We have complete coverage starting with senior White House Correspondent jim akosta. We were moving really fast here. Time to slow down and see how this will work . I think you are right. Secretary of state kerry is in paris as the Obama Administration is making the bold claim that arab countries are now prepared to conduct airstrikes on the terror group. The violent rise of isis is terrifying governments a ekros the middle east to the point that secretary of state john kerry says, countries in the region are willing to step up with airstrikes. We have countries in this region, countries outside of this region, in addition the United States all of whom are prepared to enbeige if military assistance in actual strikes, if that is what it requires. Reporter the Obama Administration is so far unwilling to name those arab partners. As one Senior State Department official put it, i dont want to leave you with the impression these leaders have an option to do air strievenlgs several have. That comes as isis is threatenning to kill more hostages after british aid worker david haines was beheaded over the weekend. We hoped, we prayed. Unfortunately, it was not in our hand. It was not in the hand of the government. It was in the hands of terrorists. Reporter british Officials SayPrime MinisterDavid Cameron now know the identity of the beheader. Hes a part of a Group Sometimes referred to as the beetles. That was a name the captives gave him. And he is one of, you know, 500 brits who have gone to syria to fight. Reporter cameron says its up to them to destroy isis. They are not muslim, they are monsters. Reporter a growing number of critics are questioning whether to put u. S. Troops on the ground. The white house says that job will go to Iraqi Security forces and soon to be trained syrian rebels. Whats most important here is that the Syrian Opposition on the Ground Fighting isil can count on american and Coalition Air power to supercharge their effort. Reporter thats not enough for South Carolina gop senator lindsey graham. This is a turning. In the war on terror. Our strategy will fail yet again. This president needs to rice to the occasion before we all get killed here at home. Reporter this is a critical week for president obama. He is set to meet with a man tapped to lead the fight, retired general john allen at the white house tomorrow and off to tampa on to us for the president. Se meeting with top commanders at the Central Command in tampa on wednesday. Tail give him a briefing on water being done right now to deal with the isis threat. Chris. All right. Tim, thank you very much. This is the week to stay tuned to this. Thats for sure. On to this topic, lets turn to paris where 30 counts u countries are meeting as we speak, working on how to take on, john kerry is in closed door meetings at this hour trying to build the coalition against the terror group. Lets go live to the International Conference in paris. Fred what are we hearing, if anything, coming from the closed door meetings . Any sign an announcement will be coming from the secretary . Well, we are expecting there will be an announcement later today what the french president has said, kate, is that he believes we will hear today is the specifics of what countries are willing to do as part of this coalition against isis. He says some will provide aid in stopping financing for isis. Otherwise, that i will provide humanitarian aid for the hundreds of thousands of refugees in iraq and syria. Finally, some of these countries will be a part of a broader military coalition. We have talked about the fact that the arab participation in this is very, very important. Especially sunniled countries, simply because the area we are talking about in iraq and sair syria is one with a sunni majority. The french today have announced they are conducting Reconnaissance Missions over iraq. Both those countries are reluctant to provide airstrikes. It quosa on a couple howard. Those hosting it say by the end of this day, they will have commitment from all the countries that want to be a part of this coalition, we will wait and see what we will hear from the secretary of state just to see if there is more specifics about who is going to do what as part of this coalition. Kate. All right, fred, thanks, so much. Chris. All right, it is easy to identify the bad guys. It is easy to want to fight them. The question, how do you get done . Lets bring if retired general james spider parks. General, thank you very much. A full disclosure. You have been helping me understand the need to slow down and start asking questions about this situation. From the beginning, lets start with the emotional pull. When we see someone having their head cut off, that sends an alarm that there is urgency. Now, we see it with this poor british man, this aid worker. He had no roles to combat. Yet, he is killed the third recently. However, in your experience, whether its isis or ugly people by any other name, what is the reality to what happens to the cap cures this. The horrible outcome when you are dealing with isis. Captives know there is an inevitable outcome thats going to be what we have seen. The result of inactivity and the fact that we dont really have not really gotten ourselves totally engaged and wired and