The navys underwater drone is now scanning 10 of the search area but the mission is ending up with no trace of the airliner as authorities try to figure out what to do next. Malaysias Prime Minister tells cnn the report will be released next week. Our analysts are standing by here in the situation room. Our correspondents are standing by around the world bringing you the kind of coverage only cnn can deliver. New details of a Terror Threat to americans in yemen. Lets begin with a cnn exclusive as Richard Quest sits down with the Prime Minister. Hes joining us live from kuala lumpur. Richard . Reporter good evening to you, wolf. Good morning at 5 00 in the morning on friday. The malaysian Prime Minister, we can go back to his statements. This for the first time is when he sat down for a fullscale Television Interview to discuss what had happened. Who had seen what on the night when the plane was burned back and flew back across malaysia. As we discussed with Prime Minister najib razak, whether or not he would say that the plane is now lost, it became clear that there are many facts which are only now coming out. Now, the military radar, the primary radar has some capability. It tracked an aircraft that did a turn back but they were not exactly sure whether it was mh307. What they were sure of is that it was not hostile. No planes were sent up on the night to investigate . No. Simply because it was deemed not to be hostile. Dont you find that troubling, that a civil aircraft can turn back, fly across the country and nobody thinks to go up and have a look . Because one of two things i understand the threat level and i understand either the planes in trouble and needs help or its nefarious and you really want to know what someone is going up there to do. So as Prime Minister, dont you find that troubling . You see, im coming back to my earlier statement. Is that they were not sure whether it was mh370. Even more reason to go up and have a look. They were not sure but it behalfed like a commercial airline. Moving to the inmarsat data is brought to your attention. Did you have any doubts when inmarsat said and your advisers said we believe now the plane flew for 7 hour os or so, 6 1 2 hours or so and this is where it went, did you you must have had quite a shocked reaction . To be honest, i found it hard to believe to begin with. Because how could a plane that was supposed to be heading towards beijing, they could decide that the plane ended halfway towards antarctica. Its a bizarre scenario which none of us could have contemplated. Therefore, when i met the team and mind you, these are the experts in aviation industry, they are the real experts, as you know. You know, they come from the United States, they come from the uk, they were there. I asked them, are you sure . I asked them again and again, are you sure . And their answer to me was, we are as sure as we can possibly be. Are you prepared now to say the plane and its passengers have been lost . On the balance of the evidence, it would be hard to imagine otherwise. But the significance is, until malaysia says that the plane has been lost, the compensation packages, the next stage of the proceed ugs under the Montreal Convention cant go ahead. So i ask you again, Prime Minister, are you prepared to say that the plane and its passengers are lost . At some point in time i would be. But not now . Right now i think i need to take into account the feelings of the next of kin and some of them have said publicly that they are not willing to accept it until they find hard evidence. Wolf, listening to the dignified answers of the Prime Minister who has clearly had to make some very hard decisions and been at the helm of this, its starting to become clear how malaysia has done towards the 26nation search thats taken place. And if the allegations of early bungling, if they still surround the Prime Minister has certainly made great efforts to turn the perception tonight. You know, richard, its interesting he didnt think that the plane was flying over Malaysian Air space. He thought it was a commercial airliner flying at a normal commercial way, didnt know if it was Malaysia Flight 370, didnt know what it was, but their experts thought it wasnt hostile. All of us remember, there were four commercial airliners on 9 11 and were commandeered and were very hostile and became weapons of mass destruction. There are plenty of buildings where you are in kuala lumpur. Reporter and that, wolf, is the key issue, the elephant in the living room. Whatever phrase you want to use. Forget incon s forget inconsistencies. That is probably the most single and embarrassing fact for malaysia and that is the fact that they are going to have to release in the preliminary report and in the final report and from what i heard tonight, thats what the Prime Minister is starting to get to grips with. Peter, what did you make of the explanation of why they didnt scramble jets, if you will, when the airliner was flying over Malaysian Air space and they didnt know what it was . You know, we have to frame that a little bit because remember this radar is primary radar. Its not like air Traffic Control where it sends the signal out and it gets a confirmation that its flight 307. All its intended to do is to be of a defensive nature. It wouldnt be uncommon for them to see commercial aircraft and they wouldnt be able to know whether the transponder was on or off. In his defense, i could see that a little bit. On the other hand, they knew that there was an aircraft that had gone off their primary and secondary radar. Why was that not communicated . I think because theres a separation between the military defense and the commercial airways. Ken, you were in the air force. How do you know if a plane seems to be hostile or not hostile . What would go through your mind . First of all, in our atc environment, the military would have an atc feed in it. So this situation where they dont know what airplane it is, if they see a primary target, we have a secretary feed in it. We would be trying to communicate with that plane immediately. If that didnt happen, jets would get scrambled and if it was in our air space to investigate and physically get eyes on the aircraft. You would think in this post 9 11 world, all countries would be a procedure like that. Right, peter . I think they do but the malaysians didnt follow it that night and thats been part of the problem from day one. Let me go back to Richard Quest in malaysia. Richard, as you correctly point out, thats a pretty surprising development. Another little bit of news there that youve got out of the Prime Minister today is that they are going to make available this report that they are giving to this United Nations Aviation Agency next week. What do we expect is in