New york citys first and only ebola case successfully treated. Dr. Spencer is ebola free and new york city is ebola free. Welcome back good to see you. We begin tonight with president obama, whos in beijing for the summit of apec, the asiapacific economic cooperation. Summit, incredittably dry economic conference dedicated to promoting global prosperity through free trade in the pacific region. Who breaks out joseph and the teccolor summit fireworks selling out, are you kidding me . To be fair, china does the whole fireworks thing for pretty much anything. They love a good fireworks. The sad thing is, i dont know if you know this, but obamas been bummed out about his political fortunes here at home. I dont know if hes going to be able to get into the spirit of what the bleep . cheers and applause he didnt dress for a summit, he dressed for the hunger games. laughter why is he dressed like that . Actually, by tradition, the host country chooses a fanciful outfit for all the World Leaders to wear. Its why im glad theyre not holding them in france again, because that you like that . laughter purring whats on the agenda at apec . Climate change is on the agenda, and a Chinese Government official said good air quality is the priority of priorities. Of course, it was difficult to hear the official say that through the curtain of sounddampening smog that passes for air in beijing. How is he going to make it breathable for the summit . To reduce pollution by about a third, government offices and schools have been closed and factories shut down. Jon i never forget, growing up in china, we would sit around the radio listening hoping to get out of school for an air day. Did it work . The skies were dubbed an apec blue by residents. The plan was working pretty well until the people of beijing were frightened by an enormous ball of fire in the sky. Have they thought about how mad the people of beijing are going to get after the summit when their air goes back to abnormal . An editorial in the statelinked chinadaily says beijing residents will no doubt feel uneasy when the city is once again smothered in smog after the apec meeting but they will get used to it as they did before. Jon that may be the worst city slogan ever welcome to beijing you will get used to it as you did before. laughter but, of course, the real action was inside the summit, all eyes on the leaders of two of the worlds superpowers. President putin went up to president obama in this very ornate room. And president obama sort of averted his gaze and avoided eye contact as if, not again, i dont necessarily want to talk to you. Jon makes it sound like theyre mean girls laughter and obama is shading putin because putin made out with brandon when he knew obama liked brandon. A little stink eye for a guy arming assad and insiding the ukraine is not necessarily appropriate, though the brandon thin stings, im not going to lie. You have been everywhere. You just recently got back from were you in liberia . Liberia, guinea and sierra leone. Jon and you were observing the United Nations response or the u. S. Response to ebola. Correct. Jon correct. And you didnt mention that when you came up and shook my hand. You shook my hand laughter are you excited new yorkers can once again lick the subways . Maybe afterwards ill head to the subway. Jon you dont want any part of that. What did you find . Are we getting a handling on this epidemic within africa . Basically, we are building the airplane as we fly it and it has not been pretty at all times. People are learning a lot as they go about what ebola is, what it isnt. As you can imagine, in remote areas of the countries where there are no roads and there have been no clinics for a long time, and just as the countries were recovering from the wars, here comes ebola. But the response actually has been remarkable and particularly in the last two or three weeks weve started too see the returns on the investments that we have been making. So fac proper burial which is ae part of a response was disastrous. Jon because the body becomes incredibly infectious. Right. Jon so if somebody passes away, their body is still active with the disease. Correct. In the culture, the desires to embrace the body and all kind of rituals and burial rites were fueling the spread of the epidemic. C. D. C. Feels as many as 70 of infections were coming from unsafe burial. Three weeks ago the safe burial rate in sierra leone was 30 . That bad within 24 hours of a death. Now its about 98 . Same in monrovia where the u. S. Sent troops, fanning across the country, massive improvements in safe burial. So if we can do that, you can see bending the curve, but were not there yet. Jon but weve done a good job here at least trying to demonize anyone who would go there to help. laughter in the way weve talked about Doctors Without Borders or some of the individuals who have gone there, weve tried to do our best to shun them when they get back. Thahas that helped . applause shunning is not on the top of c. D. C. s list of things to do to cure an epidemic. What we do need is more doctors. One of the things people said in the region is how amazing it was to see president obama hugging nina pham, to see workers at the white house being called heros. Theyre wearing sweating suits two hours at a time jon because . Because of the heat and oppression. Im not doing a good job of selling the idea of becoming a health worker. Jon no, so far im liking what im hearing laughter but its amazing people are putting their lives on the line, doing this for sixweek rotations. Several hundred workers are in the countries now but the u. N. Estimates we need about a thousand, so that will require hospitals and families and communities rallying around the idea of sending our medical jon does the u. N. World health organization, do they have access to those resources or does that have to come from n. G. O. S and others on the ground . Do they have that as part of their infrastructure . Theres no Standing Army wearing blue helmets that jon why not . Is that something we can propose . Out of that crisis will be a lot of learning. Were still trying to build the plane and land it, but well need to establish rosters of physicians in need of outbreaks. We will have built muscle memory that we never have before. For the United States to send several hundred Health Workers over the last jon experience in dealing with this. Yeah and theyll tell their colleagues it gives them such a great sense of satisfaction. I was describing wearing the suits and being in the heat and treating these people, ive never met Health Professionals who described a greater sense of satisfaction faction. Every doctor loves to heel. Jon its certainly not in my Insurance Network laughter so we talked about ebola. Well come back and you can tack about how were fixing i. S. I. S. Or i. S. I. Jon welcome back to the show. Samantha power is u. S. Ambassador to the United Nations. The other big fight on everybodys fear graphics on the 24hour networks is with i. S. I. S. , who we have made into an xmenlike organization of superpowers that the u. S. Must stand up to as an existential threat. Is that the general consensus over at the United Nations . Whats the sense there and what are the countries there doing about it . Therefore overwhelming support for this effort for a couple of reasons. One, i. S. I. S. Is terrifying. Theyre executing people jon but they dont even have an air force. Correct, which is helpful. laughter but they have heavy weaponry of a kind we havent seen a terrorist Organization Control before. Jon right, ours. Right. And they control territory and if youre in their path, its terrible, as you can imagine. So americans will find themselves in the path and will, as in the case of our two journalists, and they will be clear they will keep on their march if not stopped and it takes u. S. Leadership to amass a coalition to stop it. Jon why does it take u. S. Leadership and why to we have to bear the burden of that and why is it when the president says this is an existential threat, so were on it, go back to watching the good wife. The rhetoric doesnt seem to match the reality in some respects. Well, u. S. Leadership is critical and has proven critical in mobilizing a coalition that is way bigger than it was when we first stepped forward and declared it a threat. We have Arab Coalition partners with genuine coalition. It is going to take time to deal with the threat. It is not a conventional threat. But it is also not an option to let these guys hang out and plot their next move. The foreign terror fighting piece of this is why we have so much backing. Jon the rhetoric is an existential threat, seems like we would do more. If you want to say to the country or to the world, this is a threat to the worlds existence, but nobodys going to put Ground Troops in and were just going to lob some strategic bombs. I take a point. I think what we recognize is that it has to be iraqiled and ultimately in syria its going to have to be syrian fighters on the ground who take on i. S. I. L. Weve invested a lot through our ground presence in iraq over the many, many years, so many billions of dollars and lives lost and still ended up with i. S. I. L on the back end. Jon is that not good money after bad . What makes us think the investment of the past ten years will be different than the investment of the next ten years. Asking the question the other way, what gives us confidence that by hanging back the threat would metastasize across the region. Jon no. That being why cant we and the other nations with powerful militaries take care of this . I think we have more support than in past efforts and that has to be sustained. There are very delicate sectarian dynamics at work to maintaining the coalition is an extremely part of the solution. I think what is different is we recognize going in that its going to be a multiyear effort. We recognize in light of the fact the iraqi forces werent able to contest the threat when it appeared, how much more work we have to do on the training side. But again we have the Financial Resources coming in, we have government stepping up to try to prevent the flow of foreign fighters with Greater Energy than they brought to bear in the last couple of years. Jon when you hear theth say well send in more advisors, it gets real vietnamy to me. 3,000 advisors, thats a lot of advice. I cant help but think, you know, 1,000 advisors, okay. The other 2,000, theyre probably troops. No. When we say add advisers, theyre advisors. I mean, theyre not troops being deployed. Jon shoot that guy like that kind of advice . laughter what do they do . What do they advise . The forces have, in certain areas, dissolved, so part of it is reconstitution. Jon the iraqi forces . The iraqi forces in particular communities. They hightailed it out of major towns in the northern part of iraq so were reconstituting forces and also thinking about different models for decentralized security forces. The the model before was centralizing iraqi army and given the loyalty jon trying to find a Sunni Awakening been the Anbar Province that would take care of as we did before but wasnt complemented by leadership in baghdad. Jon congress, i always understood them to have a role in this. They appear not to want to deal with it. They were on recess when we began the operation. Im not sure where they are now. Do they have a role to play . Is that role a helpful role and how much do you hate those guys . laughter let me answer the first question. laughter jon all right applause they have a really Important Role to play. I have seen even at the u. N. And when i travel overseas just how much more powerful our message is and our leadership is when theres a sense that the congress and the American People are behind us. So i think this is the season and we are hopeful that we will see congress act in support of the effort were undertaking both in terms of i. S. I.
