An enormous backup of people who have to be health screened before they can leave the airport. Some u. S. Officials say people should expect this new normal for the foreseeable future. Lets be clear. This is a crisis that will be with us first of all i believe at least six months. Its unlike anything weve dealt with in our memory. Its changing every hour. Were going to constantly make new decisions. Cnn omar jimenez is at Chicagos Ohare International airport, one of the places returning travelers are backed up trying to enter the country. Omar, people are confused. I imagine very frustrated. What are they telling you . Reporter yeah, ana. Weve been speaking to people coming out of the International Arrivals here, people have really, have been frustrated with the process of receiving information, and i should say we just spoke to some students that were essentially trapped in poland and didnt know if they were going to get out in the midst of the announcements of the european travel bans that were coming through here. They were finally able to make it back and they say, again, the most stressful part, finding which countries they were able to go to, what time frames they would be able to do so effectively and being able to effectively communicate with the airlines. One factor. The second factor, what they are seeing once they get to places like ohare. Last night we saw some tremendous images where huge influx of passengers came through as flights began to land. As a result of these, this european travel ban that went into effect, hundreds were packed into small areas, which we know is the exact opposite of what Health Officials are urging at the moment, but all of this was as they were just waiting to be processed, to be let into this country. As we understand, there are three layers of security and screening that you could potentially go through. One being the classic custom Border Patrol screening you would typically see on a normal flight under normal circumstances and based on your travel history, you would then go through a secondary set of screen big the department of Homeland Security and if they person would potentially show symptoms or concern based on their travel history, a third screening by the cdc. All of this happening and resulting in some people waiting up to five hours from when they step off the plane to be able to step on u. S. Soil. The mayor here in chicago says both she and governor pritser of illinois are requesting for resources from the federal government in the form of screeners, but meantime trying to work with the faa to do things like staggering, letting people off the flights so if we have those wait times they wait on the flight rather than in these areas. Again, tightly packed together. They still have yet to get a response, and i asked mayor lightfoot what fundamentally differences will we see from last night into tonight. She says until anything changes on the federal front, its going to be bad once again this evening. Thank you. We know youll stay on top of it and bring new reporting from there when it comes to what steps the federal government is willing to take to contain the coronavirus and where President Trump is on this, getting two completely opposing approaches from an ally of the president and the task force. Heres devin nunes followed by dr. Fauci fvlg, you and yore fa great time go out to a local restaurant. Likely ge lly get in easily. Litz n lets not hurt the working people in the country. Dont run to the Grocery Store and bi 4,000 of food. Right. Go to your local local pub. Would you like to see a National Lockdown basically people you cant go out to restaurants . You need to stay home . I would like to see a dramatic diminution of the action we see in restaurants and bars. Whatever it takes to do that, thats what id like to see. Cnn Jeremy Diamond is live at the white house now. Jeremy, who is the president listening to right now . Reporter look, thats the question, ana. Listen to what the president said yesterday, the president was asked, for example, about apple closing its stores. The president s response, fine, if other businesses want to do it, thats fine. We havent necessarily heard the president with the same emphasis as dr. Anthony fauci one of the governments pop public Health Officials and other Health Officials in the government with the same emphasis the extent meshes need to make changes to daily lives, involving this social distancing, not attending certain events, for example, staying at home more. That is something, though, that in conversations with Administration Officials today they are indicating that an increase focus and messaging on americans needing to really make serious changes to their lives that is something we could be seeing from this administration. We know, of course, there is a briefing at 5 00 p. M. Today. Perhaps where they will start to make that messaging effort a bit more concerted. We know fauci, he was this morning really advocating, saying americans needed to prepare to start hunkering down to start changing the way that they behave in their daily lives and even not ruling out the possibility of some kind of a national mandate, a National Shutdown for nonessential businesses. Those are steps we have seen European Countries like france, italy, spain, all taking, and were told that is something that has been discussed in these Coronavirus Task force meetings but nothing is imminent at this point in terms of an ander from the president moving forward with Something Like that. Jeremy, getting a lot of questions from viewers asking