that report . Well, i wouldnt get too excited because it is a fairly mundane document. Well, i say that. Where you have other facts. But where you dont have any facts and where verified detailed have not been forthcoming, then it will be important. Because its going to make clear, wolf, what happened at 1 22. Its going to be important what air Traffic Control did. It may tell us more details about the search, who told what to whom. It will be both factually and symbolically crucial because this is the Prime Minister saying, its no longer going to be done the way its been done so far. David soucie, what do you make of what the Prime Minister told Richard Quest, that hes not ready to say once and for all that the plane is lost because out of deference to the families. But given the fact that the government a few weeks ago said it was in the water, given that they said that everyone is dead, what do you make from this new statement from the Prime Minister . I think he doesnt want to contribute to the seesaw with the emotions of the families. I respect that. Thats a good decision on his part. Weve been saying all along, our job as investigators and lead investigators is to state the facts and not make the conclusions for them. Its difficult at best for him to conclude that the aircraft is lost because we dont know and thats going to be the next challenge with getting the settlements. The insurance is going to request a proof of lost which is different. Peter, i think what the Prime Minister said today is a different way of posing it compared to what they said a few weeks ago. How long before a wider search begins and is the bluefin immediately shipped out . Reporter bluefin will probably not be shipped out immediately. Its not clear that they will end the bluefin operation. There may be other areas that they want to get to. But when it comes to a wider search, if they can not find anything, its very likely that there will be a stoppage of weeks before they can get the gear in place, ship fitted and search a much wider area. Were talking about a search that has been searched is about 154square miles in the area where the pings were picked up. Its as big as 21,000 square miles, the area that hasnt been searched. Wolf . The air search is going to begin in the next couple of hours or so. Any idea how long the air search will go on . Reporter look, there has been discussion about this air search ending all week. And we are only surmising but we guess that it will probably end about the time that this initial several of the bluefin ends. It would make sense. Its been 40 days that this thing has gone missing. The storms have blown through here and its a heck of a lot of work for the crews and their planes. Wolf . Miguel marquez, thank you. Flight 370 relatives say they are being kept in the dark by malaysian authorities over a preliminary report on the investigation. The families are angry. They are frustrated. They are ready to take action. Brian todd is here. Hes got new information. Brian . Wolf, the families say this preliminary report to be released next week should have been shared with them already. Theyve gotten no explanation why it hasnt been and the families now say they are going to look for answers elsewhere. A new round of resentment over the malaysian governments handling of this investigation. The Prime Minister promises that the preliminary report on night 370s disappearance will be released next week but its been se sent to some authorities. For the families, its another bitter turn. They seem to be choosing to treat us as if we are the enemy as opposed to an Interested Party in helping to solve this mystery. Reporter sarah bajc says families will receive answers from a Company Shareholder meeting next week and even if they get in, the families may not get much information. Boeing can only talk to the ntsb. The protocol of the investigation prohibits anybody but the malaysians from doing anything that they want to the families and to the press. Reporter many wonder why the report was not immediately made public. The asiana accident report was only five sentences long. Its a factual, short report 30 days out from the country leading the investigation explaining when it happened, not why it happened. Reporter malaysian Officials Say they have nothing to hide and theres nothing embarrassing in the report. A former Ambassador Says the malaysians havent had practice with this. They havent had the occasion or the need to be put under this sort of International Scrutiny and as a result their lack of experience as zone because of the lack of transparency so far, whatev whatev whatev whatever Officials Say will be taken with much skepticism. Wolf, several sources in the u. S. Government are telling me that the threat streams have increased in recent weeks. Its one of the reasons, not the only one but one of the key reasons there was a decision to go ahead with these drone strikes and antiterrorism raids because of these threats from al qaeda in yemen. Cnn believes that al qaeda in yemen has a potential target list, if you will, that there is intelligence showing that the u. S. Embassy is on their target list. Always under a threat from al qaeda in yemen and also western targets, kidnapping of westerners as well as Yemeni Military and Government Installations all on al qaedas list. In fact, one source with access to the latest information tells us that in fact a plot against the u. S. Embassy was disrupted earlier this year. And all of this, wolf, adds up to why the u. S. Why the yemenis have decided to step it up and go after the al qaeda terrorists. Wolf . So continuing with drone strikes, they dont necessarily solve all of these problems, do they . The yemeni do not believe they do and the u. S. Has found over the years the drone strike also take out a terrorist camp, as it is believed they did in this round. They can go after specific people but you are talking about an al qaeda affiliate that continues to regenerate itself, continues to develop new operatives, new leaders and one indication of that, wolf, they just took a big hit from these drone strikes. Already, yemeni authorities are on high alert worried about retaliation. Wolf . Barbara starr from the pentagon, thank you. Lets talk to one of americas closest allies. That muslim extremism is on the rise and represents the greatest threat out there . Yes. And i think youve got to see this as a whole. The situation in yemen, syria, youve had egypt going through very, very difficult passage, iraq still very difficult, afghanistan. You look at Northern Africa and libya in a very difficult situation. That is spreading down into the northern part of africa. You need each country to do what you can in respect to the security situation and fighting terrorism and