CNNW At This Hour With Berman And Bolduan September 29, 2015
Guy is going to get creamed. As putin visits the u. S. , russia is ready to strike in syria. Why this could change the entire war against isis. Hello, everyone, im kate bolduan. A fugitive on the run for nearly 20 years, featured on the hunt with paul walsh has been captured. Jackson has been found up, lock, women up in a house of torture in oregon. John walsh described this man as one of his most wanted guys. Listen. Im saddened, angry and very surprised that
Paul Jacksons
been able to stay out there 23 years. Because hes still doing exactly what he did. Lepers dont change their spots, these kind of guys. Paul jackson is still out there victimizing other women. And i dont think hes going to let any of them live to testify against him this time. Now, jackson was set to face trial after being charged back in 1990, but he then fled and hadnt been seen or heard from until now. Of course, joining me now, andrea hood, one of jacksons victims. She was abducted but survived and escaped. Also joining me is cnn correspondent boris sanchez, who has been following this case very closely. I cant imagine what was going through your mind the moment you heard they got him . When i first heard, i didnt think it was real. I thought it was a joke. I thought they had the wrong person or it was a mistake because i wasnt sure they would ever get him. And then what was followed by that, relief . Shock and relief and overwhelmed and, like, all the emotions all at once. A lot of relief. Does it feel real now . Yeah, after i saw his picture, his mug shot, i was like, oh, yeah, it was him. Thought it was a mistaken identity at first. You were just 17 years old at the time this happened. What i read about your story is horrible. For those who dont know, can you tell us what happened . When i was 17, i was working the streets as a prostitute. I was addicted to drugs, so i was working the streets. And i got picked up and by a guy and he and his brother ended up kidnapping me, holding me hostage in their house. They didnt know where i was. Brutalizing me for a couple of days. And then i managed to find a way to get out and so i jumped through the window and escaped. Escaped. You were running through the streets. You were bloodied. And you were able to get away. Yeah. There was one window on the house that didnt have bars on the inside. By accident i saw it and it was i knew it was my only chance for escape. Boris, andrea wasnt the only victim. There is at least one other victim that we know of. What are you hearing now though about how paul jackson was caught after more than two decades . Well, part of it has a lot to do with the hunt. The fact that the show aired in july and shortly after that u. S. Marshals received a tip that led them to believe he was hiding out in guadalajara, mexico, he was arrested walking to work at an electronics store, staying in a hotel. Officials believe he was staying there at least a few years. Andrea, what have the last 24, 25 years been like for you, knowing he was on the run . What was what has that been like . Its been scaring and frustrating, knowing hes been out there doing things to other women and i didnt understand why he couldnt be caught. Now, john walsh, hes described jackson and his brother who was involved here this way. He and his pervert, creepy brother, they kidnap women off the street, kept them in their house, tortured them, locked them in a closet and kept them in what was like a modern day dungeon. How would you describe paul jackson . Paul jackson is a monster. Hes just a monster. He has no regard for women or anybody. I dont know. I dont know if youve thought about it after so much time. Im sure youve been trying to move on with your life, but what would you say to paul jackson today . Im just relieved hes caught and hopefully hell get to spend the rest of his life locked up, like they had intended for me. Wow. Now, one element of this, boris, is that there john had actually mentioned this in the piece that was featured about this case, is that there were a lot of photos found in the house and the apartment, or wherever they lived, or were staying. Does that indicate to you or are you hearing anything more there could be other cases, other unsolved crimes, murders . Its a very interesting point john walsh brings up. Apparently there were several pictures of women that were bound and authorities believe they were also sexually tortured by these brothers but they havent been able to identify them. They havent been able to track these women down. John walsh brought up an interesting point, theres speculation that perhaps all these horrible things these brothers are accused of, theres the extent they may have murdered these women to cover up their crimes. Theres no indication to it yet but you can believe officers will be looking at that to try to press murder charges against paul jackson. Just amazing. Andrea, shock and relief is how you describe it. Thank you. Gratitude is what we can describe it as that you came on to tell your story. Thank you very much. We really appreciate it. Thank you. Boris, thank you so much. Amazing, we were looking at the tally of the stories that have been highlighted by john walsh. They have five of the people that have been highlighted by the hunt, five of these people have been captured. Two others were surrendered, two found dead, one was killed by authorities and the list goes on and on. Just showing the impact that the hunt with john walsh is really, really having. We see it have an impact here, according to the authorities who caught this guy. Thank you so much. Coming up for us, though,

