>> well, it's big because some people say that there were ten kilotons other people say in the ten kiloton range. so the north koreans are making very fast progress. they may have a nuclear warhead for their short and intermediate-range missiles. within two or three years, they'll have a warhead that can hit the united states. they also now have two launchers that can hit the united states. so the american people are now starting to be at risk. >> the question has always been it's easy, fairly enough, to detect what they're doing. it's been impossible to stop it thus far. where are we in terms of understanding what leverage works? sanctions haven't worked. international condemnation hasn't worked. what do you see on the horizon? >> well, we have sanctions, of course, the united states and the international community, but those sanctions are not as tough as they could be. as assistance secretary of state russell says, look, our sanctions are design to bring north korea to its senses, not to its knees. the obama administration has been tightening sanctions, especially with the june 1 designation of north korea as a primary money laundering concern. the most important thing is enforcement of sanctions, though, and also we need to have some very difficult conversations with china because north korea's nuclear envoy was in beijing on tuesday. north korea would not have set off this device on friday if they thought the chinese would impose real costs on them. >> what do you make of the chinese coming out and saying this breaks the u.n. security regulations, that this is wrong conduct. that's somewhat unusual in the context of these tests. but in light of what you just said about the north korean emissary being there at the same time, how do you read the situation? >> well, i think china supports north korea's nuclear weapons program, and the united states and other members of the international community have got to start to recognize that. there are reports from both israeli and american north korean experts who studied missiles, who say, for instance, that that august 24th launch was probably a chinese missile. the technology was given to the north koreans. that has not been confirmed, but nonetheless, we need to have some very difficult conversations because we know that in the last three weeks, beijing has been much more angry at the u.s. and south korea for the thaad missile defense system than it has been against north korea. so the north koreans saw a big green light because they realized china's not going to do anything. china has not been enforcing sanctions. there have been uranium hexofluoride cancers and othand. >> gordon chang, thank you for the perfective on this. alisyn? >> okay. turning to the presidential election, national security and foreign relations still dominating. donald trump continuing his praise for vladimir putin, even doing it in an interview that aired on russian tv. hillary clinton slamming those comments. cnn's senior washington correspondent jeff zeleny following all the developments. what have you learned? >> good morning. donald trump already under fire by democrats and many republicans for praising vladimir putin. it's now giving new ammunition to his critics. in an interview appearing on a tv station funded by the kremlin, telling larry king he believes it's unlikely the russian government is meddling in the 2016 election. >> i think it's probably unlikely. i think maybe the democrats are putting that out, who knows. but i think that it's pretty unlikely. you know, who knows. i hope that if they are doing something, i hope that somebody's going to be able to find out so they can end it because that would not be appropriate at all. >> now, this is all over the hacking into the dnc and other entities, computer operations. but trump's team said they did this interview to larry king as a favor, not knowing it would be aired on "russia today." a spokeswoman is telling cnn this. mr. trump recorded a short interview with larry king for his podcast as a favor to mr. king. what larry king does with the interviewed content is up to him. we have nothing to do with it. now, hillary clinton is seizing on all of this as the latest example of how she says trump is unfit for the presidency. she talked about this as she campaigned yesterday. >> that is not just unpatriotic. it's not just insulting to the office and the man who holds the office, it is scary, it is dangerous. >> now, trump's running mate mike pence also said that what trump said about vladimir putin was accurate and fine to praise him, but so many republicans did pile on to that and say putin may be actually using trump, maybe trying to flatter trump, and hillary clinton is using this as an example to say he's not ready for the presidency. >> so jeff, has clinton's team told you that they have a strategy shift and that they're going to start focusing more on her positives than his negatives? >> a bit. she's going to start delivering some new speeches next week, starting with an economic speech on tuesday in california. will also be giving a speech on national service, children and families, that will be more about her than him. aides told us yesterday. but it's also clear he's still their opponent and they know they need to draw strong contrast with him. that's what they're doing this morning in a new ad out in swing states airing today. >> donald trump says he alone can fix the problems we face. well, i don't believe that's how you get things done in our country. it takes democrats and republicans working together. that's how we got health care for 8 million kids, rebuilt new york city after 9/11, and got the treaty cutting russia's nuclear arms. >> that is a different message. >> no doubt about it the. and it is part of her effort to get some of those republicans back to her team. that's the way donald trump has closed this a little bit, closed the gap. she's trying to get some of