CNNW Coronavirus Pandemic April 14, 2020

New yorks Governor Andrew Cuomo just gave an update about his state. Hospitalizations, basically flat. Technically ticking down which is the first tick down. Thats a good sign but basically flat. We think we are at the apex on the plateau. Cnns Shimon Prokupecz is live for us in new york. Talk to us more about what the governor had the say. Reporter the governor feels we are in the right path. We are seeing consistent signs of things we are doing and social distancing is working. Theyre looking at statistics, the hospitalizations and the number of people that are being intubated and number of people that are leaving hospitals. Thats all pointing in the right direction. The governor says his concern is with all the talk of reopening. The concern is we did all this for the past several weeks and we all stayed at home and we distanced ourself from people. We have not been out and together with people. That if we go back to that and everything we have done up to this point could be a big waste. Thats the big concern. The other thing the governor says is we are not prepared to go back to normal life. We need to disinfect buses and parks benches and subways so when people start to go back out in these areas, they can be safe. The other thing he talked about is tracing. We dont have the capacity, he wants the federal government to do this so that if there is a new infection, a new rise in the number of infections, they need to be able to trace where it is coming from. Without all those tools you cant reopen. You know hell be working to other governors close to new york state and new jersey and connecticut to come up with some solutions. The bottom line from the governor, we are not there yet, we need a lot more measures in place before the country and the city and state can reopen. A lot of questions. Thank you very much. The nation debates when to reopen american lives. Our drew griffin had been looking why there is a delay and our analyst dr. James phillips. Before we talk about the delay, dr. Phillips i want to get your reaction on dr. Fauci who says may 1st opening for some parts of the country is overly optimistic. Do you agree with that . I certainly do. If we plan to do this appropriately in a way of stopping deaths. Hes a little more eloquent than i am when i comes to that. The only way we would open up significant parts of the country by may 1st is to do so under significant risks of the potential lives of american citizens. I am not sure hes more eloquent than you but i am sure he has some political concerns of the task force situation. You are saying echoes by many other doctors i have talked to. Thats incredibly important of the rapid result test. It would be important and reopening for companies to make sure their employees are okay. This is another area where i think you have this over hyped from the house and under reality. Abbott sent it out to all entities that use their machines and been able to deliver and well know exactly 556,000 tests as of last friday. But theyre very much a niche test, they only are able to use where the abbott test machines are. Some states did not get the test they go along with those machines just because supply problems so this kind of over hyped from the white house was under delivered in terms of what the state health labs were doing. The test works, it is important part and only one small part of the massive testing that well need anderson to eventually reopen and have confidence that we are catching all the people who have the virus. It is not like a mobile test that anybody can use at home. No. This is a machine. Abbott has machines they test for strep throat or flu. Something you can use in a Doctors Office that does not require a lab. Abbott developed a covid 19 detection system that works in conjunction of their already built machine. This is why it is going to be so great. Got it. In addition to all these machines that are out there. The federal government decided well buy up some of these machines and send it to state health labs which dont do a lot of testings quite frankly. They got the machines but did not get the actual test because supplies was not there yet. You got a couple of news story thatover inflated this problem and over sold by the house. You had a few days of confusion until supply line will catch up with it. You use it to find out immediately within five minutes if that worker walking in the door does or does not have covid19. Would it get to a place where or in a short term where you need to have the avid machine to do a test. Would a large cooperation would have those machines where they can run those own tests or would it have to be avid facility. Again, theyre trying to crank it out. You can buy those machines and you would buy the supplies needed for those machines. The actual test to run the machine and you as a company can theoretically use this with some training. The problem is demand is incredib incredible. Abbott is trying to keep pace and theyre pumping 60,000 tests a day. This production is at capacity trying to expand in an environment where demand is insatiable. Clearly testing and any one i talk to saying testing is critical in terms of restarting the economy. This continue discussions of reopening our society and economy is very important. In disaster medicine we talk about something called disaster cycle. You start considering the return to normal almost immediately after the event occurs. It is appropriate to Start Talking about this. But, we have to have the right steps in place before we get there. There is a great document published by the center of security at the johns hopskin school. Crystal watson and her team put out a document about whats necessary before we start the process from a starting standpoint as you