Thank you. Thank you. Good evening and thank you, roger. Very grateful for the warm introduction. A great president and great man that built the mod enconservative movement and inspired many, including myself to treasure the founding principles and history of america. Ill walk through it as my wife angela and our buys were thrilled to do again today is a reminder of thedo trials that president reagan faced. How he led our nation through with purpose and principle, and the character he brought for the nationsch highest office. When i was coming of age in the 80s and Ronald Reagan was in thehe white house, the president and i share add favorite tv show family ties. Michael j. Fox played alex p. Keaton. It was the first time anyone played a conservative character portrayed in a positive light in the l media or on television. Alex p. Keaton sparred with his baby boomer parents and worked Milton Friedman into his pickup lines. President reagan was a fan he offered to gaspar. It was the age of reagan, and being a conservative was not only in, it was cool. Not long before, reagan was the man considered too extreme for the nomination in 1976. And the same man who won reelection with 49 states in 1984 without ever breaking faith with the conservative cause how good we had it. As a proud arizonan, i think its important to note that in 1964, berry gold water didnt lose that election. It just took 16 years to count the votes. There wasnt any question what the Republican Party stood for, president reagan showed us the way. Bold colors, no palapas pale pastels meant no ambiguity. Government is not the solution to our problem, government is the problem. Tear down this wall. Respect for freedom and Free Enterprise and Strong Defense of american exceptionalism. Today the answer to the question is what does the Republican Party stands for is harder to answer, but its a question we must have a really good answer for because the Republican Party is a party worth fighting for. Why am i a republican . The answer is pretty simple. I was raised that way. The values were instilled in me right from the beginning. I was raised in toledo, ohio, hy dad was a cop and my mom staid home and my grandparents lived pretty much down the street. We were midwestern and middle america. Family was everything and the center of our lives so was faith. My family believed in a pat on the back and when absolutely necessary, a little lower. We respected rules and authority. There was never any talk of political parties. Most of my family and the people around the blessed Sacrament School t community where we grew up voted for or admired john f. Kennedy but there was a sense that america was great and the future was bright. Eventually my mom moved out west with my siblings and me. I proudly cast my first vote ever for president reagan in 1984. I started my career in southern california. It was still very much reagan country and angela and i loved it. We also saw it change before our eyes and while i never contemplated Public Service or politics, iwa began to see in my 20s and 30s the impact that ideas and philosophy can have on life, people, and our country. In california, it wasnt for the better. Starting out with Proctor Gamble and thenn in building cod stone creamery, i saw policy state by state. For better or worse. Rules, regulation, taxes and what they meant for workers and entrepreneurs. D cultural likes and americans dont like it and as it relates to the Republican Party, that means were going to win elections this fall. Good for us. Lets be candid. Were going to win because the other side is incompetent. They are in charge and the federal government is seen as corrupt. Thats bad for americans but, yes, lucky for us. Theres no doubt our party and our nation struggle for direction and purpose and mesh has always been a land america has beenn a land of hope and hopeop combined with action resulting in the nation we so love. We are for the party of lincoln. Born in the last battle of the american revolution. Our great civil war. The issue they were trying to settle was one Thomas Jefferson posed in the declaration. We hold these truths to be selfevident that all men are created equal so the issue remains today that the 150th anniversary of the deck la ration of independence declaration of independence that Calvin Coolidge it final that theyre inalienable rights and government derives from powers from the consult of the governed and that is final. No advance. No progress can be made beyond these propositions. If anyone wishes to deny their truth or their sadness, the only direction in which he can proceed historically is not forward but backward toward the time when there was no equality, no rights of the individual, no rule of the people. The Republican Party is worth fighting for and its because theres people today on the left with very different ideas. Who call our founding documents obsolete. One popular progressive writer recently called the constitution trash. They want to rewrite our founding dates and want our founders demonized in res. That would likeit to divide us p in our identity and pit us against each other. Push back is necessary some of reagans persuasion can guide the way. In his farewell address, reagan reminds uss the first revolutin in the history of mankind that truly reversed the course of government and with three little words we