what is the federal government doing to help me . Congress pass add bill. We know the president declare add national emergency. People want to know, what does that mean . How will everyday people benefit . Reporter that legislation was passed by the house late friday night, early saturday morning. That legislation will have a few key provisions including paid emergency and sick leave for employees of small businesses, companies with fewer than 500 employees. Of course that doesnt cover all americans. Larger companies have some kind of sick leave policy. Free testing for every american. Expanded Unemployment Insurance and increased funding for medicaid. Steve mnuchin wouldnt say for sure he knows Senate Republicans who have a majority in the senate, whether they will be able to pass this legislation nap is, of course, the hope from this white house to deliver a first step of relief here, and mnuchin made clear there will be additional targeted Economic Relief packages that they will try to move through congress including for those individuals in the Airline Industry and the travel industry and other industries specifically impacted the most by this coronavirus outbreak. Of course, we know the president himself while he is leading all of these efforts and he is focused on this coronavirus response, if you look at his twitter feed today, there is also a eck to is on a lot of other things. Particularly very partisan, very controversial issues, despite the president yesterday talking about the need for bipartisanship, the fact we are in this together. The president today tweeting about everything from a potential pardon for Michael Flynn tweeting out, parroting claims from flynns attorneys and going on the attack against the top democrat in the senate, Chuck Schumer and attacking the news media who at the same time seeing the Vice President , for example, and other members of this administration really asking the news media for help getting out the right information here. The president certainly striking a very different tone at least on social media. Jeremy diamond, thank you for that reporting. As this Global Pandemic continues we are getting an onslaught of questions from viewers about the virus. How you can bet protect yourself and your loved ones. With us is dr. Aoctor and cnn medical analyst. Doctor, one of our viewers question, my adult children, my husband and i sick end of february. How do we know it wasnt covid19 and do recovered people test positive . Were encouraging the government to roll that test out. Its called a pcr test, testing positive when sick or have virus activity in your body. The kind of test we might want to do with these folks after they already have been sick and maybe are well now is a different kind of test. Its called an antibody test. What its detecting is not virus inside your body. Its detecting the proteins, our immune system makes to fight off viruses. Theyre called antibodies and can hang around for weeks sometimes months. Did it with the 2009 swine flu pandemic, after the fact. Lots of antibody tests finds out how present was the disease and how many cases did we miss. What precautions should we take, another question, if we fly . Try not to fly. Especially atrisk group, older adults. Anyone with suppressed health. Flying in particular puts you in close proximity with people and were trying to limit that as much as possible, especially now. Thats really important to bear in mind. Of course, if theres a reason that really means you have to be on the plane, i want us to think about a Public Health approach. Not just thinking, oh, i dont want to get sick. Take an approach you imagine maybe youre already infected and just dont know it. What can you then do to protect those around you . Those you love, those in your community . Possibly those on the same airplane. Wipe down the surfaces youre touching, using disinfectant wipes more than 60 alcohol and wearing a surgical mask. That prevents infected droplets from leaving your body and touching anyone else. People want to stay healthy and do whatever it takes to keep themselves health pip part of that is exercise for a lot of us. Is it safe to go to the gym, one viewers asking . Unfortunately, gyms can be breeding grounds for a virus. Imagine were touching so many different surfaces in a gym. Although most have those cleaning wipes, not everybody is using them very diligently. If you can, try to work out at home using your own body weight exercises. Maybe your own dumbbells at home. Right now do social distancing as much as possible and i urge viewers to look up incredible graphs from 100 years ago during spanish flu. Look at philly compared to st. Louis. Philly, officials reassuring hell, dont have to do social distancing. St. Louis, no. Social distancing. The graph is widely different. Hammering home limit contact with others as much as possible. In terms of immune system boosters. Give another tip. People take more vitamins does that help fight off the virus . Unfortunately studies dont show that. Studies are on the fence about taking vitamin c before a cold but no one thing can boost your immune system. Plus were already in the time of youre flu is circulating. Actually, ana, theres a bunch of cities across the United States that are seeing a peak in flu infections now. Because we cant point to one particular thing, pun magic tablet or vitamin to boost your immune system, thats why were saying to limit contact. Stay healthy and be at home. Do people need to worry about their pets . So, no. We dont think so. The evidence right now shows