Werent that covered every american citizen. I think our fun i think our Founding Fathers would be appalled. We have policy that is out of date. We have copyright policy from 1976. A lot has changed since 1976. We have the Electronic Communications privacy act that was done in 1986. I started working on email in 1989. We have email as a standard form of communication. One of the most popular forms of communication and yet we still have a situation where a piece of paper in your desk drawer Law Enforcement would need a werent to access that information. An email is not subject to a werent standard. A warrant standard. It needs to be open and free. Anytime the government gets involved, there is an open ended pandoras box. They cannot answer some basic questions. They are basically saying that let that be an issue for congress. Let that be an issue for congress. Announcer monday night at 8 00 p. M. , on the communicators, on cspan2. Commerce secretary Penny Pritzker spoke at this assembly in chicago. She discusses the governments role. She was interviewed by former fcc chair michael powell. After that, she spoke about the intersection of entertainment and business. This event, formally called the cable show, is hosted by the National Cable and telecommunications association. It is about 45 minutes. Mr. Powell good morning everyone. I hope you are enjoying day three and you have had a great day so far. We are about to provide you an extraordinary opportunity. It is a chance to hear from one of the most significant business voices in the obama administration, a woman who plays a role in the growth of our industry and the health of the american economy. Our 38th u. S. Secretary of commerce Penny Pritzker is approaching her third anniversary on the job actually second. Her distinguished private career spanned more than a quartercentury Running Companies in fields as diverse as real estate, hospitality, senior living, and financial services. As accomplished as her private sector experience might be, her achievements so far as secretary of commerce are exceptional. She has led the way in creating new Global Markets for u. S. Businesses. She has opened up u. S. Markets to the asianpacific region and other parts of the world. She has energized efforts to boost u. S. Exports, helping create new american jobs. She has initiated her department s first ever effort to ensure American Workers become equipped with the skills for the job market of the 21st century. And like us, she is passionate about extending the benefits of broadband to americans of all ages, income levels, and stations in life. Under the secretarys leadership, the Commerce Department has joined with the department of agriculture to create an opportunity council. It is a mission to create new ways the government can promote broadband deployment, adoption and competition to better serve american consumers. We are thankful that the secretary has made time here on an important as this trip to chicago to visit with us today. Ladies and gentlemen, please join me in warmly welcoming the United States secretary of commerce, the honorable Penny Pritzker. [applause] it is great to be in your hometown. Thank you for joining us. A lot of people are perplexed about the scope of the department of commerce. You really have quite a portfolio. I felt we could start out with you giving a short overview of your responsibilities. Secretary pritzker sure. The department of commerce has a number of responsibilities. Maybe i will run through really quickly . Honestly we run the National Children occasions agency and the National Standard for institutes and technology, which are also very relevant to communication. We also run the census. By the constitution we have to count everyone, we also run. By the constitution, we have to count everyone, but we also run surveys for the government. We run the International Trade administration, so American Companies that want to do business abroad, we have commercial relationships with 475 countries around the world. We have u. S. Exports centers in over 100 cities in the United States to do business around the world. They also focus on helping Foreign Companies who want to invest in the United States. We run the bureau of industry and security. We run the bureau of industry and security. If you make a good that could be for use, you need a license from us. We run the patent and trademark office. And we run the minority business involvement administration. We have a pretty broad mandate there is a pretty broad list of things we do. And i forgot noaa. We run the Weather Service and we are responsible for our coastlines. We literally count the fish in the sea and we tell you how many we catch. What always have in common is our number one stakeholder and number one customer is the Business Community and we are really a Service Provider of public good for the Business Community. If you think about it, a good portion of what we do is provide information. Whether it is weather information, demographic information, economic information or we help you, we provide services that help businesses do what they do best, which is to create jobs. Mr. Powell thats an exceptional portfolio and we are thrilled to be one of your constituents. It seems that we are in a period of business and economic history that is really like the third grade revolution, the information age. I thought maybe we would focus a little bit on what the internet means in terms of great opportunity and excitement, as well as the dangers and risks associated with what we are seeing there. Lets start on the positive side. A lot of emphasis has gone into deploying infrastructure, to allow the United States to be a real leader in broadband infrastructure. I know you are cochairing the broadband opportunity council. I just wanted to get your thoughts about broadband, what are some of the things that could accelerate it, or might be limiting from the Investment Infrastructure standpoint, or what your plans are with the council . Secretary pritzker let me step back. If there is one message i want people to take from today, we in the department of commerce really want to work with the private sector on the various issues facing the industries for which you are responsible and that are present here today. We want the public and private sector to Work Together. That is really what the broadband counsel is about. The secretary of agriculture, he has more of a rural portfolio, if you will. The goal of the broadband counsel is to increase broad band investment, which i know is something near and dear to your heart and the heart of those in this room. We want to decrease barriers. Because the president has made a very high priority access to broadband. He knows how important it is to education, the general growth of our economy. But what we do know is Broadband Access the private sector has taken a real lead role in providing broadband service, investing over the last six years, i think, 500 billion. But that is not spread across the population. It tends to be more urbanized places. Which makes sense. It but thats when the government has to comment. What about these folks . You do not want to leave that portion of the population behind. We know that that is critical to the future of all americans. So, the Broadband Council is a place where we would love your input. Through ntia, we have comments open through june 10th and we are interested in what are the issues you are facing . What are the barriers to broadband investment . And any thoughts about what we can be doing about these barriers . Any problem identifying the challenges, regulatory and others . As well as ideas, positive and others. The president has asked for recommendations by august 23rd for what the administration should be doing. It is an area of cooperation the between us. Mr. Powell we are excited to be engaged in that process. This industry, in many ways, started out as a rural service. So, the United States has this unique advantage. We have an infrastructure that pulled out from Rural America to the cities and it uses a chance to get that right, getting as Many Americans on board as possible. I read something recently that you set i found intriguing. 