community Centers and programming. I think thats an important conversation but doesnt necessarily mean it has to come out of a Police Budget line item because that just may not be the practical way to achieve what were all trying to achieve.