asked. We are efficient in our ability to test right now. I believe a month ago we were told of 27 million tests and we are just over 2 million a month later. We need to see a rapid widespread ability to test for active disease. We need widespread ability to test for immunity to the disease which is that Antibody Test that we talk about. We need continue ppe production. As this paper alludes to. We need to be able to do Contact Tracing where we look for people coming in contact with the ineffective. Thats going to require upwards of 100,000 people to be volunteers or sort of drafted or join the Public Health service in order to do that type of nationwide Contact Tracing. So there is a welllaid out plan here in lieu of a national strategy. I encourage people to take a look at it because it is great. Where is that again . Thats Johns Hopskins . The school of Public Health. It is a group of doctors who study these stuff and advise at the highest levels. I am going to look it up today. Researchers published findings in the journal science saying the u. S. May have to endure social distannicing measures an staying 6feet apart they said possibly until 2022 unless a vaccine is available. I am wondering your thoughts on that. I think it is absolutely right. It is different cull icult to s. I am tired to be at home as well. The only way to prevent this virus is for people to stay away from people. N nonpharmaceutical intervention, the primary way among them is social distancing. What we are going to see is sustained school closures, we dont want a repeat of Liberty University where they allowed students to come back and who would have thought the disease spread around. We got to avoid that. Until we have widespread testing where we can prove that employees at businesses or students are immune to the disease. We wont know. In another big question right now is whether or not a positive Antibody Test can mean you are immune to the virus. This is hugely important. I was really stunned, the evidence still really officially is not in but the idea that we dont know for sure if you are immune, thats significant. It is. There are several people out there, one from south korea talking about patients who had tested negative and all of a sudden tested positive again. There are some caveats to that. When we look at the family of viruses that this one belong to, theyre not known for reactivation. When you remember about ebola when they started finding view r viral particles, thats a different family of virus. This does not do that. There is another question whether or not to testing issue. Maybe as the body starts to clear out some of the dead cells from the lungs. They have that viral all in those cells for them. It may be a false positive as far as the tests show, you have the virus particles in you but you may not be contagious. There are still work to find out if those tests mean you are immune. Dr. Fiphillips and drew grifn as well, thank you very much. Dr. Sanjay gupta will be hosting a coronavirus town hall. It will be on thursday night 8 00 p. M. Southeastern on cnn. As the president claims he had total authorities to reopen the country. The south dakota governor resists the stayathome orders now has one of the countrys hottest spot. Governors are supposed to be doing a lot of this work. The federal government is supposed to be out there buying amounts of items and shipping. We are not a shipping clerk. Should every state in the country have the stayathome orders. The governors know what they are doing. We have the constitution which i cheri cherish. Those governors, i know every one of them, theyre doing a great job and theyre being s s successful. States can do things if they want. I can over ride it if i want. I have Great Authority if i want to use it. I rather have the states use it. When somebody is the president of the United States, this authority is total. Thats the way it got to be. Tol total. It is total. The governors know that. You heard the president loves the constitution. The powers not delegated to the United States by the constitution or prohibited by it, the state are reserved to the state respectively or the people. Susan rice, the author of tough love. Ambassador rice, thank you for being with us. So President Trump is taking everything for the state. I alone can fix it. Does the president have the authority to tell the states to reopen and how to do it and when . Good to be with you, anderson. No. The president does not have that authority absolutely. There is as you read something called the 10th amendment of the constitution which pertains in this case. The president and the white house certainly will offer their judgment and recommendation and advice. Thatll bear some weight with the states. At the end of the day, it was the states who made the decision and not all making the decisions smau simultaneously or some of them made it to date to issue stayathome orders. It is therefore on the state to lift those stayathome back to business orders when they deem it appropriate and safe. The president takes no responsibility is because the actions of your previous boss president obama, here is what he told our jim acosta earlier this month. You were preparing for a pandemic if this government were preparing for a pandemic, why is it that we dont have enough masks and medical equipment . The Previous Administration gave us little ammunition for the military. You know the answer. The prooefranswer. The Previous Administration. What you should do is speak to them and ask that question. You left a 69page play book for dummies. How do you respond to that . This would be comical if it were not to serious. We have the president of the United States who said in a straight face that he takes responsibility for nothing. Imagine that. We never heard that ever