Hurricane irma is churning through the caribbean. U. S. Territory set to get hammered by one of the strongest storms ever. Now a new update from the National Hurricane center shows irma could hit florida head on. Just hours after his administration ended the program to protect d. R. E. A. M. Right now irma a category 5 hurricane packing 185mileperhour winds and the latest update shows irma could hit florida head on this weekend. The most immediate concern is for people in the North Eastern caribbean. Overnight a 36 hour curfew was issued for the entire territory of the u. S. Virgin islands. And the biggest evacuation in history. In the history of the bahamas has been ordered. Residents of six Southern Islands have been told to evacuate. The potentially catastrophic storm bearing down overnight on the northern leeward islands. Those islands are under hurricane warnings as are other other areas including puerto rico. Several south florida counties are operating in emergency mode hoping for the best, but indeed preparing for the worst when and if Hurricane Irma hits. The mayor of Miamidade County signing an emergency declaration. Theyll start evacuating special needs residents today. All county offices along with schools will be closed thursday and friday. Officials also expected to issue evacuation orders for miami beach later today or early thursday. Neighboring Broward County is planning to set up dozens of shelters that will be able to accommodate as many as 33,000 people. Broward schools will also be closed on thursday and friday. And in monroe county, home to key west, theres been a mandatory evacuation of visitors, tourists and nonresidents, that taking place in just a few hours at 7 00 a. M. Eastern time. The evacuation of residents begins tonight at 7 00. Florida governor rick scott ordering the deployment of 7,000 National Guard members, 1,000 high water vehicles, more than 700 generators on stand by. More than 5,000 people based at Naval Air Station key west have received mandatory evacuation orders. Florida residents are stocking up on storm supplies. You look at aisles there at some stores. Theyve been left bare by the mad rush. Lines of people wrapped around the costco. They stocked on fuel, water and materials to protect their homes. And nfls opening week has been impacted. But you can break down model by model and see which one it is favoring and we go through that and the concentration being a strong belief around cuba friday night into saturday morning. But beyond that, we have a high concentration shifting toward eastern florida. When you break this down i would even venture to say this could skirt the coast of florida making the hardest point a second impact on abortion port the bahamas. So significant variations in all that. Here is where we stand with one of the strongest hurricanes on record. 100,000 people in the direct path of this storm that has gusts well over 200 miles per hour. The storm surge on islands that are at flaz as they come. Just sandy beaches and very little elevation. So breaking down this further, looking at the american model and also the european model, the european in blue and american in red. Notice the incredible confidence in where this would be going into friday and saturday. Directly on top of one another so we think parts of cuba could be in line for this storm system but at the turn, still a lot of confidence in here. So this has changed in the last 24 hours. This time yesterday one model was taking it back toward western florida. Another one wanted to go to the east. Continue this going from sunday into monday. Just little difference on timing on where it would be but the same general location potentially favoring the eastern side and looking at the specific models under the umbrella of those models and again, high concentration shifting it to the east. They were quite content to let the administration take any flak on this from the parts of the Republican Base that do have some issues with daca and so now you have this equivocating, this its very unclear what he actually means by revisit the issue, and once again, you know, keep in mind, were talking about hundreds of thousands of real people who are very much in limbo, unsure what their future in the u. Com, but you know, you talked about why it was Jeff Sessions, why it was the attorney general who stepped before the mikes to talk about this decision and it wasnt donald trump and you said it was because of the president s aversion to announcing the decision himself. So are you saying that the president really wasnt all for this decision anyway and that his surprise tweet was really what he feels anyway, that hes going to come to the rescue in the end if congress doesnt fix this . Our reporting certainly indicates the president had a very hard time with this decision and his press secretary said it herself, he wrestled with this. The proof is in the pudding. He came into office and started talking about how he understands and is sympathetic towards these young people and he kept it on the books. Really the only reason that he felt he had to make this move is his hands were sort of forced by the states that issued an ultimatum that said if you dont go ahead and sunset this program they will challenge it in court. That is why theres this argument that this was a legal decision because the department of justice is the one that says whether or not they believe the program is defensible in court and certainly there are folks on the left who believe this program may be constitutional, but the Court Situation it found itself in was very unfriendly and that made it a lot shakier than perhaps it could have been in some other courts. Its important that the white house clearly outline what kind of legislation the president is willing to sign. They dont want to be blamed if daca does end and they dont act and these young people who in many cases have not known another country, who are contributing to the community, congress doesnt want the blame if that falls apart. So part of this is trying to put the onus back on trump. But its indicative of a larger issue. Most president s understand the soft power that the white house can exert over members of congress and sort of say, you know, this is the plan i want to see enacted, lets make it happen. And then everyone sort of knows theyre on the same page and weve already seen this year with the Health Care Debate now with tax reform, the white house doesnt really know how to play that game in washington and how to encourage a particular viewpoint and members of congress are getting frustrated and youre seeing it in these statements saying no, we need you to lead, we need you to tell us what youre willing to do on this issue. So congress doesnt want this hot potato, but they do have it now. Its been punted their way. Theyre going to have to make a decision one way or the