That is the second highest daily total ever. Here in washington the president and most advisers say things are getting better, turning the corner. Local leaders in florida disagree saying that the facts are on their side. You cant keep telling people that everything is just fine and not to worry because this is not a virus that responds to political speaking points. Its a virus thats going to do what it wants to and we have to do what we need to. Florida sadly hardly alone. Our state by state Coronavirus Tracking makes clear a lot of places at the moment anyway more than 30 states, 37 states trending in the wrong direction. Thats why many states starting to debate rolling back reopening. Look at california, a state where remember early on hailed for the initial response now the governor saying it is time to roll back and reimpose the restrictions. These are the new confirmed cases. Sevenday moving average. Remember late march, april, may . The national model. Now see the upward, a little bit down in the last couple of days. Hope that holds and see the numbers skyrocketing here. California has a problem. Will it keep growing or are they beginning to get control . When you have more cases, wait a week and tend to have more hospitalizations and thats what we have seen, a flat line in may to june and june into july the hospitalization rate in the wrong direction heading up. New cases time line remember you go back to the reopenings, how aggressive were they and then track through it. Home order in march. Still flat here. Bars and gyms reopen. June 18th, a statewide mask order. July 13th just this week yesterday, the governor deciding to roll back some of the reopening because of this, because the case count heading up. To look at a hospitalization timeline, again, flat here in the first stage of reopening. Going okay as the bars and gyms start to reopen, june 12th, a little bit of a lag. Giant state of california, Diverse People and economy and terrain. Stephanie elam from day one tracking it for us live in california. It is a back to the beginning moment almost or backwards moment for california with the rising case count. Reporter completely. A lot of people here especially in Los Angeles County which is the epicenter of the outbreak in the state wondering when we would see the numbers require to have the stayathome orders put back into place. If you take a look at the Positivity Rate, over the last seven days it is standing at 7. 7 . On june 29th, it was at 6. 1 . You are seeing for the Covid Patients that are in icu beds in the state, theres a 20 increase over the last 2 weeks. And the governor here has been saying that this is something that he was planning to do if we needed to to toggle back or to use his term a dimmer switch to bring back the rules so that we can see this peak in this number start to come back down but obviously this is just part of it here. Another part of it is is Wearing Masks and talked to an epidemiologist saying we need people to wear a mask. Full stop. Thats what we need. Everything else after that is frosting saying we can watch the economy go to hell as he put it or we can wear a mask and start getting people back on the feet but people are not taking it as seriously when they need to distance themselves. On top of that you see that theres these 30 states and im sorry, 30 counties in the state and likely more expected to be added today according to governor they would have been watching and required to intensify the lockdown orders for fitness centers, houses of worship, personal Care Services closed once again here in these hotbed counties like Los Angeles County and so this is what were watchingstayathome orders if o not start to change. Ominous words all the way back and continuing to track it. Thank you for the live reporting. Lets continue the conversation now. The author of the book the great influenza said it might be time for a larger nationwide lockdown and said that social distancing and masks may not be enough. He insists more aggressive restrictions are needed and fast. He joins us now. You just heard Stephanie Elam there in california which is often the tip of the spear if you will because it is so big, the most populous state and diverse in every way. When trends happen in california they often later come to the rest of the country. Do you think thats going to happen here, that other states will have to say, you know what . We have to go back to the beginning. Unfortunately, it could be. It depends on [ inaudible ] determine it. Obviously in the northeast theyve done pretty well and there is no reason to think that would stop, that progress. Other places prevalent, especially california [ inaudible ] a bit of a delay. Im sorry. A bit of a delay in the technology. You wrote this morning, a sober analysis and people should read it. Had we done it right the first time we would be at near 100 now. Schools would be preparing for a near Normal School year. Tens of thousands of americans would not have died. This is our second chance. We wont get a third. Why will we not get a third if we dont get it right right now . Well, hot weather probably does affect the virus and it does make it most likely harder to transmit and yet we are seeing pretty good transmission by the virus. When the weather