getting the country on its feet and to develop but then weve got to deal with this wider issue of this poisonous and corrosive ideology that is taught to children at a young age. So are you fearful of another 9 11 . Im fearful of, for example, we in u. K. , our biggest security worry, our own people, citizens who have been brought up in the uk going and fighting socalled jihad in syria and returning to the uk and becoming a major Security Threat because they are battlehardened, radicalized, and they are angry. So what was the point in iraq, afghanistan, all of the trillions that were spent, lives lost if this threat is potentially in your own analysis even greater today . Heres the problem. All of this, in my view, has one central origin. That is this toxic mix of religion and politics and what is happening in the middle east is that its in the middle east because thats the epicenter of islam that the future of islam and this relationship with politics will be decided and one of the things that im saying to people is that, yes, weve been through a hugely difficult campaigns in iraq and afghanistan. We dont need to repeat that but we need to stay engaged with this problem. Fwhe we need, for example, that whatever our concerns are over some of the human rights issues there, its absolutely essential that country is helped on its feet. That the president of egypt is given support. Were talking about one struggle. Its got many different aspects to it. Theres lots of different factors but in the end its about this toxic mixture of religion and politics. The reason afghanistan is difficult is because of that. Youre even suggesting and i dont want to put words in your mouth but the u. S. , britain should put aside ukraine for now and try to maintain a normal relationship with Vladimir Putin . No, im certainly not deciding that we should put aside ukraine. The dicfferences with ukraine will remain. What im saying, though, at the same time that this is happening on this issue, which is the threat of radical islamist ideology, we actually have a common cause, east and west. For example, russia has now got a Muslim Population of over 15 . Theyve got real problems of terrorism cells. Youve seen what has happened in northwest of china. Terrorist attacks and so on. Across the central belt of asia and there are major problems there. Whatever the issues are in ukraine, we should deal with those issues, make no mistake about it. We have to understand that this islamist threat is there, it remains, its growing and has to be dealt with, in my view, as a whole. We have to view with it partly in respect of each individual country where theres a problem but also ive suggested that we make the idea of education informally and formally towards a religiously tolerant outlook a major feature of those who we deal so what do you really need to do . Because since 9 11, the u. S. , the british, the allies, they have been trying to their best and youre saying its not really working. Wolf, what im saying is i think if we werent taking these measures, wed be in greater difficulty. I think maybe the best way for to us to look at it is to look at it at revolutionary communism. In the end, how do we defeat communism . We defeated it both by taking the security measures but also by galvanizing people by free societies and open economies. Its the same thing here. All over the world where this islam ideology is spreading its poison, you will have to take security measures as you saw the u. S. Taking in yemen and you have to help countries develop and youve got to make it absolutely clear to our allies, by the way, as well as those opposed to us that in the education of our young people, weve got to be educated and be openminded and have a religiously tolerated. That looks like its at least right now dead. I dont think its its not dead, but right now what is absolutely essential is that we realize any Palestinian Government that comes out of unity from hamas has got to be compliant and that means peaceful means, not violence. And secondly, whatever obstacles there are and this is the reason why i so strongly support john kerrys commitment on this issue whatever obstacles there are, were going to come back to the same thing. The only solution is two states. A secure state of israel and viable state of palestine. But do you think that hamas is ready to accept the legitimacy . Thats a decision they are going to have to make. Do you believe they are . Theres no sign at the moment. If they are not, its going to cause Serious Problems going forward. Right now we just heard this news in the last 24 hours or so. Well take stock in the situation. Im sure the secretary is going to be looking at how to take this forward. But the commitment and energy that hes shown over the past months provides him a very strong position for which to speak on this and i think my view most people in the region and actually a majority of palestinians and israelis want to see this move forward and still the only way to peace is a twostate solution. Russian president Vladimir Putin seized on the action as a direct threat to russia and warned of immediate consequences. Translator at the kiev regime has started to use the population and its a very serious crime against its people. Reporter russia is backing the rhetoric with new military drills for the 40 to 50,000 Russian Troops now deployed on ukraines eastern border. Running out of patience with a full russian invasion, the ukrainian president went on National Television to insist that russia retreat. Translator we demand that they stop the constant threats and intimidation and to withdraw the troops from the eastern part of t of our country. Reporter russia still has a chance to pursue a diplomatic solution, says president obama, though he called that prospect unlikely. Weve been preparing for the prospect that were going to have to engage in further sanctions. Those are teed up. It requires Technical Work and coordination with other countries. Now, these sanctions are likely to be similar to the first round targeting senior russian officials with asset freezes and travel bans and possibly targeting state banks, state institutions as well as the president said the new round will come within days, only the Technical Details need to be worked out. The attention here, wolf, is to make these next round of tensions but not the sectorwide sanctions because its too high for the european allies. Some of the European Countries rely on gas and other Energy Sources from russia. Absolutely. Hold on for a moment. I want to bring in retired u. S. General james spider marks who is here with us in the situation room. This could explode at any moment. This is one of the largest challenges that we face and my concern is that all the elements are