they cant get infected, at least with this coronavirus. Theres a different coronavirus that can infect dogs and actually give them terrible stomach problems. No word about pets being infected. Good news. Thank you for great information, doctor. Weve talked about the physical health and your personal safety, all of this has to take a toll on your Mental Health as well. I bring in a clinical psychologist and an anesthetist professor at us a yoe osteopath medicine. When People Stress one of the most important things they need is the physical and emotional support of others. Now with the selfquarantining, with the social distancing, they may not be getting what it is that they need. Theyll have to figure out another way in order to keep some sort of sanity as were going through this insane time. What do you recommend . How should people cope with that isolation . I think its important that we use one of the things that we used to give people a hard time about, which is social networking. Make sure that youre able to use a social media platform. If not even your plain, old cell phone to touch base with loved ones, making sure youre talking to your elders or parents or relatives or nursing homes. Checking in on other people and knowing just as the doctor said, that this is something that needs to be a Community Working together. And there is a sense of panic out there right now in america. Weve seen people stock up on food, supermarket shelves are empty. A run on toilet paper and even on water. What does this tell you . Why do people react like this . Because were dealing with the unanother. Getting more answers every day, but people are waiting for some sort of systemic testing to know exactly what were dealing with. Waiting for more leadership, which some feel they havent really gotten. Getting it more on the state and local level, and thats a very, very good thing. But, really, the most important thing that we need to understand is that this is going to be a new normal for quite a while. There is something that we call habituation, which means given enough time the panic and anxiety will begin to slow down a little bit, but we are going to be at edge, on edge, and we should accept that and not put people down for that. But the calmer we are in our communities, the calmer well make other people and i think the less of a run well have on stores. Quickly, if you will, i think its an important question for a lot of parents who are out there right now whose children maybe arent going to school. Theyre automatically impacted. My 8yearold son is worried about coronavirus. How do we talk to our children about whats happening . The first and most important thing we need to note is where they are with this topic, with this really horrific time for them. What does it mean to them . So we need to listen, ask what it is that they know, and then meet them there and then give them the information, but give it in a way where were not panicking and if theres something we dont know, say simply, we just dont know, and well wait to get answers or research to get answers, but our kids need the truth from us and they need for us as parents to handle this in as much of a rational manner as we can and that will set the tone for the rest of the home. First question. Is your city getting the test it needs . No. The short answer nationwide is we dont have enough. Test of critical people who need them, most vulnerable. By and large addressing the pandemic we still dont even though we have in Southern California a number of private labs and public labs working around the clock and doing an amazing job. Short answer is, no. We need more and dereliction of duty to not have that prepared but we are scrambling and i think can get the tests to the people who need them most right now. Any idea how many people were tested in your city . We dont know in the county. In the low hundreds. About three days ago. Probably closer to an 1,000 right now, but have a lot of private testing going on. Good news of the tests. Those that make it through to the Public Health authority, 75 are coming back negative. 25 positive. Private lab so far 96 negative. Fourth busiest in the world but know First Responders and our Health Care Professionals have to take special care of. Not only the equipment, the safety, also things like childcare. Im worried about nurses and hospital workers now that schools are closed being able to have the health care and the child care they need as well. Mayor, also brings up a larger question when we talk about public safety, because we saw one nba player test positive resulting in immediate shutdown of the entire league. Who takes over Law Enforcement if for some reason an entire Police Department needed to quarantine . We feel strong here in los angeles we have sufficient personnel and that shouldnt be a worry. Peoples worst case thinking we wont lose any police officer. Smaller cities we border, mutual aid and able to help them make sure the board is come down and sometimes the best in people come out in these moments. We see a lot of panic of human beings but im amazed how much people are good to each other and well share resources across our borders no matter what. Dr. Anthony fauci says hed like to see a twoweek National Shutdown. Are you considering closing restaurants and the bars or even nonessential businesses to help contain the spread of this virus. Absolutely. Bars will happen today. Waiting for the governor, who ily will give guidance for cities and restaurants. Besides pickups, takeout, drivethru. Thats smart. [ barking ] we are