[inaudible conversations] the committee will reconvene at this time. We will begin with questioning from california. Thank you, mr. Chairman. Thank you mr. Secretary fear patients. This is a tough day today. T its with thanks to the Capital Police and thanks to the men and women that not only protect us but all across this country protect not only communities across the country but the men and women around the world protecting who we are. Ive stated this previously in committee. The world led by American Leadership is a better world and we can see that if we look back at the second half of the h century and the post world war ii world order. American leadership, leading with our values and morals has created a better world. Most around the world recognize that. Thats been predicated on a Foreign Policy plank that has three legs. Certainly, our defense, but also development and diplomacy. My concern with this budget is that it cuts off two of those legs on the stool. At that stool will collapse. It devastates the diplomacy budget. I know its not your budget mr. Secretary, but as members of congress who have a responsibility for setting priorities, i have grave concerns and can talk about a number of areas that i find very troublesome in this budget. Im a physician by training with the Public Health and Global Health background. I have some deep reservations about some of the cuts to our Global Health. Some of the cuts to usaid. Ar particularly, a 15 cut to maternal and child health programs. That is very worrisome to me. The impact that those tests potentially have around the world. I think america is a great nation, but a great nation leads by our values and our morals. We dont withdraw from the world. My concerns is if those cuts go into effect, the number of women that potentially will suffer, the number of women who will potentially die, i think some of the cuts with regard to a potential billiondollar reduction, the zeroing out of Family Planning funds will have devastating impacts. I watched and read the testimony across the capital. Senator shaheen discussed the mexico city policy and heard your answer that they would be setting the impact of the extension of the global gag rule. Can you give us assurances in that timeframe if we are seeing adverse impacts that you would make recommendations to reverse the policy. Thank you for your attention to that particular matter. I cant commit to you that i would seek a reversal of the policy. As i explained, our implementation was structured in a way with our Health Partners to mitigate any effect on the delivery of their activities. We said we would do a sixmonth check to see if it is impacting them and one provision i left out and my response to her is if it is impacting any particular area of our healthcare that we did not intend, that in consultation with the secretary of hhs, they can issue waivers and allow the funding to continue. The reason we want to do it sixmonth check. We you commit to providing us the results of that reportin and what you find at that sixmonth check . I be happy to share that. I also have real reservations about the impact. I think president bush would suggest as we look at how we engage in Global Health around the world with partnerships, i understand its our ability to evaluate and we have limited funds but we have this commitment how we will work with nonprofits around thewe world and allies. That is a fundamental approach we will continue to be the leader in Health Issues globally. Model its a Model Program that should be replicated elsewhere. Thank you, we go now to mr. Paul cook. I m its good to see you again mr. Secretary. I miss some of the testimony. I hope im not being redundant but i hope i can talk about the Muslim Brotherhood in the impact in cutter and turkey. There is a strained relationship and how it so difficult to find out one day you have an ally and next day you might have an adversary. I know thats going to be very challenging with the saudis and whats happening in the past few weeks. If you could address that, i would appreciate it. Ive talked to last week about the same thing. Victory matus had some input on it monday night and its one that doesnt necessarily have military solution but you will be right in the eye of the stor storm. Our relationship with turkey as a extremely important to the United States. Its also extremely important to nato, europe and clearly we are concerned about the evolution of events, particularly since the couphe attempt in turkey. I have traveled in our level of engagement with turkey is at a very high level. Where we have issues of concern, we are talking about those, discussing them, clearly they have some issues with how we are executing our military plans in syria to defeat isis. We are concerned about their engagements with russia, the European Union is concerned with the relationships. Turkey sits in an important place geographically and geopolitically. Its quite complex right now. Our objective is not to worsen that relationship but find ways to reengage and strengthen it so we can have some influence over the choices they are making, particularly with respect to freedoms within the country and continuing their role and their construct as a democracy. Thank you, sir. I yield back. I think my good friend for yielding. Mr. Secretary, i would ask you, what is your thought about waivers. I woul i would hope you would not go that road. That would have the perverse impact of incentivizing organizations to be noncompliant with the mexico city policy. Be noncompliant with the mexico back in 1985 at the Ronald