California, oregon and Washington State imposing restrictions on large public gatherings of more than 250 people. Ohio is expected to join them today. But if he was trying to create calm, he ended up creating a measure of confusion, probably the biggest problem was the way the president framed his restrictions on travel from much of europe. Lets listen to what he had to say and then ill tell you what he meant. New cases from entering our shores, we will be suspended all travel from europe to the United States for the next 30 days. The new rules will go into effect friday at midnight. Turns out the travel restrictions that the president was talking about werent nearly as restrictive as he suggested. Those restrictions did not include u. S. Citizens. Also, the president said touring that address that during that address they were going to cut off trade and cargo shipments. He had to go on twitter later in the evening to clean that up. The president also said that copayments for treatment of coronavirus would be waived by Insurance Companies. It turns out the only thing the Insurance Companies are waiving is, in fact, the testing for coronavirus. The white house did cancel a number of Public Events that the president has upcoming. But the europeans official reaction is to criticize the way they were told. Base chicago saying they were not consulted and they wish they had been consulted and advised before this announcement was made. So far they havent actually criticized the decision. But theres no doubt today, theres vast amounts of confusion over who can travel where and what youre supposed to do. In terms of the airlines affected, those most affected from the u. S. Are united with Lufthansa Group and delta from air france klm. Least affected at the moment i should say alisyn is probably American Airlines through its reliance with british airways. You know, i dont have an answer for that. I dont know that theres a precedent for this. Look, there are a couple of obligations when giving an Oval Office Address in the midof a crisis. One is to be truthful, to be factual and be open with the scope of the challenge and then to be clear how youre going to meet that challenge. The president failed on all fronts last night. It is inconceivable to me that minutes after an Oval Office Address in the midst of a major crisis that you have to engage in a series of skinbacks to correct what the nation just heard. That doesnt inspire confidence that we have steady leadership at the helm in the midst of this. The psychology of this got much worse instead of better because of this speech. David axelrod, well come to you in a second. Do you have an example of where, look, i dont think you had to correct yourself in the Obama Administration over an Oval Office Address. After the gulf oil spill, there was an address and you regret it. I absolutely do. It was one of the big mistakes kmuns indicationwise communicationwise. We felt it was important to talk about the leak in the gulf of mexico. But we didnt have a solid answer about how we were going to stop it at that juncture. The president s speech underwhelmed and made things worse rather than better. That was like the gettysburg address compared to what we saw last night. David gregory, i think the reporting is that Jared Kushner had a hand in this and steve miller, it seemed like his fingerprints were on it. He was categorizing it as a foreign virus. Obviously viruss dont have a nationality. Also the idea of time to close the borders, no foreigners should be allowed in during this. Tom because tert who was a Homeland Security adviser says that is not the right answer. Actually the virus is here. Closing the borders is not anything that is necessarily going to be effective. What did you hear in the speech . I think its on that point that this is so important. Its what ax is talking about. The psychology of the country right now. Even the economy, which is experiencing real shocks because of this, its not a lack of will on the american public. A demand is that the economy is really halting. Obviously the markets were not assuaged by the president s remarks last night. As i was watching it in realtime, i thought it was not important to evaluate in terms of political performance and that. But overall leadership. And in realtime to have to deal with the clarification on the policy is stunning to me. Why . Because what americans want right now, if theyre anxious, they see the nba, sports, schools, real disruptions to their lives, they want to know whats happening, how bad its going to be and what we do next. The president has not provided that clarity. He has spent weeks downplaying it. Now hes had to clarify what the policy actually is. I thought what was missing, addressing the issue with testing. Were not testing enough in this country to understand what were up against. I dont think the president did as well as he could have done in steele the American People for whats ahead. Talking about it being a temporary moment in time. Hes right, this will not go on forever. The American People have to be prepared for the anxiety and the disruption in all kinds of ways that this represents. And to justify why draconian measures may be necessary to flatten out the numbers of cases. Thats what you do in a Public Health emergency. We all agree lets talk about the moment, david. To an ex at the present time, David Gregory first. Were sort of missing this. To wake up and see the nba southeastern is suspended. I know basketball is just a game. But its, i think symbolic of how our life has changed as of this morning. My kids school was canceled. This isnt about me. So many people i know now have their kids out of school. A million kids nationwide out of school. This is now changing our lives. Well, i thought yesterday was a turning point in the country. Because i interacted with people who said is this overblown, is this like a bad flu . Why are we Closing Everything . Whats happening with the economy . And then, yeah, sports has a way of really waking people up. Because not everyone pays attention to what goes on in washington. But if theyre hoops fans, especially in springtime with a great nba season, people are like, wow, this has really got real for me. Its that level of disruption and the more important point than our recreation, of course, is what the strain on the Health Care System in terms of preparedness. Thats what is worrisome. People will die from this virus. I dont think the political system does a great job of acting proactively. Thats whats necessary here. Ax, what would a different style of leadership look and sound like at this moment of uncertainty . Well, we have one example yesterday. Angela merkel spoke to the german people and was blunt about the nature of the challenge and said up to 70 of the german people could be infected and talked about the steps they were going to have to take. I just want to reiterate something that david just said. This is going to put sanjay gupta has been talking about this quite a bit on air here. Very important, we are going to face a Public Health facility crisis. The number of cases are going to put an enormous strain on our Public Health system and what would have been appropriate last night was for the president to lay all these facts out and say, here is how were mobilizing to meet this. Here is what we need to ask of you and ultimately, yes, were going to get through this. You need to know were going to get through this. People will believe were going to get through this if they feel like steps being taken are sufficient to the challenge and thats what didnt happen last night. There was no mention of this strain were going to feel in our Health System because of the nature of this crisis. And you know, thats sort of the essence of it. The president is very concerned, as he should be, about the Economic System and the effect on markets. There are a lot of effects on people as well, david mentioned that people, their kids are home from school. Who is going to take care of the kids when theyre home from school . What does that mean to you economically. If youre sick and you dont get paid, what does it mean economically . All of these issues have to be addressed to give people confidence that we have a plan. That were going to meet this challenge. Nobody got that confidence last night. I think whats important to state, as i think we feel it, you know, the problem in our politics right now is we have this loss of faith in institution. Were so polarized. But we also have a sense of communitymindedness and looking after one another. I think that plays out. Government is not responsible for everything. The private sector is responding of the governments got to step up in all its fashion and thank god for people like dr. Fauci and tony fauci and others who are part of this governmentwide response doing everything that can be done right now. Government has to speak to the psychology of country and have real results for something thats going to move very quickly. David gregory, david axelrod, we thank you both for being here. Im a believer that we have to be careful not to destroy peoples livelihoods, not to destroy the opportunity for our kids to be in a safe place learning every day in school. Yet, we have to introduce more and more restrictions which well do in new york city today and tomorrow. We have to do more restrictions. What kind of restriction sns . Well put the details out there. Somehow balancing the need to keep normalcy in society as possible and reducing the gatherings that are causing concern, giving people more space. This is the trick. Its not just about being out there. Its trying to give people some more space in their social interactions. Broadway shows . This is the kind of thing were grappling with right now.