hours away now from the next president ial primary debate and when Bernie Sanders and joe biden take the stage in washington tonight they will be six feet apart. Their podiums placed in accordance with cdc recommendations. And with social distancing in mind this will also be the first debate in this election cycle to take place without and audience. We are joined with more. Jeff zeleny, no way this debate isnt front and center tonight, but whats most important for biden and sanders to do in this moment . Reporter theres no question this is a different moment. Its white house precedent, wus rulebook, because this moment nationally is so different. So both joe biden and Bernie Sanders tonight, of course, have their own objectives, but everything has been overtaken by this pandemic and the reaction to it and the handling of it. Theres no doubt all of joe bidens objective first and foremost show competency and governing, he could do a better job running this crisis. Bernie sanders, of course, talking about that as well. Taking on the Trump Administration, pointing out differences and using it as an example why his Health Care Policy is necessary. Ana, no question that we are not going to see the same back and forth between these two rivals as weve seen all year, because the moment is so different. I am looking for Bernie Sanders what is his tone going to be . His posture going to be . He still is in the race, without question. Its difficult for him to make up the delegates in terms of beating joe biden but this moment is a different one. Is he going to sort of save his energy for the president and the Trump Administration or is he going to try and draw sharp distinctionsing with joe biden . Well know early on. Joe biden has to make the argument trying to make in the last year or so, that hes the one to defeat President Trump and make his competency argument again. No question, a different moment to without precedent and without an audience for sure but puts politics into perspective we can say during this moment of national crisis. Jeff zeleny, thank you. Tune in tonight to the cnn univision democratic president ial debate at 8 00 p. M. Eastern here on cnn. Well wbe right back. Who stood up. Who stood strong. Who demanded to be seen. To be heard. Lysol what it takes to protect. Gochting around the world taking drastic measures in a frant beic bid to stem the spread of the deadly coronavirus. What you are looking at now is a snapshot of some of the nations most affected, but globally there are mow more than 150,000 cases and more than 5,000 deaths across 135 countries. Just since march 12th, just three days ago, more than 25,000 new cases have been diagnosed. We have scott mclean in madrid and a reporter from london but first Melissa Belle in rome. Stunning numbers out of italy the country confirming more than 300 people died in the last 249 hours in that country from coronavirus. What more can you tell us . Reporter ana, that is a big spike. A big record compared to what weve seen before so far. The largest number of deaths recorded over the 24hour period was about 250. Gives you an idea how quickly this is progressing. The other big metric we have in terns of measuring the speed with which this outbreak is worsening is the number of new cases. That number as well has grown quite a lot, which were talking about more than 3,500 new cases in that 24hour period. Those numbers were announced at 6 00 p. M. , a few hours ago here in rome. They represent a big progression on both those fronts. Now, it is important, because it is our measure of whether authorities with this extraordinary crackdown nationwide crackdown under way, are managing to bring it under control and important to note given the nature of all contagion, given how long it fakes for symptoms to show. People to realize they need tete its and numbers counted by authorities, that was to be expected. You couldnt have seen despite the fact that were now at the end of the first week of the nationwide crackdown a real progression so far. Its important to make that point. Another set of figures quickly, ana, from the north of the country where the outbreak began and measures used nationwide long before, a stabilization of figures in the area where the town where patient one was found, they do show that those lockdown measures introduced three weeks ago, well before the rest of the country, they do suggest theyre working. What it means, italians have to be patient. What it means for the rest of the world, europe, also the United States, looking whats happening here, on the front line of this epidemic, it takes extraordinary measures. A lockdown, the economy at a standstill, people no longer leaving homes, in orders order progression and even then, ana, it takes some time. Tough times right now. Thank you. Now to the uk. Citizens there advised against all but essential travel to the u. S. Cnns Salma Abdelaziz has the latest. Tell me more about this warning, salma . Reporter well, ana, of course, this comes on the heels of the u. S. Expanding its travel restrictions to include the uk and ireland. Thats 28 countries now that are barred for the next few week from having nationforeign natio enter the United States. A strict travel restriction here and a new warning coming out. Weve had just over 1,000 cases here in the uk. Just over 1,000 people lost their lives but the changing guidelines are impacting travelers here at heathrow airport. A short time ago i was speaking to an american woman, a lawyer from california. I asked, are you worried about contracting coronavirus here