CNNW The Situation Room With Wolf Blitzer March 4, 2020

The risk of contracting the virus, of getting sick from the virus, i dont know that we can sayhe risk of contracting the virus is still low, which was the sort of second point that the Vice President brought up, which is really around this testing. I spent a little bit of time at the white house today, it was offtherecord meetings but there was certain things that we learned that theres been a frustration with the lack of testing thus far and thats going to change, it sounds like, for a couple reasons. One, theyre going to be sending out, the Vice President just said a million and a half testing kits around the country. Commercial labs are going to be allowed to start testing, including labs like quest and university and state hospitals as well will be getting fda approval, at some point, he said these commercial labs and other labs will get approval to do this. They want to dramatically increase the ability to test. People who have been concerned because they say ive got symptoms, i may have traveled to a place where there was coronavirus, id like to get tested, theyve been told they simply cant get tested. Its been frustrated for not on patients but for many in the medical field to not be able to do the test. Secretary azhar was not there, the Surgeon General was no the there. Not sure why that was. There was three big meetings they had today was with the airlines, with Nursing Homes and then with these labs. With air lailines talking about idea if somebody is sick on the play, you find out after the fact, what are you going to do . How do you handle that and Contact Trace . Thats a question for airlines to address. Nursing homes, especially given what happened in Washington State where so many of these patients have been diagnosed and unfortunately some have died, they want to focus on nursing home, making infectious december protocols the top priority and meeting with the labs to try and increase the testing. 8. 4 billion, you can correct me, i believe was the budge that was pa budget that was passed today. Its going to be expensive. Its going to be very expensive. It will go to the senate and i assume it will pass there as well. I want to bring in the director to the center of communicable disease, professor of epidemiology of Harvard School of Public Health. The elderly we just heard are most vulnerable, they said people over 60. Thats a lot of people out there and that others who have some serious underlying healthrelated issues are very vulnerable as well. How worried should these people be . I think those are the groups of people as was said by several of the federal officials that really should take extra precautions because the risk to them, if they get infected is its too early to say, as sanjay gupta just mentioned what the risk of getting infected is but as a precaution those are groups of people who should be most taking efforts to avoid it. What was your basic takeaway from what we just heard from the Vice President and his Coronavirus Task force . I was really encouraged that the lack of testing is now being really atressed head on in a big way. It was a real log jam for a long time and it sounds that they finally got the message that it need to be moved up by a very large factor. Im concerned concerned that whats really a sort of a poorly understood situation in the United States because we havent tested yet to date is being characterized as low risk when we just dont know how many cases there are out there and i think were going to be finding a lot more. We have to focus on the data but also focus on what may be the data in a few days. Were going to stay on top of this story. Dr. Lipsitch, thanks for joining us. Sanjay will get back to you as well. Theres other Important News were following, including major developments in the 2020 president ial campaign. Tonight joe biden is extending his stunning super tuesday success with a projected win in a tense state, were talking about maine. The democratic president ial race has been dramatically reshaped into a biden and Bernie Sanders showdown. Michael bloomberg has officially bowed out, announcing his endorsement of biden. Elizabeth warren is said to be weighing her next move and Bernie Sanders is drawing sharper distinctions between himself and biden as he looks to the next round of contests. Ill speak with represent testifies of the sanders and biden campaigns. Were watching all of this very closely. First lets go to our political correspondent. Youre there in los angeles where joe biden spoke just a little while ago. Whats the latest . Well, wolf, joe biden took a victory lap here in los angeles after that wave of wins on super tuesday and biden is in part taking credit for driving up voter turnout in many of the states saying that hes the candidate thats building a movement. They dont call it super tuesday for nothing. Joe biden basking in an historic political comeback. In the wake of super tuesday, a major jolt to the race coming as billionaire Michael Bloomberg dropped his president ial bid and officially endorsed joe biden. Im glad to say i endorse joe biden and hope you will join me in making him the next president of the United States of america. Bleits the latest sign. More moderate candidates coalescing. Biden won in ten states with a sweep across the south, overtaking Bernie Sanders with the fight for delegates with california still up for grabs. Im here to report we are very much alive reporter sanders victories came in vermont, colorado and california and utah. There are questions whether sanders can expand the electorate as the contest has turned into a twoperson race. Joe has his record and vision of the future and i have mine. I look forward to a serious debate. Sanders is running tv ads targ e targeting biden and tying himself to president obama. Elizabeth warren mhad a brutl loss in her home state of