We appreciate you being part of this and you have such an important assignment and is the turnout shows theres a tremendous amount of interest in u. S. Foreign policy and our National Security and the u. S. s role in the world. I kind of wanted to begin asking you in general whats it been like to go from the chief executive of a state which admittedly in the confirmation hearings you told everybody that you had not had extensive foreignpolicy experience but my argument in your favor always was she is very good and cheap locus is in on an issue and the Leadership Qualities transfer and in the months leading up to that. You really dove into the details of foreignpolicy and it spends demonstrate in the first two months you been there already so whats it like to be an ambassador . I didnt have any thoughts about what the u. N. Would be like so i won and very openminded and i went in knowing that i had made a promise to the people and to those that approve me that i needed to show value in the u. N. And we needed to show how the u. N. Could be held ohlund we also needed to see how we needed to change the u. N. The nice thing was when we got there and now we have a lot to say and im loud and im good at that so we made a point to tell what the u. S. Was foreign with the u. S. Was against and take away any gray areas that away the gray areas that may have been in them we talked about reform. I think in the minds of everybody there they just thought the u. S. As can leave the u. N. And cut all the funding and all of this was going to go way through which i did do is change the conversation to say our intent is not to leave but help me show value in this place. Help me show this Place Matters and help me do occur forms and help me do it through cutting the and making them more effective. Amazingly we had so much support we are moving through budget negotiations now and they are working with us on the budget negotiations. They see where wellintentioned and we are trying to be smart about our spending and when it comes to manage and reform there is a group of people to want to see that happen. Other countries send their best and brightest to the u. N. And the people that they send have the year of the president met person has the ability to negotiate very well. So you see me push foreignpolicy because i see an avenue there but you can totally make the u. N. Work for you if you negotiate, have conversations and push the narrative. It can happen. Going in after the election the president views on Foreign Policy and the value of multinational institutions was an open question. You think that sort of uncertainty going into this an advantage, going in with the notion that people were clear that the u. S. Was going to. A totally gave us leverage because no one knew what to expect and because of that they were very attentive. With a new was we were watching and we were changing things in that wanted to know how was going to affect them. In some ways they were focused on budget but if you talk about syria and the chemical weapons usage by a sob back the idea that we said you cant do this and the president followed up with strikes really showed them we are moving things in the comments that i got from ambassadors all different areas set it so good to see the u. S. Again. Someone asked the question why should we be contributing all this money to this forum where oftentimes small nations with an agenda can basically block action or major issues cannot be addressed because one or two permanent members who decide to use their veto authority. How would you in the most concise way explain to people what the value is at the u. N. And what an effective u. N. Looks like in the 21st century and what can we do to move in the right direction . There is definitely around it and there is that my bureaucracy so from that standpoint we can cut but i also see you have peacekeeping missions around the world that are intended to protect people on the ground. What they have done is in conflict whenever theres a challenge they throw more troops at it. If problem with that is that the troops are trained and they dont have the equipment how are they going to do their job . They need to make a smarter from that standpoint. If we can bring stability to an area thats going to matter. Youve been involved in peacekeeping efforts. Fill in the details on the work you have been doing to reform the process. I think the main thing with the peacekeeping that we said was okay first of all lets go back and look. What is the political solution . We have to look at the politics in the area. Then we have to look at what was the original intent and then from there go and say is that affect the end that is how we maneuvered. In a lot of cases we have been able to cut a lot of the problem areas but the one thing we have also done is we are holding the troops accountable. A lot of cases the troops were there and if the terrorists were coming and they were running the other way. They were protecting the people on the ground or like you just saw in congo you have all these these of children happening by the troops. You have to hold those troops accountable and we just basically said you cant have this happen. Those congolese troops that were there are gone. We moved them out. Is there one peacekeeping mission in the world of an example where is actually worth . I can honestly say without the renewals we have done they are all willing to start to work to the ones that are difficult south sudan, congo. Those are the ones are really concerning that you almost wonder how are we going to fix a . One of the areas that i know there has been a lot of conversation about is the Human Rights Council and you have received a lot of criticism because they focus on a constant singling out of so when you countries like cuba and saudi arabia and other habitual violators of human rights i guess the first question would be how does that impact the credibility of the Human Rights Council whose very members are serial violators