Record that consequential vote in the House Judiciary Committee today but the 17 hours of debate over the two days leading up to it, fiery, partisan and at times quite personal. Something you can clearly see right here on the faces of chairman jerry nadler and committees Top Republican doug collins. This is a, just travesty and a sham from day one. I could talk until im blue in the face but nobody on the majority cares. We invited the president of the United States to advocate for his views. To submit requested witnesses but he chose not to attend, and he chose not to suggest any witnesses. Article one in this resolution ignores the truth, ignores the facts, ignores what happened and what has been laid out for the American People over the last three weeks. If President Trump wanted to investigate corruption he could start at 1600 pennsylvania avenue. Look in the mirror. Or look around the cast of criminals that have been indicted from his circle. I heard earlier my friends from california mr. Swalwell say list out the crimes. Watching at home thinking, where are they in the impeachment . Just a democrat driveby to go and list crimes that you dont allege and that you dont have evidence for. Forget about President Trump. Is any one of my colleagues willing to say that it is ever okay for a president of the United States of america to invite foreign interference in our elections . Not a single one of you has said that so far. Ill say i yield. Lets start with phil mattingly, cnn Congressional Correspondent whos been covering this around the clock. All right. So phil now we go from 41member judiciary committed to the full house. What happens next and when . Reporter i think probably most importantly the 41 members of the Judiciary Committee could use time away from each other over the course of this weekend. Walk through what happens next. Judiciary Committee Voting to approve two articles of impeachment kicks it into gear for the house floor and full house to vote on those amendments. On thousands articles. How this works Going Forward, tuesday a meeting of the rules committee. Why is that so important . We know whats going to happen. Its going to end up on the house floor. But in the rules committee you get a sense of the actual debate. How long the debates going to be. How the debate will be divided through each side. Maybe idea of whos actually speaking during that floor debate. The leadup to that final vote. Going to be crucial how this plays out, how its dictated and structured. We expect right now though it hasnt been officially been announced on wednesday a full house floor vote on the two articles of impeach innocent. Watch also democrats havent declared where or how theyll vote. We know democrats have votes for this. Leadership is confident but several democrats havent come out in favor of either or both of the articles of ch evimpeach. Procedure wary getting to this point what they ran on and often won on in 2018. See where they end up. The other parlor game going on in washington, d. C. Now is kind of a side piece of all this. That is, who were the house managers, who will they be for the senate trial . Battling and jockeying going on between the suspects you expect, could be selected by Speaker Pelosi as manager in the United States senate. We dont have a firm idea but something could keep an eye on. Probably end of wednesday, brooke, house of representatives will have voted to impeeve donald trump. Only the third ti only the third time in the history of the United States. Watching you and whats going on on capitol hill. Thank you. And the would us is wasting no time ripping the house judiciary proceedings as a quote unquote desperate charade while the president looks forward to due process. The white house was invited but declined tz to participate in the hearings and several key players, mick mulvaney, mike pompeo, rick perry, blocked or refused to testify to congress. Here is how the president has reacted. Its a scam. Its something that shouldnt be allowed, and its a very bad thing for our country and youre trivializing impeachment. Chris cillizza, cnns politics reporter and editor at large. Thats what the president is saying for cameras. Youve been scrolling and scrolling through his twitter feed. Tell me how busy hes been over the last couple days . Reporter could add a bunch more scrollings into that, brooke. Right . This number is, take a minute here. Over the last yesterday, just yesterday, 124 tweets or retweets by the president. He said in that same availability you played footage from, he said he had watched a lot of the house impeachment hearings. That number suggests he has. This is the most active he has ever been on twitter in a single day. Previous record 105. I woman ask you. Imagine any person who has just a regular day job sending out 124 tweets or retweets. I tweet a lot and have never gone over 100. This is the president of the United States at 124 showing you despite the public, fine, worried about it, a long trial, a short trial, its clearly on his mind. Right . His twitter feed is the best window into understanding what this president is thinking at any one minute. No. Its a tell. Also reported from the white house, he doesnt want to be part of that exclusive club of president s who have been impeached. Also you today, Chris Cillizza, written how President Trump is making histories not in the way that he would like. Explain. To your point he doesnt want to be part of an exclusive club, well, he is now part of an exclusive club. I know we all knew that this was, these two articles of impeachment would be approved by the House Judiciary Committee. Dont lose the historic facts here. Okay . This is what youre looking at. These are articles of impeachment announcing these, and Andrew Johnson and bill clinton here both impeached by the house and acquitted by the senate. Nixon, he resigns before a full house vote although the articles of impeachment passed out of the Judiciary Committee as they did today. It johnson, straight to the floor. Now trumps name is in this list. He is a historical figure whether he likes it or not for this. No matter what happens next. I remind people. Look, yes. I know because of the closeness of these two dates, closeishness 2, 1 years, a tendency assume thats all we do now. Only four ever. Might be different Going Forward. No matter what happens, phil just said, wednesday. Obviously the house will vote to impeach, democratic majority. No matter whats in the senate, and assume he winds up here and here, Andrew Jackson and clinton, not removed by the senate. No matter what happens, my kids when theyre studying history Going Forward, this is going to be the quartet of people. Three until today. I think its really important not to lose that, back and forth, all the spin, this is history and its history that you cant just go back and repeal later. Written for donald trump and his republicans. Happened fullstop. Thank you. Chris talked about scrolling on the tweets. A visitor at the white house we need to talk about here. Francesca chambers, Gloria Borger and ladies, lets talk about this other factor in the days news. Rudy giuliani. Giuliani, President Trumps personal attorney, made a trip to the white house today. Here he was just this morning before that important House Judiciary Committee vote and giulianis visit