in place right now for the explosion that you just describes. The government of kiev is not able to handle within its own borders and russia is calling on us to assist in that where putin could very easily stop what is taking place in Eastern Ukraine right now. They could do that. They have already annexed crimea. All of this toxic mix is a very large role that we have. And what do you think about the United States calling to deescalate the crisis in ukraine . You know, its funny. Its like a game of tennis. We made a statement saying its russias responsibility to exercise control over the prorussian militants and you hear an echo of that coming back from the russian side and its a real problem because you are dealing with two separate realities here. True. Youve heard that from american leaders and angela merkel. Thats the problem. Its two ships passing in the night on justification. And mean meanwhile, every statement that youre hearing from the russians, building this pretext, the same pretext that they used with crimea, that russians are under threat. Same pretext they used going into georgia, the former soviet republic of georgia back in 2008. So when putin talks about, quote, consequences if this situation continues and prorussian elements in ukraine are hit for whatever reason, what does he mean by that . He does have 40,000 Russian Troops on the border with ukraine. Wolf, thats exactly what he means. Those 40,000 troops just north of ukraine are incredibly, strategically provocative. If he were to send it back to garrison, it would be a different calculus inside the country but hes chosen not to do that and hes chosen not to do that very consciously. And lets call what is taking place in east ukraine what it is. Its russian incity gastigation. So if they go in there and try to establish themselves as the legitimate government and try to take back their buildings from the prorussian forces, that will clearly escalate the situation. I agree with spider. They are in a precarious situation both from the outside and internally. This is an embarrassment to have the cities on the eastern side taken over by the russians. On the flip side, as they do that, they are feeding into that russian story line that russians are under a threat. These are ukrainians citizens. These are not russian citizens. Yeah. Unless if you are a naturalborn or speak russian, you are this is the near or broad, the discussion of near or broad. These are not russians being offended. These are ukrainian nationals being affected. They might be prorussian. But in the russian view of reality, Sergey Lavrov used that term yesterday. He had been a doctor in inner city chicago. He was a loving, caring physician who served all of his patients with utmost of respect. Reporter the shooter, an off Duty Police Officer shot himself and was treated at the same hospital where he opened fire before being handed over to afghan authorities. Its the latest in a string of recent attacks on foreign civilians as western forces prepare to leave afghanistan, and afghans elect a new president. Afghanistan has been and continues to be a war zone and there are certainly efforts that are under way every day to work with Afghan Security, to work with officials on the ground, to continue to prepare for the future. Forces are expected to leave afghanistan, you have to wonder these type of attacks whether Afghan Security forces are going to be ready to protect both the Afghan People and foreign civilians working there and whether the next president who should be decided in the coming months is going to be up to the task of going after the taliban which clearly seems to still have a lot of strength as a country. The people who are supposedly protecting americans who volunteer their services, go over there with excellent intentions to help people with their health or whatever, the people that are supposed to be protecting them wind up to be killers. What do you do about that . Reporter well, its really hard. Its like those greenonblue attacks weve seen so often where Afghan Forces are dressed as forces but seem to be insurgents. The malaysian Prime Minister telling cnn he may go public with Additional Information about flight 370 next week in addition to the preliminary report, hes promising to release. Were also following the critical final phase of the bluefin21 scan of the most promising underwater search area. Could be ending any moment. Our correspondents and analysts are covering all the breaking developments in the flight 370 mystery. Theyre around the globe. Right here in the situation room. Lets begin our coverage this hour with our justice correspondent pamela brown. Pamela . Wolf, we could see a shift in search efforts very soon. Crews are wrapping up searching the most promising area of where the plane is thought to have gone done. And with no trace of flight 370 so far, the question looms, what direction will investigators go next . Today, potentially the final day of searching the part of the ocean investigators thought was their best hope. Place they had to look because they had the pings, they had the inmarsat data, had the fuel consumption of the aircraft. Reporter crews so far covered 90 of a 6 mile radius area with the bluefin looking for the missing malaysian plane with no luck. Nearly three weeks ago the towed pinger locator detected signals in close proximity thought to be from the planes black boxes. Crews said the second ping was the highest quality and they launched the bluefin in this small area first. During its daylong missions, the bluefin has been pushed to its limits diving deeper than designed and uses side scan sonar then resurfaces so data can be downloaded and studied. Investigators say theyre regrouping and reevaluating current search efforts. Its something familiar to david galo who was part of the search for air France Flight 447. Its a matter of sitting in a room with a nice clean whiteboard and going through what we know, what we dont know, what do we do next . It took a lot of thought. It was a long peer. Months before we came up with the next plan of what to do. Reporter it took 70 days of subsea Search Missions over years to find that wreckage. In this investigation, the subsea search area could be shifted or expanded perhaps to include the other three pings and using other vehicles to scan the ocean floor. This remis 6000 was used in the search for air france 447 and can go deeper than bluefin. Another option, a towed sonar system like the orion which can scan large areas under water. Whatever the system, gallo suspects this general part of the ocean to still be the target. I dont know how you leave this place before you take that area of the sea floor apart completely. The ship used in the subsea search efforts cannot be