You have two wonderful nominees here before you. Let me speak of one ive known for years, shalonda young. The director of office of management and budget. President biden could not have chosen any finer nominee. When she was nominated to be Deputy Director and confirm for that position by bipartisan vote of 6337, shes been working as acting director. She helped shape the administrations Budget Priority and work closely with congress and responded to the covid19 pandemic. Under her leadership, critical has been given for hurricanes and wildfires to help implement the bipartisan infrastructure to cities across the nation. I rely on her candor and judgment advancing in the fiscal 2022. In between on october 31 of 2021 she gave birth to a beautiful baby girl. Juggling all that if juggling all that does not prove shes capable for this, she served in the committee for nearly 15 years as staff director. She helped craft all the budgets. Let me tell you one story. She helped in the longest federal shutdown in u. S. History. The final deal, she brought that in was a 35 day brought to an end a 35 day government shutdown. Chairman shelby, ranking over lloyd and myself along with a few specific staff. She was one of those. Over and over again all of us, democrats and republicans alike, would ask her questions and rely on her answers and we reached an agreement in which of the longest shot down in history. She knows how to work across the aisle. I appreciate the opportunity to introduce shalonda young, and a sack an exceptional nominee. She is a dedicated Public Servant with a deep appreciation. She served as a staff member and staff director on the house committee. She is already doing the job. Shes been working for the past 10 months. A stronger partisan confirmation to the office of management and budget. Her time as acting director, ive seen her marshal the resources of the omb to provide positive outcomes for the American People and she has fostered a close working relationship to congress but she exempt flaccid omb needs to be successful. She successful, transparent, pragmatic and focused a laser on getting things done. No effort better highlights these attributes than her personal and persistent engagement with a sitting group of 10 which resulted in the bipartisan infrastructure. I was caught honor to lead that group. Many of the members that groups sit on this committee. The craft of the infrastructure law with the commitment to fiscal responsibility and delivering tangible results to the American People. She was instrumental in our success. Shell problem solve, find solutions, she was incredibly honest and never hedged or gave excuses to why something couldnt be done. She placed a premium on access, working with each federal agency to ensure our group made decisions based on the most Accurate Information possible. She was also instrumental in bringing different factions of the federal government together to ensure the federal permitting reform and jobs act was included. Congratulations on your nominations and am grateful for your Previous Service to the American People to take on these very Critical Roles. Believe President Biden is chosen these two highly qualified nominees for these roles. Once confirmed, miss young would be the first afghan American Woman to serve as the be director and miss cal already will will be one of the highest ranking asian women serving in the federal government. Both of these nominations nominees are extremely well prepared to meet the needs of the American People. Nation has seen significant challenges in recent years, two nominees before us today will be critical to the Biden Administrations ongoing efforts to improve the lives of americans across the nation. By developing and implementing the president s policy agenda and budget across every single part of the federal government. You will not only be instrumental in coordinating an ample many actions to overcome the Public Health crisis, but also aiding the administrations efforts to tackle looming challenges such as Cyber Attacks and climate change. All while supporting the federal workforce executing these policies. You will help ensure the federal government is effectively and efficiently using taxpayer dollars. Theres no question the roles you have chosen challenging, however our confidence that both of you have the expertise, expectation and experience to successfully serve the. Ive enjoyed working with you over this past year to help move our nation forward in a meager to hear more about how you will continue working with this committee to take on the remaining challenges we face. High stature and senator sinemas comments of course respect greatly because we did work closely together on the info structure legislation and we appreciate the work you did sometimes to knock heads and be sure federal agencies came up with better policies. I appreciate both of you for your willingness to serve and these are Critical Roles. As a former omb director i have a particular soft spot for omb and its importance not just of the federal government but its external role as well. I think its important the omb director and debbie director have the ability to work with members of congress so tightly connected to the appropriations process and authorizing committees like ours. Its also important that you have an understanding and appreciation because omb gets involved in every policy issue and plays a role in the Regulatory Environment and plays a huge role in working with congress on regulation. This is an important one. We want thorough vetting today ensure we are getting all the issues. Its an important time to come together. We have plenty of crises facing with us. We heard about some immigration challenges this morning. In an earlier hearing. But with regard to covid, everything including raising inflation officially to the Health Care Crisis it creates my concerns about what its doing in terms of the Opioid Crisis in terms of overdose deaths, so those lots of issues right now where it will play a Critical Role. On the cr deadline a few weeks from now, owen b will play a key role to figure it how we move forward senator lahey, senator shelby and others to get into actual appropriations we talk about. You and i have gotten to know each other. Conversations weve had over the last year for this committee. As