of human rights . The United States has always cared about human rights and we dont see human rights is a fluff issue. Why hasnt it been . Visits with along with cuba in saudi arabia and china so what happened is now is a place where actors go to make sure theyre not pointed at and a place they have no problem pointing at others like israel. We left them with something has to change either we can do we hear were go fight for human rights somewhere else. Do you see there is enough of a willingness to reform that to continue to be a part of it . It that seriously. I brought up the agenda items seven basically that is for any sorts of human rights violation for any country in the world you go to agenda item for number 46 there is a problem number seven is slowly for an act condemning israel. Why would he do that with syria or north korea and you will have one agenda item for israel . If you have to hit israel fine but do it under number four. That is a permanent agenda item it is always on the agenda. Always. It has ben there forever and because it is theyre theyre constantly trying to use that i want the attention on syria and north korea so then just use agenda item number four. You said something earlier human rights as relates to National Security and National Interest the you have made it a priority to link National Security. So look at the conflict of the past like syria. That is a major conflict yearold concerned about not getting any better. How did that start . The group of 13 or 15 yearold boy is having fun something against their government that was not that bad of a wall so they pick up the boys and brutalize them pull up their nails and return them bloody and bruised so what were the parents do . They got upset and went to the streets to complain and other parents joined them. So through those situations we now deal with conflict. Looked at to asia a guy at of trustees and officers continue to steal and abuse and demoralized him so he gets to the point he cannot take it anymore and set himself on fire in front of the police station. That set off the air of spring. Look at how our government treats their people that is how we have to Pay Attention to venezuela and the protest in russia because these matter he writes is not the feelgood issue but the true root of conflict they have not talked about that i made that a key issue humanrights needed to be talked about a lot of those countries dont agree with what we think but they cannot disprove what we say. So we need to continue to be allowed for the we dont claim to be saints but we always try to get battered better we need to point out the value of what we think every country should do because it goes to stability. Talk about treatment of israel at United Nations describe to west was there a sense that this was an issue . What are the prospects end in comparison to other places in the world what is the plan . I did not know a the history. I was not that involved in tel i saw and. Into have those every single country not to oppose threats but all they did was negative israel. You could tell it was a have it and every month over the last 10 years. Fake about the time we can work on other issues. In to do with all those issues in africa said the show africa is changing looking at the least we were going halfway but this past month bolivia had the presidency with two arab leaders to come in but somebody else to balance that out and they agreed to that is what they saw was in this is the palestinians or israel but almost all of them talked about supporting the Peace Process it was the have it that was just changing the culture to be more effective is really was like a kid in the school yard that was bullied all the time. Do you think there is hope . So it sounds like you are word describing muscle memory built up over 10 years and then to reevaluate how they behave. But to be fair and understand the complex in april with the presidency did not think it will last past the first month so the idea that this month while we decide the agenda and i said will we have another israel bashing session the heavier the in ashley other members said make a push to support the Peace Process was great. I cannot believe in that fast for girl it will not stop their conscious of it but as an ambassador to the United Nations with day cabinet level standing make sure a member of the National Security whether other aspects that they are not familiar with . Once a week or every 10 days to do have whitehouse meetings where we decide policy imf policy girls to take this job i needed and wanted it to be a cabinet position in the National Security council live helps me to do my job better because they know the issues when you negotiate at the United Nations if you know, that come conflict then you can steer the conversation with administration that a strong and active but the world is a little schizophrenic in and it is a great a dynamic and helps you to print do your job he of to interact with other countries. One of the places that you visited was a refugee camp so what did you see there was a hope for the future . I always go to refugee camps. I was interested in the syrian migration to see what was going on with the palestinians. But first of all, the Syrian People have an amazing resilience theyll see a lot of them through what but from all of this they remain hopeful and i hope and pray so both of these countries are doing amazing job if you look at jordan they tipped 1 Million People but they supply the health care and education and a stipend. Per person so they have the debit card we know how those can be abused but through a the u. N. The user that banks and other grocers stores o friday skean their eyeballs. We should be doing that but not only that it is a registry we know who they are, where theyre from and family members to major reporter with the win to have that information because it is valuable for all of us. So talk about three alien syrians and the last years Health Care Education syrians are not