out of the mouth of the president of the United States. The fact the matter is when the Obama Administration left office, we left the stockpile fully stocked and adequately prepared. Thats validated by independent journalists who had the opportunity to visit this stockpile in late 2016. More than the stockpile, we left this in coming administration with all the tools that we had created for ourselves and that they need it to confront such a pandemic. We understood that a pandemic was not only predicted but was actually inevitable. The only question was when. In 2014 president obama warned the nation that this could happen. Purely for the purpose of tracking pandemics and outbreaks and biological threats. That office was dispanded by 2018 by the trump administration. We ran a side by side exercise with the in cocoming administran cabinet one week in early of 2017, that exercise was three hours long and we went through three critical scenarios, terrorism scenario, cyber attack scenario and pandemic scenario to alert them of this opportunity and the priorities we placed on it. We handed them a 69page play book which i call pandemics for dummies. I tells you what questions to ask and what steps to take when an outbreak emerges. This administration did not prioritize pandemics prepa preparedne preparedness. They were behind the curtain when it came to them. In early of january this year of the outbreak in china, it was known to the cdc and briefed to the secretary of health and Human Services and the white house. Thats the moment window should be scrambling to get the testing kil ki kits we needed and deploy fully across the country. Thats the moment we should have said okay, we know we are going to need more beds and more ventilators and masks and more personal protective equipment than we have in our existing stockpiles and our hospitals and healthcare facilities. Had we started the testing and the procurement and the organization for the surge that we knew was coming in january, we would be in a different place today a today, anderson, with fewer deaths and fewer economic consequences and a less dire scenario that we had. The administration weasted more than two months, he misled the public and he compared it to the flu and it was not before midmartha this Administration Takes it seriously and compared it to the war that it is. You can call it a campaignstyle video made by the people in the white house. Cbs news correspondent pointed this out and drew personal attack by the president. The president you know points to a travel restriction from china that he put in place at the end of january. There was a huge gap basically what some referred to a lost month of february which you know the president was down playing this and saying it is going to magically disappear and hes meeting with diamonds and silk characters. Had that month of february been used, that was a time to prepare essentially. And the president yesterday was asked about it and could not come up, oh, we did a lot in february. In his own propaganda video, there is a huge gap between the travel restrictions and stuff going on in march. Yesterdays performance from the White House Briefing was full of lie. The month of february was a lost month. The month of january too was also a lost month because we understand in pandemics that once they break out and you have a novel virus in any part of the world. If it can be spread easily from human to human. We are in trouble. Thats the point at which things should have started to quick into gears. The kind of preparations that i describe earlier. The travel ban on those traveling from china, never the less could have bought us valuable time to accelerate those preparations. That whole time frame after the i imposition of the travel ban, by the way, 40,000 came to this country from nchina, that ban gave us the opportunity to accelerate our preparations but instead of accelerating our preparations as you pointed out, again, a wasted month in which the threat was down play. That was the period where we ought to begun recognizing once we had cases in the United States and evidence of the beginnings of Community Spread that we really needed to look at lockdown sorts of orders and authorities. Again, that time was wasted. The president creating a jungle environment where every state had to defend itself and every state to buy their own critical equipment and competing once again another and competing against the federal government and bidding up the price to the benefit of the private sectors. Thats not leadership. Thats abdication of leadership and it continues this day. It is easy to kind of i dont know how to say this. It is one thing for the president to kind of do this stuff and other times when it is inappropriate and ridiculous and shameless. Embarrassing. When people are dying because of a lack of decisions being made and it takes it to another level where people have died who did not have to die. Thats right. We have over 23,000 americans whose lives have been lost already. We may have beginning to flatten the curve in new york state and new york city, this is going to take a long time. Well be very, very fortunate in the United States and globally if we dont see a second and potentially a third wave of this before we have a vaccine thats widely accessible. I hope the president does not declare prematurely Mission Accomplished and try to celebrate his success when we already lost more than 23,000 lives in barely two months. Lives that many of which necessarily did not need to be loss. And our economy is in the tank . It is a very, very tragic situation that could have be bebee been lessen with responsible and effective leadership. Thats not what we have. Thank you, susan rice. Coming up, professional wrestling. Why the former familiar governo