comes as the wall street journal reports the following on his recent trip to ukraine. The quote from the paper. When he returned to new york on saturday, the president called him as his plane was still taxiing down the runway. Mr. Giuliani said what did you get . He asked mr. Trump. Mr. Trump asked. More than you can imagine, mr. Giuliani rae ply eplied. He is putting his findings in a 20page report. Francesca, chris solidified. Historic impeachment over what Rudy Giuliani is doing right now. Its flagrant and in plain sight. Because the president didnt think he did anything wrong and no matter what happens, the senate controls, he believes hell come out of this without being convicted in the what reason to change his behavior why not have Rudy Giuliani over . Answer will be in november of next year if not removed from office. Up to voters to decide. The would us el phoos very confident hell twhanwin that election, too, and the districts the president won could lose seats and republicans could take back the house. Again, gloria, the question, trumps like, what did you find . As giuliani strolls into the white house, on the very day house judiciary votes on his impeachment. What say you . Its completely bizarre. And if i were the president s attorneys or some of his chief defenders id be quite nervous right now. Because the president could conceivably, play this out a little bit, the president could conceivably get this socalled 20page report and say, you know, this is really important stuff and i want to talk about it at my senate trial. I want i want the public to know more about this. Which we all know are baseless, debunked, conspiracy theories that have been promulgated by basically corrupt people, and so if the president says, yes. You know, joe biden did this. His son hunter biden did this, and i want to put this into the record, well, do you do it at the trial . Where, how do you do that . Does the president just announce this and what do his lawyers do . Its a problem for them. And reporting the attorney general whom we know is pretty close to donald trump has said to trump, giuliani is trouble. Stay away from him. Hes not good. Well, hes not. Going on at the white house today. We know how the president is projecting outwardly in front of cameras. Confidence, bring it on. Tell us more what youre hearing about his mindset behind closed doors . A real question about whos in control of this senate trial. Right . The white house aides tried to put it on Mitch Mcconnell, say hell make the decision about whos going to have the, whether there will be live witnesses. Right . Last night, Mitch Mcconnell. Oh, no, no, no the president s lawyers make the decision and we heard from President Trump today who said ill do whatever i want. Then of course said, well, up to Lindsey Graham and Mitch Mcconnell. That was a key quote. I will do whatever i want. So what he wants now is the question, does he want to have a parade of live witnesses . Still want joe and hunter biden to testify . Something that Lindsey Graham is going to give him . And if he does not, whos going to tell the president he cant have those things . Thats what weve explored. Huge question marks what the senate trial looks like. Play it more forward with you, gloria. I wonder about a postimpeached and probably acquitted donald trump. Today at that, you know, when he was speaking in front of the cameras we heard the president say, threatened payback, gloria. What will that President Trump look like . Angry . Vengeful . Perhaps emboldened . First of all, i think hell come out and say hes completely vindicated. That they tried to get him. The democrats. Being the they. They tried to get him. They didnt. Because hes completely innocent and the senate did not convict him. So as Chris Cillizza pointed out, yes, among those mug shots of people who have been impeached. President s impeached but hes going to say the deep state tried to get me, and in the end they failed. So hell use it to his advantage. Now, on the question of payback, you know donald trump what do you think . I think donald trump is keeping his republicans in line. I think in many ways because many of them are afraid of him with this upcoming election. And if he decides to pay back the democrats, the question is, could they hurt him . Could that boomerang on him in terms of policy, for example . Well just have to see. Right. Saw what happened with the election in the postclinton impeachment. Big questions all discovering down the road. For now, historic day. House judiciary voted to impeach and next wednesday is the big day. Ladies, thank you both. Democrats are raising concerns about the Senate Impeachment trial as well. Can the Senate Majority leader Mitch Mcconnell run a fair and impartial trial while working hand in hand with the white house . Well talk to congressman raja krishnamoorthi. And what the president has to say on phone calls with foreign leaders. The action theyre taking right now. Youre watching cnn. Im brooke baldwin. We will be right back. Now that the House Judiciary Committee passed the two articles of impeachment against the president , next week if it passes, an impeachment trial for removal for Senate Begins in january, but Senate Majority leader Mitch Mcconnell says hes already met with white house lawyers and says they have all agreed to coordinate on a strategy. Everything i do during this im coordinating with the white House Counsel. Well be working through this process hopefully in a fairly short period of time in total coordination with the White House Counsels Office and the people who represent the president and the senate. Democratic congressman sitting on the house intelligence and oversight committees casting his vote whether or not to impeach the president next week. Congressman, nice to have you on. Welcome back. Thank you, brooke. A congressman and a lawyer. When you hear leader mcconnell saying, yes, im coordinating with the white House Counsel on all this, whats your reaction to that . I think that violates our separation of powers. I think that the senate should be devising its own procedures. He should be coordinating with Chuck Schumer, minority leader and end of the day Mitch Mcconnells a juror. So for the juror to be coordinating with defense counsel doesnt make any sense. And i hope, i hold out hope that he does end up devicing procedures with Chuck Schumer that are fair and that allow for both sides to present their cases in full. Do you think mcconnell should recuse himself because of this . I wouldnt go that far. I think that at this point, you know, the Senate Majority leader should do everything he can to work with the minority leader to device a fair process and, you know, the chief justice end of the day presides over this particular trial, and its incumbent on him to also make sure the procedures are fair. Given what were hearing from senators, they will likely acquit the president , and so this worry is that now impeachment is just becoming mother partisan ri ritual. How concerned are you impeachment isnt as effective as our Founding Fathers intended . You know, hopefully the senators, if this goes to a trial, look to the constitution and their conscience and put country over party and politics. This is one of the most serious duties they have to fulfill and quite frankly, it is a somber time unt