other. The question to you though is, can they do it . Theyve got six months. They havent really done much else but can they do this . Can they fix daca in time . That would take the pressure off some republicans and allows them to stand with the president. So those factors are all at play and theres always some sort of must pass bill that congress can attach things to, but i mean, right now, i cant give it better than 50 50 odds. Whats the latest on the track of irma . Yeah, the latest track here has shifted this a little farther toward the east. Well touch on that momentarily. The storm approaching the islands where about 100,000 people will experience one of the strongest winds ever observed across the atlantic ocean. As it moved over barbuda, the wind measuring device stopped functioning so kind of talks about the significance of the storm essentially putting out not only power in a lot of these areas but the weather equipment ceasing to function in some of these areas as well. Catastrophic impacts in some of these low lying islands as it approaches them. Wind gusts exceeding 220mileperhour. Right around early saturday mornding to sunday morning where now the track wants to turn the storm hard right but shift it a little farther toward the east. And from that perspective it looks like it is a central, South Central<\/a> part of florida landfall. That may not be the case. The european model brings it in saturday morning around cuba. Look at the center of this. Just east of miami remaining offshore. Of course Hurricane Force<\/a> winds will be felt well inland with this but the hardest, heaviest part of this would remain offshore. The american model both in great agreement with the track of this storm. Bringing in cuba by early saturday morning, hard right turn, proten usually bringing it farther away from the coast of miami but this would keep it very much like a Hurricane Matthew<\/a> like track. Well give you the model by model breakdown and notice the high concentration which is essentially four days out, what you look for to get confidence in a track. High concentration pushes this on to the eastern portion of florida. At this point they want to keep the entire state in line there but you can see with model by model guidance it is gradually shifting it to the east. Outl o outliars say it would make it out to the ocean, but a more likely scenario would be skirting the east coast of florida and heading up to the carolinas. Can you read between the lines of that tweet and kind of give me the translation of whats going on here . You may be seeing in real time that the president doesnt really know what to do on this issue and really struggles with it and may have sort of gone back and forth, but certainly there are some folks in washington who find this tweet unhelpful. And some of those folks may actually support daca, but the thing is, youve Given Congress<\/a> this issue. Youve said i am allowing six months where no one will lose their daca status and then the expirations of permits will actually begin. So you have this window to act to make it permanent. Maybe. You see how that that last little bit really changes the game. And thats not exactly what congress needs. When you give them a man date, when you give them a crisis to motivate them, equivocating is not going to help them actually get it done. Those 10 or 12 hours represent how the president has struggled with this issue and been all over the map on it. The morality of course is central here, but the politics are baffling. Marco rubio saying its important the white house clearly outline what kind of legislation the president is willing to sign. We have no time to waste on ideas that do not have the votes to pass or the president wont sign. Then you add to it the wall street journal really encapsulating the politics well here. In an editorial they write,these young adults shouldnt even be on the list. It shows the Republican Party<\/a> at its worst that the state a garks and turn general jeff situations want to take it up when it has a less crowded schedule. What are the politics here . What is a republican led house and senate supposed to do now . Youre right. Putting aside the fate of real people to talk about the politics of you know, protecting those people, there is a clear split within the gop on this and the wall street journal is not wrong. There is a minority of the gop or at least, you know, maybe half of the gop that does in fact believe that at its core daca should not be allowed on the books and you know, theres no undocumented immigrants that are worth allowing into the country, but there are a lot of folks who dont think that. Marco rubio is one of them. Paul ryan seems to be another who want to come up with some sort of solution here. The problem is, the Republican Base<\/a> can be tricky for some of those folks and so you know, really once this ball is punted to congress, Republican Leadership<\/a> is in a very tight spot here, because they have to figure out, there are some members that are up for reelection in 2018 for whom not voting for daca would be an extremely perilous thing and some members of the Republican Party<\/a> for whom voting for daca would be a perilous thing. So figuring out which part of the base theyre going to listen to is an incredible challenge for Republican Leadership<\/a> here. Let alone in six months. What do you make of how this decision was announced . You know, we saw attorney general Jeff Sessions<\/a> step before the mikes. We didnt see the president do that. You alluded to this in your article showing trumps aversion to announcing the decision himself. So does this get behind the mind set of what he was thinking in the first place . Was he forced into this . The decision to have Jeff Sessions<\/a> speak speaks volumes about where the administration hits on this. Jeff sessions for decades was one of the strongest sort of anti illegal immigration voices in the senate. He has long been an opponent of daca. His record is very clearly out there in his public statement. This is a speech he was prepared to give probably from the outset and the white house and you know, our reporting and statements have made clear that his determination, that he does not think daca was legally defensible in the courts was a huge factor in the white houses decision to try to sunset it and thats the justification theyre giving. On top of that, you i can see that the president really doesnt feel great about this decision. As we were just talking about with his tweet and having Jeff Sessions<\/a> go out there and be the face of this even though the Justice Department<\/a> doesnt have anything to do with daca except defending it in courts speaks loudly about the inner turmoil that the administration dealt with on this. So this turns out to be sessions baby more than trumps baby. It does seem to be that way. Thank you.
