The context of todays troubles would be more problematic. I spent almost 30 years in the United States senate and i had the privilege and responsibility of chairing the Foreign Relations committee when we put tough sanctions in place when this regime was put in place. That is the regime that indeed has brought in negotiation about. We are deeply grateful for congresss support of the diplomatic path to date. We appreciate their patience. There were those agitating to take action earlier. Responsible voices held off and helped us to get to this moment, and we appreciate that. We sincerely hope that members will continue to give us the time and space we need to fully explain the political agreement we have reached and work out the remaining details of a final deal. Before i take a few questions, i just want to take a moment to thank some very important people. The team i want to break away and get analysis to what we heard secretary of state john kerry worked feverishly to get this deal done. He says the deal is a good deal. He says hes appealing to the United States congress hold your fire other. Dont go ahead and do anything to undermine this deal. The president of the United States made a similar case moments earlier. I want to bring in our chief National Correspondent jim watching. From your perspective jim, will continue heed this warning. Hold your fire dont do anything until the end of june. Or will congress muster support must have to undermine it. The president believes it would be undermined if they pass new sanctions against iran. Its a big question still an open question. Youre seeing the initial reaction now. Bob corker says its important to see the specific details of todays nounsz. He goes on to say we must remain clear eyed. A bit of element of skepticism there but not dismissing the deal entirely. Youll be watching for those sorts of reactions ore the coming days and how this already verified over time. One piece of context here when you think about it. Until 20 months ago the u. S. And iran were not speaking to each other. Remember the hand shake at the u. N. General assembly in 2013 20 months ago. Talks between u. S. And iran became a daily event. They were almost boring. Zarif, kerry and assistants and deputies would be speaking through negotiations. What a remarkable change in under two years time after 36 years of division between these countries. Now youre seeing the results, frankly, surprising results, today at least from the negotiations. Other thing theyve done over negotiations done a great job, both side, of keeping details under wraps. Theyve continued that this week. The outlines of the agreement released a couple of hours ago, there were a lot of questions as to whether they had made any progress on biggest issues. Indeed they have made enormous process. Secretary of state john kerry said theyve got to put the dots on i and cross ts going forward. The disposition of Nuclear Facilities and inspectors. And the Bigger Picture remarkable change in the relationship between these two countries divided standing against each other four decades in a remarkably short period of time. The economic sanctions being lifted here thats really the focus in iran. People there, and ive seen the tweets coming out and heard from contacts in iran theyre celebrating now. Theyre putting out videos as they celebrate the deal. Theyve been under this for some four decades. They see the opening of this. From the american perspective, its all about the Nuclear Program for the iranian people this government elected, keep in mind president rouhani to change the dynamic with the west. For them its about opening this country to the world after so long being isolated and squeezed by sanctions, et cetera. A long way to go for sanctions to be lifted. I think youre going to hear a lot of celebration inside iranian homes tonight. Yeah because theres billions and billions of pumped to the iranian economy once sanctions are removed. Stand by for a moment jim. The president says this is a good deal. He says u. S. Core objectives have been achieved. He says this if iranians decide to cheat. If iran cheats the world will know it. If we see a something suspicious well inspect it. Irans past efforts to weaponize this program will be addressed. With this deal iran will face more inspections than any other country in the world. We need input on it. You saw the president putting the congress on notice that they need to cooperate on this. In talking to people in the administration they believe that this is the largest diplomatic achievement of this administration. This is a legacy moment for this president. And the question we all have now is whether this president s legacy moment as he regards it will in fact be killed by domestic politics. What he said directly putting congress on notice is that if Congress Kills the deal he used the word kills the United States will be blamed for the failure of diplomacy. Those are not weak words there. He was telling everybody who is looking at this a take another look at this. I believe you ought to have oversight of this. Well answer your questions. Ill be congressional leaders down to the white house. He says compared to alternatives this deal will give us knowledge. Knowledge is power. He kept using the word unprecedented. Unprecedented verification, unpresscedented transparency and time line that goes out 25 years. You want to review this fine. Were all for that. What Congress Says who votes on it, he says you get overnight and input on it. Well see how that plays out. Congress will have a significant role because some of the toughest United States sanctions, financial sanctions against iran imposed by Congress Though the by executive order by the president. The plot claims two women were planning to build bombs and set them off here in new york. Their plan inspired by isis. In the same courthouse another terrorist suspect stood before the judge. He was trying to recruit people to kill american citizens. Fbi agents say all three and im quoting now, this complaint, expels