The other story were following for you out of the middle east, the ceasefire between israel and hamas expires right now at this moment. The Israel Military says it was broken hours ago as two rockets hit southern israel. A live look at gaza city and connect with our teams in cairo, jerusalem and gaza city here in the next few minutes. The 72humanitarian ceasefire between israel and hamas has just ended. Now we wait, of course, and see if the two sides can agree on any sort of extension and if the fighting will resume thats the big question. Lets take you back to those live pictures from gaza city and as far as we can tell by just looking through this Vantage Point its been quite quiet so far but, of course, this picture is quite deceiving. Youve got to keep in mind that during this campaign, more than 1800 people were killed just in gaza. Almost 10,000 wounded. The vast majority of them civilians, hundreds of children, of course, killed, as well. U. N. Shelters were hit multiple times during this campaign so theres a lot of skepticism among palestinians there and other residents of gaza that peace this short amount of peace will continue even though the Israel Military claims that hamas broke the ceasefire and hamas kind of distancing themselves from that claim, as well but we are eager to see this continue. Both sides really so that a space can be created for a more longlasting peace plan if of some form. Matthew chance is in jerusalem and john vause is in gaza. Were going to connect with them and see what is happening on both sides in just a minute. First, this, u. S. President barack obama has authorized targeted air strikes, he says, in Northern Iraq. Mr. Obama says the air strikes will be launched only if necessary to protect american personnel and to help iraqi forces battling isis militants on the ground there. So far there are no indications that any air strikes have been carried out at this point at least. Were waiting to hear still. Mr. Obamas announcement came as the u. S. Conducts an Airlift Mission to drop humanitarian aid to tens of thousands of refugees in Northern Iraq. That air drop is to help minority groups facing possible starvation, thousands of gallons of water and mres, these military ready to eat meals are being dropped, as well. Theyre also aiming to avoid slaughter by the sunni muslim extremists. Ive said before the United States cannot and should not intervene every time there is a crisis in the world. So let me be clear why we must act and act now. When we face a situation like we do on that mountain with innocent people facing the prospect of violence on a horrific scale, when we have a mandate to help, in this case a request from the iraqi government, and when we have the unique capabilities to help avert a massacre, then i believe the United States of america cannot turn a blind eye. We can act carefully and responsibly to prevent a potential act of genocide. Thats what were doing on that mountain. Now, it was just last weekend when isis militants stormed the iraqi town of sinjar forcing members of the ancient yazidi religion to flee to the mountains. And others are seeking refuge in the nearby city of irbil. People just going where they can and there arent many options, the u. N. Says 180,000 people have arrived in the past few days. Packed in trucks and cars, some of them moving on foot carrying their babies cradles over their shoulders. Seeking sanctuary. Were parade of the Islamic State. They say theyre muslims but dont act like muslims. They attack everyone, muslim, christians, even our prophets graves arent safe. Her family has been hurt by the militants. My brother was a simple man who had a Grocery Store selling vegetables, she says. Two months ago they came to his shop and killed him with three bullets. The exodus to irbil sparked by an offensive by the militants who captured towns from the kurds located only 35 miles away from irbil. The United Nations says some 200,000 civilians are on the run. So where will all these people go . This is where the first wave of fleeing civilians is coming to. Unfinished buildings part of the construction boom that iraqs kurdistan region has been enjoying. Now serving as a temporary shelter for hundreds, thousands of families that really dont have a plan of where to go. Look at this little child here 6monthold katham is far too young to know whats happening her. His mother noor said she fled after what appeared to be iraqi air strikes damaged her home. They showed up with little more than the clothes on their backs. Do you guys have no water, no food. No water, no food. Nothing. Nothing. Nothing, anything. Reporter around sunset some kurds arrived distributing some food and water for these desperate people. This help appreciated but also ad hoc. This new wave of Homeless People will clearly need much, much more in the days ahead. And the kurds may be far too busy defending their homeland from the islamist militants who are knocking at their gates. Ivan watson, cnn, irbil in iraqi kurdistan. So for many people this is the first time theyre hearing of the yazidis and we want to walk you through who they are. This is an ancient religious sect, one of iraqs smallest minorities numbering 500,000. Their religion predates islam and draws from christianity, judaism and zorastrianism and they are