Authorities. Right now were looking at potential capital murder charges for this individual. Reporter the suspect is being held without bond. The Justice Department says the case appears to meet the definition of domestic terrorism and it is seriously considering federal hate crimes and firearms charges and those could bring the death penalty. There is far too much information we have to review before we can even begin a conversation about possible motive. I will not talk about any potential slice of evidence as value or not at this time. Its just way too early. Cnns ryan young is in dayton, ohio. Reporter its a growing candlelight vigil. What we do know is around 1 05 sunday morning officers responded to shots fired. For one Family Member who we talked to, hes so heart broken and full of pain because he lost two Family Members in one fatal shooting. My cousins did not deserve to lose their life. They had children. Hard working people. All they was doing is enjoying the night on the town. Theyre dead. Never to come home again. Never to see their family again. Theyre gone. And i want the president to hear this. Donald trump, i want you to hear this. You need to be here right now. You need to. Reporter and the city of dayton really responded. Joining us now, retired fbi supervisory special agent james galiano. James, good morning to you. Good morning, victor. Reporter lets start here with the breaking news just a few minutes old. 8chan, this message board to which investigators say the el paso shooter posted this manifesto as its being called, has been dropped by the host site, cloudflair, is that necessarily good news for investigators looking for potential threats . Well, victor, as we find with all crime, its almost like a sense of playing whack a mole where wherever Law Enforcement focuses, the bad guys always take the path of least resistance and they always move to another platform. This is great news that that platform is basically being shut down but it does not mean that they will not find another media platform from which to share this hateful rhetoric. For all of us, its a matter of resources. How do you monitor all of these areas, even if he do it is a thin line between what is satire, blowing off steam and speaking in wild hyperbole and what is going to move to someone taking action. Victor, thats the difficult thing for Law Enforcement. Reporter lets talk more broadly about this threat assessment that fbi director chris wray has ordered. What does that look like across the country . Absolutely. The fbi has 56 field divisions inside the United States and then they field a cadre of agents across 64 different can you be countries in their home country embassies. What they do is theyll be looking at the emergent threat. Make no doubt about it thats what this is. The fbi director testified in front of congress back in april and specifically asked what it was when asked about White Supremacy and White Nationalism, how he put this in the realm of national terrorism. He described this as persistent and perfect vaes sieve. Hell ask all of the divisions to scour their databases, talk to all their sources and make sure we have our resources placed in the right place. Lastly, im going to compare this to a military strategy. Were going to call this the surge, meaning any place where this thing is proliferating, this stain in our country, hes going to accepted additional agents. Hes going to send Additional Resources there to make sure we get this take jeep care of. Reporter the president is going to speak to the nation at 10 a. M. The white house has been working to announce something. It wont be about likely gun violence or gun control or White Supremacy. From a Law Enforcement perspective, what do you want to hear from the president this morning . Well, look, the Law Enforcement perspective, we work for democratic president ial administrations, we work for republican ones. Fbi agents as well as the rest of Law Enforcement at large has to do their job. They have to do it as dispassionately as possible and thats hard to do as i listen to you read out the list of names of people that passed away. Look, victor, i worked south of the border for two years in mexico city so i know the country well, and the saddest thing last night is hearing that phil Humberto Manzano who lived in one of the most violent cities travels 11 miles and is shot in el paso, one of the United States safest cities and is killed in a senseless act of violence. The president has to set the right tone today. He has to make sure that the country understands that resources under the fbi director, department of justice and attorney general will be sent to the right place to make sure they get in front of this. Reporter james galiano, cnn Law Enforcement analyst, thank you for being with us this morning. President trump set to address the nation in just a few hours. Correspondent Caitlyn Collins with us. Caitlyn, good morning. Yeah, christine and victor. The president addressed the shootings for the first time on camera as he was leaving his golf club in new jersey on sunday where he told reporters he was praising Law Enforcement, that he felt hate had no place in this country. One phrase the president didnt use was White Nationalism and White Supremacy. They are investigating the terrorism and he said that he believes this is a Mental Health issue. This is also a Mental Illness problem. If you look at both of these cases, this is Mental Illness. These are really people that are very, very seriously mentally ill. Reporter now the president said he believes this is an issue tied to Mental Health but that is as democratic president ial candidates, including beto orourke, are tying shootings directly to the president s rhetoric. Beto orourke telling jake tapper the president is a White Nationalist and some of the things he said do contribute to the shootings at the walmart in texas. The president is set to address the nation at 10 a. M. They feel pressure to put something forward. Its still an open question of what the president is going to say.
