The shame is the fact that the leadership above them did not give them the right kind of directions. And therefore, they were not able to be effectively doing their jobs throughout. We were aware they were in the building while we were in the building while we were in the building, but i never felt that a personal attack was imminent. My staff was locked in various offices, and they were always safe. They never encountered any of these rioters. And i would share the sentiment of congressman clyburn. The individual officers were absolutely heroic. Its heartbreaking that one of them actually died in this outrageous atrocity. But they were heroic in their determination to protect all of us. And while there was obviously massive failure at the leadership level that could have allowed this to happen, the individual men and women, they are heroes. I am glad you didnt feel any personal threats. We have obviously heard from other members of congress who felt more directly in threat. Thats right. I understand that. Your republican colleague, senator Lisa Murkowski of alaska says President Trump should resign. She said, quote, hes caused enough damage. Do you agree . Yeah, i do. I think at this point, with just a few days left, its the best path forward, the best way to get this person in the Rearview Mirror for us, that could happen immediately. Im not optimistic it will. But i think that would be the best way forward. The house is moving forward with impeachment proceedings this week. Would you vote to remove him from office. I think the president did commit impeachable offenses. There is little doubt in my mind about that. I dont know as a practical matter it is actually possible to do an impeachment in the handful of days that are left. It is likely if the house does pass articles of impeachment we wouldnt get them until i dont know, tuesday or wednesday. We are less than one week to go at that point. I am also not at all clear that it is constitutionally permissible to impeach someone after they have left office. So there may not be a viable impeachment route at this point. But certainly, he could resign and that would be a very good outcome. Regardless of the timing and logistics and whether or not there would be 67 senate votes to convict the president and remove him from office, should he face consequences for inciting a mob, a terrorist mop to attack the capitol resulting in bloodshed . Yeah, he should. Thats part of the dilemma here. Impeachment does have the virtue of a politically accountable action that is taken when its warranted. Unfortunately, the mechanically, that is certainly very problematic. Look, i think there is also a possibility that there is criminal liability here. Im not a lawyer. Im not a prosecutor. I do know that the you know, the standard for a conviction in a criminal prosecution is quite high. I am not sure whether that could be met. I would say theres one very important point of accountability, i think the president has disqualified himself from ever certainly serving in office again. I dont think he is electability in any way. And i dont think hes going to be exercising anything like the kind of influence that he has had over the Republican Party going forward. I like i said, i dont know whether hes met a standard that could actually be prosecuted and gain a conviction. But the behavior was outrageous. And there should be accountability. I wonder what you think the responsibilities are for in addition to President Trump those who were on the mall that day, Rudy Giuliani talking about trial by combat. And ted cruz and hawley, spreading the lies, how much are they responsible . I think what is particularly insidious about this is largely because we were going through a pandemic there were a lot of rule changes how the elections were conducted. Sure. There were lots of irregularities that happen in every election. There were probably more this time than previous ones because of the rule changes. By the way, some of the rule changes were not entire legitimate. I have been critical of Pennsylvanias Supreme Court unilaterally changing the law. They dont have the authority to do that. What is so pernicious is sort of capitalizing in a sense on these irregularities as to propagate the lie that donald trump won in a landslide and it is all being stolen from him. I think people who knowingly contributed to that, people who knew better and nevertheless encouraged that belief, they have got a lot of soulsearching to do. And by the way, it was compounded by spreading this notion that it could all go away if mike pence and congress would just do the right thing. That was that was really compounding the lie. And how much do you think House Majority im sorry House Minority leader Kevin Mccarthy or senator cruz or senator hawley, who were all part this lending of credibility to the big lie how much blood do they have on their hands . But he could not get the clearance he needed. One of the many baffling and stunning security questions coming out of this deadly attack. Republican Governor Hogan<\/a> joins me now. The president incited a domestic terrorist attack on the u. S. Capitol. Five people have died, including Capitol Police<\/a> officer brian sicknick. Does President Trump<\/a> have blood on his hands . There is no question in my mind that he was he was responsible for inciting this riotous mob, that this was an insurrection. You know, they stormed the capitol and threatened to kill the Vice President<\/a> and put the lives of people in danger. And he had a huge part, a huge role to play in that. And i think a lot of people dont understand how close this was to a mass casualty event with members of congress and the Vice President<\/a> slaughtered. How worried are you about what might happen over the next ten days with President Trump<\/a> remaining in office . Well, im pretty worried, but were taking action. You know, on the leadin you were talking about us sending in the National Guard<\/a>. Within minutes of this attack i called a Security Team<\/a> together, sent in several hundred specially trained Maryland State Police<\/a>, a Rapid Response<\/a> team, and i called up 500 members of the National Guard<\/a>. We are having security briefings. My main focus is on trying