Let me just point out we know the u. K. Global air Traffic Control Management Company has just tweeted and this is what they have tweeted. We are investigating the cause of this fault but can confirm that it was not due to a power outage. Tell me what we do know. We do know as you say an air Traffic Control center run by the national air Traffic Control service had what they are calling a technical glitch. That came about four hours ago. After that the systems got back up and running but its had a huge knock on effect. In the first instance, planes coming from europe into london and across the whole of southern england and whales were grounded. They werent allowed to head toward britain and any of the flights that were flying over u. K. Airspace, transatlantic flights headed to the u. S. , they were also grounded. Now, the flights that were already airborne and headed toward the u. K. Were allowed to come but then stacked up in the air there in a Holding Pattern flying around. The problem lasted for about an hour and as the system started to recover, thats when once again air Traffic Control went into what is called recovery mode and so what that means is theyre now youll hear it and see it behind me, they are trying to get as many aircraft out of that stacking position back on the ground as fast as possible and they are also trying to get some of those delayed flights, the flights that should have been leaving over the last four hours into the air and on their way. That is really going to be a long process because theres a knock down effect. Its not just a question of saying you can leave now. Its a question of checking whether the aircraft are ready to leave. Whether the flight crew are still able to fly at this time whether their shifts are running out. This is having a huge knock down effect. Its already affecting flights into tomorrow both short haul flights and long haul flights and of course out there in the terminals its absolute chaos. British airways in terminal five where we have a team on the ground there, they say there are passengers just strewn all around the place. There are not enough staff on hand to tell people where they should be going. They are trying to hand some of their bags back. Its very disorganized. They are standing there trying to get tickets for meals, for hotels. They say nobody is giving them information. Some of our colleagues due to fly on transatlantic flights tomorrow have been told their early flights are already canceled. On the other hand, there are provisions in this bill and the basic funding within this bill that allows us to make sure that we continue on the progress in providing Health Insurance to all americans, to make sure that we continue with our efforts to combat climate change, that were able to expand Early Childhood education thats making a meaningful difference in communities all across the country, that allows you to expand our manufacturing hubs that are contributing to the growth of jobs and the progress that weve seen in our economy over the last couple of years. And so overall, this legislation allows us to build on the economic progress and the National Security progress that is important. Had i been able to draft my own legislation and get it passed without republican votes, i suspect it would be slightly different. Thats not the circumstance we find ourselves in and i think what the American People very much are looking for is some practical governance and willingness to compromise and thats what this bill does. Im hopeful it will pass the senate. One of the things that was very important in this legislation was it allowed us the funding thats necessary to battle isil, to continue to support our men and women in uniform. We have put a lot of burdens on our Defense Department and our Armed Services over the last year. Some of which were anticipated. Some of which were not. This gives our military the ability to plan over the next year with some stability, which brings me to the topic of this meeting here today. This bill also contains the necessary funding to continue to make progress on our fight against ebola both at home and abroad. On the other hand, although we have not seen an additional case here in the United States, i have always said that we have to make sure were prepared here at home and we will not have defeated this disease until we have defeated it where it is most prevalent and that is in west africa. Im going to hear about the progress being made here in the United States in making sure that our hospitals are properly prepared and our Outstanding Health workers are properly trained and that we have facilities that are regionally dispersed to accommodate the periodic ebola cases that we may continue to see in the United States until we eradicate the disease in west africa and it allows us to make progress on our efforts to develop a vaccine. Its been unfolding in los angeles just this afternoon on the meals of this massive storm which hit the west coast. Rescue crews were called to rescue people clinging to trees in los angeles. Live pictures now. Look at how fast that water is moving. We understand at least one person has been rescued. Crews are still looking along the riverbank and probably will in the river and in those branches of those trees to try to find that second individual. Stay tuned for that. Hopefully they find him aok. Were also seeing flooding and mudslides and power out to hundreds of thousands of people here and at least two people are dead from storm related injuries. This is being called the biggest storm to hit the area in years and years and unfortunately look at that parking lot. Its not over yet. Storm is moving has been moving inland and is losing some steam. Really taking its toll on the Los Angeles Area<\/a> earlier today when a mud and debris flowing into camarillo springs engulfing homes