President. 1 in 4 Americans Trust most of what they hear from the white house. 1 in 4. And the president s near constant tweeting is part of the problem. 71 of those polled say the president s tweets are a risky way to communicate. We have a lot to break down. Lets get to david for more on this. A lot to learn in these numbers, 200 days in. David, break it down for us. Yes, indeed, kate. Take the 38 approval that you noted and put it in context with predecessors at this stage in their presidency. President trump is at the bottom of the list back to eisenhower in modern day polling. Only one other president at this mark in their presidency was below 50 . That was bill clinton in 1993. Donald trump is well below that at 38 . Of course, we want to see how he is doing with his own party, republicans. Look at what we found here. Republican that is strongly approve, not just approve, but strongly approve of the president s job performance. In february, 73 approved. In march, 69 . Kate, it is now down to 59 among republican who is strongly approve. This is a check when you look at how he is doing. Another base factor, white, noncollege educated americans. This is part of his base that drove him to victory last november. Take a look at this on a key brand item. Can manage the government effectively. In april, 62 of noncollege educated voters said he could manage the government. Now, thats down to 50 . This shows a little bit of erosion among his core base. Of course, as you noted on twitter, 71 , 7 in 10 americans say they think his tweets are a risky way to communicate. I think we are seeing that day in and day out, including today with the retweet of unsubstantiated story based on Anonymous Sources. Donald trump retweeting, this is the kind of thing 7 in 10 americans are saying it is a risky way to communicate. David, theres a lot of important messages for the white house in these numbers. Is there good news for the president . There is one number in the poll that if you are president you would feel good about. 53 . The majority of americans see the country doing well, see it going in the right direction. That is usually a good barometer, when you ask that, its a polling question, take the temperature of the country. Hes got a majority of americans that think things are going well in the country. Whats clear from the rest of the numbers, kate, that is a sentiment americans hold separate and apart from assessing the presidency. Great to see you, david, thank you so much. With with me, cnn contributor, margaret hoover, served with george w. Bush. Here in new york, matte bennet and White House Deputy assistant to bill clinton and in washington, former congressman, Jack Kingston who served as Senior Adviser to the Trump Campaign. Lets analyze. Margaret, that 73 number that david went to at one point, 73 overall say they cannot trust what they hear from the white house. What happens when the next natural disaster, major crisis faces this country and the country needs to look to the white house for truth . This is precisely the problem, kate. If the people in the United States cant trust the white house for the truth, they will begin to look for other places, trusted sources where they can go. The white house is trying to undermine the credibility of journalist journalist journalistic sources, cnn. Journalism isnt 100 , nothing is. But the white house is 73 in the tank, all right. This does seriously undermine credibility to a new, new low. This is very disturbing and disheartening for any patriot. Jack, congressman, come in on this one. Here are a couple things we know. One thing we know the president did not run on is being honest and trustworthy. Im not saying he didnt say he would be, im saying there was honesty and trustworthiness for both candidates, we know that. Things he didnt run on is being a change agent. Here is another number, 43 say he can bring change that the country needs. That is down five points from april. If nothing else, is that a problem . Let me say this, first of all as somebody in the campaign looking at polls every day, we know when the poll was taken, time of day, where it was taken, these are all relevant factors. What we did in the Trump Campaign is never look and put too much weight on any given poll. In this case, there are questions we want to know about the bias of the poll itself. I want to get to the 53 that ties into your question directly. Dont ever come to be citing a poll you like from this day forward, my friend. I dont have any tape of that. Okay, let me give you two things here, number one, on the twitter, the politically correct answer, do you think the president should get off twiser . Everyone is going to say yes. Thats not true. People love the president being on twitter, except fortune 500 ceos who dont like adversity. The truth of the matter is the president connecting with 100 million constituents, its a good, positive thing. Is there instruction in that . Can he do a better job, yes. But, that 53 in terms of almost right track wrong track is significant. With unemployment at a 16year low with the stock market breaks records on a weekly basis with Border Crossing down 60 , those are things americans want. What we republicans found and margaret will remember in bill clintons first term, the president is always down, also a scandal and stepping in some problem but people did not want to change. Im not saying hes down and out. Go ahead, margaret. Jack, you are right. Bill clinton was right. Its the economy, stupid, which is what is so shocking about the numbers. The president s numbers are so bad and the economy is good. Imagine if the economy were bad. His numbers would be historically as you remember, bill clinton, his popularity wasnt that high when he went into r e reelection. People came to the conclusion they did not want change. Im not crazy about the president , but i dont want change because its the economy. As long as the economy is strong. Go ahead. Jeff, that was a really good try, but