We are meeting today for a nomination hearing to consider david j. Glowy to be under the secretary of analysis for the u. S. Department of security and admiral david kousky. These are two incredibly important positions, particularly at this point in time with all the threats we face to our transportation of sect sector as well as across the globe and the threats to our homeland. So the secretary for intelligence and analysis, the department of Homeland Security is responsible for leading and also serves as the departments chief Intelligence Officer. In those roles of intelligence and analysis to develop a common operational understanding of threats to homeland. As departments chief Intelligence Officer the under secretary is also responsible for over seeing intelligence across dhs and collaborating with Intelligence Community partners. Multiple reviews by this committee, watchdog organizations and others have raised concerns about the quality and intelligence and the low morale and Human Resource challenges facing the office. The next under secretary has the opportunity to strengthen the intelligence program, and therefore help secretary kelly secure the nation. The dhs assistant secretary also known as the transportation security administrator is responsible interest the safety and security of the contres traption systems, ensuring the flee flow of people and commerce. And protecting hundreds of millions of travelers each and every year. It was created to aviation remains a target for foreign and domestic terrorists. To achieve its mission the tsa needs to continue to address its capabilities. The next direct has the opportunity to increase the tsa screening capabilities, improve work force morale. Im particularly happy to serve today given the strong qualification of the nominees today. We need individuals like you. We need our Homeland Security and intelligence agencies. You both have difficult jobs ahead of you. The offices you seek to lead are essential ones for the protection of our homeland. Tsa has the visible role of protecting air travel as well as the less wellknown job of securing ground, rail, and maritime security. Its charged with sharing intelligence for local, state, and tribal governments in addition to the challenges youll face in executing the mission for these organizations youre fatesed with significant challenge given the current morale in the work force. Both tsa and ina are seen as the worst places to work in the federal government. Tsa is doing only slightly better ranked at 303 out of 305. Strong leadership will be necessary to strengthen the work force at these offices and ensure these components are recruiting and maintaining. They enormously contribute to hiring and keeping the best personnel who are in turn working hard. With the threat to our Transportation System on the rise, tsa has a role in protecting our homeland. The president s proposed cuts to the tsa budget particularly when it comes to cuts, once confirmed i expect to make clear at the highest levels what you need to do your job. Mr. Glowway, i expect you to ensure the work force of your Office Remains apolitical. It is your office that has the data and the analytic tools to make sure that the policy decisions are sound. He until raptly served as the assistant commissioner and chief Intelligence Officer at the department of Homeland Security. Hes previously served as an fbi agent and a federal agent with the u. S. Postal Inspection Service and started his career as a Public Servant as a police officer. Hes a bachelor of arts degree from the university of northern iowa. I think in this role i think your expensive background from across the spectrum from local, state, and federal is going to serve you well, its crucial. Chairman johnson, Ranking Member mccastical, members of the committee, thank you for the opportunity to be before you today as the president s nominee at the department of Homeland Security. Im honored to have been tominated for this position by President Trump and honored to receive the support by all. Before we begin, id like to take a moment to recognize my family. With us today is the bedrock of my life, my 20 year partner and husband. Foremost in our mind are our two wonderful children, alexis and wyatt. Dhs faces a complex threat and environment and must work across the federal government and in concert with our state, local, tribal and territorial partners. As art of the community charged with sharing information with our state, local, and tribal and private sector partners, im determined to execute this mission. Ive over 24 years in Law Enforcement and intelligence experience. And if confirmed ill work to apply that knowledge ive acquired and the Lessons Learned to make ina information sharing, and delivery of unique analysis, operators and Decision Makers that enables to identify vulnerabilities, position resources and multiimately to mitt dpat threats. Meeting the many and varied dmsds of those customers is a challenge. I intend to focus inas political capacity on areas to add value. Areas like trade, cyber, marine and aviation security. As we endeavor to meet the secretarys mission. In closing, id like to take a moment to recognize the Important Role of Congress Played in the success of ina. Our next is prior to becoming vice admiral he was the commander for the Pacific Defense forces. After retiring from the coast guard he was Group President for the National Security group at ant solutions. His expensive experience from his time in the coast guard in the private sector financial and Risk Management and counter terrorism. He received his bachelor from the u. S. Coast Guard Academy and holds two masters degrees. And vice admiral, i just have to say reading your Opening Statement which youll be presenting here, your expensive experience, i cant think of someone more qualified at this point in time to lead the agency. So looking forwardward to that testimony. Thank you, mr. Chairman. It is a privilege to appear before you today as the president s nominee to lead the National Security administration. I thank them for their support for this important event in my professional life. Let me begin by recognizing the men and women of the transportation administration. Each and every works tirelessly to earn the trust and respect of the american people. Their work is critical to security of our aviation and Transportation Systems. And they have in my opinion done an outstanding job of protecting us from an ever present and dynamic threat. It would be my privilege to bring my leadership skills and experience directly to effort