massachusetts. One of her advisers says her biggest decision isnt whether to end her campaign but whether to throw her support behind biden or sanders. Now Michael Bloomberg spoke with joe biden today and offered to help in any way he can. Bloomberg has a massive amount of cash but he also has field organizations across the country, including in a lot of those contests that are coming up in the next few weeks. The Bloomberg Campaign is working to determine how they can best leverage that to help biden. Wolf . You very much. Lets go to our chief White House Correspondent jim acosta. The president has had plenty to say about the new twist in the democratic race. Reporter he certainly has. President trump is not getting the outcome he wanted as joe biden is gaining momentum in the democratic field. For weeks Trump Campaign advisers said privately they want to see Bernie Sanders win this nomination. The president told reporters earlier he doesnt care who he runs against in the fall but his Campaign Staffers are gearing up for biden. President trump is playing the pundit in chief, sizing up the field after super tuesday complaining Elizabeth Warrens decision to stay in the race its very selfish from that point of view hurt Bernie Sanders and helped the former vice preside president. Stheehe was really a spoiler because others got out and those votes went to joe. So bernie would have won states that he lost and he lost fairly easily but in particular massachusetts, i would say minnesota in particular, i would also say texas. And some others. Reporter the president is signaling that hes watching bidens resurgence carefully taking swipes at Michael Bloomberg who dropped out of the race. He made a fool out of himself. Reporter noting the form er mayor could put his billions behind a trump takedown. Hes going to save face by putting money into bidens cam pan. Hes a spiteful guy, i know him well. Reporter but bloombergs team seemed ready for President Trumps attacks. Bloomberg responded with force replying with a star wars clip and adding see you soon, donald. Do i care . No. Were just waiting to find out who were returning against. Reporter thats not quite the case as Trump Campaign officials told cnn they would prefer to face sanders. One Campaign Official said they will go back to attacking joe bidens son on burisma. Saying we attack. Biden still hasnt provided a goodans on bu good answer on burisma. They should investigate. By the way, likewise china should start an investigation. I think he would be tough. I think joe bidens got a good reputation and hed be tough, hed be more moderate than bernie, but i still think its trumps to lose. Reporter the former white house communication i said hes already endorsing joe biden. How can you say that . Because the president is not a republican. Im not a trumpist. Im an Old School Republican like mitt romney, like George Herbert walker bush, im not a trumpist. Will you compete fe campaign . If he asks me to, i will. Reporter one Campaign Official went further telling me their ideal scenario was for democrats to be stuck with a contested convention later on this summer. That may not be what the republicans and president s Campaign Ends up getting later on this year. We should note that the Financial Markets did recover today after another steep drop yesterday, the dow was up more than 1,100 points. The experts on wall street are chalking that up to joe bidens big night on super tuesday. That headline will not sit well with the president. Wolf . Thank you very much. Joining us now, Bernie Sanders deputy manager, ari. Thank you for joining us what is senator sanders going to do to turn things around . Yesterday was not a great day for him and he needs to turn things around right now. Well, wolf, look at where we are right now. As more results come in in california state, we won colorado, we won utah, won three strai states. It looks like this is going to end up a very, very close race. I think we are premature on the delegate math. Then we head to michigan. We have to ask ourselves in a state like michigan, critical for the general election, do democrats want to nominate a candidate like joe biden whose support of trade deals look and a half nafta, wto, et cetera, have cost tens of thousands of jobs in that state. We are going to draw those contrasts and talk about joe bidens position on those issues and talk about Bernie Sanders spectacular record on those issues. The former Vice President makes the point and did today and almost every day that he and president obama saved the u. S. Automobile industry, which was in deep trouble and they have a strong record on that, to which you say look, to which i say i would go back to theocrats to win. Wisconsin, michigan, pennsylvania. Three states, i think we all gree agree must win for democrats, three states devastated, devastated by nafta, pntr, and all the trade deals that to this day joe biden still supports. That is a problem for these voters, it will be a problem in the jgeneral election. Bernie sanders has been right on Critical Issues for the person people, be it the war in iraq, bankruptcy debt, credit card debt. Its a critical electability issue. Our disputes with joe biden are purely policy, theyre not personal. Bernie sanders thinks joe biden is a great guy. The problem is hes wrong on policy and that policy leads to an electability problem, especially in those states. Do you assume, first of all, this is now a twoperson race . Look, Bernie Sanders has said the person with the most delegates who got the most votes in the primary should be the nominee of the party. There are two candidates left in a position to do that, joe biden and Bernie Sanders who can do that and that is our position. Senator sanders admitted today that young people havent turned out in the numbers he had hoped for. Why would that change between now and next tuesday and the following tuesday