the people, we the people tell the government what to do and doesnt tell us that we the people are there and the government is to counter. Itll be where it should go. Sadly this is not where the Republican Party is today. At least at the federal level. I believe a dangerous strain of Big Government activism has taken hold and for liberty sake, we need to fight with every fiber in our being. How 20 lead our lives as the progressive leftists. I look at the party and worry that candidates are more defined by their attitudes than the policies they propose. Yes, a good many small many Government Conservatives morphed into bullies and people who are very comfortable using government power to Tell Companies and people how to lead their lives. Once you adopt that mentality that government knows best and isrn going to tell you whats acceptable for how to live your life or how to treat employees, we are sharpening the knife, the left will eventually use on us. My friend, billie, governor of tennessee puts it this way, im o conservative. Im just not angry about it. We cant beat the left by becoming like them. When did grievance resolve anything. Were the happy warriors and we need to present a clear alternative and documents with the proper role of limited government. Thats a much better place to be than proposing more intrusive, more aggressive government. Being bullies isnt the path. Clearly neither is being royalists. Were a nation that shows constitution over king and its best we keep it that way. For the americann creed and the constitution to survive, we need to stay true to conservative principles and we need to get our priorities straight. We must look forward, not back ward, and we need to confront the issues that actually matter most to americans what should the Republican Party stand for . What should conservatism represent . What are wepr trying to conserv . Its been said if you want to learn something new, read something old. Truth is, its right in front of us. In this present crisis, government is not the solution to our problem. President reagan reminded us in his first inaugural, the federal government did not create the states. The states created the federal government. Reagan intended to curve the size and influence of the federal government and demand recognition of the distinction between the powers granted to the federal government and those reserved to the states or to the people and thats a path. Madison wrote in federalist 45 that the powers granted to the federal government should be few and defined. Those granted to the states should be numerous and indefinite. We talk about the first and second amendments and we could also revisit the ninth and tenth amendment. Reagan understood that. Republican governors of today understand that. That many in washington, including our own party dont. States rights used to be a bad term. It meant segregation or separate but equal. Weve fought those battles, no serious person wants to revisit them. Theyve been won. The federal government simply tries to doth too much and mostf it poorly. How about they focus on fewer things like defending the border, securing our nation. A coherent Foreign Policy while enforcing the law equally and reforming our finances and social safety net and leave the rest to the states. I can pactly hear the wheels turning in your head right now. Ducey, this is the best youve got . The solution youre proposing is yes, let me make the case thats plausible. First, for nearly a censure reigns leading, the transfer of power from the transfer of t government has been a hostile takeover. Congress and the president have continuously usurped authority the Founders Reserve to the states and in the last two decades as the congress is become largely dysfunctional, more and more its been by executive odderrer and the regulatory agencies where people call the Administrative State and Fourth Branch of government thats taken over. All this time was happening. The third branch of government, thera judiciary largely sat by d let it happen. It was called judicial restraint. Legislators and president s applaud it had because there was no check applauded it because there was no check on their power. I believe with this court as currently constituted, thats about to shift and shift noticeably and abruptly with something called judicial engagement. The act of judging becauseafter all the judiciary and unconstitutional. For the first time in nearly a sen century, the application of the constitution to reign in the regulatory learfield img vytone that threatens to strangle growth, opportunities, and liberties in this country. All you have to do is lead the wall street journal editorial page and federal agencies that are about to get spanked, slapped down, and reversed. The federal trade commission and labor with the securities and Exchange Commission andhe Environmental Protection agency, the department of education are all likely to lose high profile cases in the next several years that will fundamentally change the balance of power within our own government. Amy Coney Barrett with our Supreme Court and this will be a time i believe when the men and women meet the moment and make lasting change. We are onn the front end of majr historic change in governments and ultimate beneficiary will be the states, the people, and the cause of federalism. A constitutional rebalancing