them back to her side by saying in this very contentious election that she would be a uniter, not a divider. he doesn't agree, of course, but that's her message. >> right. okay, jeff. thanks so much. chris? >> we have an addition to the garbage fire of political talk to report. birther talk is back. after a heated debate involving one of donald trump's top surrogates, former new york city mayor rudy giuliani, we have a turn in this story. jason carroll here with more. >> trump has said repeatedly that he does not want to talk about the birther issue. his running mate mike pence has said he believes the president was born in the united states. former new york city mayor and trump surrogate rudy giuliani says he also believes president obama was born here in the states, but so far nothing from trump. for years, trump was one of the most outspoken backers of the birther movement, one which supported the false claim that president obama was not born in the united states. giuliani now says trump does believe he and the birthers were wrong. >> i want to know whether you believe your candidate for president believes he would succeed a legitimate president or not. >> donald trump believes now that he was born in the united states, but that issue was raised -- >> when is he going to say it? >> that issue was raised originally by hillary clinton's campaign. >> this is a fundamental question, mr. mayor. is the president of the united states legitimate or not? do you believe it? you believe it. why does your candidate state it? >> i believe it. he believes it. we all believe it. >> he believes it, but still no word from trump admitting he was wrong. many in the african-american community viewed that birther movement as being racist. trump, as you know, has been trying to court the african-american vote. hillary clinton putting pressure on trump to admit his mistake. she addressed the issue at a baptist convention just last night. >> we are facing a candidate with a long history of racial discrimination in his business. who traffics in toxic conspiracy theories like the lie that president obama is not a true american. if he doesn't even respect all americans, how can he serve all americans? >> well, clinton also taking aim at trump for another false claim. trump continues to say he was against the war in iraq before it started despite an interview trump did with howard stern back in 2002 where he said he favored it. alisyn? >> jason, thanks so much for updates on all of that. as we prepare to mark 15 years since the september 11th attacks on sunday, there's new cnn polling this morning that shows people are more concerned today than five years ago about a potential attack. half of americans believe an attack of some sort is likely in the u.s. in the coming days. this is a spike from five years ago when fewer than 40% of americans thought an attack was likely around the tenth anniversary. since then, the rise of isis and domestic attacks, including the san bernardino shootings and the boston marathon bombings, have of course changed the landscape. the polling also captures a sense of the frustration. the number of people feeling sad, angry, and fearful when they think about 9/11 has all increased in the past five years. and the wars that started after 9/11 still rage on. u.s. and turkish troops are getting set to join forces, targeting isis in the syrian city of raqqah. while the battle to reclaim mosul from isis in iraq is still ongoing and intensifying. this comes as secretary of state john kerry is in geneva holding high-level talks with russian officials, trying to strike a peace deal for syria. cnn's senior international correspondent nic robertson is live in geneva. >> reporter: yeah, chris, secretary kerry is in that meeting with his russian opposite, foreign minister sergei lavrov. look, the key here going into this is knowing that just in this past week, the g20, president obama said the gaps for agreement were too big. president putin came off back of that and said we can still make a deal. i think trust and expectation on secretary kerry's side is low, but he says he wouldn't be here if there wasn't some hope of getting a positive outcome. key is aleppo, humanitarian access, and the specifics of a cease-fire agreement that wouldn't reward russia and assad for stalling the talks and allowing them to effectively take territory on the ground. not clear if we're going to get a deal today, but it's a step closer. certainly the syrian opposition say they want a deal and want one soon. meanwhile, you've got the united states and turkey getting agreement on how they can tackle the isis headquarters in syria and raqqah. in iraq, the authorities there backed by the united states have been continuing with, if you can call them, shaping maneuvers around mosul, cutting off key supply routes for isis and taking towns close to that cit. so it is moving forward. these key fights against isis territory within the next few months. alisyn? let's bring in "washington post" reporter phillip bump, cnn political commentator errol louis, and presidential campaign correspondent for "the new york times" maggie haberman. phil, joking around about larry king's situation is not a joke. he has a basically syndicated podcast program that gets picked up by different outlets. one of them is "russia today." trump says through his spokesperson, we didn't know what he was going to do with the interview. i don't know what is worse, going on russian tv and attacking u.s. positions or not knowing. >> this is another situation in which the donald trump campaign is not operating in a traditional campaign. most would do the leg work. >> by traditional, is that a nice word? >> yes. >> by traditional, you're saying they're not effective, not thinking about what they do? >> putting words in my mouth there, but that is what i mean. most campaigns are very thorough about vetting who it is they're talking to, where