the fact of the matter is that polls do matter. The president s poll, 50 the parties get shellacked in midterm elections. This is an historic low. The problem for republicans, the drop trump is seeing is among trump supporters. Not a Single Person said they thought trump was doing a good job who voted for hillary clinton. That means every bit of his erosion, all 15 points came among independents and republicans. That is going to be a big problem for the party. To that point hold on, congressman. Thats going to be a significant factor. Wages is a key point, unemployment is a key point. Why are people so unhappy . Hold that thought. I want to get to margaret on that. Here are two number that is stuck out at me. I feel like this might be, tell me if im wrong, where republican lawmakers might be looking. Overall, who strongly approves the president , overall. The president is 24 . Those who disapprove is 47 . People are more enthusiastic on the negative than they are on the very positive. How much trouble does that mean for republicans in the midterms . Lets go back. What he know about the nature of the republican party, democrats fall in love, republicans fall in line. We know republicans who didnt like trump, didnt have him as first choice fell in line. 73 in february and now 59. Thats a big break. The reason they are with him is they hope policy proposals will get passed. They hope tax reform comes through. They hope for significant Regulatory Reform. Republicans think hes in the oval office, maybe we can get things done we promised for a long time. Now, it looks like none of that is going to get done. Thats not true. Really . I mean he said regulatory for every one regulation. An executive order that is cosmetic that is happening on Regulatory Reform but nothing legislative that we know if you want changes you have to pass a law. The big thing that we have promised our constituents for a decade now we would get done, we havent got done. Its only 200 days, but the numbers dont bear it out. I never accused you of being a republican inside or part of the antitrump movement but thats what you are sounding like. The truth is, you have solid change in the employment number, 1. 3 million new jobs. You have a stock market at an alltime record. Those are real, real changes. Look, every president can claim positive economic numbers and does when it happens under their watch. There were a million plus jobs that happened under obama. They will take the blame when it goes south. Well see where it goes. Well have that conversation. I have other questions. If you are advising the white house on how to get the number back occupy, closer to 50, whats the first thing you actually would suggest . I think margaret is right. The only thing the people understand is legislation passing. Jack is talking Regulatory Reform, which some of that is happening, which nobody knows. That is an elite conversation. They have improve relaxs on the hill and pass something serious. That means doing it in a bipartisan way. Get your own party on board. Get republicans on board. You own the senate. You own the house. Pass legislation. I know you would like to see it be bipartisan. I would like to see republicans get on the same page. When you have the bully pulpit its too hard. You cant do tax reform. Stay tuned to september. Congressman i have an interesting conversation with you all the time, actually when you answer my question. I always answer your questions. Yes, you do. I hope you see me rolling my eyes. 38 . Is that a floor on the approval . It is the floor. Its going to get better and better. It is going to be reflected in votes. I talked to congressman tom graves this morning. He said he had record turnouts and great enthusiasm at his town meetings and he said, matt, i thought was interesting, people in his district are recognizing the house has, as margaret said fallen in line, unfortunately the senate has not. We will repeal and replace obamacare. If i had a nickel every time a member of the house criticized the process of the senate, i wouldnt be on television anymore. Great to see you guys, thanks so much. Thank you. The president wants leakers thrown in prison. He tells americans, dont trust Anonymous Sources. Why, then, did the president retweet a report based on Anonymous Sources . We will get to that in a second. Rhetoric from north korea vowing physical actions against them. Im going to be with a man at the table with north korea. A dark web, mode el and kidnapping. Did she collude with the captors . The mystery continues to unfold. Well be right back. Her long day as anne. Hair stylist starts with shoulder pain when. Hey joanne, want to trade the all day relief of 2 aleve with 6 tylenol . Give up my 2 aleve for 6 tylenol . No thanks. For me. Its aleve. President trump still on his working vacation and back on twitter. This morning, retweeting a report that u. S. Spy satellites detected north korea moving antiship cruise missiles to a patr patrol boat. Officials with u. S. Intelligence as the source of the information. Did the president retweet leaked classified information, something he rails against almost every day . I want to bring in the cnn pentagon correspondent, Barbara Starr for more. What do we know about the report . Its hard to say why its not the leaking of the president on his twitter account. Hes the president , he can tweet whatever he wishes. You are right, this is very much something he has been against so publicly for so many months. It does look like it is classified because it is based on Spy Satellite intelligence reports, all about the North Koreans moving some fairly smaller range missiles on to a ship. This is not about the big intercontinental missiles that pose a direct threat to the u. S. , but all of this leading to ambassador to the United Nations talking about her concern about that. Have a listen. I cant. I cant talk about anything thats classified. If thats in the newspaper, its a shame. You have no reason to believe