Transcripts For CNNW The Lead With Jake Tapper 20140425

Oh, dont make me do this. Thats how House Speaker john boehner this time, Speaker Boehner is doing the mocking, comparing his own party to cry babies, saying they are too afraid to tackle a vital issue. Good afternoon, everyone. Im jake tapper. Welcome to the lead. A bus full of 13 people have been taken hostage by prorussian militants. Its an ominous sign and weve already seen plenty of those, that the situation inside that country is spinning out of control. President obama again today warned russia of imminent consequences but did so at a time when much of his attention has been taken up by his trip through asia. This afternoon, ukraine is ablaze in conflict. Literally ablaze. Smoke from road blocks and destroyed Ukrainian Military helicopter are darkening the sky. The ukraine Prime Minister accusing russia of wanting to start the third world war. This issue is occupying the president , even as he tours through asia. He took time to talk to the leaders of europe today. Not that the president s trip to asia is behind the scenes so picture perfect. In addition to whatever awkwardness was apparent so obviously this isnt a red line that im drawing. It is the standard interpretation over multiple administrations of the terms of the alliance. The president s failure to reach a Transpacific Partnership or tpp trade deal was a disappointment and led critics to deem the trip all sushi, no success. Today the president arrived in south korea, just in time for the neighbors to the north in pyongyang to begin for a Fourth Nuclear weapons test. The United States and south korea stand shoulder to shoulder both in pyongyangs provocation. Meanwhile, the Israeli Palestinian peace deal that john kerry has been pushing has scattered to the winds like a handful of sand. This is a problem thats been going on for 60, 70, 80 years. We didnt anticipate that we were going to solve it during the course of a six or ninemonth negotiation. There are limited successes here and there but behind the smiles, the administrations ability to solve International Problems seems faltering. There are no guarantees in life, generally, and certainly no guarantees in foreign policy. No guarantees paired with little room for error leaves the administration on precipitous footing. As ukraine threatens to erupt, the president assures the nation that hes prepared. Well continue to keep some arrows in our quiver in the event that we see a further deterioration of the situation over the next several days or weeks. One of those arrows in his quiver is sanctions, further sanctions on russia. A senior official tells cnn that it wont come this weekend. They are actually expected to come down next time next week but ukraine is of course on the brink now and bracing itself for the real possibility for war. Lets bring in jim sciutto. I want to start with this hostage situation in eastern ukraine. These are observers from the oese. Some of these prorussian militants that weve been talking about recently took them and accused one of their members of being a spy for the kiev government. This is half a dozen nations, Ukrainian Security guards that are accused of trying to bring a spy in. A u. S. Official says these kinds of abductions have been happening more often and russia has the ability to control these groups and they are not doing that. Supposed to be brought in to help keep the peace, not held hostage. Thats right. Early on in the crisis they were trying to get into crimea and they were blocked by prorussian separatists. This has been the discussion between the officials to get observers on the ground there. One, to monitor and keep the peace, to monitor the situation and back up, if they are indeed under threat, they are actually under threat. I want to turn to the sanctions being proposed by president obama. Youve spoke to ukrainian officials r they happy . They are not happy. They are saying that we are thankful for the support that the u. S. Has offered to this point but when you talk about this next round of sanctions much like the first, perhaps institutions, they say thats not what we need now. Thats not enough. Theyve asked explicitly for weaponry. I said were open to additional requests from the ukrainians. We are not open to weapons. Jim sciutto, thank you so much. Russian vladimir has decided to cut off highlevel communications between the u. S. And russia, at least in the short term. Lets bring in jen saki. Thanks for being here. My pleasure. Putin cutting off contact, highlevel contact at least in the short term, can you elaborate on any of that . We still continue to work with russian on a range of global issues or to prevent iran from a nuclear weapon. In prak ctice, weve continued work with russian even while they take the steps in ukraine. If russia starts a world war iii, what is the u. S. Prepared to do about it . Well, we certainly hope thats not the case. We continue to believe theres no military solution to what is happening on the ground in ukraine. Were watching issues like troop movements very closely. Were working closely with the Ukrainian Government but we remain on a political issue here. It doesnt look like what the administration is trying to do in ukraine is working. Can you point to success with respect to the ukraine policy . Weve put in place several rounds of sanctions. But they are not working, jen. Well, they are working. The facts on the ground, the impact on their economy is a striking difference from what they are saying. Right. But by the administrations own words, the russians have agents in eastern ukraine. They have expanded beyond crimea. So whether or