As americans wonder what will it take to make things better. Senator cory booker joins me exclusively next. Plus laying blame. As america reels from two deadly crises, President Trump again uses inflammatory language at a moment of chaos. Maga loves the black people. With the country in turmoil, is he fanning the flames . Ill speak to National Security moments. Hello, im jake tapper in washington where the state of our union is dystopian. This morning the images are disturbing as clashes between protesters and police roil cities from coasttocoast. Chaos in the streets of new york. At least one person are killed in indianapolis, another is oakland. The protests originally focused on george floyd, the unarmed black man killed when pressed under the knee of a Minneapolis Police officer. That officer is now in custody, charged with third degree murder. But the protests have devolved into chaos and crisis, this unrest, not seen to this degree in decades, in a country in the midst of a pandemic that has killed more than 100,000 americans and left more than 40 million without jobs. Perhaps its an obvious point but the Unemployment Crisis and pandemic crisis the nation is already going through will be much worse now with the destruction of businesses and mass crowds gathering. With the apocalyptic scenes that played out on Television Last night, some in the white house are discussing whether the president of the United States should Say Something to calm tensions. Frankly, after tweets threatening protesters with vicious dogs, ominous weapons, and years of the politics of division, even many of the president s allies are not confident that he is up to that task. I want to begin at the center of the outreach, minnesota, where the Law Enforcement presence in the city tripled in size. Joining me is mayor of st. Paul, melvin carter. In minnesota, the Law Enforcement presence tripled in size. Joining me is mayor of st. Paul melvin carter. Mayor carter, thanks so much for joining us. Do you have a better idea of who the people rioting and looting are . Good morning and thanks for having me on. Ill tell you this. What we know is there are some people in our community, there are some people in our streets who are driven there by a passion for our community, by a love for our community, and by a deep desire to never see the painful loss of life like the video of the killing of george floyd that we all saw this week. And then theres folks in our streets who are there to burn down our blackowned barbershops, to burn down our familyowned businesses, our immigrantowned restaurants. And it is very clear to me that those people are not driven by a love for our community. And there is no way you can argue that those actions are designed to produce a Better Future for our community. Quite the opposite. More than 170 businesses have been looted. The governor of your state says your city is on fire. The National Guard has already been deployed in minnesota. Now the secretary of defense is offering military support to help keep the peace in minnesota. Will that be necessary . You know, youre right, right in st. Paul weve had over 170 businesses damaged. We are seeing in st. Paul and obviously around the country, jake, this level of rage and anger that frankly is legitimate. As we see this horrific video of george floyd being just suffocated to death, the fact that we have to say, if i tell you about the unarmed africanamerican man who pleaded for his breath as he was killed by Law Enforcement, i have to clarify for you whether im talking about george floyd or eric garner. That speaks volumes about the state of where we are in america right now. The rage out there is predictable. Its understandable. And its legitimate. Unfortunately its being expressed right now, over the past week, in ways that are destructive and unacceptable. We are working with our Law Enforcement partners, we are working with our community partners, to not only restore a sense of order right now but to build a sense of confidence that we are building our way towards a Better Future. Do you need the military help that secretary of defense esper is offering . Look, ill tell you this. The one thing that would help us ease some of this rage, ease some of this energy in our community right now, is some level of assurance, and this is what makes all of this so much worse, as we know that george floyd is not just a single solitary name, but hes a man. Hes an unarmed africanamerican man who unfortunately has had his name this past week join a list of names that is just far too long. And i want to be clear. You know, this killing did not start ten years ago when we started seeing these videos. The only thing thats changed is all of a sudden we have cameras everywhere. So this is the same thing that my grandfather, my parents, my aunts and uncles have told me about for generations. And the thing that i think would help us more than military support is some assurance across our country that we possess a legal and judicial system that has the capacity and the capability to hold someone accountable when something this blatant, something this disgusting, something this welldocumented happens in plain