refueled at sea so will eventual eventually have to return to port and the bluefin could be out of commission for several days. Theres a lot of questions, wolf, about when or if other tools will be brought in to help with the underwater search. Hopefully well be getting answers soon on that front. Pamela, stand by. I want to go to kuala lumpur now. The malaysian Prime Ministers only tv interview about the flight 370 mystery has now happened and the Prime Minister spoke exclusively with our own Richard Quest joining us live from kuala lumpur right now. Richard, you got some very important new information from the Prime Minister. Reporter yes, we got information, wolf, about the turn and who saw the plane going back across malaysia. We got information that he doesnt regard it and he wont say it is lost. He told us that malaysia would continue to fund the search and would continue searching as long as the country could afford it. And more importantly, wolf, on the whole question of whether or not malaysia has had an unfair kicking, if you like, has the criticism been too brutal about the way theyve handled it . On that, the Prime Minister was fairly definite. The country has had a real kicking over the perspective and perception of the way it handled those early days. I think the phrase used in many cases is malaysia bungled it. I have to be quite frank with you. I think, first of all, lets start from the premise that it was unprecedented. We all agree it was unprecedented. It was the most technically challenging, most complex issue that malaysia or any country for that matter, i believe even an advanced country, would have great difficulty handling such an issue. Some of the things we did well. We were very focused on searching for the plane. We didnt get our communications right, absolutely right to begin with, but i think we got our act together. So im prepared to say that there are things we did well, there are things we didnt do too well. But we prepared. We prepared to look into it and we prepared for this Investigation Team to do its objective assessment. In the last 24 hours youve had a very good example of what the critics say. The preliminary report. Now, not only did malaysia not announce that it had submitted the preliminary report, its Still Deciding whether or not to tell us we had it and to release it. Even though its got a safety recommendation within it. Now, ive covered enough air crashes to know that almost always this is the preliminary report published. So what we have here, Prime Minister, is an investigation or minister who speaks the language of transparency but the practicalities of seeming to do the opposite. I hear the voices out there, richard. So i have directed an investigation, internal Investigation Team of experts to look at the report and theres a likelihood that next week we could release their report. Why not release it now, Prime Minister . Is there something in it thats embarrassing to malaysia . I dont think so, but i just want it to be, you know, this team to go through it. But in the name of transparency, we will release the report next week. You will. We will release it. We will we will release the report, wolf. Quite clear about that. And whats interesting is when the pm says i hear the voices. My guess is some of the criticism is now really starting to sting here in k. L. , and thats why the pm is take a more proactive approach. Wolf, particularly, it should is not be underestimated arrival of president obama here in kuala lumpur on saturday. They want this to be a red carpet visit for the president. You had an extensive interview with the Prime Minister, richard, well done. Reading between the lines, did you get any special insight for him on whether he believes this was the result of some sort of mechanical failure on the part of this boeing 777, or criminal activity on the part of an individual or individuals who may have taken over that plane . Reporter i decided, wolf, there was no easy way other than to bluntly ask him, so i did. Several times. And several times he said he has his own personal theories, but he has not got the evidence with which to back it up. And after the interview of which i sat through and talked to him afterwards, im really none the wiser as to what the p. M. Think was the real cause of this. Does he really believe theyre searching in the right area right now . Or does he, like so many anotherers, still have doubts . Reporter he believes its the right area because he has confidence in the inmarsat data. He asked inmarsat has you heard last hour, are you sure, are you hour, are you sure . And they said to him, as best as we can be. So when i asked him, what happens next, p. M. . If nothing is found . Well, thats when they regroup. Thats when hell be talking to Prime Minister abbott in australia who separately, i understand, has got some announcements early next week. And putting it all together, if he has doubts, hes not expressing them and hes remaining confident in the search area. Hold on for a moment, richard, because i want to bring in our other panel of experts including aviation analyst peter goelz along with Geoffrey Thomas, editor in chief of airlineratings. Com. Peter, whats your reaction when you hear the Prime Minister make these statements saying they will release this preliminary report next week . They didnt scramble jets because they didnt think that commercial airliner really represented any sort of threat. Whats your reaction to what we heard from him . Well, i think hes really taken some steps in the right direction. He came across as being very forthright. Very sensitive. And i think i think were going to see the report next week. Im not expecting much from it, but i think going forward, the Prime Minister is going to play a more prominent role in getting the second phase of this search under way. Geoffrey, how is this interview playing over there . Youre in australia right now which is obviously one of the two or three key players in this entire investigation. Whats been the reaction so far to what the Prime Minister told Richard Quest . Wolf, this interview is like a breath of fresh rare in this investigation. Its bringing some clarity, its bringing some definition. Its giving rise to confidence that the malaysians are absolutely on track with this now. With the help, of course, of the australians and the americans and the british. And i agree, absolutely, that i think the malaysian Prime Minister is going to play a much greater role in this. And i think we can look forward to more clarity on what theyre thinking and where were going with this search. Pamela, what are you hearing about the status of the air search right now . Because theyve been going on and on and on. They havent spotted even a small piece of wreckage. Thats