Senate to pass the national law protecting this right, but before that happens, there are several things the federal government can do. I suggested the president and the executive order to order the law or some agencies or security agencies and the federal government to not cooperate with local prosecutors or Law Enforcement that try to put their tentacles into my state when we try to protect women from other states to get these reproductive services, so telling the fbi, Homeland Security not to cooperate with other local Law Enforcement and try to prosecute women who come to our state, that can be helpful. It sounded like the president was interested in this idea and would review it. It is important that the federal government look at the Data Collection agencies and the Communications Industry so that they protect the privacy of women. There is enormous personal information on the munication websites about womens privacy and their health. That needs to be protected, and need a federal law or at minimum agencies should come out and say they will protect privacy rights. Third, and i think what ultimately may be the most important thing is to make clear that women in america are entitled to access to food and Drug Administration approved pharmaceuticals that can provide this service. I think that frankly the most efficient, safest way to solve this is for women across the country to get telemedicine, to be able to have a meeting with a physician in washington, or another state, have a prescription for this pharmaceutical that is fda approved and have that mail to women, no matter where they are. These are where we believe or have good reason to believe that the federal law, which has shown that these are safe, effective pharmaceuticals, trumps any state effort to deny access to be safe, legal pharmaceuticals across the country. The president indicated they are reviewing that to see how to enforce such a thing, what litigation may be involved, making clear we can go that route. I should think that could be the most powerful thing to provide sanctuary for american women. Governor, this decision we have known has been coming for some time now since Amy Coney Barrett was confirmed as scotus justice. I am wondering if you feel the Bided Administration and White House Biden administration and white house was prepared from a policy perspective . Gov. Inslee it would be nice within 24 hours if we had a full game land. There is a reason to really read the decision first to figure out what is in the realm of the possible, but i do believe the decision was leaked last month, and word by word it was essentially the same as the initial alito opinion leak. Gov. Inslee i tell you, im a governor, and i think it would be great if within four hours we had the full federal response that was gained land out game planned out. I am a little has attained with everything going on around the country and the ukraine war, but i do think the president is on track. He obviously understands this issue. I do believe they will get to the right place, including, by the way, one thing we did not mention his federal financial help our states because there is a lot of financial need to provide the services, but we have appropriated about 8. 5 million in our state to provide services for women who do come to our state, so having federal health in that regard i hope will be forthcoming. That is an part of this. After his meeting with all the governors, President Biden had said he was going to get home on friday from madrid and would have an announcement to make. What announcement are you anticipating from him . Gov. Inslee i would not have a game plan. I dont have any intel to share with you in that regard. I hope it is assertive, aggressive, and willing to have litigation about these issues. I mentioned the approval of that fda drug and pharmaceuticals. We should not be leery at all of having not tested in the court. We should not be passive in that regard. This is a constitutional right stripped from american women, leading us to minority rule. This is a dangerous moment in america, where the Supreme Court has decided to eliminate majority rule of guns, then save you, but the Supreme Court took that away. Americans want freedom of choice for women read they took that away. Americans want action on Climate Change. The Supreme Courts of the minority is now going to run the country. So, we should not be passive in this, we should be aggressive. We should do so. That is what we hope the president will do in every way possible. I want to get into more of what you are doing in washington. You want an amendment to your state constitution that guarantees a right to abortion. What is the process of that passing . Short term, not good because we need a super majority in our legislature. We have democratic majorities but not super majorities. Until we have more democrats, it will be difficult to pass that. But i do believe it is an important thing, and it is important for people to vote against the party that wants to take away this right. Having this constitutional amendment and issue will also help to clarify what is on the ballot this year, so we do want to make clear, we intend to try to pass a constitutional amendment, and the more democrats in legislative seats, the better chance we will have to do that to then go to the voters for approval. States do have the right, and this is important, i think it is important to stress, every state legislative race in America Today is a race where we have an opportunity to protect this choice because state legislative bodies now can make these decisions, and people, if you are listening to this, and maybe you voted republican in the past, that party has left you. There is only one party right now available to you to protect a womans right of choice, who will take action on climate and act nobly on gun safety. Shoot, we just have this shooting the other day, and the first thing i heard was a conservative radio show talking about we need more guns. We need people in the legislative races to rescue this country, state legislative race, and governors braces, they are so basis. They are so important now because that is the place or we can protect these commonsense decencies to protect us against what is threatening our families. Guns, the loss of reproductive health, and the Climate Change is alive. We had a town been around 100 years now under three fleet to five feet of mud because of two inches of rain. Unprecedented. I wonder if you could explain how that would work in practice and if it would rely on federal funding, and if you think there is an electoral backlash or repercussion that might strike people if powerful states joined together to try to defy a court ruling from the highest court in the land . Gov. Inslee well, look, we are taking action already just within hours of the decision. We announced we would issue an executive order to my Law Enforcement, our state patrol, to prohibit them from cooperating in investigations from other states we intend to pursue legislation as soon as my legislature comes back into session to extend that requirement to all of our Law Enforcement agencies. As indicated, we put up 8. 