the candidate is going to be seen, what's going to be done with it, in a way that the donald trump campaign has repeatedly shown they're less thorough about. there have been times in which his sons have done interviews with white nationalists, for example. there are ways in which the donald trump campaign is not doing the homework that it needs to do. >> so you think this is a mistake. >> i think this is a mistake. >> he says he didn't know. but maggie, you talked to the trump campaign all the time. what does the campaign think about his continuing praise for putin? >> they continue to insist what you're hearing is not what you're hearing. he's not praising him. he just said he's a good leader of his own country. it goes on and on and on like this. we've all heard what he said. he's made these comments repeatedly. i think that -- i don't know if it was a mistake or not. my guess, knowing trump s that he heard, oh, it's larry king, and a lot of his cultural references are older. i think he figured it's fine. they don't do a whole lot of vetting, as we've seen. the issue is what he said. he went on tv and he said -- yes, the venue was certainly problematic. he said -- he went further than he did the night before where he had basically said it's not been proven who did the dnc hack. he said it's unlikely it's russia. it's not clear what he's basing that on at all. even paul ryan, the house speaker, yesterday indicated that the belief is that it is russia. >> and just to the point that the campaign says trump and the campaign are not trying to praise putin, let's play what his vice presidential candidate mike pence just said. >> i think it's inarguable that vladimir putin has been a stronger leader in his country than barack obama has been in this country. and that's going to change the day that donald trump becomes president of the united states of america. >> errol? >> did you just hear what i think we just heard, which is him saying putin is a better leader than the president of the united states? can you imagine what would happen during the era of ronald reagan if a democrat came out and said the russian president is better than the american president? >> well, that's right. and it's startling. these are people donald trump in particular who were adults during the cold war, at the height of the cold war, which was serious business, which was really only 20 years in the past, if you think about it. so for them to be, i think, aligning this campaign with this notion that strength is good, putin is strong, and therefore putin is good or effective in some way, runs so far counter not only to 70 years of diplomacy in american history but also sort of plays into the hands of what clearly seems to be the objective of putin and russia, which is to weaken the nato alliance to sort of rearrange the pieces on the chess board, to be a player in the middle east in a way they haven't been in the past. it's very -- it's a very serious set of issues that are, i think, now ripe for debate as we head into the presidential debates. >> let's talk about the issue of birtheri birtherism, which has not gone away. donald trump has never come out and said, whoops, i got that one wrong, i'm sorry. but yesterday something interesting happened. it was that his surrogates, giuliani, admitted, yes, donald trump no longer believes that. and everybody from chris matthews to bill o'reilly has been asking them about this. let's watch this exchange with chris matthews. >> i want to know whether you believe that your candidate for president believes he would succeed a legitimate president or not. >> he believes -- >> does he believe he would succeed a legitimate president? >> donald trump believes now that he was born in the united states, but that issue was raised -- >> when is he going to say it? >> that issue was raised originally -- >> when is he going to say that this president is legitimate? this is a fundamental question, mr. mayor. is the president of the united states legitimate or not? do you believe it? if you believe it, why doesn't your candidate state it? >> i believe it. he believes it. we all believe it. >> philip, what's going on inside the campaign? why won't trump say, okay, i got that one wrong? >> i think the key yes here is if he changed his position, when did he change it and why? there have been a lot of times the candidate himself has embraced these conspiracy theories r embraced ideas that don't have any solid backing. what is it that caused him to change? i think the reason he's not willing to come out and say that is because he knows he rose to prominence on the right, on the far right, by embracing this issue. that's what drove his almost-candidacy in 2012. i think he doesn't like to backtrack from positions he's taken, but i would love to hear if he has why because if he applies logic to those sorts of things, he can apply logic to other things. >> equally as fact incensensiti did hillary clinton start the birther movement? >> there were some supporters of hillary clinton who started the birther movement. hillary clinton never talked about it. there was some internal memo that leaked. it was trump, definitely. this is not in dispute, who in 2011 put what had been a fringe movement at that point that most conservatives, to be clear, avoided talking about. there's video of ann coulter, his most ardent supporter who just wrote a book about him, saying this was a mistake to talk about at the time. trump rushed ahead with it. it helped him rise in the polls. i think the reason we have not heard -- he knows it's been a problem with him. he's been very disciplined for a really undisciplined candidate when he gets asked about it in just saying, i don't talk about that anymore. but there's no reason top believe he's changed his opinion to that, other than rudy giuliani saying he's changed. i think because trump has said so many things that are so contradictory or that have, you