General assembly. This is their second facetoface meeting since the u. S. And cuba restored diplomatic relations last year. Theres still a lot of work to be done, though. One thing that both are pushing for is an end to the u. S. Trade the u. S. Trade embargo against cuba. Will that happen . Thats a very big question. Chief
National Security
correspondent jim sciutto is here. Jim, a couple things that at least raul castro wants and some shared interest between the president and castro, but is anything big going to come out of it . What do you think . Theyre definitely not smiling about lifting the trade embargo. Its not going to happen. The president said in his speech yesterday but the fact is you have a lot of republicans on the hill who dont want to lift the embargo and a lot of republicans look at cuba as obamas thing and theyre not going to grand him that. Theyre not going to give him that win in the waning 16 months of his president. The other thing castro talked about is guantanamo bay, closing that. Officials are clear about that, not closing that. Thats something the president has been talking about. Closing nothing but the
Detention Center
but taking the naval base out of there, which isnt going to happen. Theres been another very big meetings happen at u. N. General meetings. President obama and
Vladimir Putin
meeting, big focus of the meeting, although they said it was wideranging, the fight of isis in syria and the role of russia in all of that. One thing were learning this morning is that the russians are capable or could be conducting air strikes there at any moment. What are you hearing . Were hearing thats what the u. S. Is preparing for. In fact, part of their discussions here at the u. N. Has been socalled deconfliction. I needed someone to define that. Meaning you wont shoot at each other. We already have russian surveillance planes in the air, so theyre in the same air space. You make it so, hey f im coming your way, im going to let you know so you dont shoot me down. The u. S. Position is, if russia wants to shoot isis, thats fantastic. We need all the help we can get but the u. S. Is not sure what russias intentions are and they know one of their priorities or their only priority may be to protect
Bashar Al Assad
. Thats really what theyre focused on. The question becomes, who are those air strikes against . And who crucially this was brought up by the
Supreme Commander
in europe, why has russia brought in air defenses in syria . Syrians are on the russian side, so what does that mean about
Coalition Warplanes
. No one thinks theyll be shooting down
Coalition War
plans but a lot is about projecting power. This is and that
Major Military
buildup that is happening as we speak, russians building up in america. A lot going on. Great to see you. Great to see you. Thank you so much. Also new this morning, the u. S. Is launching air strikes against taliban fighters in afghanistan. This comes one day after the taliban captured the
Northern City
of kunduz in the biggest taliban victory, really, since the 9 11 attacks. Afghan special forces there are conducting a ground offensive to try and recapture the city. Its really ongoing as we speak. It is home to some 300,000 people. Afghan president ghani says his troops have retain some government buildings and reinforcements are on the way. He also says progress is hindered because the insurgents are using residents as human shields. Still to come, a billion dollar endorsement for donald trump. The billionaire businessman and president ial candidate picked up support from another billionaire businessman. The investor, carl icahn, the legendary investor, says the country needs a wakeup call and trump is the man that can do it. Look at this. I look back and i love this country but i sure as hell dont love a lot of the politicians in it or the ceos. I think they have taken advantage of the system. And its just deja vu. Donald, of all of them, maybe hes brash, but hes willing to say what he believes and hes willing to say, hey, this is complete [ bleep ]. Just the way carl icahn would say it. This comes as icahn he wrote a policy paper he says he sent to trump and others on wall street and in washington. In it he took a surprising stance to many on the problem of income inequality in the country. Lets talk about this with christine romans. First to that endorsement coming from carl icahn. We know donald trump has said more than one time hes called up carl and he said, you handle china, you handle japan, can you handle it . Ca carl, of course, in this conversation none of us were involved in, says, absolutely i can. Maybe not a surprise to get an endorsement. What do you make of it . Carl icahn is a report rater, activist investor you call it, goes in and tells companies how to fix it and how to make more money. Now hes saying donald trump can tell washington what to do,