the kurdish descendants and live amongst kurds but consider themselves distinct. They have long suffered persecution with many muslims referring to them as devil worshipers. Now, earlier this week as many as 40,000 residents of sinjar fled into nearby mountains as the Islamic State fighters attacked and had nowhere else to go. Most were from the yazidi group and many were trapped without food and water in extreme temperatures and now United Nations officials some have been rescued but not known how many remain in danger. Well, as the crisis unfolds we are joined by a retired American Military officer who authored a study on how the u. S. Could strike the syrian regime, Christopher Harmer is now a Senior Analyst with the institute for the study of war. Now, that Organization Says it works towards improving the ability of the United States to execute military operations and respond to emerging threats. Thank you, sir, for talking with us. So, of course, weve said i mean youre really interested here in seeing military strikes and you have criticized the approach of the United States in doing it as too separate prongs. You feel there should be this humanitarian drop as well as the military strikes done together, otherwise, it doesnt have any strength at all. Talk to us about that because, of course, we have heard that when they dropped it, they will watch it and make sure isis members did not get access to the aid that was dropped. Its a pleasure to be with you. Im sorry to be with you under these circumstances, rosemary. Yes, having a humanitarian air drop is only half of the problem. Isis is the flip side. The humanitarian situation was caused by isis. And, if we only address the humanitarian needs through a humanitarian air drop of supplies, while thats necessary, its needed, its helpful to a certain extent thats really just putting a bandaid on the wound. Isis did not become a problem yesterday or a week ago or a month ago. These guys have been a horrible problem for over a year and now weve waited so long to act that they control fully a third of syria and a third of iraq and at this point weve really weve waited so long to get involved that i think were just too far behind to have a consequential impact at this time. Id hike to make one historic analogy. 1993 the United States with the best of intentions decided to get involved in the humanitarian crisis in somalia. We put a lot of humanitarian aid into somalia but all that happened was the warlords led s possession of that and increased their power. And you see you see a comparison here, but i mean at this stage we are hearing, of course, you know, we heard president obama late thursday announce there would be military strikes if, if we see isis threaten in any way american personnel in irbil, but do you feel then at this point its too late . Well, its too late to have best impact. Its never too late to do the right thing and the right thing here is to attack isis and simultaneously provide humanitarian aid. I reject the notion its ever too late to address our strategic requirements. At this point were getting in this situation so late the cards are stacked against us and unfortunately the innocent civilians. Were already at a point where the states of iraq and syria and the surround nation states of jordan, lebanon and turkey have been inundated with this flood of refugees along with internal displaced persons talking about millions of refugees and internally displaced persons. Theres no place left for these people to go. There are no supplies for them to access. They are literally starving to death and dying of dehydration while the rest of the world sits and watches. The ceasefire ending between hamas and israel. Lets get to our Matthew Chance in jerusalem who has a new development to bring us. Matthew. Errol, thanks very much. Within the last few minutes a few minutes after the ceasefire formally came to an end between the israelis and the palestinians and hamas in gaza after a 72hour essentially hiatus in violence, its just been confirmed to us that another rocket has been fired from the gaza strip towards southern israel, sirens going off in southern israel. The israeli iron dome interceptor system coming into play and the Israeli Military saying that that rocket was intercepted in the skies over the israeli city of ashkelon so it does seem that that ceasefire thats formally come to an end is, indeed, over but with these repeated rocket strikes that are being reported to us by the Israeli Military because just before the ceasefire expired, as well, the Israeli Military said further two rockets have been fired from the gaza strip. They didnt hit any population or cause any injuries or damage but interestingly, hamas came out with a statement in the gaza strip saying, basically distancing itself from those earlier rocket strikes saying there were israeli reports aimed at confusing the situation. It may be too early yet but we havent heard from the Palestinian Militant Group that controls the gaza strip what their response is, what their reaction is, whether they acknowledge this is their work or whether this took place, this latest rocket but again according to the Israeli Military was fired in the minutes after the formal end of the 72hour truce and was intercepted by israeli missiles over the city of