Just imagine the site of those huge piles of money. Being halled off by the iranians and waiting at the airport for the cash. I wonder where all that money went. One of the of all the deal allows iran to fund the Nuclear Program and in just a few years, as key restrictions disappear, iran can sprint towards a rapid Nuclear Weapons break out. In other words, we got weak inspections in exchange for no more than a purely shortterm and temporary delay in irans path to Nuclear Weapons. Whats the purpose of a deal that at least only delays Nuclear Capability for a short period of time . This as president of the United States is unacceptable. Other countries think in terms of 100 year intervals and not just a few years at a time. The saddest part of the deal for the United States is that all of the money was paid up front which is unheard of rather than at the end of the deal when they have shown they have played the rules. Whats done is done and thats why we are where we are. The Iranian Regime committed multiple violations of the agreement. For example, on two separate occasions they have exceeded the limit of 130 metric tons of heavy water. Until recently the Iranian Regime failed to meet our expectations in its operation of advanced centrifuges. The regime intimidated International Inspectors into not using the full inspection authorities that the agreement calls for. Officials and leaders have claimed they will not allow inspectors on to military sites even though the International Community suspects some of those sites were part of irans clan destine Nuclear Program. Many people believe that iran is dealing with north korea. I am going to instruct our Intelligence Agency to do a thorough analysis and report back their findings beyond what they have already reviewed. By its own terms, the iran deal was supposed to contribute to regional and International Peace and security. And yet while the United States adheres to our commitment under the deal, the Iranian Regime continues to feel conflict, terror, and turmoil throughout the middle east and beyond. Importantly iran is not living up to the spirit of the deal. So today in recognition of the increasing menacy posed by iran and after extensive consultations with our allies, i am announcing a new strategy to address the full range of irans destructive actions. First, we will work with our allies to counter the regimes destabilizing activity and support for terrorist proxies in the region. Second, we will place additional sanctions on the regime to block their financing of terror. Third, we will address the regimes proliferation of missiles and weapons that threaten its neighbors global trade and freedom of navigation and finally, we will deny the regime all paths to a nuclear weapon. Today i am announcing several major steps my administration is taking in pursuit of the strategy. The execution of our strategy begins with the long overdue step of imposing tough sanctions on irans Islamic Revolutionary guard corps. The revolutionary guard is the iranians Supreme Leaders corrupt personal terror force and militia. It hijacked large portions of irans economy and seized religious endowments to fund war and terror abroad. This includes arming the syrian dictator and supplying proxies with missiles and weapons to attack civilians in the region and even plotting to bomb a popular restaurant right here in washington, d. C. I am authorizing the Treasury Department to further sanction the entire Islamic Revolutionary guard corps for support for terrorism and to apply sanctions to officials, annuals, and affiliates. I urge our allies to join us in taking strong actions to curb irans continued dangerous and destabilizing behavior, including thorough sanctions outside the iran deal that target the regimes Ballistic Missile program in support for terrorism and all of its destructive activities of which there are many. Finally, on the grave matter of irans Nuclear Program, since the signing of the Nuclear Agreement to the regimes dangerous aggression has only escalated. At the same time it received massive sanctions relief while continuing to develop missiles program. Iran entered into lucrative Business Contracts with other pears to the agreement. When the agreement was finalized in 2015, Congress Passed the iran Nuclear Agreement review act to ensure that congresss voice would be heard on the deal. Among other conditions, this law requires the president or his designee to certify that the suspension of sanctions urn the deal is appropriate and proportionate to measure and other measures taken by iran to terminate elicit Nuclear Program. Based on what i put forward, i am announcing that we cannot and will not make this certification. We will not continue down a path whose predictable conclusion is more violence and terror and the very real threat of Irans Nuclear break out. That is why i am directing my Administration Work closely with congress and our allies to address the deals many serious flaws so that the Iranian Regime can never threaten the world with Nuclear Weapons. These include the deals sunset clauses that in just a few years will eliminate key restrictions on irans Nuclear Program. The flaws in the deal also include insufficient enforcement and near total silence on irans missile