Americas top diplomat is trying to hammer out a truce between israel and hamas after a u. N. Shelter was struck. More than 200 people are wounded and 16 are dead. More than 5,000 wounded since the conflict began july 8th. Israel reports 32 soldiers killed and three civilians. Ban kimoon is appalled at the strike, the third as in many days. The body is not ready to assign blame for thursdays attack. Our ian lee was at the hospital as the wounded came in. Reporter a Conveyor Belt of the injured and the dead. Evacuating their homes should have meant that they were safe. Except for this girl, she lies bleeding, shrapnel in the shoulder. This boy scans the faces overhead trying to make sense of what happened. An xray reveals shrapnel lodged in his leg. The youngest i saw killed, a baby barely a year old. As ian lee mentioned, the military is investigating the shelling. John is joining us with the latest. Well start with the u. N. Shelter in gaza that was shelled and the images we saw on that piece is horrific, especially the children who were wounded in all of this. What are you hearing about the evacuation orders that were over not given and are we learning anything more about who was behind the strike . Reporter yeah. Look, there is still a lot of confusion about what did or did not happen at that school, apart from the number of dead and wounded. But what an initial investigation by the Israeli Defense forces has found, at least at this point, saying that it appears, according to them, that hamas militants were firing on troops from the vicinity of the school and israeli troops returned fire. The israelis have confirmed that it could have been israeli fire power that hit the school but they say its a possibility that its a palestinian rocket that fell short. So thats not beyond the realm of possibility. Israel sent a message to the red cross which was received, they say, by who runs the school there that there would be a window of opportunity to safely evacuate that school, it would be between 10 00 a. M. And 2 00 p. M. On thursday. As we heard, the u. N. Spokesperson saying that they were trying to negotiate that but that permission was never granted. Amara . In the midst of all of this, u. S. Secretary of state john kerry has been in the region. Hes met with both sides, the israeli and palestinian leaders. Are they any step closer to a ceasefire . Reporter john kerry meeting with a lot of people, officials from qatar as well as turkey and egypt, palestinians and israelis. A lot of moving parts in all of this. Negotiations have continued overnight thursday into friday. We understand there is a draft ceasefire proposal out there. Its still being worked on. But it would essentially be a twostage plan. The first stage of this plan would be just, quite simply, stop the fighting. Once that happens, possibly by this weekend, which is a very big holiday on the israel lamb mccalendar. Its the Holiday Weekend of ramadan. After that, negotiations would begin. Only a short week for this. Security issues for the israelis, as well as Economic Issues for the palestinians there as well. The Israeli Security cabinet said to me in tel aviv some time to discuss this ceasefire proposal, we still dont know what the hamas military or Political Leadership stands on this. They rejected earlier a ceasefire because there was nothing in it for them to show the results of the fighting over the last couple of weeks. And, of course, there is pressure now coming from the United States. One u. S. Official saying john kerry, the secretary of state, will not be here indefinitely. He wants some kind of answer before he leaves. The israeli newspaper, however, saying he will, in fact, be leaving some time today. A mchl ara . John, what can you tell us about the massive protests in the west bank that have turned deadly . Reporter this is one of the biggest protests weve seen in many, many years. Thousands and thousands of palestinians marching from ramala. There were violent protests. One protester has died during those clashes and possibly more. Hundreds, in fact, were wounded. Protesters were sending rocks at the security forces. As we prepare for friday prayers here in jerusalem, there are concerns that they will in fact be further outbreaks of violence. Israel has a ban right now for men under the age of 15, they are not allowed to attend prayers at the mosque in east jerusalem. Amara . John vause there in jerusalem, thank you as always. And now we turn to the other top story that we continue to follow. Prorussian rebels in Eastern Ukraine have banned workers have searching the crash site for more bodies from Malaysia Airlines flight 17. All 298 people on board were killed but not all of their remains have been recovered. The u. S. And ukraine say a surfacetoair missile brought down the plane. And in the meantime, the u. S. Has proof that russia has plans to deliver more powerful rocket launchers to rebel forces inside ukraine and that russia is firing from within its borders to attack