Im guessing you all heard all you want and want to get the questions. Open it up to you. We are ready to go. Good morning. This is for the secretary and the chief, youve all talked a lot about the recruiting and retention challenges this year. Im hoping you can give us some specifics on what you plan to do in the next few months to try and meet your goal this year and do you have an assessment at this point whether meeting the recruiting goals for 2023 is within your grasp . I would say its very early to be speculating about where we will land by 2023 so i dont think we are in a good position to answer that question right now. We have started this prep course , the early results of that look promising. And depending on how that plays out in the next month or two i think we will look at expanding that to some additional training sites which would obviously help us. Another thing weve done is weve partnered with our recruiting brigades so that frankly we are increasing the profile at events across the United States. We will also be increasing the marketing that we spend and we have very datadriven analysis that helps us look at how much marketing and what return on our investment we can get. We will be putting some more investment into marketing and then as i said we have a recruiting task force tasked with coming up with whats the next big thing, the next future soldier prep course and part of the mandate of the task force is identify that. We really believe exposure to the army is really important. Its not just about recruiters, its about our soldiers for life. Those who serve talking about the value of having been a soldier. We think thats really important. We also think its important have soldiers who were very successful in the army go back to their high schools and communities talk about what a difference its made and weve opened up our gated communities so people can see whats it like for a soldier bring 83 of the young men and women who come into the army, for military families. They know what that is and what we have to do is expose those who may not have the opportunity to understand what the army is all about. Right now we are in the process of developing plans to do that. We want to make sure there is the amount of recruits that can do that. The initial results we are seeing as this would change the way we do recruiting. We are getting young men and women, some dont have the best access or the best fitness but we are finding out a lot about their commitment, whether they want to serve or not. They can do that right up front. And what it takes for the initial military training. A lot of these young men and women they were getting a head start on initial military training. When they enter those ranks they are ahead and for those who saw those with student leaders and they get a chance to do that. We are seeing some of the recruits at the lower end of that capability. So we are excited to see how far this will go. Kaitlyn kenny with defense one. Some of the comments in the Opening Ceremony seem to recognize an end to the era. Saying today we are ready to defend this country and face Nuclear Armed competitors. Do you believe the [indiscernible] Caitlin Kinney with defense one. Some of your comments during the opening cirino any ceremony you mentioned the war of terrorism and you said we are prepared to defend this country as we once again face nuclear competitors do you believe the g1 era is over and the new doctrine is a new era for the army . Certainly we are in a new area of being focused on peer competitors. You see that in the National Defense strategy and other dod leaders talking about china being the basic challenge and russia and acute threat. But we still have a problem with violent extremist organizations. We have soldiers dealing with that in syria and africom as well. We will deal with the problem as it needs to be dealt with but is not at the center of our strategy the way it was the last 20 years. [indiscernible] are you saying the war in terrorism is over . Or front and center for the army . The level of our focus on violent extremist organizations is not at the level of a war. It is an ongoing challenge and problem we have to manage. Lets go to davis. High, davis the fort would reported multiple general offices for seceding the social media space in the wake of the death. However the ig room were we obtained about pat donahoe where his retirement is not delayed it says that his tweets when he was responding to tucker call sees comments about women in the army and military gas the army where is the middle ground where you want your Senior Leaders to insist and engage on social media . You have folks who are getting hammered for not doing it and those who are getting hammered for doing it to the greatest extent that they think is appropriate. What do you want your next round of general officers to do with regards to social media . The key with social media it is really important, but the key for Senior Leaders in an environment that is politicized as we are all operating as this one is is to have good judgment. One of the most important things is keeping the army a political and out of culture wars. Because we have to be able to have a broad appeal and only 9 of kids are interested in serving. We have to be sure we are careful of not alienating while wide swaths of the american public. We want our general officers on social media but they need to exercise good judgment. They need to be positive and factual about what the army offers but not drawn into some of the inflammatory environment that twitter linens itself le nds itself to. Going to breaking defense. In your speech today you mentioned you asked general daily to lead a comprehensive effort to strengthen the armys logistics can you provide more detail on what you ask general daily to do on the specific lines and goals . Sure. We are just getting started, but a few things to emphasize, we have to focus on logistics in the indo pacific. Thats the most demanding theater from a logistics perspective because of obvious reasons. What will be useful about what general