It is also increasingly clear today that we have looked pretty similar, 97 of us across the country under stayathome orders, pretty clear that moving forward we will begin to look very different in different places. This afternoon, in jacksonville, florida, theyre reopening beaches and parks. With some restrictions. Folks, this can be the beginning of the pathway back to normal life. Im told that senator angus king, an independent who caucuses with the democrats, was so frustrated with the explanation for when testing would be available and what dependency was going to be put on the states to make sure testing was available, he told the Vice President this was a dereliction of duty and he told the Vice President , according to the source, that, quote, i have never been so mad about a phone call in my life. He wasnt the only Senate Democrat getting frustrated. Senator tim kaine of virginia had concerns about the fact that the president was tweeting in what he said was inciting division at a time when the country should be coming together. We have some breaking news for you, new modeling for the institute for Health Metrics and evaluation which is often touted by the white house, shows the peak of the coronavirus hit the u. S. Two days ago and that vermont, West Virginia, montana and hawaii are states that could begin to relax some aspects of the social and physical distancing measures by may 4. However, other states including iowa, north dakota, south dakota, nebraska, utah, arkansas, and oklahoma, may need to wait until late june or early july according to the modeling. Joining me now is cnns chief medical correspondent dr. Sanjay gupta. Sanjay, good to see you, as always. As always, this is a model, just a projection, not fact. But the projection that the imhe found that the peak of the virus was already on april 19, is that encouraging news, is that something to hold on to . I think its definitely encouraging news. Some of these models have sort of tracked for a bit of time now, so theyre starting to get more confidence in these models. But when you read these reports carefully, you find a couple of things. One is theyre always going to change still, these models are going to change and they want to continue to be able to reevaluate this, even up until the day before one of these states may meet the criteria for reopening. But i think also, as part of these models theres a lot of assumptions. The assumptions, jake, which you and i have been talking about for some time is the testing has to be widely available in these places because they acknowledge that as soon as you start to reopen things, there are people who are otherwise not going to become infected who will become infected. They will start being out in the community. The virus is in the community. So there will be people who get infected. The key is to make sure that those people can be identified right away, jake, isolated, their contacts, the people they came in contact with, can be traced, and they can be put in quarantine. And that the hospitals can take care of people if people get sick. Those are the assumptions they put in. They also put a number on this. You and i talked about the guidelines yesterday, a 14day downtrend of cases, which is an important metric, but from where to where, i think a lot of people were asking. What they said as part of this report is that the estimated infections in the community has to be less than a million, no matter where you live, the rate of infection has to be less than one in a million to consider reopening as well. Thats a significant number, jake. Why did the projected death toll in this new model drop from 68,000 back down to 60,000 . I think there was a little bit of benefit really coming from Southern States in this model. I think one of the things the modelers noted was they were able to have evidence of better social physical distancing in a few Southern States than they predicted. As you know, there were several states in the south that enacted these physical distancing guidelines later, these stay stayathome orders later, and it was unclear just how much people were abiding by these. What they did was interesting, they used anonymous cellphone data, jake, and sort of got an idea of how likely people were to be sort of staying put but i looking at this anonymous cellphone data. I thought that was pretty interesting. But when they looked at that, they said it showed people had done a better job of staying home than predicted. I think that brought it back a bit. Vermont, West Virginia, montana, hawaii, have been hit much less hard by the virus. What are your concerns if they follow the lead of this model and prepare to reopen, those four states . I think the biggest concern is that there may be this sort of attitude of complacency, we dodged the bullet, things did not get that bad. Hopefully thats the case, everybody hopes thats the case. But the concern is that once you start to develop a cluster of cases, we saw this in many places around the country, jake, there would be evenings when you and i would talk, there would be a dozen or so cases, by the next day there might be a few hundred people who had been infected. So thats the biggest concern. When that starts to happen, its not linear growth, its logarithmic or exponential growth in some cases. So thats the biggest concern. Widespread testing means widespread testing, no two ways about it. That might mean that people who start to go to work get tested on a regular basis even at their place of work, that they have Community Centers to get tested. That may be one of the characteristics of the new normal, the term that everybody likes to use, Going Forward. We talk about physical distancing and masks and things like that, but there will be a need for people to get tested, its needed in those place before they can reopen. Many of