Ukrainian Military positions. Dutch Prime Minister mark rutta says all of the remains recovered from the mh17 crash site so far should be returned to the netherlands by saturday. Another 74 coffins arrived on thursday. Reporter the only sound on the military bases has been that of the rattling of the flags and breeze here. All of the flags flying at halfmast representing the passengers on board flight mh17. The Dutch Military lined the tarmac to receive them. Each coffin has been given the same respect and dignity in a ceremony, as the same before them, 40 received on wednesday, 74 today, thursday, bringing the total to 114 coffins of passengers on board flight mh17. As they drove past, everyone was up standing as they make their way to the base where they will finally be identified to be reunited with their loved ones. International investigators are scouring the area around the main crash site and have found the largest single piece of the planes fuselage so far. Phil black has the details. Reporter this is the Biggest International presence seen at mh17s crash site. The organization for security and cooperation in europe traveling with investigators and diplomats from malaysia and australia. For the first time, the Observer Mission looked beyond the grassy fields and pushed into a dense forest. They found small, scattered pieces and this. So far, its the largest single piece of mh17s fuselage to be discovered. Its impact was cushioned by the forest and some of it still in tact. They are surprised by two things. Firstly, the sheer size of the debris field and the fact that one week since the disaster there are still no exclusion zones surrounding it and the observers and experts slowsly study the front end of the cockpit. This is where emergency workers caused significant damage a few days ago, cutting into the wreckage with a highpowered saw and its marked by numerous puncture mark, possible signs of a midair explosion. This group is moving in convoy across the crash zone and at some times unfriendly military escort. This, the site of a recent air disaster is quiet. It looks abandoned and there is no ongoing operation to find victims bodies amongst surrounding fields and farmland. Thats a concern because there is yet more evidence, the original search was less than thorough. We did spot human remains. Again today as well . Yes, we did. International experts are on the ground in small but growing numbers. But the wreckage of mh17 is still not being treated with the care it deserves. Phil black, Eastern Ukraine. And that is just another sickening fact of a terrible, terrible story. Absolutely. Well, wreckage has been located now in the crash of another commercial jet. Well tell you where the air algerie flight crashed and what caused this latest airline tragedy. Thats coming next. And officials in taiwan may get some answers on a fatal plane crash. The latest on the trans asian investigation when we come back. Our name your price tool helps oh, jamie, you got a Little Something on the back of your shoe there. A price tag danger price tag alert oh. Hey, guys. Price tag alert is this normal . Well, progressive is a price tag free zone. We let you tell us what you want to pay, and we help you find options to fit your budget. Where are they taking him . I dont know. This seems excessive decontamination in progress. I dont want to tell you guys your job, but. Policies without the price tags. Now, thats progressive. Welcome back. Another commercial airliner has crashed. This time in mchl ali. Wreckage from the air algeri flight was found near north of the border. Reuters reporting that the site will be secured. The flight was flying from burkina faso to algiers. A Spanish Company owned the plane and the sixperson crew was spanish. What else do we know about this plane and this flight . Hi, natalie. Well, in terms of where the wreckage is located, the french president s office according to the news agency in france is saying that the wreckage site was clearly identified but that the plane was, quote, disintegrated. Now, the reports since yesterday, since the plane went missing as it took off from the capital of burkina faso should have gone up north to the algerian capital. It possibly changed course and we have more on that from a general in burkina faso who spoke to state television. Lets listen. Reporter the plane expressly asked to change itinerary because of the weather. That may be the reason. There may be other high pot that seize linked to that. There is no indication that, besides these overflights to recognize where the wreckage is located, that people have actually made it to the site. So were waiting to see if they make it to the site how quickly and what they might find there. But, clearly, 16 nationalities of passengers aboard that plane, 115 people, approximately 50 french, 20 for burkina and the sixmember spanish crew. Natalie . Another air disaster. And so we do know that there was weather in the area at the time but there were also reports