Tell Congress
what to do and get it fixed. Heres this billionaire endorsing another billionaire saying, hes a guy who can speak his mind and get things done. Theyre similar that way. Takes one to know one in that way. He was talking about the
Federal Reserve
as well and he says there are mediocre nice but mediocre ceos all over america who are making all kinds of money because the fed has left
Interest Rates
too low for too long. Theyre
Financial Engineering
and the little guys getting hurt. Listen. The question is, why should they raise rates . And its almost a rhetorical question because so many reasons they should raise rates because low rates, by almost definition, building bubbles. Hes worried about bubbles. Bubbles in the corporate debt market, bubbles that could pop and bubbles that could hurt everybody. He says the fed is way too late. The fed needs to get off zero rates and start moving higher. Its interesting, kate, a billionaire crafting this video about donald trump, about the fed, about income inequality, about a host of things. Its really remarkable. He has this message to say i think most americans probably dont know who carl icahn is, but hes an awful lot like donald trump in some ways. He has the money to back his opinion and out there speaking his mind. Definitely speaking his mind. More on this issue of income inequality. He writes in this policy paper, this position paper that he gives them, he basically says the
American Worker
is getting screwed. When you look at the economy, there could be a blood bath coming. Also could be surprising to a lot of people hearing a ceo, a billionaire ceo, whos made his money on the backs of a lot of workers, talking about income inequality. He has made an awful lot of money over the years and he feels the game is rigged against the little guy. There are those who would argue, if theres some kind of blood bath, this guy will probably make a lot of money no matter what happens. He seems to be legitimately concerned about the direction of the country. He talks a lot about taxes in there and the like. Hes not the only the only ceo talking about this. Youve got a variety of ceos who have been saying, look, its been here for too long. The guy pimco, bill gross, guy who founded pimco, he says the fed should get off zero
Interest Rates
. Much too long theyve been on zero
Interest Rates
and that will fuel the next bubble in the economy. Why are we at zero
Interest Rates
. This is the thing when the economy was in the gutter, this is what the
Federal Reserve
did to prop up the government. Now you have carl icahn and others saying, this has gone on way too ugly and something is coming around the corner. They could be wrong, talking their book trying to make money. At least in this i just think its so interesting he made this video that hes releasing. And donald trump is touting this video. Carl icahn for treasury secretary. He was joking, maybe not. Thanks. Coming up, hear why donald trump admits he may have been a little childish. Plus a former aide to

United States president. Here is what he said. People say, look, this is a guy who calls someone a loser, hell
Say Something and they say who says they say thats childish. Ness the temperament of a president. Probably is a little childish but this is a campaign. You say youre not going to call
Vladimir Putin a loser. I actually say the opposite. Trump also discussed some
Foreign Policy ideas in this interview, including how he would take on the fight against isis. Joining me to discuss all of this is cnn political commentator amanda carpenter, former
Communications Director for the republican senator and now president ial candidate, ted cruz, and cnn military analyst, who served as general
David Petraeus executive officer in iraq and also is a former commander of the 1st
Brigade Combat Team who first the
First Armored division in baghdad. Good to see you and an important day to discuss this. Amanda, you saw donald trump being selfcritical, laying out specifics on
Foreign Policy, taxes, even more in this interview with erin. Are we seeing a new donald trump . I think a little bit, kate. I saw the first glimmers of this in the aftermath of the cnn debate when reporters were asking him, who won the debate. It was the first time he didnt declare himself the undisputed winner. He said everybody did good. Yesterday he released a pretty thoughtful tax plan. I think hes trying to grow into his candidacy, but at the same time, he cant help himself. Last week he was calling marco rubio a looser which merited boos from the crowd. Its catching up with him. I think he realizes he has to recalibrate, but its going to be fairly difficult for him to do. Fairly difficult but hes been he has proven everyone wrong in the past many, many times when they have predicted his demise, thats for sure. Colonel, lets talk about his