view for all of us to see. I think it was will smith who said racism isnt getting worse, its getting filmed. Speaking about accountability, the Hennepin County prosecutor has charged former Minneapolis Police officer Derek Chauvin with third degree murder. Prosecutors are considering charges for the other three officers. Based on what youve seen, do you think those other three officers should be facing charges as well including potentially murder . Jake, my father is a retired st. Paul Police Officer. We were walking through a local store when i was a child one day, somebody was caught for shoplifting, and he went to help. I said, dad, why dont you just tell them youre not on duty right now . He laughed and said, im always on duty. All Police Officers know the basic charge of a Police Officer is to help when people are hurt. When all of humanity can look at this video and say, thats disgusting, thats unacceptable and yet somehow we have four officers in the video who three of whom sat there and either helped hold mr. Floyd down or stood guard over the scene while it happened, that is an incredible insult to humanity. Its an insult to our officers, our st. Paul officers are just as distraught over this as i am. And it points to, unmistakabl unmistakably if it were just one, you would say, bad apple. But when you have four officers all involved in taking George Floyds life, it points to a normalized culture thats accepted, thats been accepted, and that cannot be a part of our culture moving forward. What were calling for right now is peace. Were asking our folks to protest peacefully, to scream at the top of their lungs that this can never happen again and that not just one but all o those officers must be held accountable. Were asking for peace. Were not asking for patience. Im not asking people to wait patient while we slowly stem the tide of unarmed black men killed by police. As an africanamerican man in america, i know very well that too often, never really means later. But this energy that weve seen consume our country this week is like an atomic energy. It could either tear us apart at the seams or it could bring us together, frankly, in a way weve never been together. Were not asking for patience. Were asking our young people, were asking everybody who is outraged by that to channel this impatience, to channel this frustration, to channel this anger to not destroying our community but to destroying laws, destroying legal precedents, destroying police union contracts, destroying all those forces that make it so difficult to hold someone accountable when one of our africanamerican mens lives is taken in an unacceptable way. All right. Mayor carter, thank you so much for your time today. Were praying for peace for the people of Minneapolissaint Paul as well. Did you so much. 70 people were arrested in atlanta as georges governor called the National Guard in. Mayor Keisha Lance Bottoms of atlanta spoke yesterday. This is not a protest. This is not in the spirit of Martin Luther king jr. This is chaos. Mayor bottoms joins me now. Thanks so much for joining us, mayor bottoms. You talked to us about how hard it is to raise your children in this environment. How do you talk to your kids this week . Its so difficult, jake. My kids have so many emotions that range from anger to fear. The thing i tell my children is what i have to remind myself, that were better than this. And this country has faced the ugliness of racism for over 400 years. But what i know is that as a people and as a country, we can do better, we will do better, and, you know, im reminded of the words of audrey lord. Revolution is not a onetime event. And so i appreciated what melvin just said. Were asking for peace, not patience. President trump has been tweeting about the violent protests across the country. He vowed to step in and use, quote, the Unlimited Power of our military and he suggested local officials should, quote, get tough and fight. Hes also talked about threatening the most vicious talks and most ominous weapons i have ever seen to use against protesters in washington, d. C. What do you make of the way the president has handled this crisis . He should just stop talking. This is like charlottesville all over again. He speaks and he makes it worse. There are times when you should just be quiet. And i wish that he would just be quiet. Or if he cant be silent, if there is somebody of good sense and good conscience in the white house, put him in front of a teleprompter and pray he reads it and at least says the right things, because he is making it worse. You pointed out that more than half of the Business Owners in Metro Atlanta are not white, saying, quote, when you burn the city down, youre burning down our community. Rapper and activist killer mike was with you on friday. I want to play what he said as well. We dont want to see targets burned. We want to see the system that sets us up for systemic racism burnt to the ground. When you see these protests turn into vandalism of businesses, many of them owned by blacks or other minorities, what goes through your mind . What goes through my mind is what ive thought i thought yesterday, we werent talking about