not they are taking effect, they dont appear to be having any sort of deterrent effect. Well, what is happening in eastern ukraine, beyond crimea, is focused around slovyansk. Thats where we have seen a lot of activity by the separatists. Again, that does not mean that we should not continue to take actions, including additional sanctions putting additional consequences in place. We are seeing an impact. Weve seen president putin admit this week that theres an impact on the russian economy from the steps weve taken. Why not consider what several republicans and democrats are calling for, which is military aid to the Ukrainian Military so they can defend themselves . They will not be able to match russia but it will be a deterrent if they have weapons in their possession that the u. S. Has provided. We dont want to get into a proxy war with russia. Youve touched on it. Were never going to get to the point where they can match what the Russian Military is capable of. Our hope is to deescalate, prevent military action, address what is happening with russian separatists and were continuing to work on that. I want to shift to north korea because today north korea said it detained a 24yearold american. They describe him as Miller Matthew todd. Probably his name is matthew todd miller. It apparently happened on april 10th, more than two weeks ago. How long has the u. S. Government known about Matthew Miller being in north korea . Well, jake, there are a range of reports out there about a u. S. Citizen. Because of privacy concerns i cant discuss them. I can tell you that, as in any case, we are in touch with our protecting power, which is sweden, to look into more details about these reports. All right. General psaki, thank you for coming on. Thank you, jake. Coming up, the unexplored area is rapidly shrinking. Still, coming up snake eye. So what is the next move . And as more bodies are pulled from the doomed ferry, rescuers are now painting a very grim and tragic portrait of its final hours. Stay with us. Life with Crohns Disease or Ulcerative Colitis is a daily game of what ifs. What if my abdominal pain and cramps come back . What if the plane gets delayed . What if i cant hide my symptoms . What if . But what if the most important question is the one youre not asking . What if the underlying cause of your symptoms is damaging inflammation . We are 50 frustrating days into the hunt for Malaysia Flight 370. 50. Investigators find themselves staring down this harsh reality. They may have wasted weeks searching the wrong haystack looking for the needle. The bluefin has searched where they thought the black boxes would be but if it comes up empty again, investigators will have to stretch out the search area. Pamela, what strategies can we see in the days to come . A decision has been made to expand the search to areas adjacent to the sixmile radius around the second ping where the bluefin is now. But with nothing turning up, the families are protesting, fueling frustration among family members. Outside the Malaysian Embassy chanting no more delays, no more lies. What do you want from the malaysian government . The crews are now expanding the search to areas adjacent to the sixmile radius surrounding the second ping. Its really a hot mess right now. We were given in very strong indications and Strong Language that the plane would turn up with these pings have been detected. Its a powerful piece of evidence that the pings do not koor la correlate to the wreckage. It would be wonderful to have a fleet of them to cover a larger area in a smaller amount of time but there are few of them out there. Only if we have tangible evidence of where to search. Now were learning resources are pulling out of the search. The royal navy says the hms tireless, the only submarine in the search is done, saying there is no longer any prospect of detecting black box pings and now one of the surface ships, the shs echo is going back to port to refuel. Searchers say the area that they are searching to the north is a promising spot as well based on the ping. But jake, the fact that were nearly two months in, the only thing that we have to go off of are the pings and satellite data where the ping might be is, of course, just adding to family members frustration. I can only imagine the pain. Pamela brown, thank you so much. I want to bring in dave soucie and rob mccallum. The royal navy just withdrew the submarine from the search. Does this mean that investigators are giving up entirely . No. I think its a distribution of assets. It indicates to me that they are taking a little bit of time to regroup, make sure they understand where they are with it and then move forward again. I dont see something that its something that they are giving up. I dont see it as anything giving up at all. The tireless submarine is giving up and the echo is going back to port to restock and refuel. Do you believe that theres a waning sense of urgency in this search . Yes, i do. Theres always a sense of urgency in the beginning of a search, first to look for survivors or try to capture any debris or in this case pinger signals. But once those chances are gone, then there needs to be a tempo shift, if you like, and its about accuracy rather than speed. Whatever is done from now on, we need to make sure that once an area is being searched it can be ruled out of the equation and thats going to be the focus ahead. Why didnt the emergency beacon work . Why didnt it send a distressed signal to satellites overhead . As soon as it crashed or hit the water, i thought that was supposed to happen. Thats a very good question. The emergency locator beacon is mounted in such