ashkelon, errol. This does change the equation somewhat, matthew. Ashkelon populated much more familiar with these types of rocket attempted attacks. The people there constantly living under the threat of such rocket strikes. If were to believe what the Israeli Military said about what it plans to do once the ceasefire ends and if it continues to be attacked by rocket fires, can we assume that a military response by israel is imminent . Well, the israelis have said that quiet will be met with quiet and if they are at the receiving end of rocket attacks theyll respond to that. I mean at the moment theres been no response. I think the broader problem is that this these ceasefire talks and truce talks that were under way in cairo have obviously come to nothing and the reason for that is that the both the party, the palestinians and the israelis went to those talks from very different perspective, the palestinians wanting to go there using the ceasefire as a means to an end. As a means to kind of gaining other concessions, if you will, from the israelis. They want their borders lifted to allow the free flow of people. They want the economic blockade of the gaza strip to be lifted, as well, to bring back some semblance of normal life into the gaza strip. But thats not the perspective that the israelis had when they went to these negotiations. They more or less saw the ceasefire as the end in itself. They want quiet. They want an end to the rocket attacks. And theres very little political kind of pressure in israel for any further concessions from the israelis towards the palestinians in the gaza trip and so it does seem those talks have for the moment failed and that the barrage at least from the palestinian side has resumed. So there you have it, Matthew Chance, with that breaking development an intercepted rocket over the southern israeli city of ashkelon as this ceasefire ends and it appears the battle continues. We will try and connect also with the Israeli Government spokesperson next hour and get to cairo and see where the talks stand. Matthew, thank you. We want to bring out these live pictures from this is the israeli gaza border and at this point it looks quiet but did hear from Matthew Chance moments ago confirmation from the idf, another rocket that makes three fired into southern israel. It was this time, though, intercepted by the iron dome before that, of course, weve been reporting about two rockets, but from this point of view we know israel is holding off any response and hamas denied it more or less but hot an outright denial from hamas. Now, as we said earlier the hamas military wing would resume fighting if its key demands were not meant and that meant a seaport and border crossings open and israel is not budging on that so essentially a stalemate. Lets connect with our john vause in gaza city. John, with this report of a rocket being intercepted near ashkelon in southern israel can you give us any indication of what perhaps hamas is saying on your side of the border. Sure, errol. An official statement came out from hamas, just a brief statement sent out to reporters saying the palestinian factions which is referring to the negotiators who are currently in cairo have not agreed to an extension of that 72hour ceasefire but they did add negotiations continuing so negotiations for what at this point we dont know who theyre negotiating with. Again, it seems kind of foggy at this point. But it does seem that, you know, the ceasefire as weve seen is now over. The rocket fire is continuing and, of course, now were waiting to see the next step from the israelis. Do they resume the air strikes here. What will be the next step . I can tell you just looking out the window it is a friday morning here. So the streets are starting to get busier. There is some traffic out and, of course, you know, many people have been bracing for this hour wondering what may or may not happen and so i guess it is relatively quiet as people sort of anticipate what the israelis may try and do next. What can you tell us about the benefit this truce has brought to the civilians where you are, of course, so many were killed during the idf strikes although the Israeli Military says it did not target civilians and that, you know, each side blaming the other basically for the civilian deaths but the infrastructure there which was already woefully was completely destroyed in some areas, how much repair was even able to be done in the past three days, how much aid was able to get in . Well, there had been significant work done in trying to get at the electricity working again. Mostly by repairing those transmission lines which were in gaza and so we had about a week or so pretty much without any electricity at all, any electricity was essentially coming off generators so with those transmission lines, they were also out, as well so that had eased the crunch when it came to electricity, the city here in gaza wasnt plunged into darkness as it had been for most of the week and the water system had taken a pounding and the Sewage Treatment plant. Work was under way to fix that. That was badly damaged. Also this much needed humanitarian aid, hundreds and hundreds of trucks had managed to cross the border in israel into gaza to try to get temporary housing to people here because thousands and t
