Another aftershock. Search crewing working through rubble after an earthquake rocked the country. We have the latest. And danelo cavalcante, the fugitive spotted on surveillance and changed his appearance. An incredible moment. American tennis player coco gauff becomes a grand slam champion. We have the highlights. We begin this morning with reports of a 3. 9 aftershock in morocco. This comes two days after fridays major earthquake in the north africa nation. More than 2,000 people were killed. Nearly 2,000 injured in the 6. 8 quake. It is the countrys deadliest earthquake in decades, and those numbers are expected to rise as rescuers dig through the rubble. Relief efforts are arriving slowly to some of the most remote areas. Drone footage shows the scope of the damage. Look at this. Entire villages flattened. Homes and buildings, just piles of clay and brick. Earlier a person was pulled from under a collapsed building and carried to safety. This is one of the rescues rear seeing across the country. It was a moment of celebration, before a second night, though, thousands of people have slept in the streets of marrakesh. Many with no home to return to facing a threat of aftershocks are afraid to sleep in those damaged buildings. I left my son and daughter at home. I was terrified when i saw the houses shaking violently. Almost as if in a nightmare. I rushed them back home, gathered our clothing, blankets and prepared to sleep outside. We have lost nine people that i know of, including a Family Member and her newborn. Cnns reporter joining us from marrakesh. What are you seeing . Reporter look, amara and victor, im about 44 miles away from the epicenter but the damage is evident here in mer marrakesh. Stepping oust frame for a second. One of the buildings hit in an old town, the same damage as a result of friday nights earthquake, and there are pockets of this city, which is a most densely populated city, with sustained damage as a result of the earthquake. Of course, this is nothing in comparison to the sheer devastation that we are seeing in this center area of the foothills of the atlas mountains, and that, of course, there are some villages completely flattened as a result of the earthquake and that Search And Rescue effort is still very much ongoing. Of course, there is a concern around the timing here. There is a lot of pressure on these rescue teams. The last two days have been quite difficult to get to some of these villages towards the epicenter. These are remote areas in the mountains. Some of the roads have been damaged, as a result of the earthquake. So it has caused delay in getting those rescue team theres. Weve seen videos, heard from eyewitnesses describing themselves searching for their loved ones beneath the rubble with their own bare hands. Of course, we know the moroccan government is taking the lead on that Search And Rescue, of course, the military thcharge. In marrakesh feels people are beginning to return to a sense of normalitiy, getting on with their lives, but, of course, a sense of real fear here. You mentioned people sleeping outside. Another night of families huddled together in the streets. Many of them afraid even their homes arent safe. The structures have been damaged in that initial earthquake. Theyre afraid there could be a powerful aftershock. Weve seen aftershocks today, and that will only go towards heightening that sense of apprehension. What do you know about the aid thats coming in, the International Effort to support . Reporter well, this is groig to be a long, long process for the moroccan government. Up to this point weve heard so far norco independently taken the lead on Search And Rescue and the Relief Effort as well. In the last few hours weve learned from the Spanish Foreign minister there has now been an official request for assistance on the relief front. It is anticipated of deploying Additional Support when it comes to the Search And Rescue teams as well as the Relief Effort, but there has been an outpouring the support from the International Community when it comes to International Aid and there will be hundreds if not thousands in need of that humanitarian aid. Many made homeless, many lost livelihoods, and that support will be fundamental at this stage. It is a waiting game to see the extent of the damage and, of course, the purest scent of the human death toll. Thanks so much. At Government Efforts rampant and aid slowly coming in, people there are helping one another. A man who lives there drove to marrakesh and surrounding areas to help where he could. Reasons, these are some of the poorest areas of morocco. Even before the earthquake the infrastructure wasnt particularly good there, and so the population is, you know, quite scattered throughout the mountains. In of the villages and yeah. We basically took some unpaved roads. We werent even, werent even close to the hardesthit areas. These areas were affected badly, but, i mean, some of the pictures ive seen from, from the real mountains villages that are deep in the mountains are really horrific, and these are places that even the unpaved roads are