Foreign Policy issues he was laying out. I want you to listen to trump talking about fighting isis in syria and specifically the role russia should play, in his mind. Let syria and isis fight. Why are we why do we care . Let isis and syria fight. And let russia, theyre in syria already, let them fight isis. Look, i dont want isis. I dont want isis. Isis is bad, theyre evil. When they start doing with the head chopping and drowning, these are really bad dudes. So i dont want let them fight it out. Let russia take care of isis. How many places can we be colonel, what do you think . Trump says, leave isis and syria to russia. Is that a workable,
Winning Strategy . What do you think . There are a number of problems with this proposal. Let me count the ways. First, its a recipe for eternal blood shed in syria because
Bashar Al Assad does not have the strength or power to defeat isis or al nusra. Second, russia doesnt have enough power to project to help
Bashar Al Assad consolidate his control over the whole country or to defeat isis, nor do i think thats russias game here. What they want to do is reestablish themselves as a great power. So, if we did as donald trump suggested, it would be eternal blood shed in syria, a conflict thats already taken upwards of 200,000 lives and waves upon waves upon waves of refugees in europe, upwards of 800,000 this year alone and projected to double next year. You might, though, see how
Donald Trumps message could resonate, especially there, colonel, when he saysing how many different places we could be. We hear over and over the warring combat fatigue amongst americans. What do you think it would mean strategically for the fight against isis broadly speaking . You know, the u. S. Taking on isis in iraq, russia taking on isis in syria, because as we have learned, as we well know, there isnt a border between the two countries at this point. Well, if russia were actually interested in taking out isis and
Bashar Al Assad were actually interested in defeating isis and then coming to some sort of political solution with the other groups, that would be fine. I just dont think that will happen. You know, theres only one nation on earth that can lead a coalition that can defeat isis, and thats the
United States of america. I think what we need to see out of our president ial candidates is how they would lead a coalition in order to do that. That is fascinating. As weve been talking about, we have him laying out some poern policy specifics, tax policy specifics. You look at the latest polling out, these hypothetical headtohead, these matchups. In the latest polling coming out, headtohead matchup of
Hillary Clinton and trump, she beats him by ten points. Look at a headtohead matchup and clinton and the other leading republican candidates, shes neck and neck. Does this worry you as a republican . Obviously, you want a republican in the white house, but he remains the frontrunner now. Not necessarily i think
Hillary Clinton has a great deal of vulnerabilities that will be fully explored throughout the campaign. To go back to donald trump and what hes doing on
Foreign Policy, i want to talk about some of the things the colonel brought up. Donald trump, everything he does is from a purely populist perspective, and thats reflected in this
Foreign Policy plan. He understands people are warweary, we want a more noninterventionist
Foreign Policy. Marco rubio brought up in the debate where he made gains on donald trump was talking sensibly about what americas role should be in the region and recognizing that
Vladimir Putin is an aspiring power broker thats trying to get our allies to turn to russia rather than us. So, the more we can talk about that and how this plays into a general election is that a marco rubio, ted cruz, what have you, can contrast that role of robust
American Leadership in the role with what
Hillary Clinton did as secretary of state. As we have that debate, i think
Hillary Clintons numbers are certain to go down. But i dont think donald trump is the one to make that case based on what he said. Also you can see, as you lay out, the more specifics we hear, the more you can really compare these candidates and what they would do for the country rather than as we talk so much to this point, out of necessity, out of style and what they say and some of the grandiose statements they make. Great to see you both. A lot more to discuss on this. Great to see you. Thank you. A reminder, the first democratic president ial debate is tuesday, october 13th right here on cnn. You do want want to miss that. And before that, tonight, former president bill clinton will be sitting down with erin burnett to discuss his wifes campaign, and also donald trump and the race for the white house. At 7 00 p. M. Eastern right here on cnn. House majority leader kevin mccarthy, one of the republicans, probably oddson favorite, hoping to replace outgoing speaker john boehner, hes telling cnn why he is different than john boehner. Listen here to kevin mccarthy. I wont be as tan. John is a very good and decent man. This is a man that came into this office. If you looked at those that maybe want to fight, how did the house bank get shut down . John boehner is the last one standing who shut it down. He then fought to give us majority, went into leadership, left, become a committee chairman. Hes one of the few standing that won two majorities. But everybody is different. Theres a generational difference about us as well. There you have it, kevin mccarthy. Coming up for us, a new report suggests the u. S. Homeland is in danger because of specific security weaknesses. Bipartisan Task forces, the