that there are armed groups in this region. Is that being explored as well . Reporter yes. Officials are not ruling out what might have happened. Because if the plane was going north and had to divert, if it was going over mali, which parts of mchl ali are considered a conflict zone. Theres a sign of militants fighting against the government, french troops have been in that area as well. So it is a problematic area in terms of a conflict. So what we dont know is, as the plane goes north, diverts to take a slightly different flight path to get away from what weve described as pretty ferocious weather from our own cnn meteorologist, according to a pilot with whom i just spoke that flew a similar route down to ghana, he says that storms are quite clear. But what we dont know is once the plane made the diversionary maneuver to get it away from the weather, did it put it over Something Else that also may have been problematic . French officials seem to be saying they need to take more time to find out what happened to this plane. Natalie . As you say, theyve identified the wreckage but no one has reached it yet so the investigation has yet to begin. Al goodman live in spain, thanks. Lets talk more about what weather conditions were like at the time of the crash. We heard some of it from al goodman. Meteorologist is joining us from the cnn weather center. Its rainy season but could a thunderstorm have played a role in all of this . You dont want to be underneath a thunderstorm. Thats when you get the microbursts, down bursts that come out of the thunderheads. But they were not underneath a thunderstorm. They were trying to fly around it here. I think what happened after that diversion is going to be key and obviously an investigation will be ongoing as we get the black boxes revealed here. But this is what is happening across africa. Was it moving over weather . Yes. But this is the typical time of year that the pilots would have known about the diversion occurs. Dont want bumpy air. This is the intrastrop cal convergence zones where hurricanes form off the coast here, essentially an area of converging winds with a lot of storms that are very common and very frequent and its here year round, just migrates up and down here. So nothing really unusual occurring across this part of africa. This is like clockwork. If you have a flight man and know youre going to go through this, youre going to have thunderstorms to deal with. The actual storm caused the crash and i would be surprised if that ends up being the case. Now, nying into a typhoon like we did with the taiwan disaster, thats a whole different deal because there is wind shear there and the winds are incredibly strong at flight level. Thats when you start to get in trouble. These thunderstorms here, predi predictable, forecasted and pretty much they are every day. Guys . Hearing so much about these Airline Disasters and experts saying, hey, its a tear blg coincidence, not a worrying pattern. Of course, if youre a nervous flyer like i am it doesnt help. Definitely doesnt help. Thank you so much, ivan. We have one more to talk about. Officials in taiwan are examining the black books from the trans asia flight from thursday. 48 people were killed and 10 injured. The transasia turbo prop crashed and the cause of the crash remains unclear. Well, south korean officials are saying that they are sure that remains found last month belong to the billionaire fugitive wanted in connection with the sewol ferry crash. He was the subject of the massive manhunt until his body was found in a plum field. The cause of death cannot be determined but they are certain that he was not poisoned or suffocated. As thousands of young migrants surge across the u. S. mexican border, Central American leaders warn that the crisis will not go away until washington addresses the root cause of the influx. That story coming up next here on cnn. Keeping you from the healthcare you deserve. At humana, we believe if healthcare changes, if frustration and paperwork decrease. The gap begins to close. So lets simplify things. Lets close the gap between people and care. And welcome back. A white house official tells cnn that after initially resisting the idea, the Obama Administration is now considering whether to Deploy National Guard troops to the southern u. S. Border to deal with that surge of migrant youth from central america, some children, as you know, coming over by themselves. The president has requested 3. 