CSPAN Federal Officials Testify On Security Clearances And Cybersecurity February 3, 2017

Chaffetz argued about the issue. Let me go on to the russian thing. I understand the chairmans resistance on sources and methods, i get that. Myill like to introduce letter asking for a hearing on to the russian hacking. Secondly, i would like to enter into the record an fbi investigation regarding malicious cyber activity. They did a whole investigation on this. It is called grizzly steppe. I want to enter into the background the assessing of russian activities into u. S. Elections, the analytical process produced by the office of national intelligence. I would like to submit a worldwide threat assessment by james r. Clapper, director of national intelligence, february 9, 2016. So we have enough here, just with this. We have enough here to do an investigation, and this is just the stuff that is unclassified , that the Intelligence Community has put out. Will be gentleman yield . Yes. Two points. Number one, sources and methods are the sole jurisdiction of the Intelligence Community. Number two, do you really think it is appropriate for this committee to investigate the specific hack of the day triple dccc. F the absolutely. Rep. Chaffetz if you are going to do an investigation of the dccc, we will have to dive into a political partys infrastructure, operations, data. I dont think that is appropriate. Heres the difference you are using all my time. Look, they hacked the american election. Rep. Chaffetz there is no evidence of that, and president obama says this is not possible. This is high confidence. This is our own fbi, high confidence that they hacked the election. It may not have been outcomedeterminative, i am not saying that. But based on the fbi, based on the director of national security, they are saying yeah. Also, the cia. They are in agreement that the elections were hacked. I am not saying they affected the outcome, but they tried. It may have just been chaos that they wanted to create. But they interfered with our elections, and if we are turning a blind eye to that, that is a shame. And look, if we are just going to say, oh, that is somebody elses work, that is not anybody elses work. That is our work. There are plenty of reports to talk about, and we ought to do it publicly, on the damage done to the confidence in our electoral system. Thats whats important. People have to fear that we have a certain integrity in our own system, and that other countries are not allowed to interfere with that. That is a redline. We should not allow that. It should be a very serious obligation of this committee to make sure it does not happen again. And we need all the committees to work on this. We are a committee of unlimited jurisdiction. The gentleman has said that quite frequently. That is the strength of this committee. They hacked our election. This should be bipartisan. This should not be democrat versus republican. Rep. Chaffetz the gentlemens time is well expired. As i said, there should be an investigation, there should be a prosecution the gentlemans time has expired. The Intelligence Committee is the only one that can look at sources and methods. Rep. Lynch well just look rep. Chaffetz the gentlemans time has expired. If you going to do an investigation of a breach of the office of personnel management, you have to look at the two sides of the breach. Those that were trying to do it, which this committee could not look at. Again, that is the purview of the house Intelligence Committee. But we could look at those that were breached, and how inept their systems were, and how bad it was set up, and how the Inspector General was warning of these things. That we did do. Rep. Lynch we had nine separate investigations of hillary clinton. Rep. Chaffetz the gentleman is out of order. I gave you well more than five minutes. What i think its inappropriate, and i am trying to answer the question it would be wholly inappropriate for the United States congress, for us to dive into the dccc. You might want to do an investigation yourself of the dccc. I dont think the United States congress should be diving into their individual private systems of a political party. If you want me to start issuing subpoenas on the dccc, i am probably not going to do it, but suggest it. Rep. Lynch the gentlemans time you asked me a question. The gentleman yields. I think we need to come down here. Mr. Chairman, you have made some statements. I ask you to give him the courtesy of a minute and a half to respond. Rep. Chaffetz no, i will not. Rep. Cummings will the gentleman let me finish . Thank you. This has been an attack on our democracy. Mr. Lynch is one of our greatest members. The passion that he has expressed is not limited to him. It is to Many Americans that feel as if all of our the things that underpin our democracy have been attacked over and over again. As i said yesterday, we keep saying we are going to wait until certain things happen with President Trump. They are happening now. If the gentleman would give me 30 more seconds. All i am saying is i was hoping that i mean, as a courtesy to the gentleman, i wanted to respond wanted him to respond. Rep. Chaffetz i would like to ask a question. Does the Ranking Member believe this committee should do an investigation of the dccc . Rep. Cummings i think we can look at some things. But what the gentleman is saying is look at things that are unclassified, and apparently he has reports in his hand, and we can see where we go from there. Number two, as i said before, we have a bill that i think would resolve this issue very nicely. I think the thing i am most concerned about, and im sure mr. Lynch is concerned, is we should not turn a blind eye to when we have 17 intelligence agencies who unanimously agreed that there has been hacking with regard to our elections. One of the things i have noticed, there is an effort not by you, mr. Chairman, but by i accept that President Trump is my president. But the idea that russia could come in and interfere with our elections, all of us should be going berserk. We should be really upset. All i am saying to you is that i think all the gentleman is saying is he has documents that you have entered into the record that are unclassified, wants to look at those. How far we can go is another thing. Again, mr. Chairman, you and i know what happened with benghazi. Basically, it became a partisan fight. Rep. Chaffetz hold on. The gentlemans time has expired. You are going well outside the scope of this. Rep. Cummings no, i am not. Rep. Chaffetz i have given you more time. I am asking you a simple question. I just want an answer to a simple question. If you dont answer it rep. Cummings i have answered it. Rep. Chaffetz i am going to ask you a more time. Rep. Cummings i just answered you. You are not listening. What i said is what the gentleman asked, all he asked was take the unclassified information, do not turn a blind eye to the attack on our electoral system. Lets go as far as we can. When you take it to the Intelligence Committee, what you have done is you have gotten mr. Nunez, who was on the Transition Committee for President Trump. As much as i like him, the gentleman wants an investigation that will add integrity, and i preach integrity over and over again. Like i have said to you, mr. Chairman, when you deal with integrity and transparency, it is like money in the bank. I would ask you to work with us and see what we can come up with. District chairman. Rep. Chaffetz my last point, i do not think it is appropriate i disagree with the attack on the integrity of the Intelligence Committee. I think they are of integrity. I think mr. Schiff and mr. Nunez are men of integrity and run the committee appropriately area of i am sorry you dont run the committee appropriately. Rep. Cummings you are putting words in my mouth. That is not accurate. I am not questioning the integrity of mr. Nunez or mr. Schiff. What i am saying is what the gentleman said, that we want a report. When people look at the report and they see somebody on the Transition Team for mr. Trump, then it becomes questionable. All i am saying is to the world thats why we file the bill that we filed, and that is why we are asking for more like an independent investigation. Rep. Chaffetz last point, we have gone way past the time here. And i ask this rhetorically. Do the democrats truly want this committee to do an investigation of the dnc and the dccc . Rep. Cummings yes, we do. Rep. Lynch a lot of these emails our public. We link to them. Leaked them. Rep. Chaffetz lets recognize the gentleman from north carolina. Thank you, mr. Chairman. We will refocus on the focus of this hearing. I wish we will have as much passion that is concerned about the wellbeing of the 22,000 people that got hacked, the potential Security Breaches that are there, instead of losing or winning on election. I wish we would have as much passion about that. Lets start to focus on the real aspects of what we need to be doing. There are other hacks, with the irs. Lets focus on the hardworking american taxpayers. I am sick and tired of hearing the repeated talking points over and over again. There is no one who will work in a more bipartisan way to get to the truth than me, but i disapprove of the talking points that continue to get repeated to undermine the credibility of a duly elected president. Will be gentleman yield . No i will not. Were featuring the Rancho Mirage writers festival. On saturday, are covered starts with 1 30 p. M. Eastern our coverage starts at 1 30 p. M. Eastern.