know, not matched up or that have been not true, there is no reason to assume that, yes, this is accurate and he has. >> and to be clear, it was a package of lies. it wasn't just the original lie of the birtherism. and it doesn't really matter. we should be clear what he believes personally. he went on television multimillimultiple times and said he sent investigators to hawaii, they found all kinds of stuff, you wouldn't believe the kinds of things they found. he didn't find anything. he didn't want to talk about it because it will unravel the entire package of lies that really constitute his use of birtherism. i think it underscores that once you start getting into the outrageous things he said in order to get himself on the national stage and get the nomination, the whole thing starts to fall apart. >> panel, thank you very much. great to have all of you here today. so two stores facing major backlash for trying to cash in on the 9/11 attacks. the shocking displays that you have to see when "new day" returns. i'm hillary clinton and i approve this message. i know more about isis then the generals do. john mccain, a war hero. he's not a war hero, he's a war hero because he was captured. i like people that weren't captured ok. donald trump compared his sacrifices to the sacrifices of two parents who lost their son in war. how would you answer that father? guys, before i get your final answer on that, let's break down the wins you think trump has had and the losses you think trump had this week. let's pull up our graphic. the wins. phil, you say the tightening national state polls. definitely that's a win for him. no new gaffes at rallies. i guess you're setting the bar low. the fact there's no new gaffes is a win. the losses. the praise for vladimir putin, defending the tweet about military sexual assaults where he said, what do you expect when you put men and women together. irs fined for pam bondy's registering that he did something wrong, and the path to citizenship contradiction. he's been all over the place in terms of what to do with the undocumented immigrants. basically, he suggested something that sounded like a path to legal status. citizenship probably goes too far, but it's hard to know. >> yeah, there are -- i mean, so here's what i'll say. we are 60-plus days away from the election. the fact that the polls are tightening is critical for donald trump. all those other things happened as well. those will be reflected in future polls potentially. the main thing he needs to do is he needs to make progress toward actually being able to win a state that mitt romney lost. this week we saw him do that. if nothing else, they're going to be happy about that in trump tower. >> all right. on the clinton side, let's put up the graphic there on the wins and losses. colin powell e-mail is a win. why? because it proves clinton was telling the truth about the conversation. leading in swing states. that's good because electoral votes end up winning. more available to the press, that's a step in the right direction, but that could have gone in either column. inability to pivot from e-mails. trump cuts into the national lead. that's the polls. fbi releases the report on e-mails. first of all, do you see it as a net positive or negative week and which of those factors loomed largest? >> i think it is a net positive for her. those polling numbers, that's the thing that summarizes the impact on all of this stuff. and the fact that she is leading in king swing states, the big swing states, that's important. >> but they're tightening. >> but every day she stays in the lead is a good day for hillary clinton. if she's tied in florida, if she's a point behind in ohio, that's what the latest quinnipiac poll suggested, but if she's with a -- maintaining a clear lead in pennsylvania, she's putting a dagger in the heart of the trump campaign. that's the numbers they've got to look at every day. and they've got to try and change. if it's not changing in his direction, then she's doing what she needs to do. >> so you have the poll number, then you have the how. you have the reason behind the poll number. that takes us to all these other factors. what could hillary clinton say about the e-mail server or about the found dagts that would make it go away? >> i don't know about go away -- >> make it better, make the bleeding stop. >> make it not hurt so much. i think thing to do, and frankly trump has his own version of this, she's got to say, look, this is now in the hands of the voters. this is not an fbi investigation anymore. this is not a congressional inquiry anymore. we're 60 days out. people have all the information they could ever possibly want. thousands and thousands of e-mails. hundreds of hours of testimony. they can go and find out what they want, but what i want to talk about -- >> she does say that. >> she's got to say it in 20 seconds instead of 20 minutes. that's what she's got to do. >> given that the polls are tightening, who do you think won the week? >> i still think hillary clinton did win the week, just because she does still have these leads in swing states. granted the polls are tightening, but they haven't tightened that much. she leads in nine out of ten states that were closest in 2012. the only state trump is positioned to pick up at this point is iowa, which is a handful of electoral votes. as long as she maintains those leads, until trump catches up with her, i think she wins the week. >> how big a deal was the forum? to see them both dealing with what should matter most in terms of what scares you, national security. and how trump performed and how she performed. how big a deal was it? >> it's a big deal because there's 19 million veterans in this country and about 14 million, 15 million of them are going to vote. even if nobody else was paying attention, it's safe to assume they were watching. >> you had 15 million people watch, by the way. >> there you