george floyd or Ahmaud Arbery or breonna taylor. We get districted from what the real issue is. We need to get back to what the problem is. And thats the killing of unarmed black people in america. And there is a History Lesson that we find right here in atlanta from the Civil Rights Movement on how you effectuate change. What i saw happening and what weve seen happening over the past few days in america is not the way that things will change in this country. All of this, of course, is happening while were in the middle of a pandemic, with the economic hardship, and then obviously people gathering in large groups. You encouraged protesters to get a coronavirus test last night. Are you worried about protests could cause the virus to spread and what that might mean for atlanta in the next two, four, six weeks . Its interesting, jake, at 11 30 last night i realized i hadnt looked at our coronavirus numbers if tn two days. And thats frightening, because its a pandemic and people of color are getting hit harder. I am extremely concerned when we are seeing mass gatherings. We know whats already happening in our community with this virus. If were going to see were going to see the other side of this in a couple of weeks. And so, again, we are losing sight of so many things right now. Losing sight of the fact that there has to be change in this country as it relates to Race Relations in this country. There has to be change in this country when it comes to leadership in this country. There has to be change as it relates to our Health Care System and how our communities of color are receiving health care in this country. But right now, were talking about cars being burned and businesses being vandalized. And theres still so many issues that are right before us that weve lost sight of. All right, mayor bottoms, thank you so much for your time and our thoughts and prayers go to the peaople of atlanta today. We appreciate your time today. My next guest is former president candidate and former mayor of newark, new jersey, joining me now, new jersey senator cory booker. Senator booker, thanks for joining us. I know you have personal experience both in combatting racism in the applicatipolice f newark, and also addressing issues of crime and poverty. What goes through your mind at a time of crisis like this . I think you cant help but have your heart wrenched when you witness what you are witnessing. We are a nation were really one nation. This is not a quaint ideal. Its an inescapable fact. When you see the horrific murder of george floyd, you know the history from when it springs. You know the death, the pain, the anger. Minority communities across the country live in pefear of the police. What we see is not just a reaction to a live or caughtontape murder but a deep wound within our society, within our body politic that are festering within our country and must be addressed. We are not manifesting the conviction of society to heal ourselves. Right now were seeing the consequences of that. You criticized President Trump this week when he tweeted, quote, when the looting starts, the shooting starts, obviously an infamous quote from a racest sheriff in the late 60s. The president later said he wasnt calling for shooting, he wasnt trying to echo that racist miami police chief who notoriously used Police Brutality against africanamericans in the Civil Rights Movement. What do you make of his explanation . You know, from donald trump, even before he was president , he put out a full page ad condemning to death the central park five, exonerated people. He called entire cities in our country ratinfested places of filth. His inability to condemn nazis. Every time i respond to donald trump i do it from a place where i realize that he doesnt deserve a response. He doesnt deserve my attention or my emotion. Our people do. Donald trump no longer has the capacity to break my heart, to surprise me. America, as a whole, if america hasnt broken your heart, you dont love her enough. If you still love this country, remember the words of Martin Luther king. He said what we have to repent for is not simply the vitriolic words and violent actions of the bad people but the appalling silence and inaction of the good people. The good people of this country, thats where my love goes and thats what my heart hurts for. What folks and i see it all over social media now, what folks are saying and hurting, this emotion, where is that emotion when we dont capture vicious violence and murder on tape . With so Many Americans dying at the hands of police, and we dont even collect the data on it as a federal government in this society. Where is the response to the everyday violence, that we live in a nation with such toxicity in a society that is killing disproportionately black people . Because race is still the greatest indicator of whether you live at a toxic site. Where is the outrage of americans . We claim to be the home of the free. But our jails and prisons have a quarter of the globes incarcerated people, disproportionately black people, who know they will not be tried. This is a moment in america that cant just lead to a momentary outrage. We have to begin to do the conc