its not accurate . I have no reason to comment. Is that another leak . Its one of these things, i dont know whats going on, but its dangerous when things get into the press like that. You are not only getting the scoop on something, you are playing with peoples lives. This has got to stop. Reporter got to stop. Thats a criticism of the media reporting. No criticism, yet, from the u. N. Ambassador of the president retweeting it all in public. Kate . Hard to square the two things, the ambassadors position and the president s position. He is the one person who can declassify anything at will. Well see if that retweet is confirmation. Thanks so much. Here is something we cant confirm right now. North korea is throwing out new threats, vowing to take physical action in the sanctions approved by the United Nations. Its not just that, north korea vowed to make the u. S. Pay 1,000 fold for crimes committed. The foreign minister says they will not put nukes on the negotiating table under any circumstances and the official news agency warning this, there is no bigger mistake than the United States believing its land is safe across the ocean. Now what . Bill richardson, someone who has traveled and talked to the North Koreans many times. Great to see you. Thank you, kate. When north korea threatens physical action is the quote. What are they threatening and how real is that threat, do you think . Well, they usually get very bombastic with a lot of bluster after sanctions pass, after they feel they have been violated. So, this is this is not uncommon. What is a bit disturbing is, number one, they realize that these sanctions that have been passed against them at the u. N. , this has bite. It affects 80 of commerce from china. This affects a third of yearly revenue, if the sanctions are enforced. Then, lastly, the foreign minister, who i know, who i have dealt with, who is a reasonable guy in the scheme of north korean negotiators got unusually bombastic. So, you know, im concerned about the overdramaization of the situation. I like the fact the administration put out a statement, basically saying, look, well have dialogue, but cut down on the missile test. I think thats a reasonable position recently arrived because they have had a lot of mixed messages, the administration. They want to go ahead with with preemptive strikes. The tweeting of the president is unfortunate. He should stop doing that. Hes not going to do it. The u. N. Ambassador ahead of the secretary of state on statements. I think, right now, we have to be cautious and see what north korea really does. Maybe they will, in the next few days, change their position and signal to china, okay, lets talk under these conditions. We dont know. We dont know kim jongun. Hes a total mystery. Thats true. On the foreign minister, he said they will, under no circumstances put nukes and rockets on the negotiating table. You advocated talking to them. Can the u. S. Ever sit down with them until that happens . Well, i think its been unfortunate that in the past, in the past democratic and republican administrations we have said you have to stop your missiles because we are rewarding bad behavior. Thats not a good policy. Talk and see if theres common ground. Even with that threat, you think they can talk . We dont know. I think continuing this policy of isolating them, not talking to them whatsoever has got us into a situation where things are getting worse. They are developing more missiles, more nuclear weapons, more instability in the peninsula. I think a change in policy is needed, one that combines tougher sanctions with diplomacy. Possibly tillerson. I hope the state Department Takes the lead on this issue and not others that talk about preemptive military strikes. Let tillerson instill dmiplomac through the contacts hes making and direct talks with china. You talked about the president s tweeting. About that fox news report, do you believe his retweet is confirmation that u. S. Spy satellites picked this up over in north korea . It probably is. You know, but he shouldnt be doing that. Even though a president can declassify, you dont want to you dont want to put that out. If you are the commander in chief. So, he should just stop that but hes fot going to do it. Hes going to keep doing this. He doesnt listen. He should listen to his secretary of state, his national security, secretary of defense and stop this. One quick question. The threat of a Nuclear North Korea existed for years. Give me your honest assessment on how scared should americans be right now . Well, we should be concerned because their missiles, their icbms could hit the United States. They can hit alaska, guam, hawaii, maybe they are a year away from a Nuclear Warhead that hits continental United States. They are advancing. My view is that they are not going to negotiate, the North Koreans, until they know, technically, proficiently they can hit the United States. Thats when i think they will negotiate. I dont know that, but thats what the North Koreans always do. They level the enormous threats and thats when they feel the strongest. Thats when they will negotiate. Well see. Unfortunately, we will wait and see what the administrations response is and how real the threat then becomes. Ambassador, great to see you, thank you very much. Thank you. With all this going on, the president , yet, claimed the media wasnt covering north korea, again, on twitter as we were discussing. The president sent a tweet at 4 15 yesterday afternoon and here is what it said. The Fake News Media will not talk about the importance of the United Nations 150 vote in sanctions on north korea. The lead with jack tapper was carrying on the exact time the president sent out that tweet, not only that, we talked about it at 11 00 yesterday and every other report. The u. N. Security Council Unanimously approved the toughest sanctions to date, against the kim jongun regime. Rex tillerson says a vote slapping north korea shows the world is united. Nor