daily and the team what they can do is look at where their opportunities with things like autonomous distribution to really explore where we can get ahead leveraging those kinds of technology. Or making greater use of predictive analytics. And emphasizing and partnering with the commercial sector. We have to out have a lot that we can learn from the information in the commercial sector. Weve done a good job with industry partnering around new combat capabilities but i think we need to make sure we fully explore what we can do in logistics with the commercial sector. That is where he will be focusing. Lets go back up to the front to you. Im haley with tuscan purpose, you mentioned importance of not alienating the public as you try to recruit more. Over the last few days, a lot of soldiers who exist in marginalized group feel alienated by their own organization. What would you say to the women in the army and people of color who saw this response to pat donahoe that the army will not have my back anymore and no one is coming to my defense. In these volatile political figures come after them and question their service and belonging. Yeah. I do not want soldiers women or soldiers from other communities to feel alienated. We always want to have the backs of our soldiers. There are ways to do that that are more effective than others. In the past, down towards the fma, he has on occasion spoken out for women whether it was about negative commentary and their ability to be in combat i think theres absolutely no way to stand up for our soldiers and have their back. But i think the key is tone and looking at your audience. Yeah i will come on in. Youre talking about women in the army. My wife is a soldier my daughter is a soldier. We have 185,000 women serving in the army in combat zones i worked with women multiple times. I remember specifically in 2004 when a job was getting overrun got a frantic call from the Court Headquarters could we get aircraft down there and we responded with a team they got down there and saved a bunch of lives. The leader of that team was cindy resell, i do not remember anyone questioning her gender as if she was safe. Both stories need to be told and not getting into a left right back and forth on twitter. We just need to talk about and show what our soldiers are doing. That is what we need to do. And one more thing i would emphasize, more broadly, in terms of soldiers coming from marginalized communities or demographics that are not widely represented in the army, that is part of why we emphasized positive command climates and inclusion. We get criticized frankly for being woke. I am not sure what woke means i think it means a lot of Different Things to different people. First of all, i would say if woke means we are not focused on war fighting or readiness that does not reflect what i see at installations all around the country or overseas when i visit. We do have a wide range of soldiers in our army and we have to make them all feel included. Thats why our diversity and inclusion programs are important. Go over to torah. Following on donahoe questions. Is the army considering revising its guidance to Senior Leaders about engaging on social media lap forms in the wake of this . Social media platforms in the wake of this . I think its something we should look at im not familiar with our guidance and what it says right now. But we have precommand fork is forces for our where leaders go over all sorts of things to help them prepare for those assignments. I think it is worth looking into do we feel like weve got the best available training out there for our leaders who will be on social media. Kimberly. High im kimberly from signal medicine. You mentioned direct energy in your speech this morning could you elaborate on your goals for fy 23 about conservative energy and what youre looking from the industry with this advance in advancement of laser energy . Sure i will start and end know the chief will want to add given the Unmanned Systems threat we need to look at directed energy as an important capability for the future. We are doing that whether it is with the inshore directed Energy System that we are working to develop or do is pick highpowered microwave. We have multiple different prototype systems that are looking at different kilowatts of lasers. Right now we are seeing good results with those initial development programs. One of the things we will have to look at is the cost of scaling up those programs because the big advantage is it has an unlimited magazine. Theres a cost efficiency they are but then looking at the platforms and like cycle cost lifecycle cost we have to make sure that overall it makes sense from a cost perspective. Were talking about the challenge and threat ive Unmanned Aerial Systems we see them everywhere. What we need to do is block the arrows that we will use from each specific system. We want to give them multiple options that they can engage the fill we run the patriot missiles and everywhere in between and we Start Talking about swarms of Unmanned Systems that we are starting to see. We want to be able to engage multiple threats at one time. Where we are going we are taking multiple sensors and bringing it into a command control system using our intelligence to get the information and the right legal system. So that is where we see lasers coming into this. We did not want to shoot patriot missiles 100,000 uis it would not be effective so we are trying to give our commanders the capabilities they need to have so they can react with whatever threat they get. [indiscernible] i have a question that plays with recruiting. The most enduring symbol of u. S. Army was the m1 tank. Is the equivalent of the f18 given the lessons we are learning from the war in ukraine, that the javelin and other systems can knock out at tank, we are is the relevance of the future of the m1 vehicles within your army doctrine. I have heard those comments and here is what i would say, you do not need armor if you do not want to win. What i mean by that is go on the offensive. If you look at great lessons in ukraine lets