Reagan first announced the policy since mean, there were large numbers of foreign ngos that said we are not going to comply. I offered the amendment in 1985 i fully expect that will have it all out, legislative panel on the floor which i again would welcome. We have a policy that seeks to homeless foreign aid. Global health are to be inclusive, not exclusive of unborn children who we know now beyond any reasonable doubt aret harmed in a way that is violence against children whether it be by dismemberment or chemical poisoning, abortion is violence against children and it also has consequences negative for women. This tracks what Ronald Reagan did and what george w. Bush did and was one when he initiated the policy as well. At the end of the day, when its applied to organizations when i offer the amendment on the floor, none of the groups are going to accept it. At the end of the day, all but to accept it. I would encourage you, waiverss would be an incentive to a foreign, Nongovernment Organization and american taxpayers the polling have shown clearly that they do not want our foreign aid subsidizing and enabling the unborn killing or anywhere else. Thats why this amendment enjoys such a strong support. I would offer that thought. We go now to lois frankel of florida. Thank you, mr. Chairman and welcome mr. Secretary of state. A i think today is the day where we all recognize our common humanity and other folks impacted by this shooting. I will try to be kind and gentle. In a very kind and gentle way i want to say that is said to say think your budget is inhumane and dangerous. Okay, i had to say that. I dont want to turn this into an abortion fight but i want to counter my common court respect and say that women having fullt access to reproductive choice and care is imperative for them to have a full and productive life and i think its important for the security of their community. The president said he inherited a mess when International Affairs so its perfect perplexing that he inherits a mass and then you come in ammunition. I guess this is the trump doctrine because hes putting billions more into ammunition and cutting two of the legs are National Security which is diplomacy and development. I want to focus on what i think is one of the crown jewels of our Development Efforts that is Global Health investment. I know you would probably agree diseases do not recognize international borders. Every year almost 80 Million People from other countries visit the United States and americans took more inrnstates. I hope you would agree these Health Initiatives help keep country stable. When you have famine, if you my colleague mentioned famine but when you have disease andum famine, you have inhumane conditions it promotes not only people trying to escape the country but it destabilizes countries and creates an environment for terrorism. George bush, one of his great achievements, was is on track to and aids is a Public Health threat by 2030. I know, you yourself, has set up a model for the world to follow yet the president s budget cuts by 1. 1 billion. The global fund which controls the spread of malaria and hiv, also, that is cut bying cu 125 million. Why should we care whats happening in these otherning. Countries. Thats one of the questions i want to ask you which is, mr. Secretary, why should we care abou a countries. I just thank you gave the explanation on why we should care. I know were focused on the cuts but i think its important to focus on how much we still will be committing and spending towards these diseases, towards our Global Health efforts and were not zeroing help out. These are difficult choices that were made in the budget, we do believe we can attract others and other funding and unable continuation of these programss and theres no stepping back from our commitment on. [inaudible] will fully commit our we dont intend in any way to abandon our efforts or abandon our view on how important these issues are. Fo thank you, mr. Secretary. Thank you, mr. A few questions that i want to ask about iran theres a lot of agreement that iran has violated the spirit of the gc poa, have you seen any evidence that iran has violated the letter of the jc poa . We will await the Quarterly Report to see if they have found any specific violations. E i have read the entire jc poa agreement for myself and i can understand this spirit and intent. Quite frankly, it is a poorly constructed agreement, the bar for irans compliance is pretty low and its not surprised people that they are able to comply. Its not that difficult for them to comply, having said that we intend a rigorous application of the compliance requirements any rigorous confirmation from iea that they are complying both spirit and intent question importantly, remember the jc poa is a multilateral agreement so we have partners, i would say, there were on our side of the table, best i can tell that they will have their on. Thank you and your predecessor pointed out that it was a political commitment, it wasnt a treaty, it was an executive agreement, political commitment one that we didntd t ask for a signature on. It is an unsigned local agreement. The administration wreck license islam as the capital of israel. The and ministration has not expressed a specific view in that regard. I would state my own position. I believe strongly that the administration should recognize jerusalem as the unquenchable capital of israel. Will the administration eventually move the embassy to jerusalem . E that decision is under evaluation by the president. Avidly, hell have to make a decision coming up