those places still talk i dont know about those states in particular but theres many places around the country who say they still dont have the infrastructure in place to test and then trace. And thats one of the things i wanted to ask you about. I reached out to senator angus king, an independent senator from maine who was very frustrated with Vice President pence on that phone call that lauren fox reported on for us earlier in the show and said, what are you so frustrated about. Thats a significant number, jake. Why did the projected death toll in this new model drop from 68,000 back down to 60,000 . I think there was a little bit of benefit really coming from Southern States<\/a> in this model. I think one of the things the modelers noted was they were able to have evidence of better social physical distancing in a few Southern States<\/a> than they predicted. As you know, there were several states in the south that enacted these physical distancing guidelines later, these stay stayathome orders later, and it was unclear just how much people were abiding by these. What they did was interesting, they used anonymous cellphone data, jake, and sort of got an idea of how likely people were to be sort of staying put but i looking at this anonymous cellphone data. I thought that was pretty interesting. But when they looked at that, they said it showed people had done a better job of staying home than predicted. I think that brought it back a bit. Vermont, West Virginia<\/a>, montana, hawaii, have been hit much less hard by the virus. What are your concerns if they follow the lead of this model and prepare to reopen, those four states . I think the biggest concern is that there may be this sort of attitude of complacency, we dodged the bullet, things did not get that bad. Hopefully thats the case, everybody hopes thats the case. But the concern is that once you start to develop a cluster of cases, we saw this in many places around the country, jake, there would be evenings when you and i would talk, there would be a dozen or so cases, by the next day there might be a few hundred people who had been infected. So thats the biggest concern. When that starts to happen, its not linear growth, its logarithmic or exponential growth in some cases. So thats the biggest concern. Widespread testing means widespread testing, no two ways about it. That might mean that people who start to go to work get tested on a regular basis even at their place of work, that they have Community Centers<\/a> to get tested. That may be one of the characteristics of the new normal, the term that everybody likes to use, Going Forward<\/a>. We talk about physical distancing and masks and things like that, but there will be a need for people to get tested, its needed in those place before they can reopen. Many of those places still talk i dont know about those states in particular but theres many places around the country who say they still dont have the infrastructure in place to test and then trace. And thats one of the things i wanted to ask you about. I reached out to senator angus king, an independent senator from maine who was very frustrated with Vice President<\/a> pence on that phone call that lauren fox reported on for us earlier in the show and said, what are you so frustrated about. He said, the states cant do this, they need the federal government to do the widespread testing. And he said its just a complete abdication of leadership. Based on your knowledge and how this has been done in the past during other pandemics, isnt this the traditional role of the federal government . I mean, isnt that why we have the centers for Disease Control<\/a> thats not just for georgia, even though its located in georgia, its for the whole United States<\/a> . I talked to lots of public Health Officials<\/a> including former head of the centers for Disease Control<\/a> who said that, you know, the idea of actually getting the testing done, completed, is a duty that falls on the shoulders of the federal government. I think its important to redefine for people, jake, what testing really means here. Testing in participa is the lab. Many labs have been set up in hospitals, public health, big commercial labs like quest. So the capacity has definitely increased. But as youve heard, jake, you may not have enough swabs in one place, you may not have enough of the medium to transport the swab to the lab. You may not have enough of the reagents in the lab. Thats the supply chain issue. Many of those supplies are coming from other countries around the world including china. How do you bring those supplies in . Its not the states negotiating directly with china or other places around the world. Its the country, its the federal government. So the Testing Capacity<\/a> has gone up, and i think maybe this is a sort of commingling of terms, but capacity can have gone up, but if you dont have the supplies because the supply chain has been disrupted, how do you fix that problem . If you dont have a swab, it doesnt matter that you have ten technicians waiting by to do the test. Youve got to have the swab. So therein lies a little bit of a problem, jake. And what senator king said to me was, states do not have the defense production act, they cant force companies to do things the way that president s can. Sanjay, thank you so much. The white house has announced that a major part of any reopening strategy will rely on whats called Contact Tracing<\/a>. Thats the way that officials can investigate where coronaviruspositive patients have traveled to determine who else may have been exposed. Cnns sara sidner reports Health Experts<\/a> say this tracing is critical to avoid a resurgence to cases and fatalities. This was painful. Reporter amy driscoll says coronavirus had a her in a vise grip that wouldnt let go for weeks. Every breath, every humidity, every