Package to cover preexisting conditions that the deal with the higher Premiums Associated higher risk pool of potential patients whether that, a, will be enough or b, if you think about it, ends up being a slightly less omnibus Government Program than the one it replaces. It will still be big and will still be eyepopping but not be the Affordable Care act. That is one thing that republicans zoom to be united on, anything to replace a measure that the replacement itself might not be all that much cheaper. Adam shapiro with the very latest. Rolling out how this vote could go. Adam . Reporter were very close to the vote taking place. The live puck ture from the floor of the house of representatives. Debate has been underway for about an hour it has been heated at times. We expect a vote to begin at 1 00. The guidance from the majority leader kevin mccarthy, the representative from california. We expect the vote about 1 30. Louie gohmert from texas says it will be tough. 216 is the one the republicans needs to pass the bill of the is beginning to repeal and replace obamacare. I mentioned this hooter debate. Democrats calling this a tax bill masquerading as health care. Republicans say obamacare will collapse and we have to Say Something in the form of new health care for american citizens. Take a listen. To have a Health Care Bill that throws 24 million americans off Health Insurance, you should be ashamed. To have a Health Care Bill that cuts medicaid by 880 billion to give a tax cut to the wealthiest people in this country, you should be ashamed. If we want to talk about misleading the American People, it started seven years ago and it end today. It ends today neil, we expect a vote sometime around 1 30 on the repeal, replace of obamacare. Even if it passes, 216 is the number. The senate is the big wild card. Mitch mcconnell had previously said it wasnt going to be assigned to committee. Whether it lives in the senate is another question. We wont see it surface for several weeks once it is in the senate. After they do their magic on this, it foes to a conference committee. We start essentially all over again to pass whatever the new version of all of this will be. Republicans can lose 21 votes and still pass this today. Neil but you can imagine to your point, pose to the senate, gets significantly changed there. It is shut back to the house and conference. The house doesnt like what it sees, it could be difficult. Reporter like the old saturday morning cartoon, im a bill, and bill goes back and forth and gets exhausted. Neil thank you very much, adam. What is in the bill that got us to the point where more republicans would sign on to it than the last venture that never had a chance at all . Gerri willis with all the details. Reporter neil, lets explain exactly what is in the bill and how it will affects individuals. If you dont have Health Insurance or federal government, or employer you can buy policies in the individual market with tax credit rather than a subsidy, which is what obamacare offered. Tax credit is advancable to head deadlines and refundable even if you dont have income, you will still get the benefit. Now the credit will be available to those making maximum 75,000 for individual and 150,000 for joint filers. Instead of using medicaid as the vehicle for delivering benefits, in other words, the bills authors froze Medicaid Expansion beginning in 2019 and relying on nations private insurers to pick up the slack. Coverage may be different all over the country because states decide what essential benefits must be covered. For people with preexisting conditions who lost coverage, the bill sets up risk pools funded by government, reimburse policyholders with high costs. Logic behind this, lowering insurers risk for very sick patients, companies will introduce lower premium plans for healthier people. If folks fail to keep up payments in the individual market for coverage they have to pay for it. They will be assist ad flat 30 late enrollment surcharge. The bill repeals individual and employer mandates, very controversial and 3. tax, sr. Charge on investment income. Nobody liked that. However a 0. 9 on high income tax earners stays in until at least december 31st, 2022. You know what that means, it may never go away. Neil wow, i didnt know that. I didnt know the latter financing part. Thank you very much, gerri. Assuming this gets cleared in the house, by the way that could be a leap of faith here, you could always be surprised. There is not a lot of wiggle room to what gerri and adam were pointing out, but what happens in the senate where there are very different views an wiggle room is far less, two votes really. What happens there, republican another john hoeven of north dakota. Senator, there are differences the way the Senate Tackles stuff like this versus the house, but there is less wiggle room in the senate, isnt there. Right, there is. That is going to be the challenge, how do we take whatever the house passes which i think is a work in progress and make improvements that can get it through the senate. That is going to be a challenge. But that is something were already working on. Neil i dont know what the total dollar cost is yet on this measure versus the one that is existing now or whatever you in the senate might come up with, but i am concerned to win overvotes theyre throwing a lot of money. 8 billion more with a money to deal with preexisting conditions and highrisk pools and premiums come with that. Is that, to your knowledge, senator, significantly less than the dollars being doled out for the Affordable Care act now . Well, it is less but remember, the objective is to make sure people have access to nsurance and healthve access to care. Neil right. Then create incentives to do it more cost effectively. So it is less. We do look at the scoring. But in the end we want a product that accomplishes just what i said. Neil obviously the process is, assuming this passes in the house, goss to the senate, you guys work on it, assuming you pass something, put back to the house to settle whatever differences or disparity there are, whats your bestcase scenario, senator, when this gets done, approved, signed by the president . Will take some time to move it through the senate to make changes we think need to be made. Extending refundable tax credit. Stressing medicaid and the way it works and people with chronic illness and are covered and people with preexisting conditions are covered. That will take some effort. We have meats were working on we will try to offer to try to do that. The key here, neil, it gets done right rather than done quick. Neil then if you dont mind my pushing these dates, is it fare to say you cant really begin in earnest on the tax cut proposal and white house and one you guys crafted, and house is crafted until all of this health care stuff is done . Were already working on ideas for the health care, tax cuts. Neil i were understand that. But, this health care thing has to be fully voted on before you can proceed to, in earnest on the tax thing . Right. To use budget reconciliation, thats correct. Were already working on the tax reform piece. This is just the first step on health care. You have the regulatory piece. Neil right. We hope to get democrats to engage with us at some point with a third step. This would have to go through budget reconciliation first before you use budget reconciliation before tax reform. Neil senator, thank you very much. You bet. Neil another hoeven. President trump will be arriving in new york city later tonight. The first visit to his home city since he bee became president of the United States. Protesters are already out. By the way he will meet with the australian Prime Minister. That was that very nasty phone call that exchange over syrian refugees, legend has it where the president hung up on the leader of australia. Now the leader of australia says that never happened. Now it is down 64. 