With the government set to shun down in just nine days, tonight House Speaker Kevin Mccarthy sent his deeply fractured Republican Caucus home for the rest of the week. Yes, you heard that right. They are leaving town without having done their job to actually fund the government. And right on cue, the white house is taking advantage of this. President biden posting this saying that the last time there was a government shutdown, 800,000 americans were furloughed, or worked without pay. But, hey, enjoy your weekend. Just yesterday, Kevin Mccarthy said he was going to keep those lawmakers in washington for a rare weekend session to they could figure out a way to fund the government. But today everything changed again. Mccarthy was dealt another black eye when several of his members actually voted down their own defense bill for the second time just this week, leaving mccarthy clearly frustrated. This is a whole new concept of individuals that want to burn the whole place down. There were no f bombs this time, at least none that we could hear. But the frustration was clear throughout his entire party. Were dysfunctional. Its just that simple. That simple. We are so dysfunctional. You know, weve got nobody at the head. Ill say this, the trains left the station. Its frustrating because youre going hurt our defense, and theres no rational explanation. This is absurd. I am not going to be party to be a shutdown. The dysfunction could not have been clearer than when republicans were voting against their own bill. A no vote is basically voting against your own leadership. Just for context on how rare that is, in the last 28 years the house has only failed to pass what is called to rule eight times. So far in only eight months since hes been speaker, mccarthy has now lost three of those votes. Two happening just this week. And i would hope that they would make it an early morning. So, do you think anything will actually get done in the next few days . Yes, maam. We actually we got some releaf in the whips meeting. My colleague matt gaetz, from florida, actually is really working very hard on an issue. And the problem weve had is voting on singleissue bills. You know, they put these crs, continued resolutions, and then say, were going to pass a continued resolution for 30 days. We need to pass this continued resolution so we can get off continued resolutions the next time. Well, thats like telling a Heroin Addict were going to get you off heroin by giving you more heroin. It doesnt work. I dont like passing, as she says, passing something so you know whats in it. Thats exactly what an omnibus bill is. Itll be, say, 2,000 pages, and youll read down until you find funding and then you stop voting. Congressman, what youre talking about here and what the arguments have been about between you and your colleagues over not agreeing on this is a messaging bill. Because the spending cuts that republicans are fighting over so furiously have no chance of getting passed through the senate. So, what is the ultimate plan here . Yes, maam, i would flip that on you and say what the senate is working on has no chance of passing in the house. I mean, were supposed to be equal bodies. And i just dont buy that rationale, maam. We should be theres 435 of us, and granted we have our differences, but we are one of the three branches of government. So, i would hope that in the future, people would see that. I mean, thats a pretty Common Knowledge thing. But still, i understand what youre saying, that theyre not going to pass what we want. When you negotiate, say, for instance, i pass a speed limit in tennessee, raise the speed limit. Steve cohen and i, of all people, passed the speed limit in tennessee. We asked for 85 and we took 70. In the beginning they were asking for a 1 cut. Like thats going to do anything when weve just passed the 33 trillion mark of debt, that we just continue to run up. And we do that by passing these continued resolutions. Now, though, were going to be able to vote on the individual appropriations. And lowe and behold, today they said, well vote on four of them. Even if you vote on those individual bills, are you going to be able to get all of that done, to the senate, have them send it back to you with their changes. As you were noting, its a negotiation here. Is that going to be able to be done by next sunday . Or do you think the government is going to shut down here . Why not . 24 hours of the day and we work about four of them up here and we walk out in our Brooks Brothers suits with our coats over our shoulders and our sleeves rolled up, telling the American Public weve worked when they know we havent. So, yes, maam, i would say thats a valid point, and its been taken by leadership. Ill just say im a little skeptical because mike johnson said the hardliners were i do want to ask you, former president is saying there should be a shutdown, you and your colleagues should not support it, apparently believing it will halt the special counsels prosecutions. Do you think he understands that a shutdown does not do that . It does not stop jack smiths investigations and ongoing prosecutions . No, maam. You have to do a specific amendment to the bill to do that, to do the hollman rule, i believe its called. It is where you take a specific line item and you can literally flatten out an office, which is used for people that have been in there for too long and that are abusive. Ive heard this the only people ive heard it from oddly enough are from reporters today. I was with the president a little over a month ago. Of course he never brought it up then. But i have not heard from him since then about that. So, i have no earthly idea if thats what his plan is. Well, he posted that, but you agree, a shutdown has nothing to do with jack smiths investigation . No, maam, i dont believe it does. It has to be specific, so i would watch the specific amendment to the bill to do all of that. But i think thats a poor choice of words. We dont want to burn the house down. We just want to