jihadists beliefs. Jason is in front of the white house. Lets begin with these two women. Who do we know about them and their inspirations . A lot. The two woman notified asy edied as two u. S. Roommates, both lived together in queens. Noel married and has daughters. They are charged with conspiring to build a weapon of mass destruction. Their plan according to this complaint, was to use an ied, imp vised explosive device. What would that be . According to the complaint, one of them had propane gas tanks and how to transform those into explosive devices. Apparently they were also obsessed with Pressure Cooker bombs after the boston bombing. Their goal was to learn how to use these types of ieds, not in terms of a suicide bombing brooke, but to learn how to detonate bombs from a distance. In terms of their target heres whats interesting when you read the complaint. One of the suspects seemed to try to focus on targeting not regular people so to speak, but perhaps Police Officers. In one specific case, you remember the story not long ago about the Police Officer killed sitting in his car rafael ramos. This was discussed targeting his future. One said how many regular people will be standing next to those officers. Apparently these two wanted to target Police Officers people like them people in government as well. This is what will yet to be determined as this case develops. Brooke . A lot of details as you mentioned in this criminal complaint. Jason carroll, thank you so much. Lets go through details with my panel. I have buck and one of the first people to interrogate the al qaeda suspect and also an author. Gentlemen, welcome to both of you. First, what struck me a lot to talk about. We heard about active military recently being inspired by isis. These two young women, 28 and 31 years of age. Well get into various since inspiration inspirations. The fact theyre american and young women. Absolutely. Thats something new. Theyre young women. They didnt travel to conflict zone didnt get training in places like syria. Theyre selfradicalized from everything we know. And the most important thing i see out of this is that we have to focus on the motivation of their affiliation. Okay. We have been focussing on their affiliation. Recently with these plots, terrorist attacks in france and other places we have to look at what motivated these individuals. These two women were probably radicalized by aqap. They were communicating with aqap. Exactly. One sent a poem to be publiced in an aqap magazine. If you look at the fact they looked at isis tapes of beheadings doesnt mean theyre motivated by Islamic State. At one point, one said shes a citizen of the Islamic State. I dont know if this is a caliphate of the Islamic State that exists today. Motivation should to the confuse us. We have to focus on motivation. One thing Osama Bin Laden is remembered for creating violent ideology that still inspires people years and years after his death. So to the point, its not about the affiliation and not necessarily they were looking into Pressure Cookers in the wake of the Boston Marathon bombings and they were communicating with aqap and inspired by isis videos. If youre looking at their motivation and theyre talking about jihad, beyond that, how do investigators determine motivation . By looking at their statements and what they said to an informant. This is a basic script based on the past. An informant gets close and allows the person to say these are our motivations and plans. You have sloppy Operational Security from these two women. They were obviously talking more than they should have. They didnt have training or basic awareness. As you pointed out, theyre reaching out. Thats a dumb idea trying to evade eyes of authorities. What we see is a general jihadist philosophy at work. They have photos of bin laden. They were obsessed with the Boston Marathon bombing. They were sloppy. Theyve been caught it seems. Even being sloppy can be dangerous. They had the decision to take Pressure Cookers. The Boston Marathon bombings were able to inflict mass atrocity. They have to be taken seriously even amid the mishaps. They were inspired by the Police Officer funeral, mass casualty not just ordinary people but men and women in uniform. Going after authority figures, they think sends a stronger message. It sends a message of that police and authorities cant protect you. It plays into the philosophy were bringing recruits. Obviously jihadists have killed civilians countless times. In this case they feel theyll get more propaganda value. The police are going to take particular care looking at it. A mass casualty attack at a police funeral. This will get attention right away. Of course it would. Heres my question former fbi. You talk about reaching out and sending poetry to aqap. What point do bells go off and they get on fbi radar . They were tracking them long enough. You wait until that point in time where you then swoop in. The only reason they were talking about all these things is because fbi were on top of it. They were able to stop them. If fbi were not able to stop them and they carried out the terrorist attack this situation would have been different. They have been sloppy because from everything we were reading in the report and indictment is because you have sources talking to them. They were monitored. We dont know if they reached out to aqap and thats what a alerted fbi. Theres a Facebook Page to one individual arrested for trying to trigger isis. Theres a lot of things we have to think about. We have to think about the importance of monitoring these sites and monitoring social media and internet for enforcement and intelligence. A lot of recruitments arent happening in training camps. Theyre not happening in guest houses its happening on the internet. Exactly. Its happening on the internet. The moment the fbi starts focussing on this theyll probably try to see, is this for real or not . If they realize these guys are really or these women are really serious about what they want to do theyll introduce a source.
