We start this morning with dangerous conditions brought on by now posttropical cyclone lee. The storm is still maintaining those hurricaneforce winds, and so far warnings remain in place as lee begins to whip the new england coast, bringing heavy rainfall through cape cod and all the way through maine. Though its not expected to reach the u. S. , the outer bands are expected to pack strong winds up to 80 miles an hour and could bring flooding throughout the new england coast. Maine has declared a state of emergency, and authorities are warning people to stay inside and prepare to hunker down for the storm. Many states are warning people to state out of the water this morning because of Dangerous Rip Currents that could drag people out to see. Lets go to Allison Chincar in the weather center. What are we talking about in terms of impacts . The intensity of the storm hasnt changed. The name has changed but the impact remains the same and the intensity remains the same. You have sustained winds gusting at 100 miles an hour. It has picked up forward speed. So it is picking up speed in the last few hours. All it means is the impacts are going to come sooner but leave sooner as well. We still anticipate the storm to make landfall over the southern portion of nova scotia before it heads off to the north and east from there. But the outer bands are starting to hit across the east coast. You have rain across portions of boston, cape, and each stretching over into maine. The heavy rain is focused over maine, and thats where its going to remain today before the bulk of the rain pushes farther north and east into canada. Even still, you have marthas vineyard, boston, plymouth facing winds. At nantucket, winds at 32 miles an hour, gusting up to 46. All of these areas are going to see those winds increase as we go through the morning. Potential for Power Outages because trees will come down, thats going to increase as we go through the rest of the morning. Once the center of the storm slides off to the east, the winds will decrease across areas of massachusetts and rhode island but increase across maine as the storm continues to slide off to the north and east. Once we get to late tonight and early tomorrow morning, things should start to calm back down at least for the u. S. Interest. Same thing for the rain. Youre still going to have Rain Stretching across portions of massachusetts and rhode island, say even around 1 00, 2 00, even 3 00 this afternoon. Py tonight the bulk of the rain shifts into rain and by tomorrow morning most of the rain has exited the u. S. Entirely. Thats good news. However, as we mentioned, even though the name of the storm has changed, the impacts has not. You still have Hurricane Watches in effect across portions of nova scotia in pink, and you still have all of these Tropical Storm warnings across maine, stretching down through nantucket. Again, because the impacts are there, youre still anticipating wind gusts in the u. S. Of 50 to 60 miles an hour. Keep in mind much of new england is well above normal for rain for most of the summer, so that ground is already saturated. Its not going to take much. You get 50mileperhour winds. That can bring trees town, and youre likely to have subsequent Power Outages as we go through the day. Still the potential for storm surge as well. The main concern is across areas of maine, new hampshire, and Northern Massachusetts as we go through the afternoon. The potential of most of these areas are likely around that 1 to 3range. Thank you for that very important information. Were now in day two of the united autoworkers strike against the three big carmakers. Theyre walking the picket lines in three cities in a targeted strike. The uaw president said 80 of the demands had been left off proposals for the automakers, but negotiations will continue today. Cnns gabe cohen reports. Reporter victor and amara, the sides are heading to the Bargaining Table again today with the workers telling cnn they have sent a counteroffer and are waiting for a response. Its unclear at this hour, but we know its going to take a lot to bridge the divide we have seen up to this point. In the meantime until a deal is reached, youre going to see picket lines like the one behind me operating 24 hours a day here in toledo outside this Stellantis Factory where they build jeeps as well as a ford factory in michigan and a General Motors factory in missouri. There are 13,000 autoworkers currently on strike, making 100 a day in strike pay, and yet so many here in toledo today told me theyre preparing for the long haul. Our members are willing to stay in for the long haul. When we came out of bankruptcy, or starting pay was 15. 70. 14 years later its 15. 78. Theres something wrong with that. Reporter shawn fain told me on the picket line its possible additional facilities could strike in the coming days depending how long this lasts. Either way, we are likely to start seeing more of a Ripple Effect to additional manufacturing factories and facilities that are struggling to get parts or even move their own materialsable may have to shut down operation and even lay off workers. The president siding with the workers but not fully endorsing the strike. Explain the white houses position. Reporter yeah. Not a full endorsement of the strike, but President Biden certainly not leaving any question on whose side hes on, weighing in very forcefully on the side of the autoworkers, and that is notable because over the last several months as these two sides were in negotiations, the white house President Biden were walking quite a fine line, not explicitly endorsing either side. But that really changed yesterday in the roosevelt room, President Biden coming out to tell reporters that record profits for these automakers must translate into a Record Contract for the autoworkers who he says has seen their wages and benefits erode over the last several years. He called for the autoworkers to go further in their offer to the workers, and he said that the well he doesnt support a strike, he does support the workers right to collective action. This really does come at the intersection of so many issues that are critical to President Bidens political identity, whether its raising wages for Manufacturing Workers around the country, whether its strengthening unions. Remember, President Biden said hes the most prounion president in history. Hes also making a push to electric vehicles. Autoworkers are concerned that the Making Of Electric Vehicles could erode wages, lessen jobs. Of course, you have to wrap in the electoral