and thats where we find my colleague. Paul, tell me where you are. Reporter brooke, im on the backside of some homes that were swallowed up by a massive, tons and tons, of rocks. They heard a rumbling. It wasnt the weather. It was these rocks that came cascading down this hill. You look at the rooftops. One couple and their caregiver pinned inside. They got out. Nobody seriously hurt in all of this. Nobody died. We do have ten homes that are now red tagged meaning uninhabitable. Theres another three that are yellow tagged. Three are green tagged and this is going to be a monumental cleanup effort. The good news as i said, nobody was hurt in all of this. You can imagine the volume of debris here just unwielding. Very difficult to deal with. They evacuated 125 or so homes in this area and why did all of this come down . You may recall a devastating fire that roared through here in 2013. It dripped vegetation off the hillside and made them vulnerable. They worried about a big storm and the National Weather<\/a> service telling me that last night in just three hours they got 1. 5 to 2 inches so very concentrated storm in a short amount of time and thats what loosened up all of this. Billions and billions of rocks. It looks like a quarry here. If you can get your photo journalist to pull out a little bit more to see perspective. If it were any other day, you should be standing on grass multiple feet below you, correct, but instead it looks like rocks and mud and muck. Reporter youre right. Im probably 10 to 12 feet above where i should be standing. Go ahead and pull out to give a sense of how vast this slide area is. Theres actually two separate spots, brooke. Theres this cluster of four or five homes that got engulfed where im standing and then over a hill theres another cluster of homes and one of the considerations they had of course gas leaks. We saw some firemen sort of Walking Around<\/a> these houses making sure a ruptured line off in the distance they have to address. This is a pretty large debris field. They talk about mudslides. This was almost purelily a rock slide. Theres mud mixed in but they have left lifting to do before these people get back in their homes. They located the first who was aok. Looking for the second person. Good news is they found that person. No word exactly where that individual was found but again both of those people found and doing just fine this friday afternoon. Lets talk about this. The key to everything. That is what investigators are saying about this cell phone of this mississippi 19 year old who authorities believe was set on fire and left to die saturday. Investigators are now poring through Jessica Chambers<\/a> cell phone data and her Text Messages<\/a> and incoming and outgoing calls looking for clues. Prosecutors say she got a call before she left her house. At a nearby store she put more gas than usual into her car and when the clerk asked her why, she said she told him she was going somewhere. Officials also confirmed they have interviewed multiple witnesses who saw her at a party that night. Joining me now to talk about this case, criminal profiler pat brown. Pat, welcome to you and lets just get right to it. They are talking about the cell phone it may be key to cracking the case. How do they use that phone and how do they track those people down . I think what theyre looking at is the fact this was not a stranger abduction. When she got to the gas station, she had a plan. Whether she had plan from home or got distracted by someone at the gas station who waved at her and said come to a party, thats what they have to figure out. She was gone for 90 minutes some place and it wasnt with a stranger. So they are looking at where she spent that 90 minutes and what could have happened during that 90 minutes and i kind of believe something happened perhaps at a party during that 90 minutes and then they had to get rid of the evidence. Thats what i see in front of me. So, again, this is a small town. You know, according to what i heard from sheriffs deputies when they came upon her, they knew exactly who she was. Does this mean they would have to go through people not just friends, family familiar with her but almost anyone in this town. Its a small town thats a fortunate thing. When you have this happen in a metropolitan area, you know, you have a lot more problems. The cell phone may well be the key. If she knew who did it, they have a small population of people they need to look at and obviously they want to know where was she. She left fine and wasnt kidnapped, something happened with people she knew and the question is what is that . We hope the autopsy may lend information as well. We look at pictures of her burnt car. Investigators havent determined what was used to set her car on fire. Why is that also so important to know . They could have brought the accelerant they brought to do that. I read one thing that she was attacked in the car. I tend not to believe that. I tend to believe she was attacked somewhere else and what happens is, for example, lets say you have a gang rape which could be what happened. We dont know yet. Lets say there was a gang rape and afterwards they said shes going to go to police and rat us out and then they knock her out. Put her in her vehicle and drive her to a location and set her and the vehicle on fire and run away. The question is how far out of town was the car . That may lead to know whether someone was alone in the car with her or if there were two cars. One driving her car and one following so they have a car to leave with. We dont know if were talking about one person involved or a few people involved in this particular crime. Hopefully between the phone, her actions that night, and the autopsy information that theyre going to come up with some idea of exactly what happened to jessica. So much is so unknown.