where there are several key contests coming up . The Democratic Party needs young people to turnout but we also need latinos to turn out. Our campaign has built a coalition that has succeeded beyond our wildest dreams in bringing latinos into the party. If you look at your california exit polls, you will see us, for example, i think getting about 80 of the vote among young latinos, a critical coalition that will help determine electability in november. Senator sanders is out and our viewers probably know by now with a new ad today taugouting former relationship with barack obama. Bernie has great passion and he is fearless. Hes run his entire campaign against the establishment. Why is he now suddenly embracing the former president . Bernie sanders has always had a Good Relationship with the president. Theyve had policy differences on some issues, but theyve always had a solid working relationship that continues to this day i think touting Barack Obamas own word is something that the democratic electorate deserves to hear about Bernie Sanders. Thank you so much for joining us. Thank you, wolf. Just ahead, the democratic president ial race is essentially for all practical purposes a twoperson race. Well talk about the strategy Going Forward for joe biden and Bernie Sanders and well look at the controversy of how top officials have handled coronavirus testing here in the United States. They changed how the world fights cancer. Blocking the pdl1 protein, lets the immune system attack, attack, attack cancer. Pdl1 transformed, revolutionized, immunotherapy. Pdl1 saved my life. Saved my life. Saved my life. What we do here at danafaber, changes lives everywhere. Everywhere. Everywhere. Everywhere. Everywhere. My body is truly powerful. I have the power to lower my blood sugar and a1c. Because i can still make my own insulin. And trulicity activates my body to release it like its supposed to. Trulicity is for people with type 2 diabetes. Its not insulin. I take it once a week. It starts acting in my body from the first dose. Trulicity isnt for people with type 1 diabetes or diabetic ketoacidosis. Dont take trulicity if youre allergic to it, you or your family have medullary thyroid cancer, or have multiple endocrine neoplasia syndrome type 2. Stop trulicity and call your doctor right away if you have an allergic reaction, a lump or swelling in your neck, or severe stomach pain. Serious side effects may include pancreatitis. Taking trulicity with a sulfonylurea or insulin increases low blood sugar risk. Side effects include nausea, diarrhea, vomiting, belly pain, and decreased appetite, which lead to dehydration and may worsen kidney problems. I have it within me to lower my a1c. Ask your doctor about trulicity. When i switched to geico. This is how it made me feel. It was like that feeling when you go to highfive a coworker, and you do a perfect highfive. Everyone is really excited for you because it was such a great highfive. And then. The boss comes in. And she wants one too. Geico. Fifteen minutes could save you fifteen percent or more on Car Insurance. Tonight the comeback joe biden began in South Carolina over the weekend is now super sized after his upset victories in ten super tuesday primaries. He now leads Bernie Sanders in the allimportant fight for delegates. But the final outcome in delegaterich california is still undecided right now and there are many more contests in the weeks ahead. Lets bring in our Political Team to discuss. How much, ron brownstein, did last nights results change the Playing Field for joe biden . Astonishing. This is the tenth president ial primary ive covered and i think it is fair to say this is the most movement weve ever seen in one week of a primary, starting with the jim clyburn endorsement and the incredible consolidation of former rivals on monday. Even when Bernie Sanders was winning the early contests, he was winning between one quarter and one third of the vote in aye, nevada, new hampshire. It sent a clear signal to the party that is skeptical about sanders that time had come to consolidate. I think sanders compounded his on problem. When he emerged as the fr frontrunner, his tone was very confrontational. One of the things that really jumped out to me among south identified democrats, he usually lost by between 20 to 30, sometimes 50 points. It is hard to be the nominee of a party when the core voters in the party are expressing that level of skepticism. Hes got to find a second app. Well see if he has one. The former mayor of new orleans, what do the results of the mayor tell you about where joe biden as a candidate, his strengths, stand right now . Well, you know, as just a minute ago you announced that he won the 11th state. That was Rolling Thunder last night across the entire United States from the south to the east, all across to the west. Before last night people thought bernie was going to win texas and wipe him out in california and the Vice President brought up, which is really around this testing. That was Rolling Thunder last night across the entire United States from the south to the east, all across to the west. Before last night people thought bernie was going to win texas and wipe him out in california and the Vice President demonstrated really good command of all of the segments of the population that we need to be able to win in order to win the presidency. And i think hes in a very strong position clearly, and i agree with ron that this the biggest comeback in our modern political history weve seen and i think i expect the momentum to continue. The louisiana primary is coming up saturday april 4th. Who do you support . Im endorsing joe biden tonight. Ive been knowing joe biden for 30 years and he is a man of, as you know, a decent guy, a good guy, a man of great experience and hes tough. The United States of America Needs and deserves someone that is going to use the power of the presidency