S. Territory. Also, some stunning word from the nations top Infectious Disease experts, dr. Fauci believes more lives could have been saved if the white house put out social distancing guidelines earlier as Health Experts inside the administration had recommended. You can say if you had a process that was ongoing and yo could have saved lives. What goes into that decision is complicated. You are right, if we had shut everything down, it may have been different. There were a lot of push backs of shutting things down back then. Also this is new tonight, new york city is now reporting more than 5600 additional cases of coronavirus. That brings the city wide total to over 100,000 confirmed cases. More on the pandemic coming up in just a moement. We are getting breaking news, reports of people hurt and catastrophic damage in a large part of mississippi. At least two large tornados touched down there a while ago. This was one of them, this picture taken in mississippi, and we are also hearing from officials from Jefferson County and macomb seeing dangerous and Severe Weather this afternoon. Our cnns meteorologist tom sater is watching this tornado. Is still an active and dangerous situation . All ingredients needed for Severe Weather continues to peak. It is a terrible Easter Sunday. Storms moved across the border of mexico. We had softball size hail in del rio. This morning, heavily damaged buildin buildings, in the hill industco west of austin. This morning, in louisiana, thunderstorms and i20 and katy is shutdown with debris. At least 250 homes damaged. This is what Authorities Say injuries. You get into southern mississippi and well show you where you have tornado warnings in effect right now. This is in purple. We had dozens of tornados today but it was south of collins and the town of bassville. This is a signature on radar showing debris on roof shingles and trees and power lines getting lifted inside these vortevo vortexes. The sheriff there says it is catastrophic. Community numbers are smaller in some of these areas. Same one that hit monroe stayed on the ground for 100 miles. As you take a look. The National Weather service not only at shreveport and jackson, mississippi, birmingham, alabama have been extremely busy. This is tornado watch. This is earlier today wolf, the Storm Predictions Center not only put out this tornado watch, they issued a particularly dangerous situation. That was in effect for louisiana, arkansas and mississippi. Now the watch in effect for a alabama andeffect. Take a look at our outlook. Storm prediction centers three days ago gave us an outlook of a level four out of five. Rare to have a threeday forecast to give us this kind of outlook. Kind of the markings that you see here will show you the 15 that we are looking at. That tells us a 15 chance of tornado with a 25 miles of any given point. Thats extremely high. As i mentioned moments ago, the ingredients and dew points are rising. This got to spike in intensity as the storms break across alabama and into georgia during the worst time of the evening, the darkness of night. I cant stress enough to everyone that we are really going to have to make sure our phones, your cell phones go to settings, go to notifications, make sure your emergency Emergency Notification alerts will turn on and your phone is not on mute. Fauci who said there was push back early until the pandemic to take aggressive nationwide mitigation measures against the virus. Would an earlier and more force full warning from the president or the federal government have saved lives in new mexico . I think it would have. I was the former secretary of health here in mexico for tomorrformer governor bill richardson. The earlier you engage, the bet r your outcome including mortality rates in particularly for states like new mexico, we lost six more people today. It is tragic and i cant imagine the pain of these families for a total of 26 which may seem some minuscule that we are dealing with a worldwide pandemic. We are one of the poorest states in the country. We have populations that are older and have many more chronic care conditions including diabetes means we are more at risk. The more that we can do to mitigate and prevent the transmission of this virus, the better we would have been. No question. The president just a few moment ago tweeted something aimed at you, the nations governors and i want to read it. Governors, get your states Testing Program and apparatus perfected. Be ready, big things are happening. The federal government are there to help. Gear up with face masks. Governor grisham, how do you interpret what the president tweeted. What impact does it have for you, big things are happening. The last couple of weeks the administration been more responsive to specific requests. We have a problem in the northwestern part of the state, very concerned of our Rural Communities there and triable nations including the navajo nation. We got to have double number of ventilators that we requested and we got them in sort order. We are beginning the get that kind of quick attention. The other side of that coin is we didnt started a national strategy. When you are telling me gear up and you have backlog in the private sectors and everybody is doing testing. The cdc and fda, every time there is a new strategy, they have to both endorse it, got to be approved by the fda and all calibrations have to occur before you can run a single test. It had every state competing with each other for