looking for a handout theyre starting their own businesses, learning a skill but turkey is the turkish doctors and three months trained the syrian doctors to take care of the Syrian People so you use that talent and it takes the strain off of turkey sold both have changed so my focus was how will they deal with the syrian conflict . And what i can re with old negative away with jordan and turkey are pressed the have to go to double shifting in schools they feel the pressure and were starting to see a turn when they could get resentful of roads are crowded they are competing for jobs and as she looked at that syrians are very grateful and the jordanians and the turkish want to be helpful but where to rigo from here . It is our job to support them. Not with a check the to see how to handle them they cannot be treated the same but out of all of the refugees iceboat to in and out of the camps now one of them said they wanted to come to the United States. They said we want to go home we dont care if we have to start over we want to go home and their family members are there theyre literally looked at the mountain where syria is on the other side there is such a hope and an amazing motivation to go home swy working with the secretarygeneral to shift of the funds are working with the serious crisis to help support the education efforts and psychological support that is the ask that they need more support for the kids and the trauma. We saw women and children so how to best help the people of syria were finding that out. How much more time do we have . Five minutes. 10 minutes. [laughter] so the situation in lebanon we discussed you have a Prime Minister whose father was killed years ago by hezbollah but then a Christian Coalition that created a synergy and then obviously syria and also hezbollah is in southern lebanon with those indigenous capabilities no longer requiring resupply but you seem to be concerned you see more people speak out what they consider to be the inevitability of day conflict in the danger it could expand to broader lebanon so talk to us about that situation and if you think the International Community wants to speak out more and how you view that . When it went to israel and went to all the borders of possible conflict and israel is surrounded by threats. We went to cause the and looked at the spread of a loss hamas but also lebanon because when we were on the border you could see hezbollah how they were stationing areas it could see they were looking back beninese started to build rockets and missiles and theyre preparing themselves and the government of lebanon is looking the other way or feeling pressured to stay quiet. Space am looking at the un mission because those troops are not looking at hezbollah or bringing attention to that and they need to talk about that the ac missiles are tunnels happening but israel has their back up and they see the threat and the movement and the progress has blood is making and they are getting ready in that is something we should be very concerned about and watched because to have conflict break out between lebanon and israel and the destabilization that would do would be horrible. Im trying to get this on every bettys radar this is not just another threat it is bigger than that we have to Pay Attention and figure out how we will deal with the government and hezbollah. Will be sought for many years particularly after the iraq and Afghanistan War was a sense you hear in many circles around the world that we are overly engaged and complaints but when you walked in there was shearsons even if political leaders had to criticize us that yes we want america to do less because we have done too much . What is your sense of the worlds appetite of our allies of u. S. Engagement . Coming from politics it was very clear to me they did not want to look like they were our best friend but behind closed doors they wanted to know it was great so we had to figure out the true relationships can believe it has only been five months it went from what will the u. S. Do what are they thinking to now they still dont know that that is good but they take us very seriously in one of the best things that this administration did is when the president made that decision on the chemical weapons and that stunned everyone in the amount of support that we got to be a leader on that and the number of people said is so good to see the wests leading again now theyre not afraid to be the picture with us or to say are our partners of there is a whole the transformation taking place but it is smaller title. Said countries are encouraging as behind the scenes but then say i have to criticize you . Been back shopper. Yes. That is the political world. I will strive to remind people that most people only get to see the fellow senators on the floor or in interview but i get to see them when they are people. Soap what is that dynamic like at the ambassador even with countries who dont have the best relationships they are real people. Is there that dynamic that player do navy more guarded for what they say and do as the country . That is my job to read negative create the relationship bin dynamic we want to United States to have privatized in to show strength but let them know we want a relationship we will not be taken for granted we will call you out for praise you but be honest and we will be honest back. Because the ambassadors are so closely tied to their president theyre constantly trying to get information to figure out how they will move. Is an interesting dynamic. What i first got in bolivia was bashing is terribly so a net with evidence and why you hate to america . That stunned them but then restart a talking he agreed there is disagreement but dont do that. That doesnt mean he does and part with us but that is the part we have to stop is that rhetoric that does not help to move the ball forward or allow any good to happen so that is the culture change. Obviously you came from the political realm as a governor and a legisla