5 million to help increase access and Services Available to people. This is a real thing for us because they are next to idaho, so we are seeing already people coming from idaho who need these services. We already talked about data protection, so we have already taken action in our state. Oregon and california have done similar things and intend to do so. What we wanted to do, we have in oregon, california and washington agreement, so everybody on the west coast knows it is a sanctuary, not just one state, to make this available to everyone in the nation. As i indicated, we will fight like the dickens and any litigation to take these actions, including this fda issue. We have an effective telemedicine system in our state where women can contact a physician in our state from anywhere in the world and get good reproductive advice, and prescriptions. We intend to guard our ability for our physicians provide that telemedicine health, and we need the federal government then to help us affirm that the fda has privacy over this issue, so this can be shipped to women across the country. That i predict will be a major issue. We intend to prevail, men deserve it. Now shifting to a topic i know you are particularly passionate about, last thursday, the Supreme Court ruled to restrict the epas ability to regulate greenhouse gases. We were strongly critical, saying the federal government would be shifting more of the burden to the state on greenhouse pollution. How is Washington State going to pick up some of that burden . Gov. Inslee we have to recognize our reality that the moment of the Supreme Court decision, the Supreme Court has the cap ability for the federal government to act forcefully against climate pollution. We have to understand in my state that that means we have to accelerate our efforts. We have been pedaling hard in our state against Climate Change. It is fair to say we have probably the most aggressive and environmentally just miming change and Clean Energy Policies in the country, and california is doing some good work, oregon is doing good work, so, but we need to accelerated. Even in our state, given the pole in the federal effort, our state will have to accelerate our efforts to reduce pollution. We have got a great zero, 100 electric grid bill, the nations best cap and invest bill to restrain pollution and invested, and also erases Environmental Justice because we know communities that have been swallowing the pollution longest are those living in poverty. We have a good low carbon fuel standard. It has prohibited hooking up gas in commercial vehicles after 2023, but we need to continue to accelerate those efforts actually to meet our states own planet goal, so the messages, the federal government now is driving a car with three wheels, but we need to accelerate ours in the state, and that will be the case. The good news is actions are taking place. I and former Governor Brown formed the u. S. Climate alliance a few years ago when trump came into office. We now have 20 more states that are part of the u. S. Climate alliance that are taking measures against Climate Change, so, over 60 of the u. S. Economy comes from these 24 states. These states are making action against Climate Change. This is another reason why governors races are so important this year, so that the work of nevada and michigan can continue to advance the ball against Climate Change. I look out my window here, just west of seattle, and i say to the effect, in my hometown, the kelp forest that used to be out here disappeared. It help our endangered salmon live it disappeared because the waters are getting too hot for help to live in. Salmon could not go up our local river because the waters are too hot. We have the most dangerous air lady in the world, im sad to say, last summer, when the valley was on fire and the smoke was there, and you could go outside for a week, literally. We need state action we are getting it from democratic states and governors, but we have to understand, this is just the beginning of the Supreme Courts reign of terror i hate to use that term but i think it is true. This effort to prevent the majority will in this country has just started. They just took his case moore versus harper, which threatens our basic ability to count the votes and have fair representation in the house of representatives. So we are going to have to be more aggressive in our state. That is going to be the order of the day. You are also working on a proposal for washington to move away from that. Hows that going to work . Gov. Inslee well, because we now have electricity. Franklin help us discover it a long time ago, and now we can heat and air conditioning our homes. It is very effective with pumps. Our ability, the council set a few months ago, basically we will not hook up commercial buildings to natural gas after 2023. They will consider a similar proposal does fall for residential buildings. Unfortunately, we have an extremely Effective Technology of heat pumps now to replace natural gas, which is not natural. It is dirty. There really is a reality we have to face. The gas that comes out of the ground and into our homes pollutes our home. Children who live in homes with natural gas are 25 more likely to develop asthma. Last week, there was research that came out that showed the carcinogens that come out of natural gas stoves are much more prevalent than we originally thought. Benzene very dangerous carcinogen that comes out of your stovetop if you use natural gas. New science has shown natural sounds good, but it is actually dirty and dangerous. The Health Impacts are profound. When people start to find out there is, they are going to, i think, recognize and do an indepth of stovetop cooking works really well. Microsoft is renowned for the great food they have for their employees. They swapped out to go to inductive cooking. Gas is fun because it is very both, but inductive is better unavailable. Basically, we have the Technology Available to us. It is much better for Indoor Air Quality and prevents children from breathing carcinogens in your home, and it reduces Climate Change gases, which are so dangerous right now. We have to weed ourselves away from dirty gas. We are taking major steps to do that in Washington State, and at the same time, building one of the best economies in the united states. I always stress that i try not to finish a paragraph about the economic benefits of lean energy. We are of clean energy. We are replacing dirty fossil fuels with Battery Technology a company just went in with hundreds of employees and like moses, making batteries. We have the largest manufacturer of solar panels in the western hemisphere. They are expanding rapidly. We have a fuelcell company that runs on hydrogen that can power a locomotive in seattle. We are building a Clean Energy Economy while taking care of our children self. Your description of natural gas pains are rather rim picture grim picture. Support to ramp up natural Gas Production from somewhere other than russia, is that a mistake from the administration . Gov. Inslee i would not necessarily say that we have to do two things simultaneously. One, plan for the longterm to wean ourselves off of natural gas. That means we have to build infrastructure as fast as we can to replace natural gas and coal fired electricity. There is question about that. Simultaneously, while putin is invading ukraine, shortterm keeping economies from collapsing in western europe is a reality we have to face, as well. We ought to be able to do both of those at the same time, but the key is we have to wean ourselves ultimately longterm off of this infrastructure, and that means building other infrastructure. Simultaneously, while we are responding to putins war, we have to build infrastructure that will replace fossil fuels, solar, wind which means solar, wind, that means more efficiency, Battery Technology, just key to finishing renewable portfolio that we intend to embrace. I think building the replacement is as important right now is looking at usage. Both have to happen. You briefly ran for president in 2020, declaring that Climate Change was the most urgent challenge of our time. Are you thinking about running again in 2024 . Gov. Inslee well, it is no secret that i ran for president , but it seemed like one at the time. I will tell you that. I have no plans beyond serving in my third term as governor, which i am very engaged in. It has been an engaging time to govern during covert. We are fighting great battles on Climate Change. We are making some steps that other states are following, frankly, so i am serving a useful purpose right here.