65 of kids or did they would likely be doing jobs that have not been invented yet. Tell me more about what that means and how we should think about that as a country . Secretary pritzker fully a third of our Economic Growth has come from innovation, parts of our economy that did not exist. Its easy to project over the next 25 years that we have got a lot of innovation ahead of us, and many of you are at the forefront of that. What is critical to living up to that opportunity and remaining a leader in the world is education, skills development. And i really applaud what you guys have done in terms of connect to compete. Really impressive. It underscores what we all know, which is access to highspeed internet is critical. Our kids are digitally literate. The fact that we can create lowcost internet service, not only for individuals, but for schools. Really, really important. And as you said, we are in the middle of a revolution. And an evolution, that i think certainly, i have not seen in my lifetime. That is why the department of commerce created an initiative called skills for business. For the first time, the department of commerce is focused on a Skilled Workforce. It sounds crazy, but the department of labor has usually owned this. The president encouraged us to get involved and partner with the department of labor because of the recognition that the labor force of the future is going to be determined by employers. Its not the federal government. So, what kind of training goes on in America Needs to be driven by business leaders. We need to be clear about what we need and training for jobs that exist and are going to exist. We Just Announced in the last week a publicprivate partnership. With the aspen institute. Theres a lot of innovative things going on in the country but were not taking advantage of test practices and learning around the country. What is going on in chicago or South Carolina or arizona theres a lot of interesting things going on. We need to bring those efforts and ecosystems together. Meaning, we need to bring the university, the community college, the private sector, the local government, in regions together to learn from one another and help develop best practices around Skilled Workforce training. It is an assumption. Weve got to have internet capability. We have got to have the capacity to support these kinds of training and learning. Mr. Powell i think thats a great insight. Lots of times in public media we spend a lot of time talking about technology and not what it means to be a citizen or consumer or member of the labor force. Even to be a consumer, if you think about it, increasingly requires technical skill and Educational Attainment that really is not there. I applaud that. Let me segue a little bit to things we should be afraid of. I often say to people, Cyber Security threats may be the greatest achilles heel of all of the promise of the internet age and if we cannot figure out how to protect and secure that infrastructure, its tough to continue and invite more of our citizens to put more and more of their valuable life into a system that could be destroyed. I know this is a passion of yours. What would you say about how we as a country can combat the problems we are facing . Secretary pritzker think about think about Cyber Security. First, it is ubiquitous. Second, it is complicated. There are Cyber Security issues we need to address. Issues affecting you protecting your intellectual property, the privacy of the individual. Theres also the other problem which is many governments are using Cyber Security as a lever to try and either catch us by putting in place discriminatory laws that force data localization or force keeping your intellectual property within a country or turning over your intellectual property so complicated. The key is we in the private sector and we in the Public Sector must Work Together to address Cyber Security, both policy and to fight the challenge. In the department of commerce, we have for example, 15 pilots working on alternative passwords. We have the Cyber Security framework, which is a framework being used to help managers who are not technologically, perhaps, as savvy as your tech experts, to work with their internal technology so there is better education. The other thing that needs to happen we need a very high level and i was talking to folks before we need to Work Together, the public and private sector in combating Cyber Security. In that, we also need to create protection for the private sector when they are being good citizens to help government in dealing with the attacks that we are under constantly. That is why we proposed Cyber Security legislation. Enabling as to work more closely together. My understanding is the bill is out of the house. With all the greater protections we proposed. Now, the senate needs to act on this. It is important that we Work Together on this. Now the National Telecommunications and Information Agency has a new Cyber Initiative to try to taps private sector expertise, and we are looking for input by may 18. If you go to our website i think it is ntia. Doc. Gov, we would love your input on the topics we should focus on. This is a huge priority for us to work more closely with the private sector. Not just Cyber Security, but you will hear it over and over from me. We need to better understand what are the issues . Where can we play a more effective role . Mr. Powell we are very supportive of legislation, working with you and the administration. Everyone has a small window into the problem and we need to bring together what business knows what the government knows. Secretary pritzker and we are creating a center of excellence around the Digital Economy and we would love participation from those of you in the audience. Mr. Powell a critical issue that perplexes me often is privacy. It doesnt mean the same thing to the people. It feels like there is nothing you can do to protect your own privacy and anonymity. I know this is a subject that you can focus on. Where do we stand on this . Secretary pritzker last year, the administration put out a vague Big Data Working Group which laid out the challenge you just articulated so well. We need to find a balance of promoting the benefits of the big data which could be things like health care, more efficient transportation, Better Weather information between that and protecting individual privacy. And that line is not clear. As a result, i have brought into the department of commerce a chief data officer, someone from the community and we are developing a strategy not just about privacy, but a whole bunch of things, how to take the data we have and make it more available to the private sector where it can be better used. But this issue of protecting privacy, civil liberties, and freedom to do business is one we have to work out. I encourage you. We in government are being asked and we are being forced by other governments around the world to really engage in the subject. As a result, we need more input as to, if we develop a certain policy, what are the unintended consequences . At the end of the day, it depends on trust, right . Mr. Powell right. Secretary pritzker at the end of the day, we need to portect information, but the use of it has to draw the right lines. Mr. Powell yes, very difficult. This has been an extraordinary conversation. Im so proud of what you do. Thank you for your service to our country. Secretary pritzker michael, you set a great example for all of us.