programs. Congress has already begun the work to address these problems. Key house and Senate Leaders are drafting legislation that would amend the Iran Nuclear Review act to strengthen enforcement and prevent iran from developing an internet this is so totally important. An intercontinental Ballistic Missile and make all restrictions on Irans Nuclear activity permanent under u. S. Law. So important. I support these initiatives. However in the event we are not able to reach a solution working with congress and our allies, then the agreement will be terminated. It is under continuous review and our participation can be canceled by me as president at any time. As we have seen in north korea, the longer we ignore a threat, the worse that threat becomes. It is why we are determined that the worlds leading sponsor of terrorism will never obtain Nuclear Weapons. In this effort we stand in total solidarity with the Iranian Regimes longest suffering victims. Its own people. The citizens of iran have paid a heavy price for the violence and extremism of their leaders. The iranian people are just longing to reclaim their countrys proud history. Its culture and civilization and cooperation with its neighbors. We hope that these new measures directed at iranian dictatorship will compel the government to reevaluate the pursuit of terror at the expense of its people. We hope our actions today will help bring about a future of peace, stability, and prosperity in the mideast. A future where sovereign nations respect each other and their own citizens. We pray for a future where young children, american and iranian, muslim, christian and jewish can grow up in a world free from violence, hatred and terror. Until that blessed day comes, we will do what we must to keep america safe. Thank you, god bless you, and god mess america. Thank you. The president of the United States announcing that he cannot certify that iran is complying with the nuclear deal. Announcing new steps in effect throwing the ball right now to the congress. He said congress will work closely to address what he calls the flaws of this agreement. We listen he went further than all the advanced work going after iran and making it clear. He sees this deal that was negotiated during the Obama Administration with other permanent members of the Security Council. He sees this deal as a horrible, horrible deal and the u. S. Must get a new deal. This is potentially enormously consequential. The president has in effect said congress, fix this. He is not pulling the u. S. Out of the deal today, but made clear if they do not fix it to his pleasing as he is demanding here, the u. S. Will walk away from the deal. Similar to what secretary tillerson said. Fix it or we will nix this deal. That is consequential. Its not guaranteed that he will get the changes he wants. New triggers and new sanctions. Thats a question. For several of the moves, you need 60 votes. You need a democrat to sign on. Thats important. Two, the president alleged something contradicted by every agency head. He said iran has delivered multiple violations of the agreement. His defense secretary and Intelligence Community and even his secretary of state speaking to reporters yesterday have all said that iran is in compliance with this agreement. The fact is this agreement covers only the Nuclear Program. It doesnt cover Missile Technology or terrorism. You can argue that it should have or you should have fought for that, but the agreement does not. Though the president is decertifying and saying it is violating the agreement, the senior advisers said publicly and repeatedly, it is not. The final point i would make it this. The u. S. Is alone on this. The allies who negotiated with china and russia have constantly and continued to declare public commitment to the deal. I smoke to a diplomat and he said the following. We along with our e 3 eu partners have been expressing ongoing commitment to the deal. We would be wary of any developments that undermine the parameters of this agreement. As the president goes out here on this in effect, he is doing so without the cooperation and agreement of his closest allies. He did announce new sanctions on the guard core. Thats a huge part of the Iranian Regime. Thats a significant step. A big part of the icon me. They have our own lead to a degree. We have many of their own businesses there. If they are shutout of the Banking System that has consequences to iran. Jim acosta at the white house, the correspondent has been well briefed over there. The president seem add i lot bolder than aides were suggesting he would be. Thats right. We are getting mixed messages on this iran deal and what the president will be doing about it. I think we should look back to what Rex Tillerson told reporters in the White House Briefing room yesterday. The secretary of state said that yes, this policy decision by the president moves the Iran Nuclear Deal to congress and this is what rex tiller son said yesterday. If congress does nothing, they remain in the agreement. Despite all of the president s tough talk, that is still the state of play in washington when it am cans to this nuclear deal. He made a lot of strong statements saying it was the worst deal ever negotiated and so on. He was really trapped by his