He says he consultedwith dr. Birx, dr. Fauci and dr. Redfield of the cdc. They gave the governors this packet here. We are going through it with the guidelines. He says this is what he is going to announce later formally at the press briefing. Jake what he told these governors on this call according to a source who had access to it, what they told our colleague ryan nobles was the president was talked about this phased reopening of the country, reiterating that idea he believes some states can start to open before that may 1 deadline saying they should feel comfortable based on their own data. If they do, though, he did acknowledge there are some states that will not be ready to do it by then so the question really, how did these states take this . A lot as you seen today, they established their own guidelines. Thats not just the states on the east coast and west coast. We also saw midwest states join us to make their own partnership for how they are going to coordinate this rollout. Though the president sid day you are going to call your own shots, the call thats notable, given what the president has been saying, he has the authority to determine what these states are going to do. If he doesnt like what theyre doing, he can close it down, he said. Caitlin, President Trump also spoke to senators about his plans for a reopening of the country. He pushed back when senators called for more thorough, widespread testing. Yeah, this is the second day in a row the president has heard the same concern. Yesterday from Business Executives. Today from a Bipartisan Group of senators saying they are worried about the lack of testing. They want it ramped up before the country and their states are going to start reopening. We are told the president pushed back on that, talking about how they had increased testing in the u. S. , which we know, because it was pretty abiz malat the beginning. But the question is, is it adequate enough to start opening up these states . And Business Executives yesterday were saying they want it to be higher, if they want to open their stores to consumers and consumers feel comfortable going in, its not as though the president is heeding those calls, this is something that has been a persistent message to him this week. I dont know of any governors who think testing is widespread enough, its up to speed where they need to be. Thank you so much. New yorks Governor Andrew Cuomo made it clear that they were not ready tore open until at least may 15th. We have gone after the testing agents a few months ago, wed be in a very different position tan we are today. I cant simply wait for the federal governments guidance, but ill listen when it comes. One of the notes with governors, seven midwestern states announcing they will collaborate with one another to reopen businesses and their areas include kentucky, illinois, indiana, minnesota, michigan, wisconsin and ohio. All right. Erica hill in new york, stay safe, my friend. Joining me now is cnn chief medical correspondent dr. Sanjay gupta. I want to start with a clip from dr. Oz on fox. He was talking about the tradeoffs that need to happen in order for the u. S. To try to go back to some semblance of normalcy. Take a listen to this little clip and well talk about it on the other side. Okay. Lets start with these are really critical to the nation, where we feel we might open without getting into trouble. Schools are an ap advertising opportunity. I saw the opening of schools may only cost us 2 or 3 in terms of total mortality. Any life is a life lost, but to get every child into a school where they are safely educated, being fed and making the most out of their lives with a theoretical risk on the back side might be a tradeoff some folks would consider. So dr. Oz was basically saying i dont think he is referring to, i looked at the lancet i dont think 2to3 of the country which would be millions of people. I think he is talking about this hundred lancet study about how closing schools only reduced deaths 2 po 4 . But thats still theoretically thousands of lives . Yeah. I mean, its a tradeoff that hes describing. Its a tough tradeoff. I think a lost people first heard that and probably interpreted him thinking two or 3 of the country or childrens lives, 56 million kids are if schools. I think that you know the better what toy sort of i think this is what he meant. I havent talked to him. The modems suggest some 60,000 people will lose their lives sadly to this disease. How much are we gaining by the various measures we are putting in place . The closing of schools they say may be contributed to 2to3 of that that as you point out would be 1,200 to 1,800 people potentially. Again fought people but children within the country. Every life is a life you know and you know what is the tradeoff in terms of starting to reopen things . Thats a big one. You know im sure, you know, that was the data that came out of lancet. Im sure dr. Oz thought about that before he said that that is obviously a big one. But these are the questions that will have to be decide. When we reopen, jake, i dont think we will get to the point where we say we are absolutely free and clear. We can guarantee no one will get infected, sick, no one might sadly die after we reopen. The virus is still out there, its still circulating. Until we have a vaccine, this will be these constant tradeoffs we are making. It does seem to a lot of experts that i have spoken with, that the United States for the most part citizens, governors, et cetera, President Trump, pushing for it as well in terms of the social distancing guidelines staying at home in some places, and that it has been to a degree successful. The curve is being flattened. But that doesnt mean, according to these health experts, that all of a sudden we say, okay, its worked. We have avoided the worst. And we rushed back to work, because we still dont have the Testing Capacity and if all of a sudden we just Willie Nillie as dr. Fauci says flip the switch and go back to normal the surge will start again . Sometimes its hard to prove a negative. Jake. We see these numbers of people who are likely to die. You know, the models what they suggest. Its tragic. But to your point, without these measures, things that we are going through in this country that weve never experienced before as a society, theyve had an impact. I mean the initial modems suggested look 40to60 of the country could become infected. 