be fiscally sound. Thats what we ran for. Thats why i believe we received a very slim majority because we didnt push that out to the American Public just the billions and billions of dollars were wasting daily. We sent out 140 billion to ukraine unchecked and the poor people in maui cant even get anything. And the people in pennsylvania after the chemical spill, theyre still waiting. And i think our priorities are out of whack. And i understand if we shut down do you support i have a questions. I have my doubts right now because im seeing we need leadership, maam. We dont need someone just to say weve got 218 votes or whatever that jumps on the train after it leaves the station. We need some people Speaker Pelosi, for instance ill give you you know, i dont agree with her ever, hardly on anything, but she she was pretty successful in her and the way she did it was she put an issue out for caucus. She met with them. She figured out what they wanted. And then they put it on the floor and they passed it. And they rallied around it. A lot of work goes into that. Were not seeing that im not seeing that work right now. And its very disappointing to me. A rare compliment for a republican for Speaker Pelosi. Shes a friend of mine. She has a granddaughter named isabella and i have a daughter named isabelle. And my daughter got hurt real bad on a horse, and Speaker Pelosi is always asking me about her. I love to hear that. For historic context, i was there one of the times of rule that was taken down by the Republican Party. The tpa vote. This is an existential threat to Kevin Mccarthy. You asked the question at the end, could anyone other than him get 218. A couple things to look at here, these fights from the right and i know these guys very well tend to be veiled as fiscal fights. This is about addressing deficits and budgets. I worked in the trump administration. We spent as much as most democratic administrations do. Often times its something a bit more partisan. I suspect what will ultimately end this, if anything does, will be some kind of a concession on the more political side, whether it has to do with more investigations, its empowering something on the oversight committee. I think for a handful of members like this gentleman, it is about spending. But for those driving it like gaetz i dont think it is. And frankly i dont know anyone can get 218, but Kevin Mccarthy probably has the best Chance Holding onto it. What do you make of trump weighing in on this saying republicans should not pass this shortterm bill, which Kevin Mccarthy was trying to get republicans behind. He has this hope that it would affect his investigations, but as the congressman made clear, it would not. Its not going to. And i think realistically, donald trump has been told that by his advisers. He has done things that make things more complicated for Kevin Mccarthy. Kevin mccarthy has done things that upset former President Trump, including not endorsing him, which were aware of. I dont think its a surprise he is twisting the knife here. I think trump is much more aligned with these members, who alyssa correctly says, are talking about fiscal responsibility. Some of them clearly believe it, but many of them are talking about other things. This is a little different from some of the early todays of say the tea party when that first wave came in, when it was much more about spending. It has now become about all kinds of other things, and trump cares about all kinds of other things. Spending is theoretical. Hes not a fiscal conservative, shall we say. What was remarkable today and encapsulated, for people are its always chaotic on capitol hill. Watching republicans vote down their own Defense Spending Bill for the second time we spoke to michael mccaw, hes said hes never seen that happen once. Youve got Tommy Tuberville blocking pentagon promotions. The Republican Party is quickingly looking like the antidefense party because of the fights on the hill. Government funding is one thing. Faa reauthorization is coming up, Farm Bill Reauthorization is coming up next week. And if republicans shut down the government, their own impeachment inquiry, which is supposed to launch next week, wont be able to happen. Thats the one thing that makes me think the government might stay open. All this is happening while were watching the broader 2024 field. We heard from nikki haley today, who is doing better in some of our polls, shes in the race for second place. She obviously worked for trump and was commenting on him today. She said this about his legacy. He was the right president at the right time. He used to be good on foreign policy, and now he has started to walk it back and get weak in the knees when it comes to ukraine. He was thinskinned and easily distracted. Well, some things are true there and some were not. What she said about how he used to be strong about ukraine, that was a different period of time that i witnessed, anyway, during the impeachment battle, the first impeachment battle, which was about trump trying to withhold congressional funding to ukraine. I dont think anybody is taking issue with the characterization. I do think you are seeing nikki haley carve out an interesting space of separation from donald trump. You are correct that she is moving not just in New Hampshire but in other states as well. The campaigns are all talking about it as well that she is a threat to desantis but shes a threat to anybody else in the nontrump lane. And she is look, she has a Delegate Line to walk because she did serve him, because she did defend him any number of times. I think one of the things that is complicating for a lot of the folks in this current field, who have praised trump at various points, some of them very much so, like vivek ramaswamy, is trying to reconcile for voters what is different. But kaitlan, donald trump is not a different donald trump. And i think thats one of the things that is sounds inauthentic when these candidates are saying it. Thank you both for joining me on set.