of securing our homeland. Tsa could not have accomplished this mission if not for the strong partnerships it has with state and local agencies, the airline industry, the Government Service industry, airport, owners and operators, and International Partners. Throughout my professional career ive seen firsthand the importance and enormous value of strong partnerships and relationships. This is the extended tsa team. And it would be me privilege to join them as well in the protection of security of the United States. I am forever grateful to my coast guard colleagues for their investment in my leadership and professional development. My career in the coast guard provided me with the background and experience that are very relevant for tsa administrator. I have experience in operational Risk Management and richg mitigation. And i have experience working with other federal, state, and local Law Enforcement agencies, industry kwsh and Interest Groups and International Partners and International Standard setting bodies. Following my coast guard service, joined a very successful service. I learned how government can be a better consumer of private sector and expertise support. Today we face a multitude of threats that are very persistent and ever evolving. Staying ahead of these threats and ensuring appropriate measures are in place to ensure Security Effectiveness will continue to be tsas most significant challenge. My over arching goal would be to lead tsa to an ever stronger position as an effective and efficient provider of security for our Transportation Systems, especially aviation with a strong and growing level of public confidence. I will articilate a clear vision for tsa to ensure all of our efforts contribute to the uhuhchievement. For as long as the president and secretary wish me to remain in this position. I think leadership continuity of tsa is very important. If confirmed i would be the 16th lead leader. Alexander hamilton issued these instructions in 1791. He said in part they will always keep in mind that their contreman are freeman and are such impatient. They will therefore refrain with the most guarded circumspection. I think this stage of guidance from one of our countrys Founding Fathers guides our security and operations today. Tsa is the face of the federal government to millions of air travelers every day. These travelers rightfully expect effective and efficient screening with minimal delay by the government officials who treat them with respect. I will work tirelessly with the tsa work force to ensure tsa meet the standard. In closing, i thank President Trump and secretary kelly for their confidence in my ability to lead tsa. And distinguished members of this committee, i thank you for our courtesy during this confirmation process and the opportunity to appear before you today. I look forward to answering your questions. No. Dune of anything personal or otherwise . Mr. Gloway . No. Again, i want to thank the Committee Members for showing up in attendance. And weve all got crazy schedules, so i appreciate the way theyve conducted this committee. I appreciate the fact you both have expensive experience on the intelligence side, and in your case, admiral, that you had expensive experience on the security side. I was struck by one thing you said and that is theres been 13 people in your position in supervising the tsa operations in 16 years. And we have the over sight responsibility for this gargantuan agency that i think was necessary. In other words, we needed to have a better response after 9 11 from the federal government level. But we move people around a lot in this agency. And im concerned about the impact that has on morale, on readiness in terms of your responsibilities. Youre in a confirmation process here. I know youre not going to be able to say as much as maybe can tell us once confirmed, but can you just for a second talk about that . Are you concerned about the amount of churning, amount of changes in positions . I know sometimes in the federal government system its advantageous for individuals to change and what can we do to address that . Can you just talk about that for a second particularly as it relates to tsa . Yes, sir. One of the things that was important to me is that whatever i agreed to do in the future i did it not just for the very short period of time. Ask i committed to him and committed today at this hearing, that i will serve as long as im able to serve in that position. Senator mccaskill mentioned the morale issues with the work force. And i think thats one of my key focus issues if id be confirmed is place a lot of focus onto that issue. See if we cant raise Job Satisfaction and both will improve Security Effectiveness and security efficiency. So im committed to doing that. And im committed to spending a lot of time with the work force. But for the leaders that support that top leadership also have some level of continuity. And if confirmed, i will Pay Attention to that very carefully. Well, thank you. Again, i think a number would like to follow up with you on that if confirmed. Thanks for your service. One of my big concerns about your department and how it aucherates is how the centers are getting their infers. A constant concern i hear back home in ohio is sometimes information is not disseminated in an appropriate way. Not quickly enough or in a way thats helpful. Can you talk to us about that challenge and how you intend to deal with it . I know youve already been in an acting capacity but, one, are they working, and two, how can be better disseminate that question . Senator, thank you for the question. And if confirmed, look forward. I was fortunate enough to be on the Richmond Joint Terrorism Task force with the fbi. So i was intimately aware of Fusion Centers with state and local Law Enforcement and then watching it progress over essentially the next 13, 15 years or so. And the relationship with state and locals is coming from those organizations and working with them throughout my career is critical. Ive met with all the major chiefs, National Future association. And i hear the critical thing. Theyre absolutely necessary, but having the enterprise approach, disseminating intelligence from them and also receiving from them is critical. What i did get if confirmed to work with them in an integrated approach to come up with an enterprise that has some consistency and recognizing every Fusion Center is different. Its going to be critical how you want that enterprise approach. So i look forward to working on that. So Business Enterprise in your mind means consistency, reliability.