United States efforts to stop americans from traveling overseas to join jihadists have, quote, largely failed. A u. S. Intelligence u. S. Intelligence believes isis is also stepping up recruiting efforts. Now, according to this report, overall, more than 25,000
International Recruits have streamed into syria and iraq since 2011, showing that clearly gaping security holes are making it easier to join isis. Joining me now to discuss is justice correspondent pamela brown. Shes got this report. Colonel peter is back with us as well. Pamela, tell us, what more are you learning in this report . Its pretty alarming the amount of americans who have been able to leave the u. S. , evade
Law Enforcement and actually make it into syria to fight with isis. In fact, of the 250 americans who have attempted to join extremists in iraq, the report says the majority, 85 still manage to evade
Law Enforcement and several dozen still make it back into the u. S. The problem, of course, is that many of these people were operating under
Law Enforcements radar. That continues to be a huge issue because people are being radicalized so quickly, kate, that essentially there isnt enough time for them to be in
Law Enforcements radar. Before they know it, theyre on a plane to turkey and on to syria. Colonel, this clearly exposes security secrets, but the number overall, more than 25,000 people
International Recruits have flowed into syria and iraq syria and iraq since 201 is, and i believe also in this report it says more than 30 american women have also left to join the fight. What do you make of it . I think it calls into question the
Administration Strategy using air power to degrade isis over the past year at best case, and theres some controversy about this, weve killed maybe 10,000 people. Well, there is at least that number coming in every year into isiss domain. So, what were doing is not working either in preventing jihadists from flowing into the region or from killing them once were there. Yeah. A lot more to learn from this report. Pamela, great to see you. Thanks so much. Colonel, thanks for sticking around. We appreciate it. Suing the car company porsche, claiming that the sports car the actor was killed in had multiple design flaus. N this is the scene were going to show you walker burned alive, they say, as he was a passenger in a car that lost control and crashed into a utility pole. The law alleges the street legal race car lacks security features like proper stability control and safety components to protect occupants inside the car and keep it also from catching fire. Joining me to discuss the lawsuit and these safety features cnn digital correspondent who covers many automotive topics is peter valdez and cnn legal analyst and criminal defense attorney danny savalos. Peter, i want to get your take on all of this. Theyre blaming the car for their deaths in this wrongful death suit. They also blame, according to the lawsuit, a history of instability and control issues in this porsche. Do these cars have a history of safety issues essentially . Well, the
Porsche Carrera gt does, in fact, have a very well earned reputation for being a tricky car to drive. This isnt a car for amateurs. And one would think it might you might want to put electronic stability control in a car like that. It certainly was available on other cars of that type. Today, in fact, electronic stability control is a required safety feature on all cars. Because it was shown to be so effective at preventing just exactly this kind of crash where a car goes out of control and hits a tree or light pole on the side of the road. So, thats a legitimate question worth asking. There are also other questions that theyre talking about, the design of the fuel hose, the design of the cars doors that didnt prevent a light post from breaking through the car and tearing it in half. My initial reaction here when i heard this is, oh, great, heres another lawsuit where theyre going to sue the car company, but there are some legitimate questions that need to be asked here. Its really interesting, dan y everything peter lays out there. Let me read porsches statement. They say, in part, were saddened whenever anyone is hurt in a porsche vehicle but we believe the authorities reports in this case clearly establish this this tragic crash resulted from reckless driving and excess speed. You see what porsche is saying here. Do you think no matter what the case is in terms of design flaws, this really is going to come down to a factor of speed . Yes and no. I know its the lawyer answer, but heres why. Were talking about two different causes of action in the complaint. You have strict liability and you have the negligent design cause of action. They look at two very different things. Negligent design looks at the conduct of the manufacturer but strict liability focuses primarily on the safety of the product. If you read the california jury instructions, this is what a jury will hear. They will be asked the question that, did they create an unreasonably unsafe product and did the plaintiff use it or foreseeably misuse it . Even foreseeable misuse will not defeat a strict products liability claim. Not only, that including assumption of the risk is another thing that does not necessarily defeat a strict liability claim. You have to ask yourself, is speeding in general a foreseeable misuse of an automobile . I think most people would say, yes, it is. So, then if it does come down to a question of speed, peter,