to assist the capitol city in a peaceful transition of power and keeping everybody safe. So we still have 500 members of the guard in the city. We have now been joined by five other states and 6,000 some troops. And we have hundreds of Police Officers<\/a> from all of our not only Maryland State Police<\/a> but all of our allied agencies. We are having discussions with all of the federal folks and everybody in the region about what we do. My main concern is a peaceful transition of power and what role we can play in keeping everybody safe. Yeah, well i mean, theres its not a peaceful transition of power. I mean, that ship has sailed. Let me ask you, governor, you mobilized the maryland National Guard<\/a> very quickly, immediately after the attack. But you werent able to send them into washington for nearly two hours because you didnt get authorization. According to the pentagon, acting defense secretary Christopher Miller<\/a> did not formally authorize the deployment of out of state National Guard<\/a> units until 5 45, three hours after d. C. Officials asked for help. Why . Why didnt he act sooner . I mean, was he did he not want there to be protection . Well, i cant speak as to what was going on on the other end of the line back at the pentagon or in the white house. I can tell you that within i was in the middle of a meeting when my chief of staff came in and said the capitol was under attack. We were in contact with the mayors office, who requested assistance. We immediately sent police assistance. I immediately called up the National Guard<\/a>. It is a tricky situation. In most cases one governor could send National Guard<\/a> into other state to help another one. In d. C. Only the Defense Department<\/a> can do that. Our guard mobilized and was ready but we couldnt actually cross over the border into d. C. Without the okay. That was quite some time. We kept running it up the flagpole, our generals talking to the washington generals. I got a call from ryan mccarthy, the secretary of the army asking if we could come into the city. We had been mobilizing. We had our police there, we had our guard mobilized and we were just waiting for that call. For people who dont understand, it is because d. C. Has been denied statehood even though we have a population bigger than several states. Therefore, we dont have a governor. Let me ask you a question. I dont want to sound conspiratorial, but President Trump<\/a> refuses to say a word about the dead officer. He refuses to condemn the terrorists. He refuses to have the flag come down to half staff at the white house in honor of officer sicknick. Okay . He told the terrorists, we love you. You are very special. It is very clear that his sympathies are with the terrorists, not with the victims of the terrorists. Was acting secretary miller of the pentagon acting on that by not letting you send the National Guard<\/a> in . I think we are going to figure that out, jake, in the afteraction report. I dont know the answer to that question. All i know is that we were trying to get answers and we werent getting answers. It could have been just the fog of whats going on. I heard some talk of, look, the National Guard<\/a> is not the first line of defense. The specially Trained Police<\/a> are. Because the guard is not really trained for that. I dont know all the reasons for the delay. I can just tell you that we were taking acts immediately, we were ready, and there was a delay. And i was getting called from the leaders of congress pleading with me to get our guard into the city. And we were mobilizing to do that. And we were waiting to get the to get the okay. I cant tell you why. Why did it take until the next morning for the first maryland National Guard<\/a> units to actually arrive in d. C. . It takes about 12 hours for guard units to mobilize. These are folks that are doing something else. They have to pack their bags, get their uniforms, show at the armories. We were the very first ones to arrive in the city. So those extra three hours or so that we had to get ready certainly helped us get in there a little sooner and be the first ones. But the big issue is why were the Capitol Police<\/a> and federal law agencies not prepared for this . Why were we coming in to do a cleanup operation afterwards . Circumstances how much responsibility do you think falls on not just President Trump<\/a> but the members of congress who gave credibility to the big lie, the big lie that the election had been stolen, the big lie that it could be overturned . What should happen, for example, to your fellow republican congressman randy harris who has been on board with all of this from the beginning the Capital Gazette<\/a> newspaper condemned congressman harris, called on him to be censured. The maryland Democratic Party<\/a> said he should resign. What do you think should happen to him . He is part of this seditious effort. Look, right after the election i gave an address at the Reagan Institute<\/a> where i said, this is a time for choosing in our party, and you have to decide if we are going to return to the party of lincoln and reagan or we are going to keep heading down this path of worshipping at the altar of donald trump. And lot of people i think chose wrongly. People in congress frankly, as a life long republican who was a chairman of youth for reagan, who has dedicated my life to the Republican Party<\/a> i am embarrassed and ashamed of some of the members of congress, some of the senators, for their actions, especially after this attack on the capitol, that they continue to head in that direction. I think history will decide how they are remembered and what their fate is going to be in the party. Should congressman harris resign . Im not sure what congressman harris should do. But i was extremely outraged at some of the things he did and said. The day before, we knew we all know something could happen and it could be very, very dangerous. I didnt have anybody come in, just my chief and i drove in the morning. We were the only ones in our office. I went over and started working on the house went over to the Senate Chamber<\/a>s. We walked over to the house. Everything was pretty normal. We didnt know the throngs of people we knew the president was going to