hope we learn them all. He talked about javelins and stingers that was the initial part of the work they were in complex terrain trying to defend u. S. Cities and they did very well. But you do not win by being on the defense you have to go to the office. If you take it look at what the ukrainians have asked for they ask for longrange fires you described high bars as a game changer with flyers and as the ukrainians go on war in the offensive that are looking for is Armored Vehicles and tanks. But i would argue in the future is to combined arms. You never want to present your adversary or dilemma if you just push tanks at them they can do what youve seen with that. Thats why you want infantry, armor, attack aviation, you have intelligence all of those systems are working together. The other thing is, the notion of long wings longrange specific parts where the army is going it is not longrange decision precision fires. You look at the missiles that are coming out if you start to see the capabilities you can imagine how this will change the nature and character and richness of the war. We want to support our infantry and those who have fought in cities. In the future you want to have armor capability. [indiscernible] is is more it is more along the lines of the type of fight you would have the difference you would see the is the importance of data. I see as we develop Unmanned Aerial Systems, also have unmanned ground systems. What you see in aviation with manned and unmanned teaming theres a lot that can be done on the ground you see the capability commanders will have to take the visual what they are seeing on the battlefield and bring it back into the make the decision on that. The future we never want to see something go through a minefield that has a manned vehicle in front. We could do that with unmanned capabilities. And you would see systems like ive asked bringing on board, they are coming together they are bigger and like Everything Else there doing transformational change it takes time to get there you will see how the fundamental change changes how we operate. [indiscernible] please support our women in service we think [indiscernible] so steve, first of all when i made my comments are very earlier i was not commenting specifically on donna hose specific that if you look carefully at what i would said i was not speaking directly about his tweets i have not combed through his tweets i am talking generally. Senior leaders need to be careful about not getting engaged in partisan discussions over social media or public. So i will not comment on a comment the investigation has not come forward with any kind of adjudication. But i will say, again, is that i do want our leaders to be able to have a social Media Presence and to be able to speak up for soldiers and defend soldiers if they are being unduly affect attacked. But our leaders have to choose their words carefully and exercise good judgment. Unfortunately, we are in an environment where things that people say including things that the chief and i say can be totally taken out of context. We chuckle sometimes because a statement one of us will make his criticize from the left and the right. So i think it demonstrates the difficulty of being in the public arena and not being accused of taking a partisan side. As she said we will not comment on something that is under investigation but we had spect of our generals is the highest level what we expect of our generals is the highest level of character. You may not know this, but routinely as our system works, our general with any allegation imagine your work lace if any allegation is made and investigated the fact it was investigated does not mean the person is guilty. Dont get me wrong it is frustrating for generals some will make an allegation and we do have a system i believe it is a fair system and theres a due process and appeals in that but it does take time. I think this system will handle a case in an appropriate manner like we have handled every case. [indiscernible] i am curious and you review right now, what is the armys most pressing [indiscernible] thats a good question. I think the most pressing challenge for us is delivering on fully developing all the new technologies that we are pursuing right now. It is making good on the 24 and 23 which you have heard us say a lot. I would not single out one particular challenge at this way. I think the challenge for us is getting those results over the finish line. Are you satisfied with how [indiscernible] no, i would say on the one hand we are doing more and more every day to use data more effectively. I see it in all sorts of wave ways. I think that weve improved our ability to see inventory infrastructure using data i was over in germany with the way we are using data is tremendous. But we have so much more to do when it comes to the private sector. For example, our development has taken longer than we would like for it to take and that shows we still have challenges. Any time you are trying to knit together 16 different personnel systems, you will have challenges especially if you are the government. But i will say we are putting good steps forward toward being more data centric. But the journey of a thousand miles begins with the first step. Was go to the back of the room. Touching on ukraine in general, today we are seeing an escalation of civilian targets can you talk about what that means when you talk about the general sense of the war. Youre seeing potential escalation against civilian targets and what that means aside from tactical and strategic level. And for the secretary, the high marks system the m triple sevens there has been talk about will that affect the readiness of the u. S. Army if it is in its active involvement. Is it something you always keep in mind . Is it something to keep in mind when ukrainians make requests for attacks and if i may, we need talk to the other we saw that the is the one that the army is the one that did not meet its recruiting goals are they facing similar challenges what makes the Army Challenges unique with regards to your services.