7 million from congress to address the crisis but Republican Leaders charge mr. Obama is failing to show leadership to combat the problem. When it comes to the border let me go back. This is a problem of the president s own making. And then he tries to says he wants to solve the problem of this influx but then he changes his mind. We have a president that is awol and the president ought to get engaged in this if he actually wants something to happen. Well, Central American leaders are pleading for help to combat the root causes of the crisis. They met with u. S. Lawmakers on thursday. A gunfight at a hospital near philadelphia has left one person dead and two wounded. Authorities say a psychiatric patient pulled a gun and opened fire inside a doctors office. Now, a caseworker was killed and the doctor was actually slightly wounded. Investigators say the doctor then pulled his own weapon and wounded the gunman. The suspect was reported in critical condition. The motive for the shooting incident is not yet known. Officials in the u. S. State of arizona are defending another controversial execution. Witnesses say convicted murderer joseph wood struggled to breathe during his execution which lasted nearly two hours using an experimental combination of drugs. Scenes like that have been fanning the ongoing debate of lethal injections. The director of arizonas department of corrections said wood did not suffer. The team that includes a licensed medical doctor verified multiple times during the procedure that the inmate was comatose and never in pain. Dutch Prime Minister mark rutte says there is a very good chance that some of the bodies of the victims of flight mh17 are still at the crash site. Well, 74 coffins carrying passenger remains arrived on thursday bringing the total so far to 114 and even more coffins are expected to be returned today. Mr. Rutte says all of the remains recovered so far should be returned by saturday. I want to get to the bottom of this. Thats why i, first of all, want to bring back our people but, at the same time, its extremely important to find out what happened and then to be able to bring to justice those who did. And im extremely committed to also bring about these two remaining bringing back our people, these two other priorities. We have to find out what happened and to bring to justice those who did it. And in malaysia, the wait for the bodies of loved ones to be returned is just agonizing, just as it is everywhere else. A majority of the families are muslim and they are hoping for some end of the month of ramadan. Will ripley is joining me. Any indication of how long it will be before the victims families will receive the bodies . Reporter amara, a source tells us, sadly for the families here, its very unlikely that the bodies will be returned by the end of ramadan. This is a very important holiday in malaysia, one of two significant holidays of the year. Families are packing mosques like the one behind me for friday prayer. The prayers will continue leading up to the big celebration on monday. For the families of flight 17 already torn apart by this tragedy, they now have another disappointment. Billions of malaysian muslims are celebrating. Its the end of ra mchl adan. But not the families of flight mh17. Her daughter was chief stewardess. This picture was taken one day before her final flight. She said, what if it was her on board and gave us a scenario anything can happen on board. Reporter it almost seemed like she knew something was going to happen. Her sister knew people on both flights. Youre a Flight Attendant for Malaysia Airlines . Yes, i am. Reporter the airport is just a few kilometers from this mosque. The remains will come here for the prayer for the dead. But first, they must be identified. The process could take days, at best. Months, at worse. Each day and night without a body delays the muslim tradition of a quick, proper burial. We believe if you dont do it, she will not be in peace. Reporter peace wont come. The malaysian government has sent representatives to assist with preparing those remains to make sure that all the muslim customs are followed properly but the thought for these families of waiting possibly months to get their loved ones back, simply agonizing. Amara . Its heartbreaking to hear these families talk about their loved ones. Will, malaysia has really been through the unthinkable in just a span of five months. Two Malaysian Airlines being lost to disasters just a few months apart. Its a governmentowned airline. Whats the expectation in terms of its survival . Reporter well, the malaysia government sources are telling us that they believe that Malaysia Airlines will survive this. Its no secret the airline has been suffering significant financial losses for quite some time. The losses are placed at more than a Million Dollars a day even before night mh17. Restructuring could be looked at and trying to find out how this airline will survive, considering not only the two tragedies but also the culture in asia where many people feel that this airline perhaps has bad luck and may be unsafe to fly on. Thats something that is going to be a serious problem that the airline will have to tackle, possibly rebrand itself in the months and years to come. Theres been so much finger pointing particularly at russia, especially when you hear about more bodies possibly being scattered among the debris there and the crash site where, quite frankly, investigators are not getting the full access that they should get at this time. Weve