What happens there affects markets everywhere. France is a permanent member of the u. N. Security council, and france is also americas oldest ally. The partnership is strong and washington has an interest in keeping it that way. With me, cyril vanier. I know you cant overstate the enormity of what happened today. Politics in france, absolutely turned upside down. Whats more surprising to you, being from that country, the collapse of the mainstream, or the rise of these unlikely candidates . Well, i think theyre linked. One actual caused the other. In you look at Marine Le Pen and Emmanuel Macron. If you had told me they could be in the second round of the election six months ago, i would have said you were crazy. But the two are linked. Why did the mainstream collapse, i think its because for decades, theres been a sense in france that the country is back sliding. You know, france is like the u. S. In the sense it feels it has something to say to the world and it should be one of the leading countries in the world, and it feels it hasnt lived up to that standard over the last few years. And traditional politics just havent been able to combat unemployment, havent been able to provide answers to everyday problems for people. Thats why mainstream is down, and thats why all these antiestablishment candidates can rise and fill the void. Who do you see having the momentum now going into this next round, the final round of voting . Well, typically in french politics, you would say that the person who arrives first in the first round of voting, who gets the most votes is the person with the momentum, thats Emmanuel Macron right now. I think that rule of french politics is one of the few rules thats going to stand true before the second round, in the next two weeks. Hes just a few Percentage Points ahead of Marine Le Pen, but his rise is nothing short of remarkable. A few years ago, nobody knew his name. Hes never run for office. Hes never been elected. And here he is poised to become the president of france. What is it about him that makes him suddenly so popular . Well, i think, again, hes been very lucky about the Political Climate that hes running in. Hes a centrist, a promarket reformer. Somebody who said, we can take ideas from the left and right to combat unemployment. Thats not a new idea. People have tried that before, in france and other countries. In france, it has never got you to the presidency. The reason its got him so far this time is again for the reason we mentioned earlier, the center left and the center right, very various reasons, have collapsed. So hes ideally positioned to profit from that. Interesting, cyril vanier, thank you. Lets get out to paris and talk to the daily beast. Did most people in france think this morning by the end of the day, Emmanuel Macron and Marine Le Pen would be heading for the final round in the president ial election . Some people did. Thats what the polls have been saying for the past couple of months. But recently weve seen a rise in the far left candidate and Francois Fillon was the republican that the conservative krgesd hanging in there, despite a political scandal. So it was a very, very tight race. The polls said one thing, but people really, there was definitely a sense of apprehension and anxiety, people really werent sure how it was going to shake out ultimately. In the u. S. , a lot of people have compared le pen to the rise of donald trump. Do people in france see their election this same way, or is it trump not really a name that anyone cares about there in france . No, his name does come up. Both among supporters of Marine Le Pen and opponents of Marine Le Pen. Her supporters see it as a positive people. A lot of people said trump could never win. And his brand of populism was embraced in the u. S. And it could happen here in france. Whats your take . Could it happen there . You never say never. According to the polls, macron is set to beat Marine Le Pen pretty soundly. But i think its too early to call it. On the one hand, he has a backing, macron has backing from the political establishment right now on the left and the right. And its good for his campaign. On the other hand, a lot of french are wary of traditional mainstream politics, so that could be a negative too. Erin zalesquey, our thanks to you from paris. I want to talk more about this with david gergen, former adviser to president nixon, ford, reagan and clinton. President trump has been watching this closely. He tweeted this today, saying, quote, very interesting election currently taking place in france. And this comes two days after trump tweeted that the recent terrorist attack in paris will have a big effect on the president ial election there. David, clearly the u. S. Government is watching this. From your view, why is this election so important . Well, for a couple of reasons. First and foremost, what youve been talking about is that this election does represent yet another rejection of elites who have been running politics. Weve seen that here in america. We saw it in britain with brexit. And we see much of the same sentiment in france with none of the traditional parties getting into the second round. But whats fascinating about this also, yes, there is a trump candidate in the race. Donald trump has been and his team have been clearly favoring Marine Le Pen, the farright populist party. And yet at the same time, weve seen the emergence in this election of a new figure, an obamalike figure, macron, and obama called macron before the election, hes young, hes a globalist like obama. He has some rhetorical similarities with obama, so you got, from our perspective, in a fascinating way, a trump candidate versus an obama candidate, and thats very interesting in and of itself, where it goes. But the more serious aspect of this is, of course, if le pen wins, and she does have donald trump support, its really important, if she wins, she is going to basically pull france out of the european union. The euro may well collapse. And we would go back to another age. The nationalism that steve bannon and others represent in the Trump White House would come to victory in france. It t at the moment, shes unlikely to win. The poll that is cited as head to head between the two of them, had macron by 26 points, not long ago. So shes not likely to win, but i think having trump versus obama in france, and it really could have a lot to do with the future of europe, thats a big story. It could have something to