a way that its really an anti or deceleration device. Its not looking for a hard landing or that type of thing. Theres that fact and the other fact is that they are not designed to work under water. Once they go under water, theres no effect for it. Its really a landdesigned unit. However, if there was a hard impact where the aircraft entered the water at a steep angle, it would go off. But remember, it takes 50 seconds for it to ping and it only pings once for half a second and if it hit the water and sunk very quickly, its probable that the signal would not have escaped the water. It would have been underneath the water at that time. Rob, the malaysian Prime Minister tells cnn that they will be releasing their preliminary report. Theyve already given it to the united nations. Is there anything in particular that youll be looking for . No. I think its just good to have those open books and the main audience, if you like, will be the families. The official information is already available to search controllers and its being used to inform the search as it proceeds. And the primary bit of evidence that everybody is working off of at the moment is the data from the satellite. Those handshakes. Thats what led us down to that part of the world and what will keep us here for the time being. David, is it possible that these pings that authorities were such a strong sign of the plane, there were four different rounds of pings, is it possible they just got it wrong . No. Not in my eyes. What they did is they went after the ping thats in the center of all of the pings. So thats one approach and you could do it that way and the reason they picked that location is because the equipment that they had aboard the ship could look in that area. So i dont think it was the most promising area for finding the aircraft although it was broadcast that way and appeared to be that way. I think the most promising area is where they had a long period of pings, which is the number one ping for two hours they got it there. Remember, thats a much deeper part of the ocean, a much more difficult area to search. Theres more rocks and ridges. I think expanding the search is the right thing to do and i dont think we should give up on the idea that those pings are real and they are from the aircraft. David, if youre saying that the first ping, they were not looking in that area even though it was the most promising, that sounds like the person looking for their keys under a specific street light because the light was better than where they actually lost their keys. It sounds like a bad decision was made. I dont think its a bad decision. Its possible. It could be under the number four ping. But in my estimation and im not expert. Ive got to quality that. But if youre looking at those pings and the dome it would have created from that ping, i would have started the search from within that area that it was most likely that the stronger signals were coming from. If we knew what the amplitude was of those pings, then you could narrow it down better and that may be just the reason why they used the number two ping, because its amplitude may have been higher. If that was true, and i knew about that, thats where i would go, too. I think the number one ping is where they are headed and its their best chance of finding this aircraft. David soucie and rob mccallum, thank you so much. Divers searching for the victims from the ferry accident come across a grim discovery. Dive teams found the bodies of 48 girls wearing life jackets. They were crammed into a cabin meant to hold only 30 people. They sought refuge in the same room. The tragedy became the focal point between south koreas president and president obama. He offered condolences to their families. My visit comes at a great time of sorrow for your nation. And again, on behalf of americans, i want to express our deep condolences to all of the families who lost loved ones on the ferry sewol. So many were Young Students with their entire lives in front of them. Im a father of two daughters of the same age or close to the same age as those who were lost. And so i can only imagine what the parents are going through at this point, the incredible heartache. Kyung lah joins me on the phone from jindo, south korea. Even though search teams have given up on finding any survivors, the latest discover has got to be very difficult. Reporter its very difficult. We can see that theres still this effort to try to find people, even though the discoveries are backing increasingly more gruesome. Divers are trying to reach another room where they believe there are 50 girls who sought refuge, girls that were huddling together as the water was rising around them. Its horrific in finding, its horrific in finding what these children went true. They are also expanding the search now. The government and the search teams here are asking that nearby fishing boats and towns become involved. They are asking the public to report anything unusual they see. What weve seen on the water is that they are trying to make sure that the bodies dont drift and scanning the search zone it certainly seems that they are concerned that they were not successful in keeping the bodies to the search area. Its getting increasingly more difficult. 