We have broad participation but there are several obvious areas of the world that are missing, either they can afford to participate or have chosen not to. In all of these assessments, there are International Governing Bodies or International Authorities that said over them and the efforts are attempting to expand the population of countries that participate. Generally, we see participation of more countries. Host looking at fourth graders, we see reading and math skills has improved and science has improvedun changed.