go. it was real important. they were talking in some ways about issues that many of the rest of us -- i've never served in the military. nobody in my immediate family has. some of the issues are a little outside of my personal visceral connection, but for the people who really get it, i think it was really important. i think that starts to move. where are the veterans clustered? they're in california, texas. we know where those states are probably going to go. but the third largest state for veterans is florida. so yeah. >> but trump leads with veterans. in polling, he leads that demographic. >> underperforms, though, which is interesting. ten-point advantage over clinton compared to mitt romney, who had a 20-point advantage over his democratic opponent. so he's got some work to do with that. >> so did that candidate forum change, move the needle for either? >> we'll see what happens when the polls come out. it spoke very much to, you know -- i think the people who are watching that, who have vague opinions of both the candidates, i think their opinions will be reinforced. people already leaning towards trump, he was very trumpy in that. he didn't do much to swing clinton voters over in the same way she probably didn't do much to swing trump voters over. we'll see what polling looks like. on the whole, i would say it helps set things in stone more than change sol minme minds. >> with the wild card being what he said about putin. he went really out there. >> guys, thank you very much. have a great weekend. >> we've had a turn in the protest in the nfl that started with colin kaepernick. now you have denver broncos star brandon marshall backing his college teammate but also his cause. more protests could be on the way as the nfl season kicks off. what are they going to do about it, and what does this mean? >> yeah, it's been a steady evolution. now you see with colin kaeperni kaepernick, it's exploded. we've seen a conversation. i think there was a lot of outrage at first, but cooler heads prevail. colin kaepernick has engaged the military. i think the conversation has been productive. hopefully it stays that way. >> so is the momentum on colin kaepernick's side? for a while, it seemed like he was going to go this alone. now you see other people taking the knee. so where is this going? >> including his teammates, players from different teams. you're definitely seeing that evolve in this situation. also, how about his jersey sales? they were 20th on the 49ers site alone. it's now the top selling jersey in the entire nfl. we're talking about ahead of cam newton, odell beckham. >> what does that tell you? that people see this is a news event and want to have memorabilia or people support him? >> at the beginning you were seeing people burning his jersey. there's a quote, your actions speak so loudly i cannot hear what you say. when he came out and sat during that national anthem, i think people were, what are you doing, how are you degrading our military like that. then he comes out and starts to clarify his message and his intentions. he said, i never meant to disrespect the military. i have friends and family members in the military. now people are starting to hear what he's saying, what he's trying to do. >> and the jersey sales are fascinating. back in the day, the thought was don't engage because it's bad for your business. now we're finding out -- not that he did this for business reasons, but people are interested. >> he's actually donating his proceeds from his jersey sales. >> that goes to one of the bigger criticisms early on. yes, he winds up putting his whole team into this. the organization is involved. there's criticism of that. when bill russell decided to get involved, he didn't do it with a celtics jersey on. yet, what is he doing now that is showing he cares about this more than just taking a knee? what do we know? >> well, he's talking with his team. there's been a conversation in the locker room. it hasn't torn up the locker room, as we thought. some people agree. >> and there are donations. the san francisco 49ers put up a million dollars to social injustice donations. >> and that's matching colin kaeperni kaepernick's first million dollars of his contract he's putting out there. he's putting his money where his mouth is. the green bay packers -- >> put up 200 grand. >> 100 grand from coach mccarthy, 100 grand from the organization. it's a matching grant, of sorts, if you will, from the green bay police foundation. now you're seeing money go to better communities. $2.1 million at least right now single handedly by colin kaepernick. >> going to all sides of the issue. police foundations and community foundations. >> here's what roger goodell had to say about this. oh, i'll read it. well, my personal thoughts are i support our players. when they want to see change in society and we don't live in a perfect society, we live in an imperfect society. on the other hand, we believe very strongly in patriotism at the nfl. what does that say? >> i was just at the league offices. speaking to some of the executives, they're really in a tough spot. how do you really do something to someone who's peacefully protesting. there's nothing in the rule books saying you can't sit during the national anthem. he's not breaking any sort of league rule. the problem is, though, when you have that shield, do you want someone disrespecting, to some, the military. now, he has clarified -- >> and police officers. >> yeah, and police officers as well. that's where they're in a tough spot. really, not their place to have to do anything. he has not broken any rules with what he has done thus far. >> just because you have the right to do something doesn't mean it was right in how you didid it. thank you very much. >> great to have you here. all right. donald trump going on russian state tv and criticizing u.s. foreign policy. so what does his former campaign manager think about that?