right. Because of that, wolf, theres a lot of questions about why that air search is resumin. We heard Angus Houston last week, i believe it was, say were going to scale back efforts by now and the air search is still ongoing. It resumed on thursday. And theres questions about it and as peter can attest to, and as Angus Houston said, the likelihood of finding floating material from flight 370 has greatly diminished this far in so theres questions about why its resumed but still ongoing, wolf. Richard quest, back to you in kuala lumpur. U how did the Prime Ministering a knowledge the mistakes that were made . Clearly there were several major mistakes. Reporter he says the mistakes relate to communications. How they got the message out. But when i asked him, quite clearly, what about the allegations that time was wasted . Looking in the South China Sea when they knew the plane had gone out toward the, or believed, unverified, had gone out toward the sea . What about the different search zones . I do beg your pardon, wolf. The microphone has fallen. Hold on a second, richard. I want you to get that microphone back working. Ill bring in Geoffrey Thomas in perth, australia, for a moment. I ask you this question every day because youre so well plugged in over there, geoffrey. What are you hearing . The latest youre hearing about the underwater search. That seems to be wrapping up now. 90 of the area has been reviewed. They found absolutely nothing so far in the air search. Whats the latest youre getting . Well, on the underwater search, the tough mission, we understand, is now complete, not confirmed. There may be another dive of the bluefin21 in this particular area where the pinger number two was. My understanding is that the pinger one, which is about six miles to the north of the second ping, is an area that theyre very interested in as well, so we may see the ocean shield relocate there. But then i think it is going to be widened with greater assets like the towed orion side scan sonar. As far as the air search is concerned, the commercial element wound up about a week ago. That was where the chartering corporate jets with, to go out there. The military part is still continuing, and of course, one would argue that these aircraft, these assets, these crews, would otherwise be doing Training Missions of one kind or another so why not continue this search while theres just a faint chance you might find something on the surface that would link this area to mh370 . Richard quest, wrap this up, at least this part of the story for us. You were telling us about the Prime Ministers acknowledging that mistakes, at least in communications, were made. Reporter it can be bluntly said as this. Theyve done nothing really wrong in terms of the search. They put together a coalition of 26 countries and got an International Rescue operation under way. And they did a pretty awful job of getting that message across. I dont think youd find too many people in government in k. L. Disagreeing with that analysis. Richard quest, stand by. Everyone, stand by. Were going to have more on this story coming up later this hour. Theres another important story were following. A breaking story. Dangerous escalation of the conflict in ukraine. The ukraine government now saying it killed five prorussian militants during an antiterror operation today, now. The russian president Vladimir Putin is warning ukraine of consequences saying the use of military force against citizens would be in his words a very serious crime. Cnns phil black is in ukraine with more on this exploding crisis. Reporter wolf, yukraines military has been accused of being timid, cowardly in dealing with prorussian forces here in Eastern Ukraine. Today for the first time they moved to engage them directly. The smoldering ruins of a prorussian checkpoint. Angry masked men who dont like cameras. The men at the checkpoint are feeling particularly tense. This was the scene of a confrontation between the Ukrainian Military and prorussian forces which control the town. Were on the northern outskirts now. This represents perhaps the most assertive action taken yet by the Ukrainian Military against the forces which control this town. This amateur video shows what happened. Ukrainian armored personnel carries appear on the horizon. The men at the checkpoint respond by setting their barricades on fire. Within minutes, the burning tires create a tower of thick, noxious smoke. Ukrainian military continues its approach. This car is stopped. The driver is ordered on to the ground and searched. A sniper in the grass covers the cautious advance as those in the lead reach the checkpoint. They move into the smoke, searching the barricades and nearby prorussian camp. They find nothing. Whoever was here is gone. Their retreat covered by smoke. Hours after Ukrainian Forces withdraw, heavily armed prorussian militants retake command of the cross road. The selfdeclared mayor of slovensk inspects the site. He shows the photo of a young man he says was killed by Ukrainian Forces further down the road. He insists this is the only prorussian death caused by ukrainian operations, denying government claims that four others were killed the same day. Ukrainian forces like these are now a more visible presence. With operations like this, they began policing and testing defenses at the towns perimeter. Its the boldest action weve seen, but it will take much more to retake this territory in the name of ukraine. President obama, meanwhile, says the United States is teed up to impose more sanctions against russia if, if it doesnt follow through on an International Agreement to ease the conflict. Deputy foreign minister, are you ready to go to make sure that ukrainians sovereignty is upheld in the eastern part of your country . Because as you know, for all practical purposes, crimea, at least for now, is lost. Our message is very clear, that we are going to defend ourselves. We are going to defend ourselves against the threat that russia is continuing their efforts and their aggressive politics against ukraine. Thats why, you know, under these dramatic conditions, we are going to fight, we are going to defend ourselves unless the situation is calmed down. If russia crosses this line, we will defend our motherland, we will defend our statehood and independence. Do you believe russian Paramilitary Special forces troops are still occupying, still inside parts of eastern yukrain ukraine . Yes, we do. These people are inspired by russians. These people are financed by russia and organized by them. So, but our clear intention is to hold peaceful talks and to fill all necessary obligations that were taking in geneva. That was our fundamental principle and that was our clear doesnt look like those peaceful talks are doing