dialled in, in terms of how we will handle this threat results in activities and these horrible unspoken type of results that we see with the beheadings, but clearly the key issue here is that when we have noncombatants that close to the front lines doing gods work in many cases, aid workers, embedded media trying to tell the story that needs to be told, there are inevitable risks. We know. That we see the terrible downside of those types of activities. Were setting this up, though, as the motivation to go after them. I say we, the International Community you say, for the, its not. The reality is the beheadings wont stop. You probably cant stop them. Even if you catch this fool with the black mask on in the night, someone will replace him. Thats not the basis for action, is it in. Chris, exactly, correct. We cant allow isis to set the tone of this engagement. They have. They clearly have the beheading. We are responding because of these horrific events we see. Clearly the larger why, as horrible as these personal tragedies are, the larger issue is, this is an organization that has funding. It has structure. It has leadership. It has motive. It is abhorrent to anything we have ever seen before. Because of all of the above, our strategy must be very broad, very fulsome. It has to be able go after isis and organizations like this it will me tast size and grow into an organization. Where there is ungoverned space we have to keep an eye on it and apply pressure. Help us understand this, though, there is not a lot of debate going on right now. You got these congress men and women. They dont want to come together and debate it and vote and come up with their own plan . We know what thats about. We keep saying this sa real risk. No one ever says convincingly isis is a threat to the u. S. Here at home and the people it is a direct threat to dont seem to be jumping up and fighting. Why . In there i this i the nabt i neighborhood where isis exists creates so much terror, so much concern that those that exist in that neighborhood dont want to poke that snake too greatly. They are petrified. When with you see an official, you have to grasp it officially. That has not happened. They live in the neighborhood. Theyre concerned this thing will grow if they poke at it. Its counterintuitive. If you dont do something able to, it will, inevitably, grow. So the neighbors are petrified. Theyre trying to accommodate. Nair trying to figure out how to antagonize isis. You have to include Ground Forces in order to uproot this thing, where it exists in syria and where it will move. Right. Air power is necessary but its not sufficient. Heres my issue, spider. I think a growing number of americans are starting to feel this way. I look different today. I have a lot more grey hair. I probably have less hair overall. Had this exact same discussion in 2003. We knew where the bad guy was. We had to go get him. We had to do it mostly from the air. What wound occupy happening, our intel wasnt great there. Time our intel is great t. Coalition fell. It was mostly u. S. Blood and treasures as you know too well having been involved there. How do you stop the situation from going that way . Do you call on members of congress to actually get in there, stop using their mouths and actually just debate the issue and vote so we can have a real plan or are we looking at a repeat . Yeah, unfortunately, chris, we could be going down the same path. We could be looking at a repeat if we are not careful. Congress can go forward. Its constitutional duty is to go forward. What we have done, historically, the commanderinchief states what his options are, congress will vote on it one way or another t. President of the United States has stated his strategiful we need to be able get behind that strategy and we can adjust the strategy and make it more full some, not chip away at it. That takes good tough work. I think the appointment of john alan to be really the state departments emissary. Lets not be confused. Lloyd austin will continue to be the Combatant Commander on the ground. He will exert power appropriately. John allens role i think will be to work for secretary kerry to assure he can continue to work the neighbors in the region and get them to commit as west they can. But lets not fool ours. If there isnt a commitment of forces to go on the ground in some form. It doesnt necessarily have to be the u. S. The u. S. Has the lead. You got to do what i do. Not do what i say. The u. S. Has the lead, others will get behind it. A tough call right now. Its tough to compute when they foe their u. S. Brothers an sisters wont be standing next to them. You go in there, you close the house, how do you stop it from mestathicising. How do you deal with the them being for the too weak . Those are big questions, people want to avoid them, theyre too differently. Not you, general spider marks, thank you for giving us your perspective. Lots of news this morning. Good morning, everyone. Here is a look alt your headlines, just into cnn secretary of state john kerry strategies with partners overseas. The nfl policy has six games for the first time a player exits an act of violence. Why is ray rice suspended indefinitely . He is fighting to be reinstated. Rice showed up at his hometown this week. He