185 people dead so far. Theres still 117 missing. Kyung, divers say that the life vest that the victims were wearing may have made it harder for them to escape. Of course, youre not supposed to put on your life vest until youre out in the air. The same advice is given on airplanes. Do we know if the passengers im sorry. Youre not supposed to inflate them. Do we know if passengers were advised to inflate their jackets by the life crew . We know that there wasnt one big order telling them to put on their life vests. You may recall that there was an overhead announcement telling passengers to stay where they are. Teachers and some of the crew members were handing out the life vests to kids who were in their own rooms. They just didnt know what to do. This give us a picture into how chaotic it all was. The vests did not help. In fact, it made it worse for them to escape. It gives us a picture into those frightening moments aboard that vessel. Its a heartbreaking and terrifying story. Charming moment from the lawmaker from Staten Island caught on camera threatening to throw a reporter off a balcony and break him in half like a i bo. That was from back in january. Mr. Grimm is back in the news today because hes facing charges over allegedly shady business dealings. Evan perez is breaking the story for us. This is part of a twoyear investigation. What are these allegations against grimm . The fbi has been looking into grimm for a few years now. Were told by sources that as soon as next week they are expected to bring charges related to a business that he owned in manhattan, a restaurant called healthalicious. Now, a lot of moving parts have been going on with this. Two of his former fundraisers have already faced charges in this case so we expect that this is a lot more is yet to come on this. Jake . So focus on the 2010 campaign donors, tell me about that. Well, the fbi was asking questions because at least one of his donors allegedly structured some of the donations to grimms campaign. She was reimbursing some people who were providing donations to him and shes now facing charges. Hes a former girlfriend of his. By the way, we have a statement from grimms attorney and i can read that to you now. It says, congressman grimm asserts his innocence of any wrongdoing. When the dust settles, he will be vindicated. Until then, he will continue to serve with the same dedication and ten nasty that has characterized his life time of Public Service as a member of congress and combat veteran and decorated fbi special agent. Evan perez, thank you very much. He is not afraid to cry. But this time House Speaker john boehner wasnt really shedding tears when he opened up to a group of supporters in his home state of ohio about what he thinks is one of the Things Holding up immigration reform. His fellow republicans. The appetite amongst my colleagues for doing this is not real good. This guy is back here with the camera. But heres the attitude. Oooh, dont make me do this. Ooh, this is too hard. You should hear them. And whale the speaker of the house stopped short of pulling out the worlds tiniest violin, it was not actually music to his fellow republicans ears. Boehners office says you only tease the ones you love. But this is not the first time hes done that little skit. No. And i can say this now because i got permission not to break any confidentiality that i have heard him say and ive seen him say this kind of thing, do the whiny thing and off the record settings. I know from other republicans that he has done this in many, many meetings, said to republican lawmakers faces, youre too, you know, use your word, im sure hell use a more colorful world than i can on television. So this is not new. What is interesting, of course, is that hes doing it in public. Its a whole different story to do it in public. You might ask why real quick. People who are close to him say this is part of the problem when he goes home he doesnt go home that much. Hes comfortable and with all of his people. He looks around and maybe says things that maybe he wouldnt otherwise say. And its not a hot mic moment. He dignified that he knew someone was filming him. Thats right. He goes into this whiny House Republican act. John boehner is too smart to think that this will be totally off the record. The fun part is that he saw the camera and played to it. Another thing john boehner would like, showing a little bit more leg on issues with him and a conservative party. I mean, he has been really more and more vocal about trashing the groups who, by the way, are not happy about this, and about saying that he believes that some of the conservatives out there have been hurting progress on big issues that are tough for the republican party, like immigration. So this is just another step. But i will buy you an inexpensive imported if you can find me a House Republican who says, now thats it. Now im not going to support this. Right. It probably wont have any effect on the legislation. It wont have an effect on the legislation but one thing it might do is stir up more discussion, even though this is not news to a republican lawmaker at all, the fact that hes done it in public may put pressure on the rusted right if republicans take control to be more aggressive about that. Thats turn to another republican in the news, jeb bush. Theres been a lot of talk about him. Our own Gloria Borger talked to neil bush, jeb and george bushs brother about whether or not jeb should run for president. Were all watching jeb over in the corner saying, whats your response to that . But its not going to affect jebs decision. If you ask dad, hed say yes. He would . Yeah. He would say yeah. Have you heard him . Ive heard him answer that question. Barbara bush saying some not encouraging comments last year on the today show about whether jeb should run, do you think that george h. W. Bush pushing jeb could have an effect . You know, probably not. Because the fact that his father wants him to run is probably maybe news to us but probably not news to jeb bush. Right. Of course. But by