the debbie director and acting director simultaneously youve had a lot on your plate. Members of the committee, id like to begin by thanking senator lahey and senator sinema for the kind remarks. Get to do this job is getting to know senators on both sides of the aisle and strengthening the bonds i started with the house. I really want to thank both of them for those remarks and i will promise to live up to those if confirmed. I also want to thank my family my father is here with me. The rest of my family has decided theres a new star in my family, a three month my three month old daughter. They are looking at her instead of looking at this which i think is a good move. Over the past 10 months ive worked alongside the stringer team at omb and with members of this committee from both sides of the aisle. I would like to briefly highlight ombs accomplishments and achievements that show what our team is capable of in the partnership of the senate and this committee in particular. We delivered crucial Disaster Relief across the country. Last year deficit in wildlife wildfires. From hurricanes laura and delta we announced 5 billion to help unities prepare for and respond to ensure weather events. We secured another 4. 5 billion for the bipartisan for structure law. Second we worked with members of both parties to develop a bipartisan for structure law. You heard some of the members talk about here today. Her many authorizing the law, some thing i committed to helping get done during my confirmation hearings in march and omb is focus on implementing this law at the highest level of effectiveness and accountability. We set up a new made in America Office that is facilitated billions in new purchases to support american manufacturing. The office has brought unprecedented transparency to the waiver review process and important progress that matters to many of us in this room. The bipartisan infrastructure bill codified that office at omb that will be around for future administrations. We took action to make the federal government more efficient, effective and accountable to the public. Those include ombs work to implement a new executive order to streamline government services, improve Customer Experience as well as muchneeded progress on investing in i. T. Modernization across the federal government which i know means a lot to members on this committee. Keeping with the president s longstanding commitment to oversight we directed agencies to focus on two areas, restoring integrity and independence and working so they can fulfill their mandate. Their legitimate differences in this that deserve honest debate and i appreciate the opportunity to speak directly with many of you about them. If confirmed i will work closely with you and your colleague to deliver for the American People and find Common Ground to be responsive and to rebuild staff at omb who play an essential role in ensuring our Government Works for all americans. She is a lifelong advocate for Economic Opportunity in the name of working families purchase spend more than a decade of her career as a Public Servant in the city and county of San Francisco, rising to become San Franciscos budget director in the office of then mayor gavin newsom. Shakespeareans later the federal government as well joining the Treasury Department in 2009 is the debbie assistant secretary for management and budget in that role she helped to shape the newly created Consumer Financial Protection Bureau record of success led to her appointment as assistant secretary for management at the Treasury Department she saw oversaw and modernized hundreds of Public Servants managing our economic recovery. In 2014, president obama nominated miss coloretti as deputy secretary of housing and urban development. She used a long history local government to improve Public Housing community partnership. She currently serves as Senior Vice President at the urban institute. She is an insightful advocate for Public Policy will help more families realize their american dream. She is a proven skillful manager, and empathetic leader and is highly qualified to support the critical work as Deputy Director of omb a day or to the committee to support her swift confirmation. Its a privilege to come before you as President Bidens nominee for Deputy Director of the office of management and budget. Id like to think members of the committee for considering my nomination and members who spoke with me before this hearing. Thank you to senator padilla for those kind words of introduction. I would like to thank President Biden for putting his confidence in me in nominating me to the position its a great honor to be here next to my potential future colleague. I would also like to recognize my husband of 24 years who is here with me today and my son who is supporting me virtually from college. I would like to thank the many family members and friends watching on the east coast. Id like to recognize my parents who both passed away. Its through their sacrifices im able to sit here today. My mom and dad both had immigrant parents who came to america for better lives for themselves and children. My parents worked hard to support me and my four sisters. My mom is a preschool teacher and later a Child Care Provider and my dad worked in restaurants and on cruise ships. Later on i would work in restaurants which along with the federal Student Loans that program helped me finance my education. My parents taught me to focus on hard work and education as well as the importance of curiosity. Its from them i developed a passion for service and commitment to expanding opportunities for all. I come before you today is a Public Servant and leader with over 25 years of experience in federal, state and local governments service and also in the private and nonprofit sectors. Much of the work is focused on helping deliver Better Outcomes for people and taxpayers. General service was a big program at the office of management and budget many years ago. I know firsthand omb is a Critical Role to play in implement in the president s priorities. And collaborating across agencies effectively and efficiently. My work during the Obama Biden Administration is deputy secretary in housing and urban development and acting cfo for treasury focused on using data to make better decisions, meant new programs and