really, really difficult to access. So its just a lack of, a basic infrastructure. Even before the earthquake. If you go into the remote villages where, sort of, the houses are built, sort of like in a makeshift manner that theres lots of instability, and the people there are just, you know, in need of of everything. Food, water, and blankets and, you know, transportation. Yeah. At the moment theyre camping outside and waiting for people, for help to reach them. As we mentioned, Relief Organizations and governmental agencies are now gathering muchneeded supplies to help out in mirotic 0 e. This morning we spoke with a representative from the International Federation of the red cross and red crescent societies and heres what she talked about, those massive efforts ahead. People need food. People need water. As you know, the Water Pipelines are now damaged. The electricity cut off. The roads are blocked. So people need first basic needs and they need shelter, and they are traumatized. Basically social support is very much needed, and these are the basic needs we have witnessed in many disasters before, and also medical and medics also would be helpful to to provide services for the affected people, and from all over the world we have calls from red cross and red crescent society. The Moroccan National Football Team has been donating blood for the injured. The atlas lions, scheduled to play liberia, and africa cup of qualifying match yesterday but the match postponed because of the quake. Players also are urging others to do whatever the possible to help. In a post on instagram, one player wrote, we are living in difficult times and our thoughts are with all of the injured and the families of the victims. You can learn how to help the victims of the morocco earthquake at cnn. Com impact or text morocco to 707070 to donate. We are awaiting remarks from President Biden who is on a key trip to vietnam in the wake of his appearance at this weekends g20 summit. Go down to hanoi and to cnn White House Correspondent Jeremy Diamond whos traveling with the president. What are we expecting to hear and when are we expecting to hear from the president . Reporter well, victor, we jut saw President Biden sitting down with vietnams General Secretary and saw them essentially move forward with this steppedup partnership between these two countries. The formal announcement were expecting is for the United States and vietnam to upgrade their partnership to the comprehensive strategic level, highest tier of diplomatic relations putting on par with russia and china. Its significant when you look at relations from the vietnam war to today, and its the result, its really a process, a process thats been decades in the making. As you look at the increasing trade between the u. S. And vietnam and also look at vietnams growing concerns about chinas aggressive Military Posture in the region. In particular in the south china sea. So what year seeing is vietnam here making an attempt to counterbalance chinas really muscular presence in the region, and its something that the Biden Administration has also been actively pursuing. Look at the last five months you see President Biden hosting the president of the philippines at the white house. The first visit of a Filipino Leader in more than a decade. Hosting the indian Prime Minister for a state visit, and then having this very symbolic summit at camp david with his japanese and south korean counterparts. All of those countries are chinas neighbors and all of those countries joined by a growing concern and wariness of chinas posture in the region. Now, President Biden, he just finished up his visit to the g20 in new delhi where china was also a focus there, despite the fact the chinese president was not present, but it was that contrast, that opening that President Biden really sought to exploit reaching out a hand to developing countries to try to portray the United States as the more reliable, more effective partner in the long term versus china. So those will be some of the issues to be covered by President Biden during this News Conference, but its been some time since weve had a direct formal solo Press Conference from the president. So you can expect a range of issues that will come up. Some of those divisions at the g20 including on the issue of ukraine following that joint statement that did not directly condemn russia for its invasion of ukraine. That could be a topic here. But also, of course, the political backdrop. We are heading into a reelection season here, and President Biden is facing some of the lowest poll numbers of his presidency. So a whole range of issues to be covered here and were expecting the president , if hes on time, in the next hour, but it could be later than that. We have to see but will be here for you. If hes on time. We will see. Jeremy diamond in hanoi traveling with the president. With us Senior Fellow and former Meetingsnegotiator For T Department and Senior Editor for the military times. So much to discuss. Start with the g20, before we come back to hanoi and awaiting these iraqs from the president and the