Japan will steadfastly fill its responsibilities to the International Community combating terrorism. To take back japan, this is the only path forward. These are the words that i have lived by and expended every effort towards achieving over the past two years, following the results of the recent general election and having been nominated by both houses. I continue to bear the heavy responsibilities as Prime Minister of japan. Press forward with ever more dynamic across this path. He will advance structure reforms to make sure the Agricultural Sector is competitive and market responsive. Change is the only eternal. The government will aim to bring them to an early conclusion, and the Japanese Partnership agreement, we will accelerate negotiations to reach an agreement in principle within the year. In the face of an ever more globalized economy, any company that cannot compete internationally cannot hope to survive. This is something that the government recognizes, as well. We cannot avoid reforms required to meet this more open world. We will make it mandatory for the countries and companies to comply with a new Corporate Governance code aligned with the International Standards or provide an expiration as to why they cannot comply. We will also reduce effective incorporated tax rate by 2. 5 and reduce the current rate to less than 30 over the next few years. Advancing Corporate Tax reform we will bring taxation to levels that compare favorably internationally. The government will have a new patient oriented medical care system to assure that top global, worldclass care can be received in japan, responding to the wishes of those fighting illness and based on those applications, we will make it possible for patients to receive cutting edge medical care in combination with medical treatments already covered by insurance. Further, when the safety and effectiveness of such treatments are established, we will make them available through the National Health insurance system and will also work to enhance management transparency through the introduction of external auditors. Further, we will establish a new mechanism to promote Cooperation Among multiple entities with various specialties, enhancing Community Health care. The system reforms are soon entering their final stages. The distribution and Transportation Networks fundamental to the structure will be separated from Power Generation allowing free access to all. We will eliminate barriers to market entry. We will work to create a competitive and Dynamic Energy market. An expensive power supply is the lifeline of the japanese economy. We will advance responsible energy policies. The increase in electric tariff caused by the dramatic surge in fuel imports is placing a heavy burden on the daily lives of japanese citizens as well as businesses. Nuclear power plants that have been shown to meet the new regulatory standards will be restarted, paying the greatest attention to scientific and seismological determinants. With the support of the national government, we will advance work to develop thorough evacuation plans. In areas where Nuclear Power stations are provided, we provide careful isolation to gain the understanding of local stakeholders and others. Our policy remains unchanged. We will mobilize all measures to promote Energy Conservation and introduce Renewable Energy sources. Through the regulatory reforms of our cabinet, the first deaths were made towards realizing the dream of a hydrogenbased society. Furthermore, it is becoming easier for smaller and Mediumsized Companies to pass on their cost with higher prices, thus sustaining the positive cycle of the economy. Government, labor, and management. To break free of deflation, we are changing the consumption rate until april 2017. Wage increases will continue in the spring of next year and also the following year, as we spread economic recovery throughout the country.