Law Enforcement, their assumption is they were going between 80 and 93 miles an hour when this happened. There was an independent investigation by some attorneys for the driver of the vehicle who said they may have been going at a much lower speed, so thats in dispute. When you look at if this car was going, lets say, 93 miles an hour, is there any car, any performance car out there, race car essentially, thats going to protect just your average driver in an accident at 93 miles an hour . Yeah, and this is not this is a car intended to be driven on the street so things like a roll cage inside the car it wouldnt have had, you wouldnt have expected it would have that. Drivers have died, even in race cars, at speeds lower than 93 miles an hour. So, its a legitimate question. Could any car have protected someone at a crash at that kind of speed . Its really not knowable. Too many variables and we dont know exactly what happened. One thing we dont know is how fast were they really going . Right. Thats in disputes. Thats why they bring in the experts to dispute that and thats now going to play out in the courts. Great to see you. Thank you. The woman in charge of planned parenthood is facing a pretty tough set of questioning this hour on capitol hill. Cecile richards is testifying in hearings on those undercover videos that purported to show workers of planned parenthood in the groups clinic discussing the sale of fetal tissue. Some republicans, many republicans in congress, they are so furious by the videos and by the allegations that they are threatening, at least comfortable with shutting down the federal government, allowing it to shut down in an effort to cut the groups federal funding. Last hour the
Republican Committee chairman questioned her about her groups use of federal money and spending on political activities. Take a look. This is why i dont think you need if you want to be a private entity, be a private entity, but you dont need federal dollars in order to do this. I dont use federal dollars to do that, sir. You do to run the organization. Planned parenthood excuse me. Planned parenthood has given planned
Parenthood Action Fund more than 22 million to exercise to be involved in their lobbying expendituring and their advocacy efforts. None of the dollars youre discussing are federal dollars. And the planned
Parenthood Federation of america receives almost no federal dollars. I think at this point only 21,000 for
Clinical Trial network for it goes to an organization and you separate all that out. Now, this is obviously a huge issue playing out. Not only on capitol hill but on the political stage. Its important to point out that planned parenthood insistings that the videos that made made inside their clinics theyve been heavily edited, they insist, to entrap their employees. They completely defend themselves saying all allegations are false. One
Committee Democrat says republicans are the real aim, according to democrats, is to restrict womens rights. Listen here. This whole defunding fight is just a pretext for the real republican agenda. Its a pretext. Take away the constitutional right of women and their doctors to decide what is best for them. So, that fight continues. The group, obviously, was has repeatedly denied making money off its donations of fetal tissues for research purposes. Georgia State parole board is meeting to consider the fate of an inmate scheduled to be executed an hour or so are from now. Kelly played a role in her husbands death and her children are asking for the state to the spare her life. If she is put to death, it is going to be the first woman to be executed in more than 70 years in georgia. And martin, the children forgive her, and what is expected to go in the parole
Board Meeting, martin . Well, they have ruled in the past when it comes to kelly kisi kisingdanner, but because it is the 11th hour, they are reconsidering once more. They could possibly commute her sentence or decide it is life with parole or not life with parole or to go on with the execution. She would be the first person executed in what they call the modern era which is 1976 on who did not actually commit the m d murder themselves. In other words, didnt stab or pull the trigger, and that was done by her boyfriend, and he got life without possibility of parole, and they are saying, this is disproportionate, because the guy who actually killed the husband gets opportunity for patrol, and she gets the death sentence, and this is the third time she has prepared to die. In february, the execution was delayed due to bad weather, and in march, it was delayed due to concerns about the drug to be used to carry out the lethal injection, and so it is is the third time. And so we will wait to see what the parole board will do, and the governor has no say in this. And the children are all involve and caught in the middle of it.