turns colder and more people are inside it will get considerably worse. It is very likely. You know,ex we all remember wha italy was like. Italy now has 200 cases a day because they did do it right. And as did most of europe. And much of the rest of the world. We could have been in the situation italy is now, 200 cases a day, 3 times the population of florida. Florida has 15,000 cases on sunday. It is out of control in some places. I assume, sir, you take some solace that you are not alone reading the very sober essay today, a lot of it tracks especially in terms of the federal government response with this. With the four former cdc directors writing today saying we ran the cdc. No president has politicized the science the way President Trump has and saying Public Health officials face covid19 and political leaders and others attempting to undermine the centers for Disease Control and prevention. We led the cdc more than 15 years spanning republican and democratic administrations alike. We cannot recall a single time when political pressure led to a change in the interpretation of scientific evidence. The current president of the United States either doesnt want to read or chooses to ignore the science many times. How much of that is a factor of today, the dim, troubling place we are today in your view . I think its an enormous part of the problem. Obviously the federal response was incoherent. It is still incoherent. Six months in. Its off the scale and the preparedness planning for a pandemic, no one ever anticipated anything like this happening. Everybody expected leadership and coordination from the federal government. We havent gotten it. What leadership we have gotten has has been negative. As that oped says, undermining science. It is not you cant create or reopen the economy fully if people arent fully. It is not either or. You know . In italy and germany, in europe, the economies are functioning almost fully because they got control of the virus. We are going backwards because we failed to get control of the virus and yes thats political leadership. John barry, very thoughtful essay today in the new york times. Whatever your position, read it as we go through this conversation. Im grateful for your time today. Thank you very much. Thank you. Up next, cases are surging, hospitals are strained and now add in this. Testing labsre orwhelmed creating long delays now for coronavirus test results. Hing y. Because every baby deserves the very best start in life. Because a changing environment should mean caring for the land that takes care of us all. And tmobile has a bigger and Better Network than ever before. With more towers, more engineers, and more coverage. Welcome to tmobile. Americas largest 5g network. As we deal with a Record Number of coronavirus cases, theres another problem, too. This is the white house Testing Coordinator telling us getting the results back might mean a long wait. There is a lag time in some of the big commercial laboratories because the demand is so very high. For those commercial labs we absolutely want to reduce those times. We would like to get that within 48 hours and we are really exerting a lot of effort to do that. One of the major lab firms Quest Diagnostics sites the rapid spread as reason for long delays. The Company Hopes toen crease capacity from 125,000 tests a day to 150,000 by the end of the month it says saying right now for priority patients like those in acute care or hospital workers you can get the results in one day but for nonpriority cases people have to wait a week or more. Crystal collins is with johns hopkins. I get frustrated. I dont understand how fiveplus months into this we hear admiral giroir saying we have to ramp up. Why arent we ramped up . We ramped up quite a bit but unfortunately the demand is outpacing the supply now. Because we are having these large surges in cases that i think we got complacent and we werent ready for them so we still need to continue to ramp up demand. This is bad news for controlling the spread of the virus. It is bad news. I just want to show you this. Four places around the country, starting to see lines for testing with this surge in cases and explosions of cases and some of the states and people want to get tested. This is chief executive of the Public Health labs saying it is not shortages of any one thing but all of them. Clinical labs need swabs, reagents, media, test kits, machines to process the machines, staffing to run the machines. I get now 60,000 cases a day on average. Should whether its the state issue or the private labs or the federal government should not they have anticipated this demand or prepared for it just in case . We should have anticipated the demand but we should have not let these epidemics get so out of control in the first place. I think in some places we didnt take the measures needed to continue to limit spread after we lifted the stayathome orders and so its really hard to keep up with this sort of demand when you have this exponential growth in cases. Is there from your Public Health perspective potentially damaging domino effect . If people are waiting five, six, seven days for test results if they are positive that means youre waiting five, six, seven days to start the Contact Tracing and might