is expected to appeal the suspension for knocking her out before they were married. Meanwhile, two other nfl stars the vikings Adrian Peterson and the panthers greg hardy were forced to sit out do you to other incidents. Peterson for beating his son with a stick. And hardy for Domestic Violence. One thing is for sure, the game is not the headlines this monday. Certainly not. This list seems to keep growing. Nfl plans are used to playing and lamenting over what happened on the field. Once again this week, fans are playing for legal analysts and lamenting wlamd outside the lines, once again, a handful of players and the commissioner. Are making headlines for all the wrong reasons. Multiple reports this morning saying ray rice is expected to appeal his indefinite suspension from the nfl after a video surfaced of him punching his then fiancee unconscious, both espn and profootball. Com say he will file the appeal. Sources say an appeal decision has not been made saying, yoet quote, we dont know if or when our filing will come. This weekend, rice was spotted on the sidelines of his High School Football game his wife by his side. Its the first time they have been to a public event since the video of the attack surfaced. Two other nfl players seen disciplinary action on sun. Adrian peterson, deactivated after he was indicted on felony child abuse charges for whipping his 4yearold son with a switch. Obviously, parents are accepted to discipline their children as long as its reasonable. Reporter he said adrian is a loving father who used hess judgment as a a persont to discipline his son. Espns cris carter in an emotional pregame rant said the vikings did the right thing. You cant beat a kid to make them do what it is. We are in a climate, take them off the dang field, as a man, thats the only thing we really respect. We dont respect no women. We dont respect no kid. The only thing, take them off the field, because they respect that. Some fans came out if support, wearing peterson jerseys. Its a personal effort. I only care about what he does on the field. This fan supported her jersey. He didnt do anything bad. He just disciplined his kid in a way that most people dont even know what a switch is. Also absent from the field, Carolinas Panther greg haroldy found guilty in july of beating up and threatening to kill his girl friend he is now appealing that ruling. A decision was made, we believe this was in the best interest of the Carolina Panthers, this is a difficult situation. Teams are dealing with. This we are doing the best we can. A troubling time for nfl commissioner Roger Goodell calls for him to resign grow louder. Goodell must go is over several stadiums on sunday. Now, according to Players Association, ray rice has a couple days to decide whether to appeal his suspension. On the facts, it looks lice i look he has a good case for appeal. Whether ray rice, Greg Peterson or Roger Goodells woes, one taken they can not deny is they have a bonified pr problem. Kate. Exactly right. What does that mean in the long run . Thats the beg questionful lets bring in, lets continue the discussion with the sports columnist at Bloomberg View and former nfl player. Good morning, we were talking about michelles piece, you see both sides of it. You see all of it summed up in one fans responsive, its their personal life. They need to be dealing with it on their own, he is wearing the jersey of Adrian Peterson, it sums up, i dont know, do we call eight conundrum . I dont know what that call it. Its a societal problem. It is a societal problemful we want these guys to be warriors on the field on sun afternoon, we dont care who they are off the field. Thats a big problem. Thats not okay . No, its not. Thats a reality. When i say we dont care, i really dont think, even if you go back to the college level, we dont care these guys get educated, that they leave college with a degree that allows them to further tear lives. We want them to entertain us and thats it. So what do you make of ray rice appealing the suspension . What does it mean . What do you think its going to mean in the long run . What do we make of it . I think we had to do this, he and the Players Union had to do. They are afraid of the precedent it sets. Six games for a first offense, a lifetime with a possibly to reapply for reinstaim after two years and that completely flies in the face of everything he has been saying in the last month or. So it sets a dangerous precedent when it comes to disciplineing players and collective barring anything and all that. The union had the responsibility to appeal this. In the lonl run, i cant imagine if he gets reinstated, any team wanting to touch him. Michael vick went to federal penitentiary sample i was a part of that media from outside that federal courthouse when everyone said there is no way the guy is coming back. There is absolutely no way. Team owners keep finding new ways to find us. Thats true. So lets take sunday just as an example. You got ray rice off the field, you have two other players off the field. You have other players playing the game. Is the nfl playing catch up here . Some of the charges are back from july, number one. It seems so haphazard and how this is being applied and what the penalty is being applied by the leag