anything. Thats another proof of the aggressive politics of russians. They have to stick to their obligations. And thats what we are saying. But theyre saying the russians, including the president of russia, in blunt terms if you deal militarily with these elements in Eastern Ukraine, they will respond. They might send in troops into Eastern Ukraine, formal troops and have 40,000 right on the border. Yeah, thats a great danger, but the problem is we have also to protect our people against terrorists that occupied our buildings, that seized our premises and so on. And those people endanger our ukrainian citizens. Normally the state should protect in this situation to protect people. The only thing is that we would like to avoid casualties because this is part of our vision and our philosophy. We dont need any bloodshed. We just simply want to stop this aggression. I want to bring Nicholas Kristof and jim into this conversation. You realize, of course, military to military, ukraine is really no match to russia. I will say in that way. Unfortunately. We, our positions have been weakened by previous regime, but no matter with that, ukrainians will defend their country. All right. And thats because of passion. Thats because of our dignity. Because other revolution that happen was about dignity. We fought for our values and we want russians to share the same values because we dont want to be enemies with them. We want them to follow our case and maybe thats the point why putin is afraid of ukraine because this example may give russians an alternative of this socalled democracy as they have in russia which is not democracy, but the criminal economy that rules their politics. Mr. Lubkivskye hold on for a moment. Nicholas kristof, you just came back from ukraine. It looks like this situation could really dramatically escalate. Is there a way for everyone to back down and see a more peaceful resolution . I dont know. I must say you get the sense that in thefection c next coupl we have a crucial turning point for crukraine, the government seems more committed to using force to try to address what it regards as terrorism in Eastern Ukraine. The population i think would like to see the government be more aggressive. Theres been frustration that the government hasnt done for of that. On the other hand, that may indeed lead russia to send 30,000 or 40,000 troops across the border. Ive been very worried by what seems to be some signs that russia may be laying the groundwork for trying to legitimatize that kind of invasion at least to those who are going to be obviously around the world people arent going to accept theres any legitimacy to that. There seems to be some attempt to do that. Because, jim, we know u. S. Officials believe what the russians did in crimea could be an example of what they might try to do in Eastern Ukraine. Well, you see them laying the same groundwork. This pretext that ethnic russians were under threat in crimea used to bring military action there. You have the same argument being made in Eastern Ukraine and thats a real concern of the administration. The administration has struggled to find the cost that is too much for russia to bear, right . You started with these sanctions against individuals. Onestate institution. Secretary kerry, president obama talking about another round of sanctions in a similar vain. The trouble is, and they want that next round to escalate the cost for russia. The trouble is, the situation on the ground is escalating more quickly than those costs are for russia. What do you need, Deputy Foreign minister, from the United States . Youre here. Obviously youre requesting additional assistance. What do you want president obama, secretary kerry to authorize for ukraine . We are grateful for the support of the International Community including the United States. Thats a clear, strong support, and were happy that we have strong partners in this case. We are thinking and we consider more economic pressure on russia, sanctions, sanctions that will influence the situation and not only some occasional people. We need more Strong Military cooperation. Weapons . We definitely need more means to defend ukraine. You want u. S. Weapons . We need knowledge, we need weaponry, we need all other issues and means that could be used for defense, for defensive purposes. You have a list of weapons you want . Tanks, armored personnel carr r carriers . Helicopters . What do you want . Yes, thats an interesting question, but let me not specify that because the problem not of my answer, but the problem is of the situation on the ground. We are trying to do Everything Possible to calm down the situation, to deescalate that, but we also working hard to protect ukrainians and protect our country. Nicholas kristof, does it make sense right now . The Obama Administration is resisting providing lethal weapons to ukraine. Well, you know, i tend to think we should be careful about providing lethal weapons, but there are three things we can do to a greater degree than we have, and one is nonlethal support. Partly thats Financial Support for ukraine. At a time when it is in economically desperate shape. That would be tremendously important for ukraine economically and also a great morale booster. We can provide nonlethal military support as well. Bulletproof vests. Fuel so that it can raise the cost of russian aggression. Things like that. I think we can also do much more in being very clear about economic sanctions we applied to russia and in particular banking sanction are the things that would be most devastating. I think we need to be pretty clear russias banks would be frozen out of the Global Banking system if there is a real invasion. And finally, we can use the bully pulpit i think a little more than we have. Make clear that, you know, Vladimir Putin is out there trying to defend the interests of russian speakers everywhere in the world except in russia. And hes jeopardizing their future by talking about invading ukraine. Youre hearing, jim, the administration getting ready to tighten up those sanctions, impose stricter ones . Certainly not they are going to impose stricter ones but in the economic sphere and similar to that first round. Individuals, maybe some institutions. They want to be a step up. Its not going to be dramatically a step up. Theres no consideration, to my knowledge, and from officials ive spoken to about direct military aid. You do hear from some republican lawmakers, for instance, mike rogers you were speaking to a couple days ago about things like better intelligence sharing. Theres been some progress. He wants more. And they, i assume most people over there just believe the 121 still officially listed as missing, that theres virtually no hope of finding them alive . What he said