secretarygeneral. The white house says specifically when it comes to the absence of xi jinping and vladimir putin, this was an opportunity for the u. S. The g20 hosted by india along with the u. S. And south africa there. All reaffirming the group as the premier form for international cooperation. Start with you, erin. What did the president accomplish on this visit and was this accomplishment in anyway aided by the absence of xi and putin . You know, i think its a paradox here, victor. The fact is xi and putin didnt come left a lot of running for the president to demonstrate in effect the United States could be a secure economic partner. Particularly the latter for a lot of countries in the socalled global south which is a complicated bloc. Eager, i think, to benefit from the economic proposals the president brought. Particularly leveraging 200 billion for Food Security and infrastructure, and digital reform. The reality, though, is that that declaration, g20, consensus, most experts believe they would not reach was reached in large part because there are any number of nations who are simply not willing to follow the american need if it means alienating russia and china, and i think the Administration Simply settled that reality and accepted the language on ukraine that was a real walkback from the g20 last year. Talk about that, kimberly. A key point of contention. Right . The g20 not explicit Ly Condemning the invasion of ukraine by russia. Show you this. This year leaders declared all states must refrain from the threat or use of force to seek territorial acquisition. Last year, 2022, much stronger wording saying most members strongly condemned the war in ukraine. Despite putin being absent and xi absent, why the softer stance on russia . Well, i think you see the combination of a couple of things. One of them is the shock and other factor is the wanes of the biden presidency. Internationally they see low poll numbers and wonder if they need to hedge their bets with russia and china because, perhaps, especially russia, the next u. S. President will be a prorussia candidate, as we said. So why make a sacrifice for this president who is just on the cusp of leading a lame duck presidency trying to get another term. Aaron, the addition of a representative of the African Union to the group. Something that several members, including Narendra Modi advocated for. Additional 1. 3 billion people over the next 2. 5 decades or so, africa. The significance of adding the au to this group . Again, i think an Effort Bull Toit Reach Out to the global south. 55 countries. The g20 which is basically 19 countries plus the eu, now the g21. An important indication on the seriousness with which the developing world is taking. At least i hope thats the case. As you pointed out, within a decade the population in africa is going to comprise a quarter of the worlds population. So i think that was an important point. It waltz is a real testament to modi. The big winner, victor, is, i think, modis india. He pulled off a relatively flawless sunday. Flawless summit with a consensus and declaration i thy few people believed he could get and hes seeking to become a bridge between the west developing world and the global south. For modi and there was very little criticism. Probably no criticism of his human rights record, and his aggressive hindu nationalism. Quite interesting they all paid respects to the junta Gandhi Memorial in a way gandhi preached muslim hindu unity. Very much a controversial issue in modis india today. Kimberly, last word before we go, and back to the point that this was seen as an opportunity for President Biden to say to the world leaders, hey, xi and putin arent here. So this is your chance to align with us and from an economic standpoint encountering china from an economic standpoint. Biden presented an alternative partnership, right . To the developing world. Rather than china. I. E. , their belt and road initiative, i think a 1 trillion Infrastructure Project lending money to these developing nations. Biden presented this alternative pushing these global banks to increase their lending power. How did that resonate . Well, i think the developing nations at this point, they are still being asked by the Biden Administration to take public sanctions against russia, which would hurt them domestically, those that actually have taken part in this activity, but on the china side, beijing this step making a statement before the g20, which is to release its annual map of areas that it claims for itself, and it offended nearly every major nation who attend the g20 summit in vietnam, where President Biden is right now, by laying claim to parts of that. Vietnam and others consider that their home. So biden took advantage of that. We have to leave it there. Appreciate you both. Thank you. And as we said, we are waiting for the president s News Conference to begin as he is now in vietnam trying to enhance that relationship. We will bring it to you live when it happens. Up next, 2024 contenders look to score points with voters as candidates take their message to a Tailgate Party in iowa.