have been exposed to. The cdc website says self quarantine. Stay at home. 14 days after the last exposure to the infected patient in case they become ill and even if you follow that advice you might not know youre supposed to follow it if youre waiting because somebody you know and coming in contact with is waiting for test results. Right, yeah. If we are doing Contact Tracing seven days later it many cases is too late and if contacts have gone out into the community and possibly spread it to others unknowingly and it is really detrimental to trying to break the chains of transmission and ublic Health Officials he virus. Need to ask people who are waiting test toehd contacts at least quarantine at home until they get the testal watson, app your insights as always. Thank you so much for your help. Thank you. Howd you do all this . Told ya wayfair. Lets talk dining tables. Yes blow it up. Wayfair youve got just what i need florida today logging another coronavirus milestone and a dubious one. The state reporting 132 deaths of coronavirus in the past 24 hours, the largest 1day total so far breaking a record of 5 days ago. To the previous epicenter, new yorks Positivity Rate at 1. 5 and the state taking what many thinks are drastic measures and anyone arriving in a new york airport from certain states has to fill out a travel form giving Contact Information where they come from and intend to go or face a 2,000 fine. New york requires travelers of 22 states to quarantine for 14 states. But will the tactics work . Former Deputy Commissioner for the new York City Department of health, thank you so much for being with us. Sure. You can put it on paper and you can say theres a fine. Can you mandate this behavior . Do you have the infrastructure . Does the state have the infrastructure to enforce it . Or is it just really a read you it and i better be good . I dont think you can keep a virus from any jurisdiction. Viruses dont respect political jurisdiction or the rules and regulations and theres lots of history especially in new york city that something that happens around the world comes to new york in very short time. I think the intention is good here from the governor. However, there are lots of loopholes and so people can drive in to the state. I dont think this applies to newark which is a major airport for the metropolitan area and so i think its well intended. However, its far from an airtight seal and i think realistically we have to be prepared for people coming in and dealing with that. And we all lived through this. You more closely than i. You are there. I remember remember back in february, march, april. First just the sevenday moving average of cases in new york a long hill to go up and a slow hill to come down and yes if you look at the far right of the screen new york now way down low and averaging neighally more than 60,000 cases and middle of april new york a half or a third of the National Cases sometimes. Now look at that just a sliver. The question is you made the point, the virus does not respect borders. Can you keep it there . As you see the spikes in florida, california, texas and elsewhere, is it inevitable that the virus circles back . I think the virus will circle back. The question is can we damp it down sort to speak . We are going to have to be really good at our testing. And really reduce the turn around times which are lengthening in new york city. We are going to be very mindful of the Contact Tracing part so that we got to be really aggressive there in order to keep the infection rate down. And also, ask people to quarantine themselves if they come from one of these high risk areas to help a bit. And so lets talk a bit but lets tack about the governor saying coming into new york you have to follow certain rules. You must give officials at the airport your form as to where you came from and where youre going before you leave the airport. If you leave the airport, without filling out the information, not only can you have a 2,000 fine you can then be brought to a hearing and ordered to complete mandatory quarantine. Okay . None of this is pleasant but we have gone through this before. You can see number one, i think the governor would concede this is hard to enforce and so its aspirational as much as regulation and you can see his face at the end of this. If youre the governor living through march and april you must be horrified seeing the case coming up around the country and knowing how Central New York is to global and national travel. Yeah. I agree. We having gone through it in new york city know how horrible the outbreak is with many, many people hospitalized and many, many people dying. So thats the last thing we want to get back into. So i think its a very well intentioned issue, very well intentioned order. I just think that were going to our hands full if we think that there are always is going to happen that way. People dont travel by plane always and many, many states out there that are having bad outbracks nou outbreaks now and we have to be i appreciate your time. Trouble with the technology. See how new york does going through this. Flat at the moment. Another state worrying about the very same issue, maryland leader telling leaders to do better with compliance laws in bars and restaurants.