raising your arms, rolling over in bed, every single thing is painful. Reporter less than two hours after arriving home from the hospital, her phone rang. It was the county Health Department<\/a>, asking lots of questions. Who have i seen in the last two weeks, where was i in the last two weeks, who was i in contact with, where do i work. Reporter the Health Department<\/a> was doing what is called Contact Tracing<\/a>. You have to trace every person who comes up positive. Trace means investigate. Investigate all those prior contacts. Reporter driscoll traced her steps. She had gone to work. Her boss and staff had to be contacted. She went to a restaurant for lunch. She went to her hair salon, they had to be contacted. She went to a Cleveland Cavaliers<\/a> game. All the family members who sat with her were contacted. This kind of Contact Tracing<\/a> is happening across the country and the world. Those suffering through the deadly covid outbreak in new york and those connected to the first major u. S. Outbreak in Washington State<\/a>, to california, the first place where a statewide stayathome order was announced. Experts say without Contract Tracing<\/a> and enough testing, america and the world cannot reopen safely. Were going to be at risk of resurgence of this disease, not just in the fall, but going into next year. Reporter so youre saying without Contact Tracing<\/a>, without testing a massive amount, we could find ourselves right back where we started . Amy driscoll says she has no additional testing so she doesnt really know whether or not she is still contagious or shedding the virus. Thats scary for her, she doesnt want to go out in the community. The cdc has started a pilot program, sending communities members into eight states to ramp up Contact Tracing<\/a>. The testing going on here in los angeles is really important, driveup testing. Its one of the ways theyre trying to deal with this. But also technology is so incredibly important, theyre trying just about anything to have an army of contact tracers so that we can return to some semblance of normalcy, jake. Sara sidner in inglewood, california, thank you so much. Leading experts say the u. S. Is anywhere from 12 to 18 months away from a vaccine that would be ready for the public to combat coronavirus. One doctor is working on a short Term Solution<\/a> that might act as a kind of bandaid. Dr. Robert gallo is one of the scientists, of course, who was credited with discovering hiv. Sometimes antibodies are good, sometimes theyre not very good. So yes tell us how the polio vaccine would work. Yeah, its what we call the innate immune system, the alarm. Beyond that, we want to go really to people in the front lines. After getting that approval, and we hope everything will happen in weeks, not months, and that it will come out very quickly. Its really safe. So let me emphasize that. It should not have side effects as do some of the potent drugs or other things that are still experimental. This has been used on millions of people. Let me ask you, because weve heard obviously about the use of hydroxychloroquine as a drug to potentially help coronavirus patients. A new report shows that the experimental drug remdesivir might be helping speed up patients recovery times. Remdesivir was tested against ebola, it was not effective against that, but right now 2,400 patients are in a drug trial to see if it works against coronavirus. What do you think about remdesivirs potential effectiveness . I cant say for sure until i see published information and more about it. It targets the enzyme of the virus, the polymerase so it could be affected. After youre infected this is not prevention, im talking about mainly prevention. But i hope for the best. I havent seen enough to be very, very comfortable yet. But the word today from chicago hospitals including, i guess, the place where i spent my time, university of chicago, sounds much more interesting than i would have expected. So it seems encouraging, what else can i say . The hydroxychloroquine, less known, i think, and maybe theres contradictory reports on it right now. To your point, he is one of the lucky ones. Many are still trying and right now cant even apply given that the money is out. The restaurant sectors are really important. The average cash buffer in this country for a restaurant is about 16 days. So some have less, some have more. But were already one month into this shutdown. I spoke to one of the countrys Largest Online<\/a> lenders this week, and he said, look, american businesses are fighters but theyre maxed out on credit cards, theyve borrowed from friends, crowdsourced in their communities, and time has run out. The wuhan Officials Say<\/a> theyre showing accountability to history, to the people, to the victims, as well as to insure open and transparent disclosure of information. But it comes as numbers around the world are continuing to rise. China, as you pointed out, facing increased scrutiny over their transparency or lack thereof. President trump tweeted about this today, saying that china doubled the number of deaths. Thats not actually true, they only changed within wuhan alone. City officials there adding that 50 increase. But where the president is likely right is in suggesting the actual number is probably far higher than even what theyre putting out now. Weve reported intensively on the claims of an early coverup, the censoring of information online, and some people are telling us that their loved ones were never tested yet were told they died of severe pneumonia. You have to wonder if thats just the city of wuhan or outside of that, will the numbers be revised once more. David culver in shanghai. In spain, children have not been allowed to leave their homes for five weeks, and understandably, kids and their parents and caregivers are getting a little restless.