in europe . The epicenter of this crisis . She said, no. Im worried about contracting it when i land in the United States, because i fear im going to be stuck in an airport with other people who might have the illness for hours potentially, as weve seen in other airports. So a lot of fear and concern and especially among american citizens what they might face once they land back home. Okay. Thank you. Thank you for that reporting. Turn to scott mclean in madrid, spain. The entire country is in lockdown. Describe what youre seeing and what life is like in spain right now. Reporter ana, even getting into the city was a bizarre experience. The airport is nearly deserted. First thing the taxi driver did, offer me Hand Sanitizer and our hotel has more than 100 rooms. Only 4 are actually occupied. You mentioned the number of cases jumped up by about 2000 to nearly 8,000 total. Nearly half are in madrid alone. The spanish Prime Minister said these extreme restrictions that they are taking on Peoples Movement are drastic and will have consequences. The first consequence is that the economy is virtually ground to a halt. Stores, businesses, restaurants, they are closed with very few exceptions. Youre not allowed to leave your house unless you are going to pick up food or essential supplies or going to work. This is madrid, the times square of madrid. You could say normally this is a packed square. Today the only people you will see are police officers. You see there with the blue lights. And then you see some food delivery people on bicycles or the odd person going to the store. You are allowed to walk your dog, but not allowed to just go out for a walk. If you do, you will be stopped by police and fined. We saw police handing out tickets today. They start at 100 youre o euro. We saw a case one stop end in arrest. Police are using drones with loud speakers warning people to get back inside of their homes. One other thing, ana. Obviously public gatherings are not allowed. Just about 30 minutes ago we heard people gathering on their balconies organized by social media to cheer and give a round of applause for this countrys health care workers. Ana . A silver lining. Great to hear people doing that and putting their best foot forward. Scott mclean, thank you and to Salma Abdelaziz as well. Do we have answers about this . Look at countries like china, italy, france and spain. People on lockdown, people not leaving homes unless absolutely necessary. Cafes, hotels, cinemas closed. The places with doors still open those considered essential like Grocery Stores and pharmacies. Talk about this. Time for crossexam with cnn legal an vist a former federal and state prosecutor. A lot of questions about government mandated quarantines and how are they enforced. What Legal Authority does the government have to declare quarantines and how can a quarantine be enforced if someone violates it . Our government has very broad authority. Broader than people realize to order and enforce a quarantine, meaning a restriction on people moving into off out of specific places or broader geographic regions. Under federal law, the government through the department of health and Human Services has authority to orderser a quarantine as necessary to prevent the spread of communicable diseases. Isolation order on a specific individual known to have a condition or in rare cases a broader mass quarantine. We saw that last over 100 years ago in 1818, 1819, a mass federal quarantine with the different influenza outbreak. Also all 50 states have laws enabling governors to order quarantines. How are they enforced . You hope people selfenforce and obey. If not, they can be enforceed by fines and in case, some states by arrest and prosecution. We hope it doesnt come to that and everyone does the right thing. The government has power if necessary to enforce a quarantine. Majority of governors have now declared a state of emergency. This, for their states. One viewer asked, legally, what affect do those declarations have . A lot of them coming through. Sort them out. On friday President Trump ordered a national emergency. That really has two effects. First of all, freeze up funding. Up to 50 billion to assist in the response effort across the country. Second of all, streamline things, cuts out red tape allowing the government to action and mobilize resorces more quickly than norms. Separately, hhs secretary can issue a Public Health emergency. That was issued january 31st. Similar effect, much more narrow. Separately governors can issue states of emergency that frees up money activate kwauquarantin laws. Giving the power to respond in an emergency like this. And helps remove certain regulations in place to get things, make things happen for quickly, for example. Another view oh wants to know, a way to prevent businesses from raising prices on essential products like Hand Sanitizer or disinfectant wipes . Most states, not all. 35 states have antiprice gouging laws, in some cases a crime in a civil violation raising prices by a certain amount once a state of emergency. In new york, we are here now, for example, law prohibits unconsciously excessive increase and dont specify what that is. Other states, like new jersey, 10 prohibit more than that in a state of emergency. Also criminal penalty in other states. See this, let your state attorney general another and Consumer Protection bureau. They can handle it from there. So emergency good information. Thank you. Submit your legal questions at cnn. Last week the new york fed vowed to pump more than 1 trillion into the system.