all accounts, when it comes to family and Family Matters and his family making decisions, the most important is his wife, who doesnt like the spotlight, who doesnt like politics and was a reluctant first lady of florida and would be even more of a first lady. Thats the primary focus when it comes to family concern. A big one. And i think hes going to look at the fundamentals, how the economy issing doing. At a recent event at his fathers library, he came out strong on immigration reform. I think hes going to take a much closer stock of the situation. Olivier knox and dana bash, thank you. Its cool when james bond take as lotus sports car under water like he did in 1977 in the spy who loved me. The only car taking a plunge these days are gms and they are on dry land. The car maker made less this year compared to last year. You can blame that on the recall that has forced gm to spend 7 billion. It led to the recall of 2. 6 million cars and could get worse for the Company Rather than get better. Joining me is the host of marketplace celebrating his 25th year. This is 7 million cars. Profits wiped out and now theres an s. E. C. Investigation looking into what gm knew and how they knew it. How bad could this get . Its going to get really bad. Mary barra is not going to lose her job but there are questions about what she knew and when she knew it. Theres some things that she was aware of. The fact is that this is not in the short term going to cost her her job. This is going to be with them for a while. Its an extraordinary number of cars. 13 people at least are dead. This is going to be with gm for a long time. When she was testing on capitol hill, Barbara Boxer brought up the infamous ford pinto, 27 people died in car fires in the 70s. Heres what she said. Ford decided it was i cheaper for them to pay off the families of the dead than to fix the problem that would have cost them 11 a car. Did you make that kind of calculation over at gm . I did not. I did not, she said. And when pressed on it, she said that they were looking into it. The pinto looms large any time theres any one of these recalls because there was that smoking gun. The memo indicating it would be cheaper to keep the pinto as it was and let people die and pay the families 200,000 or whatever than it would be to firm up the rear of the pinto. Do you think that still goes on . Do they still do these cost benefit analysis . I cant believe that something abhorrent as that goes on. We had a pinto. I know about this stuff. But heres the deal. Car companies have to factor this in. The way i like to think about it is you know how banks are required to keep reserves from bad loans . Its entirely possible. Likely . I dont know. The Car Companies and Consumer Product companies are going to say, lets put these reserves aside and plan for it. Planning for it is actively different than doing something proactive. Ford bounced back to a degree. Toyota bounced back to a degree from their recalls. How difficult is it, though, when a car company has their reputation tarnished . Gm has come through, as we all know, a really unstable time. It was the bankruptcy, the bailout and all of those things and thats a tough thing for a car company to bounce back from. I think mary barra and gm are going to be fine in the long run. But people will talk about this for a long time. And there are allegedly bad stories. In other money news, theres a vote that could revolutionize college athletics. Football players cast their ballots a few hours ago on whether the form the First College player union. From td ameritrade. Welcome back to the lead, our buried lead now. April is National Autism Awareness Month and also happens to be a month when disney has two films in theaters. Muppets most wanted and bears. In the case of a remarkable young man, his journey is captured in a new book and its a fascinating and aspiring and deeply moving new story. The character and songs are indelably linked to kids and families. But disney has made a real way to communicate with their autistic son. He developed an inner voice, an inner conversation about how he felt and moved forward. Ron suskinds son is now 23 and grew up watching movies like the lions king. Of course, cartoons are not a certified solution or even a recommended one for most children with autism but disney allowed a way for his family to decode his thoughts and, more importantly, for him to share them. He started to repeat this gibberish. We thought it was juice. So we wanted to give him more juice and we had an epiphany. He said, just your voice. Thats what youre saying. And owen looked right at us. Its the first time he really looked at me in about a year and he said just your voice. Just your voice. Doctors attributed the Little Mermaid break through to a repetition of sounds. But they felt strongly that he was showing real signs of connection. They kept the disney theme going strong, this time with aladdin. I spoke to him from hiding under his bed spread and held up the parrot and said, how does it feel to be you, to be owen . And owen responded not good. And i have no friends and i cant understand what people say and im lonely. Working hard and with the help of doctors, owen harnessed disneys social lessons, making friends with the book. I like being a bear. Thats my boy. And overcoming adversity with dumbo. Its all a matter of linkages, coming from the source of his passion and moving out to the parts of traditional learning that come from that and they are attached to it. Reporter owens connection went beyond the screen. He could barely right his name at age 11 but did these sketches. They are of his favorites, the sidekicks.