heard from various leaders criticizing what has been happening on the ground there. Has malaysia been reacting to any of this . Reporter the malaysian Prime Minister has been very cautious not to place any public blame as yet. Hes spoken in terms of were very angry at the people responsible for this but has not mentioned russia, has not mentioned the prorussian separatists that the United States and other countries are i am mr. I indicating in all of this. The Prime Minister, we are told, is waiting to are a report, an International Report to be released before he goes on the record publicly blaming anyone for this. None t nonetheless, watching the images from ukraine of the fields, the bodies in the fields and then imagining that there may be malaysians that are there, not getting the proper treatment or respect that they deserve, its devastating. Thats right. Will ripley, thank you so much for that live report from kuala lumpur. With all the turmoil in ukraine right now, another Major Development to tell you about. Prime minister has resigned along with the rest of his cabinet. This comes after two parties pulled out of the government coalition, meaning ukraine will have to hold new elections. Europes leaders are still negotiating how to step up sanctions against russia over the ukraine crisis. Talks in brussels will continue in the coming day. Possibilities on the table include sanctions on russias stateowned banks and their access to european funding. Its europes largest trading partner with russia. They have urged Angela Merkel to show some respect. But its russia that could suffer the most. The International Monetary fund sharply downgraded its growth forecast for thursday. The sanctions were pointless, said the uk ambassador. First of all, we believe that they are illegal, unreasonable, and counterproductive. They have nothing to do with the national concerns. In my view, the sanctions against russia will trigger a long anticipated world crisis. The imf warns that sanctions on russia may negatively impact the surrounding regions. So weve heard the concerns from those countries and yet it does not seem that russia plans on backing down at the moment. Not at all. The u. S. Reporter the u. S. Considers russian president Vladimir Putin to be in firm control of his forces. But the u. S. Questions whether the russian leader has an even more aggressive military plan in mind. I certainly hope that russia does not use these forces to say, hey, were going to go into this area and secure the ground because ukraine has not done that. And use it as an excuse to occupy territory. Reporter u. S. Intelligence also sees evidence even more Russian Forces are flowing to the border region with indications that the troops include special forces and vehicles for Rapid Movement across that border if ordered. There are about 15 major Russian Military formations on that border with up to 1,000 troops and each of them, that border still on a hair trigger alert. Barbara starr, cnn, the pentagon. There will be vocal protests against israel for the ongoing conflict in gaza. Quds day originated in iran. Iranian president rouhani says he wants a large turnout. Reza is joining us with more about what to expect. Reza, hello. Hello, natalie. We are right down in the middle of revolution avenue where a few moments ago the marches and rallies on quds day started in tehran. In arabic that translates into jerusalem day. This started back in 1979 to show solidarity for the Palestinian People in opposition to the israeli leadership and the occupation of palestinian territories which youll see in the next couple of hours, lots of marches, rallies, condemnation and speeches of the israeli leadership. Of course, this day comes right in the middle of the brutal war in gaza where more than 750 palestinians have been killed, many children and innocent civilians and also 30 Israeli Soldiers killed and thats why this year in iran this quds day rally is getting a lot of attention. We see in state media, iranian leaders and government officials urging people to come out in a show of strength against israel and it looks like at this point we are seeing a strong turnout. Of course, israel and iran have been enemies for more than 35 years in large part because iran supports hamas and Hezbollah Movement that was spawned to theize ee leadership. What is fascinating this year is the dynamics between hamas and iran that has changed a little bit in large part because of the conflict, the hamas supporting the sunni rebels and iran supporting the shialed government. There was a report of a breakup last year but leaders said they support the palestinians and they are reiterating that support with the rally today. It seems like its just now Getting Started and with some of these closeup shots, were seeing some signs about israel calling them the real terrorists. What are you seeing from your vantage point, reza, as far as the outpouring being antiisrael more so than other years so far during this rally .