politics of michigan where this is all unfolding. A prolonged strike could have a damaging effect on the economy there. And, nrk and, in fact, as this Work Stoppage goes on, it could have an Eroding Effect around the country as President Biden prepares to run for reelection. Yesterday the president did say he was dispatching two senior aides, Gene Sperling who has acted as the gobetween for the two sides for the administration and the labor leader, hes sent them to detroit to support both sides as the talks continue. But it remains to be seen what efforts they will have, but the two sides will have to come to an agreement if the strike is to end. Obviously a big headache for President Biden. Thank you. Lets talk more about this with errol louis, political commentator and anchor for the news. Lets listen in as the uaw called for this targeted strike. Auto companies have seen record profits including last few years because of the extraordinary skill and sacrifices of the uaw workers. Those record profits have not been shared fairly in my view with those workers, but i believe they should go further to share record profits, meaning Record Contracts. Again, a tough situation for a president who has called himself, labeled himself as the most prou. S. President in history. What are the implications . What does the strike mean for the president . Good morning, amara. The president in our system, the federal government, is really supposed to act as a referee and make sure neither side in the Lay Pore Negotiation even to and including a strike, that they dont break the law. But other than that, the two parties have to work this out among themselves. There are two profits to be divided here. On one level some of the negotiation appears to be what the number is going to be, how much of the profits of the Big Three Automakers will be share and on what terms, and until they figure that out, weve got this strike. The strike fund of the uaw is at 825 million, and so they can sort of ride this for a while and bargain for a while. The white house has to make sure it doesnt really openly get involved in the negotiation. Thats sort of treacherous territory. Its not the right role for the federal government. President biden wants to be seen as pro union, and hes left no doubt about that. But it conflicts with his position and has pushed for this transition to electric vehicles, right, because as we know there is a lot of concern in the industry amongst the workers this could lead to a huge cut in jobs because apparently it takes less people to build electric vehicles. And as you know, the union has withheld its endorsement of biden. How does that come into play during an Election Year . The federal government has rescued this industry. Lets think back to the Obama Biden Administration when massive bailouts enabled the Big Three Automakers to even survive. The government has transitioned to electric, which is universal and existential. The market of tesla is worth more than all of the automakers combined, plus toyota and plus volkswagen. Thats where things are heading. The richest man in the world happens to be the ceo of tesla. I think the uaw understands that. The country understands that, the consumer, everybody. In fact, General Motors has already announced and ford has an interesting lineup of electric vehicles, what it will mean for jobs, the number of workers. Thats not something that can be changed at this point. So bargaining over the terms in which this massive transformation takes place is not necessarily part of this negotiation, but it is an inevitable part of the discussion of where this industry is heading. Yeah, absolutely. And on top of this, United States autoworkers situation, President Bidens son was indicted on gun charges earlier this week and also this official Impeachment Inquiry into biden that was authorized by the house speaker, and, of course, not to mention the fact that his age continues to be one an issue of concern for Many Democrats and voters alike. Talk about the situation that President Biden is in right now and just how vulnerable this time is. Well, amara, only the last of those three issues is one he really has to deal with. The age issue, as you and i have discussed before, were in uncharted territory. Weve never had a president this old. Hell be 86 by the end of the second term, if he gets one. Havent seen this before. We went through this before when we had Ronald Reagan running for reelection back in the 1980s. So joe bidens got to sort of demonstrate to people that hes vigorous enough and hes got the right medical and mental sort of stuff to be an effective president. How they do that, thats up to them. But those other issues, really, this is a matter of sort of rehashing a past strategy that is all about donald trump trying to smear joe biden. Thats what the first impeachment was about, trying to get president zelenskyy to Say Something bad just so he could get a headline, so he could have us talking about it. Its really nothing more than that. The Impeachment Inquiry is really a congressional version of that. I dont know if, frankly, the Biden Campaign is really all that concerned about it. If there are real issues that will require voters to say, oh, is this real or is it not, thats one thing. But as a purely partisan exercise to Say Something bad about joe biden, thats not what this election is going to turn on, i dont think. Just before we go, Something Else weve been through before, is the possibility of a government shutdown. This time around does a shutdown seem more likely as were hearing so many lawmakers using terms like inevitable to talk about this looming shutdown . You know, nobody likes to hear that, thats for sure. Look, the reality is there are promises that were made within the republican conference to move past the last budget crisis. If they want to break that and rewrite that whole deal, thats going to be politically thats going to be a very sticky problem for them. If having shaken hands and said, look, were going to go four, get past this, take this off the table and fight about Everything Else and now they want to sort of bring the government to a halt, its going to be extremely unpopular. And i think all of the republican candidates for president are going to really react negatively if they want to brand the party as the one that wanted to shut down the government over what . I mean theres really no issue on the table. If they want to do it just to do it, just to put a stake in the ground as budget cutters, thats going to be a very, very tough sell politically, amara.