do with the future of u. S. And france relations, right . Yes. And how do you see that playing out and the dynamics if macron wins versus le pen . Thats a very, very good question. The American Foreign policy establishment would much prefer macron. It would keep globalization alive, International Institutions would continue to thrive and that sort of thing. On the other hand, donald trump himself and his administration have been leaning to le pen. So theres that split between trump and how he would view the victory, versus what the political versus what the they would much prefer macron. Maybe he has a kennedyesque quality about him and hes come out of nowhere in french politics. Because hes so much for the revitalizing the existing International Institutions, more collaboration, hes going to be you know, hes going to be welcome by the establishment here in the United States. But very strikingly, trump listens to a different drummer. Well see what happens. David gergen, well be watching that election. Please stay with me. Yet, 96 of those who voted for President Trump say they dont regret it. What do you make of that . Well, its really, really interesting. In traditional politics, he would have suffered with his base, but hes kept it up and you have to say thats a political achievement. Whats also striking is that he hasnt expanded upon his base. If you look at the people who were intense lie dly disapprovi trump, its 43 , whereas his approval is 42. So theres a growing polarization over donald trump. Democrats shouldnt be too complacent. He keeps 42 , he could be very competitive for reelection. Should the president be happy with these poll numbers . Hes been tweeting that theyre very good. I dont think he should be happy, but hes got a Little Something there. Hes got some bragging rights, but listen overall, the big story s hes got the lowest approval of any contemporary president as he goes into his hundredth day. Thats a big deal. The white house is bracing for a series of media attacks the end of the week. They know its coming. There are going to be some pretty harsh judgments coming. We have the spending deal that is shaping up to be a big deal this week. Congress has to pass it to prevent a government shutdown. And the white house is signaling that it must include funding for the president s border wall. Lets listen to Homeland Security secretary. The president has been straightforward about his desire and the need for a border wall. So i would suspect hell do the right thing for sure, but i suspect he will be insistent on the funding. Do you think republican lawmakers will be as insistent . It was striking that the wall street went and looked at every member of congress who has a seat in the house adjacent to the border of mexico, and not one of them wants to vote for a border wall. So theres a lot of disquiet about this. The president wants it very badly. What the house is looking for is a deal, telling democrats, if you give us money for a border wall, so we can get started on it, we, in turn, will fully fund obamacare, which theres a big deadline coming up on that, whether that funding is going to go forward. And the democrats have said, no deal, mr. President , were not doing that. They say, what do we get out of that . You promised the wall would be paid for by mexico, were not going to pay for that. And you have a moral obligation to keep obamacare going until you come up with a replacement. So the democrats dont want to play ball. Whats important about this, in order to keep the lights on and keep the government funded, the republicans must get eight Democratic Senators to come along with them before the end of the week on whatever the Government Spending bill is. Thats going to be very hard. Theres a good chance theyll punt this down the road, come to the end of the week, they dont have the votes and theyll say, lets pass a temporary, one week, and come back and fight again. So theyll kick the can down the road. Kick the can. The first 100 days are usually a honeymoon period for most president s. Is it unusual to you that he hasnt accomplished more, or do you think he would have accomplished more in his first 100 days . Well, i must say the old idea of honeymoons has been gradually disappearing and donald trump has had the roughest welcome and come to power when things are the most polarized. But i think hell pay the price in the history books. He has republicans controlling the house and the senate and doesnt have one major piece of legislative accomplishment to show. The Health Care Bill went down dramatically and it was a major defeat for him. So hes paying a price for this. Also the issue becomes many president s have stumbled in their first hundred days, but the president s who have succeeded have learned from their mistakes. Their learning curve has been very high. That was true of john kennedy, for example, to stumble on bay of pigs. 14 months later he was a terrific president when the cuban missile crisis arose. Bill clinton slipped early on, learned from his mistakes. I just posted a blog on this, you have a sense that trump and his team, their learning curve has been pretty flat. What do you think is the number one lesson he has learned in this first 100 days . Governing is a lot harder and a lot more complicated than it looks. And people have been doing this, trying valiantly to get things moved along, and theyve often run into so many roadblocks, its very demoralizing for a lot of people who come into politics, but hes vital for the future of the country. I hope what hes learn side that its hard, its complicated, but it must be done, but i must learn and my team must learn how to govern. Do you think he needs to reach out to those beyond his base . As we come back to the poll numbers, his base is holding strong, but hes not necessarily making inroads with those who didnt vote for him. Should he . Thats a good question. I believe, in order to govern in the country, a president must command a lot of voters in the middle. Its not enough to have people on one wing or the other wing of either party in order to govern. You have to be able to reach across the aisle. You have to be able to talk to voters who are conflicted. They may have a democratic view on one issue, a republican view on other issue, and you have to govern as president of all the time. I think when you govern as president of a king ofwing of a you make it almost impossible to succeed. David gergen, thank you. Thanks, ana.