as the people of United States intended, to left people up, rather than tear us doubt and bring us together rather than separate us. I think hes demonstrated that hes the right person to do that. Sabrina, Elizabeth Warren has to make a major decision fairly soon whether she stays or she goes. Yes, and Elizabeth Warrens Campaign Manager sent a very frank email to staff this morning where he said Elizabeth Warren is meeting with her team to assess the path forward. He said they are obviously disappointed in the results on super tuesday. He acknowledged that the campaign fell well short of their pro skrekss and viability goals. So i think that the campaign felt it was major blow to lose their home state of massachusetts but they hoped she could perform well in delegate rich contests like california and texas and come away with another of a delegate haul and say it would go to a contested and she stands with just 26 delegates. Thol theyre waiting to the final math to come out of the super tuesday states, she has fallen so hard behind, it is becoming harder. If she drops out, does she e endorse sanders or joe biden. Where do you see this heading . The narrative that came out of last night is democrats want trump to be out of office come november. Thats something we saw from the sheer volume turnout yesterday and consolidation of the party within matter of days. Jim clyburn gave the Vice President a huge boost and when you saw Amy Klobuchar and buttigieg leave, you saw the Democratic Party throughout those states unite behind the person who they think can make President Trump a oneterm president. Thats not to say there arent disagreements within some of the issues that Bernie Sanders is bringing to the table. That having been said, i think the understanding from last night was to atres thoddress th issues, you have to have somebody who can went and in their mind that person is joe biden. And you also saw it in the stock Market Reaction as well today. It went up almost 1,200 points in part because some of those people were happy about biden. Everybody stand by. Theres a lot more were following. Biden has a huge new jolt of momentum, i think thats fair to say, but does his Campaign Still need to make some significant changes . Michael bloomberg is now out of the race and in bidens corner, while his main opponent, Bernie Sanders, is suggesting that democrats must now choose, in his words, which side are you on . Joining us now democratic senator and joe biden supporter chris coons. Senator, thanks so much for joining us. Your candidate joe biden did have a very good night last night, won ten states out of the 14 on super tuesday. Youve known him for a long time. First of all, have you spoken to him about the victory . We havent spoken directly today. Im doing hard work for the campaign as well as anyway work my work in the senate. I was on the phone with a dozen states around the country in the next group of states trying to urge them to endorse joe biden. Ive known joe for 30 yearss are as you mentioned, wolf, and i know his heart, i know his character and i know his ability to bring our Party Together and to bring our country together. I am convinced he is the right candidate to beat donald trump in november and to move our country forward. But until that happens, as you also know, Bernie Sanders, hes pretty much on bidens heels right now as far as the allimportant delegate count is concerned. Does Vice President biden need to change anything about how hes campaigning now that its essentially for all practical purposes a twoman race . Well, ill say this, after last night, after super tuesday, joe has a lead in the number of states hes won, in the number of popular votes hes earned and in the number of delegates hes got. I think he has a solid and what will be a sustained lead in the race to our convention in milwaukee in july. Just think about three of the things that have happened that really are breaking news in the last couple of days. Coronavirus, the news today that iran has enough fissile material for a nuclear weapon, and then some of the challenges we face in the Supreme Court where theyre hearing a case against the Affordable Care act. In all three of these joe has a real record of accomplishment, not plans, not speeches, not rallies but actual accomplishments hes part of the Obama Biden Administration that put the Affordable Care act in place. The Trump Administration has been tearing it down. And in the face of the coronavirus, there are millions of americans who have lost their health care because of what President Trump has done. That puts us at greater risk and joe bidens got the kind of record, progressive record, of delivering on health care promises that i think are going to matter at the polls in the next couple of rounds of states that are up for contest. Last about iran, joe biden as Vice President was in the situation room, not this situation room, wolf, but the real one in the white house. He was part of putting together the iran nuclear deal. Prul h President Trump has promised his campaign will put iran on their heels but we need a leader in washington who knows how to apply both pressure and also diplomacy. I think theres a lot of reasons why his campaign is on the right track Going Forward, wolf. Senator sanders came out and said joe biden is a good guy but they came out swinging saying they have major disagreements on key policy issues. Listen to this. Joe is going to have to explain to people, the Union Workers in the midwest why he supported disastrous trade agreements like nafta. Joe will have to explain why he voted for a wall street bailout. Joe is going to have to explain to the American People who are so tired of endless wars which have cost us too many lives, destabilized many region around the world, have cost us trillions of dollars while he was a leader in getting us involved in the war in iraq. Joe essentially