own Campaign Rhetoric in all of this. From talking to sources over the last several months, we have been given the full picture that time and again people like the National Security adviser hr mcmaster and Rex Tillerson and the defense secretary james mattis tried to go to the president and impress upon him that you dont like this deal, but guess what, if we pull out, we are isolated by much of the world. This is not a Bilateral Agreement between the United States and iran. Other parties are involved here. This may be something where the president issues a lot of tough talk that makes him feel good and at the end of the day, congress and the senate need 60 votes to deal with whatever bob corker comes up with. He is trying to craft a deal and the congress can act on. If congress does nothing, we have been told by officials the iran deal stays in place. Until he decides it shouldnt. He can clearly make that decision. Our International Correspondent is joining us from tehran right now. You were listening to what President Trump had to say. How is this likely to be received in iran. This will lead to reactions and anticipation of what the president said and what they thought he was going to say. On the one hand, the nuclear deal. You can see the moderates and the hard liners who have been at odds after the agreement was put in place. Im not sure that is going to weaken. And the agreement being set aside. Earlier our crews spoke to the hard liners. We told you this all along. They thought this was a bad deal for iran. The many moderates here have been saying 245ir7 looking forward to the deal and thought it would bring relief. Many thought it could bring him closer. Many of them dont believe it could happen anymore. We will get reaction from the architects of the Iran Nuclear Deal, but i want to go to christian amanpour. You studied all of the history and the negotiations leading up to this deal back in 2015 whats your analysis of what we heard . Clearly it was a brought brush stroke painting iran as the satan that President Trump believes it is. It went all the way back to 1979 and it was a long way to go back. Omitted very important things. The reality of this is that this deal was struck by iran with the United States to europeans, russia and china. All of them including the only agency qualified to do so which is the iaea has testified over and again that it is verifying this deal that iran is in compliance with and if the deal breaks up, there is no more verification and transparency into the iranian program. Thats important. The president and the United States frankly always had sanctions against the irgc. It always his sanctions on iran for terrorist allegations. Those already exist. I think its important to remember that even israeli hawks such as the former Prime Minister said so yesterday expecting this speech today. The deal is done. Pulling out, even though the president didnt say that, but raised the spector it could happen. They could blame the United States for it and that could be what the rest of the world would think. As for the sunset clauses, of course people want to see a forever sunset. No sunset. A forever dole with this. It wasnt possible and all the proponents of the deal and those who struck it remind us that there is a forever clause on the prohibition against Nuclear Weapons that under a certain period of time it foresaw iran and it maintained this deal signing on to the Additional Protocol that alous any time, anywhere aggressive inspections into everywhere. If iran agreed to that and most of the provisions were way beyond the next several years. Its very hard to see how weakening this deal will achieve what the president wants. All the bad things they are accused of. How weakening the deal that israeli National Security and global security. You are trying to persuade them and they come in from the cold and freeze. Thats why opponents of what the president has done are concerned about how they go forward to keep a more security world rather than add a new level of insecuri insecurity. I thought it was significant that the president said he wants further study from the cooperation between iran and north coares. Right now he is raising that possibility in recent weeks, several of the president s top National Security advisers made no secret and iran is in compliance with the nuclear deal. I believe the agreement that delayed the development of a Nuclear Capability by iran. My deal is they are in Technical Compliance of the nuclear arrangement. Do you believe it is in our interest to remain in the jcpoa . Thats a yes or no question. Yes, senator. I do. Parsec tear of jfs james mattis and the Global Affairs analyst during the Obama Administration and you working with secretary kerry and worked closely in putting the deal together. The president said it may be the worst deal ever. You guys simply signed on to this horrendous deal. I often wondered theed if the president read the deal. The fact is with this incredibly difficult relationship with iran, the one thing that is working with the nuclear deal. We pulled them way back to having a nuclear weapon. It makes it easier to have something challenging and deal with the manifestations of bad behavior. It would be a heck of a lot harder to do that. What the