testing. We dont have a strategy and we are not doing surveillance. I am really concerned that we continue to put one state against another state instead of serving every american citizen and being clear. If we Work Together and we are clear about testing strategies, i think we would be a much better job for every single person. We would be protecting them to a much higher degree. Frankly i spend most of my time chasing personal protective equipment and or testing supply. I can tell you that after this job, i would be effective at identifying any kind of Laboratory Equipment or testing kits you may need any where in the world. I want you to stay with me because your state actually started a controversial practice of using some cell phone data to see whether your residents are following the social distancing guidelines. It does not reveal who the phone belongs to. You play a role when downloading an app and agreeing using your location on your phone, that data is used by other companies and advertisers. There are plenty of Companies Buying the tracking data. Not answering. Great. Remember those spring breakers who flocked to beaches even after the warnings to social distance . Another company was able to show where those spring breakers ended up. Those points of lights are cell phones pinging from the beaches. If just a few of those spring breakers contracted coronavirus, they could have spread it far and wide. Governor, i am sure you can understand why some people out there would be uncomfortable with the government tracking their movement but you feel this is not necessary. Tell us why. Well, i am uncomfortable with the terminology of tracking peoples movements. This is a Data Analytics company. There are many. They can give us useful information thats intended to both measures. Identify how well do they work and where can we do better. They motivate individuals and i can do this better and i can get more deliveries and less contact with i go out to a grocery store. I make the notion that any government including this government would be interested in any personal information or tracking an individual outside a court order quarantine thats very specific and we are not doing that here. This is data that allows me as a policymaker to get a sense of what are the transmission risks that i have based on the way which an entire state moves. Thats very helpful. In louisiana between 200 and 300 structures already damaged in the city of monroe. Fire crews conducting searches making sure no one is trapped. Well bring you updates as we get them. Health officials are scrambling to accelerate testings in order to stem the outbreak. Regardless of testings remain available, the question remains when will it be safe to reopen america. It is an issue that dr. Fauci addressed earlier this morning right here on cnn. We are hoping at the end of the month that we can say okay is there any element here that we can start pulling back on cautiously . If so, do it. If not then just continue to hunker down. Dr. Tom engel at Johns Hopkins university. How optimistic are you that potentially we could start to see certain parts of the country and certain cities reopening by may 1st . Well, i think it is going to be challenging and as oppose to picking a specific date. What i think we need to do is work as fast as we can and create conditions and all states where we can safely begin to search this and i think there are a qucouple of decisions tha are important. We should be seeing a clear trend downward day after day of cases. Hopefully two weeks of downward numbers everyday, we need as dr. Fauci says we need much more testing. The sickest people are getting tested for the most part. We dont it available for all the moderate cases that states may see. We need to make sure our hospitals are ready in case we do have a new surge. A lot of doctors and nurses dont have masks. We need to build up cases and Contact Tracing like the countries that have the most success in place. We dont have that in place around the country. We need to work as hard as we can to get those things in place so that we are better prepared. I spoke with the mayor of seattle. She says their modelling shows if they dont maintain social distancing that they are engaged in right now, they could see a resurgence and spike even worse than their peeak. Do you think there are areas that could we open and athavoid that faith . I think it is going to depend on the numbers and capacity and what kind of things we have in place. It is important for people to know that the u. S. Have more cases or deaths than any other country. We dont have a lot of the things in place that other countries have built over the years especially Contact Tracing and case identification and Public Health systems. So when we do begin to ease social distancing, well need to do it carefully and measure our success carefully overtime. I agree with the mayor that it is possible that we could get a resurgence in cases when we begin to reopen. We got to do everything we can to prevent it from happening. Certainly do. Do you see signs that this is going to be whats being described as a seasonal virus or will covid19 present until there is a vaccine . It is still unclear whether there will be any kind of seasonal change, whether it will go down in the summer months. We see there are cases being transmitted that are much warmer than ours, singapore and countries in africa but when there is a relative slowing down, we dont know yet.