of power. A second reason i believe federalism is antiseek stories to our circumstances is this theres very little in American Government that is effective these days. But theres one place where theres functioning government with the states and its among the governors every governor knows we can do a better job serving our constituents without dealing with the red tape, the bureaucracy and micromanagement that comes from the federal government. Rn i dont need to be told by the department of transportation that infrastructure money is available for roads in arizona. But it comes with Strings Attached and needs to be roads with bike lanes and light rail and electric charging stations. And oh, by the way, dont you dare modernize or privatize your highway rest stops. Every governor in america knows what needs to be done with roads in our states. We are far better stewards of money and can act with more urgency than the feds could ever dream of. The best thing about governors is that we communicate with each other and share ideas without the rank that you see in dc. If theres a wild fire in california or colorado, im on the phone with gavin newsom or jared polis. Governors meet many numbers of struggles through the year and speak with confidence and Lessons Learned withoutio it beg leaked to the press. Think about this, when was the last time you saw two governors attacking each other on split stream cable news . Traditionally it rarely happens. Youd be amazed to hear both republican and democrat governors sharing in private what theyve learned regarding floods, wild fires, and other natural disasters. About how to keep the feds from nationalizing our guard units. About dealing with civil unrest and riots just to name a few. Theres is seriousness about your day that you can nod find in washington dc today. So if there used to be a following of problems in america and its more likely for local communities that it is the congress. Again, but theres faith and federalism coming from the fact that states compete against each other. Best practice can be reapplied and state unsuccessfully tries it. Its been my experience it will solve the problem. We innovate out of them. Justice lewis brandice calmed the states a force of democracy. He said a civil, courageous state may if it chooses to serve as a laboratory and have economic disrest to the rest of the country. Reagan claims if the pilgrims landed on the west coast, theyd have neverer bothered for that discovery. Yet we have an almost perfect Political Science experiment going on and weve been headed in opposite directions and growth in the gap with two states andly accelerating for to years and one state becoming a no growth mini state and theyre mandating all things and telling citizens not to charge their cars in the afternoon because the power grid cant sustain it. This beautiful place with 840 miles of coastline, the state that invented movies and computers now resembles more chapter and shrugged than the juggernaut that Ronald Reagan presided over in the 60s and zoos70s and because of bad policies and poor leadership sustained and compounded over multiple decades. Then theres next door neighbor arizona. Which has pursued the freedom first traditional conservative policies of lower taxes and lighter regulation, growth, opportunity, and personal safety and where people and companies are moving to in droves. There is an exodus from the golden state. Americans are voting with their feet. Theti conservative ideas applied outside of washington dc are winning and its not even close. Heres why i believe its happening. Conservative states have better policies,co policies that are working for every day americans. Theres far more freedom and opportunity in these states. And theres a sense of priority for personal safety in our states. Along with educational choice, parents have a real say in their childs education. Consider what we have been able to do in arizona in just one state without the help of the federal government. Unprecedented Border Security focus and the rhetoric on both sides. Telehealth, the first in the nation to see your doctor wherever you are. And Universal School choice for every child, first in the nation. Money that follows the child. Arizona funds students, not systems. Woo these successes, imagine what arizona and other states could do with their dollars untethered from the strings and handcuffs of the federal bureaucrats. Thee real way to drain the swam, to break up the dc cartel, to tear c down the Fourth Branch of government, the Administrative State is to let the states compete. Theyll reward better ideas. Just ask Glen Youngkin and theyll hold governors accountable for bad decisions, ask andrew cuomo. In reagans time for citizen choosing speech, he told a story of two men talking to a cuban refugee. One to the other and how lucky you are, the refugee exclaimed i had to find a place to go. As reagan put it in that sentence, he told us if we lose freedom here, theres no place to escape to. This is the last stand on earth. It remains today. Most of us is say unflinchingly we remain the single greatest country in the history of the world. We must remember were a constitutional republic, and a form of democracy and distributing power and specifically outside of washington dc from School Boards to and we can find our soul and thank you and god bless.