on whether to extend final decision on that or not. He is not made that decision to my knowledge. The president was absolutely correct during the campaign when he stated his position and intent than of moving the embassy and i would encourageul him to go with his instincts and follow through with that pledge. How do you believe we can better leverage our foreign aid . Be back well, i think, again, our engagement with them and making clear on her expectations is utilized. One thing i like to clarify from this mornings hearing, several times in the questions, people suggested that our support to the Palestinian Authority was increasing the next year. That is inaccurate. Its actually going down about 20 million, if i remember correctly. To remind everyone, our aid does not go directly to the Palestinian Authority, it is given to them by way of israelel t and we work closely with them as to how that money is delivered and what for purposes it is delivered. I appreciate that point. I would offer that whatever the United States can do to the Palestinian Authority, legally, we should also have the position that we also cannot do for the Palestinian Authority indirectly and i cosponsored the taylor force acts as a number of my colleagues in the house and senate do, as well. Has bipartisan support, i believe. We should better leverage the a that is provided for the Palestinian Authority which includes providing certification that the Palestinian Authority is not inciting violence. As in the main taylor force act, the Academy Graduates the palestinians are not only inciting violence on the part to target innocent it really is what they are doing so to target americans as well. Congressman, just so youre clear. It wasnt that strong bipartisan sense of the congress that we have taken the position with the Palestinian Authority in a very unequivocal way that you either take care of this yourself or someone else will take care of it for you. Those are the words i have used with them. You have strongly stated that in recent statements where you mentioned that the president brought this up with a boss that you had received assurances and it is in the news today that the palestinian officials are pushing back on your position that the Palestinian Authority has agreed to stop providing these payments to financially reward terror and i do wish you the absolute best, sector estate, in your pursuit here and i love to talk with you furthera about those efforts moving forward in the weeks, months and years ahead. Ing here obviously, cooperation between congress and Statement Department is important and im concerned over what looks like a lack of cooperation within the executive the policy of the white house and is often aligned over the last several months. For example, mere minutes afterr he stated the saudi and blockade hindered military actions against isis, President Trump praised the blockade on twitter. As you attempted to form an International Coalition to isolate north korea for its Nuclear Weapons program, President Trump called north Korean Leader kim jong a smart cookie and said that he honor to meet him. This hurts your efforts. They have been similarly undercut by the white house and the president. It was reported that when Prime Minister and President Trump stood at the conference and broached the idea of a one state solution instead of a two state solution that you were in an airplane somewhere else and that the state department is not part of those discussions. My question is how can americans and our allies around the world have competence in your word and in the state departments position and most of all, that it represents what President Trump leaves . Congressman, there is no gap between the president and myself or the state department on policy. There are differences in terms of how the president chooses to articulate elements of that policy. In the instance of the qatar example that you gave where i made a statement and then attended of bilateral withis ste romania with President Trump and then he made a statement in the rose garden, i was involved inar writing his comments in the rose garden to reflect the strong message he wanted to send which was not just to qatar but to everyone, to all countries, to stop funding, stop killing, stop teaching your young people hate. That was the way he wanted to deliver a very strong message. I sure. I hear you. Jared kushner has been given reportedly given a big portfolio with respect to Foreign Affairs and who is responsible for the barren affairs of our country of department of state or mr. Kushner and white house . Epartm department of state and has been confirmed to me on multiplt occasions by the president. Part of the reason i asked the question is because in february i was in japan and south korea and this was the biggest question people had. When we look to the United States who speaks for the president reliably . Word can we trust . I understand you know how important that is for allies and for our adversaries. Why would the state departmento be less having a discussion about our important policy issues about whether everyonee state solution or two state solution. You can see how that is quite strange and bizarre. I think that came out of the bilateral private meeting between the president and the israeli Prime Minister. To be fair, what the president was indicating was that whatever approach the two sides, the palestinians and israelis want to take, to achieve a peace accord, we will support and i think what he was saying and were prepared and he is prepared to put his shoulder to the wheel