150 Million People plus and you know the fatality rate you know even if it was closer to 1 , which some suggested it might be, you know, you are starting to talk about millions of people. A millionandahalf people that would have died. Now we are talking 60,000. Still a Staggering Number of people. But these measures are largely what done it. We dont have a therapeutic, a vaccine so why did the numbers drop like this from in the millions to in the tense of thousands . Its because of these measure frs. Enough to as we think about reopening, we have to say, how much did this play a part in reducing that . How much in closing schools played a part in that . How much did closing these businesses play part in na . And all of those are going to have to be analyzed and theyre going to be evaluated probably as part of any discussion of reopening along with many other things. But thats, you are absolutely right. That is im sure the Decision Matrix that is happening right now. So, we just got hot off the presses of my ink jet printer here at home, the opening up america again document. So, im looking at this in real time, sanjay. Phase 1 says that all vulnerable individual should remain in place. All individuals in public should maintain physical distance. Avoid socializing in groups of more than 10 people. Minimize nonessential travel. And then, obviously, there is a phase 2 and a phase 3. What do you make of that for phase 1 in basically, that gets us to where we were before people started doing stayathome orders . Yeah. I read part of this as well. I think what they also have in there as part of phase 1 is that we have to show, i believe this is correct, 14 days of sustained decrease in overall numbers of people infected with the virus. They have to make sure hospitals are at the capacity of precrisis levels. They have to have adequate personal protective equipment and my understanding again in phase 1 schools stay closeed that are already closed as well. A lot of that fits with, you know, i think in some ways, with what dr. Fauci has been saying and others have been saying. There are triggers, i guess, is the point for this phase 1 to take place. Those triggers i think are almost more important paz what phase 1 looks like, in addition to that, they got to have testing. Testing they said interestingly should be administered by the states, should be safe and efficient. What does that mean . That means, for example, you, jake, if you were going into work, starting to go back to work, you could be tested. Maybe every day or on a regular basis and get a result back very, very quickly. Thats probably what that means. Right now there is a lot of people that should be tested. Have no idea going about getting testings testings test tested. That should change as we want. Well get a little more clarity on that. I guess the other question, i apologize, we are just getting this document. I dont see anything about were going to do this now because we are up to speed and we are able to do contact tracing. We are able to do widespread testing as they did in south korea, et cetera. I dont see that as a part of that, since we keep hearing from the experts like dr. Fauci and governors who are driven by 2450er own Health Economics by their own health commissioners, who say we need to do testing so we can say we need to know how to isolate individuals. I dont understand an opening up america plan that doesnt have a testing component. Do you . No, i dont. And i dont think any of the Public Health officials think so either. And i dont think theyve ever waived on that, despite how their comments you know have been taken or how they sort of presented things so as to not shock people. I think as we hear what the people say about the reopening phase, everyone is going to Pay Attention to what a postreopen america looks like, obviously, thats important. I think what im going to be paying attention to this evening as i listen are, what are the triggers to get there. I think thats what the Public Health official versus sort of added their imprint on this, yes, we want the country to be reopened as well. We agree, but here are the triggers, 14 days of sustained decreased spread, testing as youve just mentioned, jake, safe and efficient, administered by the states i think is what that document says, so that has to be really widely available. On a practical level. Not just the numbers. We can say we have 10 million tests, if there are entire states or communities that dont have those tests, it doesnt matter in terms of getting those places opened. It has to be widely available. No one is saying 325 Million People have to be tested. It has to be widely available to get an understanding of where the virus is and how it can be best contained. I should clarify what i meant. It mentioned test being in this document. It just says testing and contact tracing. Ability to set up efficient and safe screening site was. Ability to test people for covid19 and trace contacts, ensure sentinel sites are screaming for a symptomatic cases. Which it all makes sense. Most of the states are not up to capacity for this. They are not up to capacity. And you know i talked to several people in leadership positions and various states and you know they give me the reality to have what is possible. Its improving. But its not there. Thats how they characterize it. Its not from in some places. It is there in other places. It has to be frthere in all places. So this document, the big shiny object will be understandably what america looks like after we reopen. But its those triggers that are in there that are really important. The one thing i think will be a back and forst whose responsibility is it really to make sure the testing is widely available in an efficient and safe way. In that document, jake, well get more clarity again, it says thats really up to the states administering those screenings. Exactly. So well see. More state preparedness responsibilities. Yes. Some states dont have the ability to do that right now. I think thats what we are hearing. Some do, some dont. So how are they going to do it . All right. Dr. Sanjay gupta, thanks very much.