give a speech at 11 00 or 11 30. I knew it would be insidious, people ginned up. Never felt threatened. When we first started hearing the rumblings, i have heard rumblings when i have been in the Senate Chamber<\/a> before, and you have seen outbursts in the gallery of the Senate Chamber<\/a>. I never felt threatened. Then it got louder and louder. All of a sudden, all the people run into the chamber and start closing the wooden doors and locking us in. I have seen that happen on a state level but never on the federal level. I am thinking okay i have been through this before. Then there must have been gunshots. I never heard anybody. But they heard outside. And then the police jammed into our caucuses, and they said come on guys, follow us. Not until we saw televisions of what actually was happening, we couldnt believe it but we never feel threatened. The video is horrifying. The house is expected to introduce articles of impeachment. Do you think President Trump<\/a> should be impeached and convicted . There is no doubt about it he should be impeached basically. But if we cant you have to be practical about what we are doing. We have two paths to go. We are ready to install a new government. If i was joe biden, i would want to put my government together put confidence back into the American People<\/a> that we can govern ourselves and be the beacon of light for the whole country and the whole world. Thats what we need to do. With impeachment going on i understand we wouldnt get the articles, if the house does them, until the 19th. On election day would be the day we could start. That doesnt make any common sense whatsoever. I hope people would look two paths. Office political path and a judicial path. I think the judicial path could be the one to give us the best results to stop this silliness within politics, this dangerous insidious type of speech that you have. Is that what you are saying . Well, first of all, we are a country the rule of law is who we are. Thats our bedrock. And that means no person is above the law. If people have died, and we know they have, and all the damage that was done, and insurrection, on our own capitol, someone has to go to be held accountable for that so it never happens again or doesnt come within our borders, within our country. That has to stop and never can be allowed. I would think that that would be a better position to take and that would be a better route to go versus taking a political route. And everyone believes that impeachment is a political route even though we know the purpose and the reason for to us do it. Because there has been a violation. But that basically stops us from putting a government together. And joe biden, first thing he needs to do, put his people in and get them confirmed. That should be the first thing were doing this week, and then get people vaccinated, and then get people back to work and get businesses opened up. Hes got an awful lot on his plate right now. And im not sure that the impeachment route is the way that he can put that back together. He did the right thing. Hes held himself accountable and responsible for his act. Cant we have people in the highest level of congress and the u. S. Senate who did the same thing maybe come to the same conclusion . Because it would be awful hard for them to have any credibility right now. Do you think senator ted cruz and senator josh hawley who were part this brigade of politicians who shared this lie, this big lie, that there was election fraud, that there wasnt that the election could be overturned even though it couldnt be . Do you think they should resign . Ohio senator Sherrod Brown<\/a> said yesterday hawley and cruz violated our democracy and called for their resignation. If they dont resign, Sherrod Brown<\/a> said, the senate must expel them. Do you agree . Whether they should resign or not i dont know how they can live with themselves knowing that people have died because of their words and actions. You know, but they were saying, i am operating within the confines of what my duties are as a senator. I dont the people i have the most admiration for were those senators that says i am going to object, and they signed and put their name to it. And then after, basically, the insurrection to our capitol and the attack on our capitol, we go back in that evening we were determined to achieve democrat and republican, we will go back. Thugs will not keep us out of our capitol, from doing our jobs. We went back into our caucus, into our chamber and did it. Then you had people stand up and say no. Those were people that basically changed their mind because they put their country and their loyalty and their oath to the constitution above their own political preferences and their own political ambitions. The person i really have respect for is kelly loeffler. Here is a senator who lost her election the day before. She came back with intentions of objecting. That was her intent in being there. Then after the attack she said after what i have seen and witnessed i can no longer object. She voted no. That shows you that, first of all, there are people with credibility. There are people with loyalty, and people that basically will stand up and do the right thing. What i cant believe, jake, is 100 what 100 plus members of the house. Yeah. I went back over afterwards and we saw they objected to the senate. And senator hawley stood up again. I asked him personally, when we were all in the locked down room together, please reconsider what you are doing and what it is doing to our country. Would you expel him . I talked to him, to james langford. I dont think we have the ability to do that. I dont think thats going to come to that level. They stayed within the confines of what the rules and laws allowed them to do. The bottom line is do the public want the reelect them in 2022 or 2024. I would say if a person used that most poor judgment i believe there is blood on their conscience, thats for sure. To be able to say that i support the lie. Count after recount after recount, legal proceedings, basically no evidence whatsoever. Sooner or later, someone has got to say, this is not who we are. Someone has got to speak truth to power. Yeah. The worst that can happen to them is they get defeated.