at a Charity Fundraiser hes considering running for president of the United States, possibly pitting him against Hillary Clinton though barbara bush, his mother famously said, shes opposed to jebs running. Will these two political dynasties face off once again in 2016 . Our chief political analyst Gloria Borger is here. Shes got more on this story. What are you hearing . Well, wolf, look, theres a lot of uncertainty out there about both of these candidates but i spoke with neil bush, jebs brother, and he says the bush 41, that would be their dad, wants jeb to run. Take a look. While theyre both publicly coy about it obviously thinking about all kinds of decisions. Im deferring the decision to the right time which is later this year. Reporter as brother neil bush tells it, behind the scenes its another story. Theres mom and dad dancing. We get together as an entire family every christmas. And, of course, everyones kind of curious what jebs thinking but no one really wants to ask him. I really dont know if hes got the burning desire to run. If he runs, hell have the burning desire for sure. Reporter over at the clintons its the same subject. Paul begalla has been their close friend for more than 20 years. Do you think bill clinton wants Hillary Clinton absolutely. To run . Yes. I do. I think many, most all do you think hes actively talking her in to trying to run . Beli i dont get in the middle of that dynamic. Reporter thats between husband and wife. Its more of a mother son dynamic for the bushes. Campaign in the communities. Hes by far the best qualified man, but no, there are other people out there that are very qualified and weve had enough bushes. Were sitting in the waiting room of the hotel waiting to go to the bush Library Event and mom said that, we were all watching jeb standing over in the corner nervously, just, like, whats your response to that . But its not going to effect jebs decision. If you ask dad, if you ask dad the same question, should jeb run . Hed say yes. He would . Yeah. Hed say yeah. Have you asked him . Ive heard him answer that question. Reporter so after three decades of bushes and clintons and secretary of state Hillary Rodham clinton. Reporter with all that political baggage, the families could be at it again. But call them dynasties and you get pushback from the patriar patriarchs. Its not a dynasty. The we is whether she should be eliminated because she happened to have married me a long time ago. We never felt we were entitled to something. You think about jeb bush running for the presidency, question is, oh, this is just another member of the bush dynasty. Right . And that what do you mom would kill you for using the dynasty word, but go ahead. Go ahead. Whats wrong with the dynasty word . I dont have any problem with it. The fact there happens to be name recognition, or Brand Recognition for the bush name and brand to me shouldnt be a handicap, so its not like its automatically a benefit to have a famous name, but it clearly gets jeb off the starting blocks much quicker. Reporter Brand Recognition works for Hillary Clinton, too. And former george w. Bush speechwriter david frumm complains it gives the families an unfair edge. The thing that they bring to the table that nobody else has is this massive preexisting ability to raise money. So the systems rigged . If we end up having a president ial race in which one dynasty plays off against another dynasty, youll say, is this america . Or is this the last days of the Roman Republic . Reporter the families are very different. The bushes have longevity. Starting with senator Prescott Bush in 1952. And sheer size. The clintons came from nowhere, starting with a young unknown arkansas governor bill clinton in 1978. Its a boutique operation. Together, the two families have produced three governors, three members of congress, a multitude of rising stars. Not to mention three president s and two couldbe president s. Its just like hollywood or anywhere elsewhere there are certain names that stick and people remember. Its not an ego thing. Its just a limited number of people who have all the requisite attributes. Where were you all in 92 . Reporter thats when bill clinton beat bush 41. If the families face off again, theres a new wrinkle. Theyre actually good friends and the president s cohumanitarians. I love george bush. I do. I love bill clinton. Maybe not his politics, but i love bill clinton. Barbara bush has even started referring to bill as her adopted son. Sometimes as the adopted black sheep son. I dont know how jeb and his siblings feel, but i know bill loves it. How would that effect the relationship between the bushes and clintons if hillary were to run against jeb . I dont think theres ever going to be animus. Clearly. I mean, you know, the friendship wont stop, but, you know, theres going to be a wall then on the other side of the wall theres politics and theres going to be it married Hillary Clinton, people were starting to if i were to back when i was a younger man, we were saying the same things about kennedys serving in similar ways. There is an ebb and a flow. Who knows if high tide has set in for the bush family. I dont think so. I think the tide is still rising. That was an excellent, excellent piece. Thank you. They both have clearly impressive resumes, impressive backgrounds, a lot of political history there. How did they sell themselves, though, as agents of change . You know, as you know, Hillary Clinton had a bit of a difficulty doing that when she ran against president obama now. I spoke with paul begala about this. And his answer was she looks more like change than jeb bush by the virtue of the fact that she is a woman. And he said so she has an easier time of making that case for change. Jeb bush would have that kind of difficulty as he admits. His problem would be more than he might be out of step with his own party. He disagrees with a lot of people in the base on immigration reform, on the question of core curriculum and education. So he might have a more difficult time selling himself to his own party. But then again, Hillary Clinton is also not a favorite of the liberal base of the democratic. Given how close these two families have become over the years. Yeah. Lets say jeb bush is the republican nominee. Hillary clinton is the democratic nominee. How does that Family Connection play out . I think that the fondness is real. I think bill clinton is really close to george h. W. Bush. But as neil bush points out, these families understand better than anybody that there is friendship and there is politics. And that this would be a serious race run on the issues. I dont think either of these candidates would be talking about the issue of questions like birth certificates like we heard in the last campaigns.