wants to maintain what i consider to be a dysfunctional and Cruel Health Care system. Joe has his ideas, his record, his mission for the future, i have mine. So whats your reaction to that, senator . Thats pretty striking, but its in keeping with what i saw last night. After super tuesday, we had two candidates last night give victory speeches. One chose to focus on how he is bringing our Party Together and how he can move us forward and one chose to attack and criticize another democratic candidate. Thats more of what you heard just a few moments ago there. And ill put joes record up against anybody. His record of actual accomplishments, of getting things done that affect the Kitchen Table issues, that impact the families that joes been fighting for for decades. Hes never forgotten where hes from and joe is somebody who in his heart and in his record is the right candidate to stand for americas forgotten middle class and the root candidate to getig us to a stronger place to the world. Former president obama chose joe biden to be his Vice President. Why not come out and endorse joe biden . What is the former president waiting for . Thats a great question. I havent spoken to him about that. When you have candidates from bloomberg to sanders running tv ads that suggest or intimate ne have former president obamas support, its important to set the record straight and make it clear he trusted joe biden to Carry Forward his initiatives, from the stimulus right after the terrible recession in 2008 Affordable Care act. They worked side by side for eight years and i am very optimistic that in the end, one our primary process resolves itself, that former president obama will be campaigning hard for our nominee and i think our nominee going to be joe biden. Thanks so much for joining us. Thank you, wolf. As coronavirus cases are confirmed on another cruise ship right now, there are new questions about the availability of tests for the virus. Now all state laboratories, all University Laboratories at the state level can conduct coronavirus tests. Reporter mike pence also says thousands more testing kits are being sent out but theres been controversy over how top officials have handled testing for the virus in the u. S. Up to this point. Theyve been criticized for being too slow to roll out testing kits, for being too strict about who could be tested and not making tests available widely enough. Right now we can only test about 100 samples per day. We want to get that up to 1,000 samples per day. Reporter kim frye was worried after numerous cases were reported in the nursing home near seattle where she s visited her mother. The answer was no, you have to fit a certain criteria to get that test. Reporter today a reversal, she was told to report for testing. But not everyone can be tested. There arent enough resources to do what every single emergency room and every single center. Reporter but the government is planning to test for anyone with symptoms in six cities for starters. When people present with symptoms that look like they might be coronavirus, even though they have no connection with anybody who has coronavirus, they didnt travel anywhere and test them. Reporter Public Health Officials Say now that coronavirus tests are expanding, officials will be able to get a better read on just how bad the outbreak is in america. We will see exactly how widespread now coronavirus is in the United States. Is it just focal here and there and a little bit of spread here and there or suddenly is it revealed that we have widespread Coronavirus Infection . I think the next week and a half or two weeks will tell the tale. Reporter is america paying too costly a price now for those testing delays and other problems . Alabama is about to execute 44yearold nathaniel woods for the murders of three Police Officers he did not kill. June 17, 2004, three birmingham Police Officers are gunned down attempting to serve a misdemeanor warrant on woods at a home on the citys west side. Woods had surrenders to police when another man in the house opened fire with an Assault Rifle killing the officers. Never in my life have i ever imagined going to three funerals in two days and feeling the pain and the hurt that weve all experienced. The shocking murders left a city grieving. Spencer confessed to the shootings and said soon after his arrest that he had acted alone. He was convicted of the murders and sits on alabamas death row. But for prosecutors, one conviction wasnt enough. They charged woods with three counts of capital murder, accusing him of conspiring or being complicit in the act. Pl prosecutors alleged he lured the officers into the home where spencer was waiting. Absolutely not. He was terrified when they came into the house. Woods was found guilty. Even though he hadnt fired a single shot, he was sentenced to death. He thought it was the craziest thing in the world. He was like how . How . You know, he didnt do anything wrong. How much do you think race played a role in this case . I think it did play a role. I think if you look at the victims, its three white officers. And if you look at the people who are sitting on death row, its two black men. Woods current defense team says his conviction was one of many wrongs. Now down to his final hours, woods family believes their only hope is for the public to convince alabamas governor that killing a man who killed no one is wrong. We wanted to know what the families of the murdered Police Officers thought of woods. With e reached two of them who couldnt or wouldnt talk to us. In a local radio interview last year, the granddaughter of one of the Police Officers reflected. I remember how special he made his grand kids feel. What would you say to the officers who died . We are deeply, deeply sorry for what happened that day. But the murderer of their family members is sitting on death row. He has confessed. He is being punished.