76. I dont know what that means. I was just pointing it out. You get that free, basic cable President Trump headed to new york. Connell mcshane, talk about 666, is he on the intrepid outside of the intrepid, where are you connell . Reporter im in a green screen down the hall. Were right by the intrepid, introduce day to do so. The president will arrive here later today. It kind of interesting as you meets you heard talking about with the last break, with australian Prime Minister in new york mr. Person you bull, the first meeting since the phone call about the refugee crisis early on in the administration. People say why doing it here and why getting together at Intrepid Museum and space museum. This is the anniversary of batcoral sea. Doesnt get as much attention as midway. Helped set up American Forces with the battle in midway with u. S. And Australian Forces fighting side by side. Were told australian veterans of that battle, in their 90s will be here today. The meeting comes after that tense phone call over the refugee situation were told solved in large part thanks to the visit of Vice President mike pence when he talked things over with them. Todays topics are expected to include north korea and american president and foreign leader would include these days you suspect. If the two talk economics for our audience, interesting to note we do a lot of trade with australia it is one of the countries where we have a trade surplus. We sell more than they do here. Mr. Trump and mr. Turnbull even with a tense beginning relationship, do share a business background. Mr. Turnbull was involved in one of australias early internet companies. We have arrived just before anybody else. The president doesnt speak until this evening, is the idea that the president s hometown of new york may not exactly roll out the red carpet for him. Weve been told by a number of groups there will be protesters on hand later today, people who disagree with president es immigration policies and other policies are expected to gather here near the intrepid and gather few blocks east of here, president s residence. So far all is quiet on the west side of manhattan. Well see how the day turns out. Neil looks like youre in front of the intrepid. It is so weird. Reporter amazing what they can do these days with technology. Neil technology these days. Thank you, my friend. Connell mcshane. The Health Care Vote is expected shortly. Now of course this could get delayed. A lot of democrats are piling on here, at request of nancy pelosi to make the case for the existing Affordable Care act. She is not fond of calling it obamacare as you might recall but she want democrats to state the case republicans are dismantling one of the most popular programs enacted since the new that is her opinion here. By partyline vote. Not all one party by the way. This is a expected to pass. Now there could be a lot of developments that could change it but be that as it may, whether you accept the fact that republicans signed on to a lot more spending than they would have originally agreed to do get this done, they stand at least in the house to get this done on the heels of a budget deal passed in the house,c substantially buoyed by a lot of democratic support, over 300 votes nevertheless, whether you argue they were snookered as some republican critics said or worked in a bipartisan manner as both sides avocated, they appeared to be on a roll here. Do they have their mojo back . Red alert politics contributing editor, and todd buchholz, a key advisor to president h. W. Bush, george h. W. Bush. Todd begin with you, end with you, whether republicans brag, say if you will, problems with both measures, were taking new measure around getting things done . Well, i think something will be done. Something must be done, not just on behalf of President Trumps presidency, but on behalf of the American People who have been punished by obama care. Having said that, lets face facts here. No matter what happens today, it is not as if the Mainstream Media is going to be cheering or saying this is a victory. Donald trump is going to spend the next four years or next eight years battling Stephen Colbert, jimmy kimmel and george will, those are three big names to know with comedians these days, but it is going to be tougher step of the way. And this is the first step after a terrible misstep. Notice we havent heard paul ryans name mentioned all that much. I would say if the house fails today, paul ryan will be pushed out of the house and end up as chancellor at university of wisconsin or something. I think it will happen today. Neil you know, angela, it is important to post a victory tore republicans. Anyones guess what happens when it goes to the senate. When that is marked up and probably radically changed and goes back to the house, there will obviously be problems. Im hearting optimistically from republicans, maybe misplaced, they think they will get it done and that is signature achievement for republicans and this president. Assume that happens, i dont know when, assume it happens like that. Then what . As you were saying the gop doesnt have its groove back. I wouldnt say the gop isnt in their groove yet, first they have to get out after rut. When you look at a man hired to do job of a president. He is a real estate developer. What do they do . They tear things down and build Something Better in it is place. The tearing down is messy and ugly and people dont always know what the end result will look like. That is the point were at right now. We need to see President Trump, speak are ryan, the gop leadership make a very strong case what exactly the end result will look like. Once we see that, once they show us something that is progress towards something good, that is where the victory comes in for republicans. Neil do you know enough, todd, about this, they have indeed taken out a lot of the props that were associated with the Affordable Care act and, shored it up to the point that finances are a little more solid than they were prior . Both sides agree at the very least, that the obamacare itself needed fixing. That it was imploding just by simple math, yet the republicans have taken away a lot of taxes associated with it. Not all of them. Some dont expire for couple of years. Have they made it more financially sound . That is what this is all about. Somewhat. Heres the test. We have seen over the last couple years millions of americans get envelopes in the mail telling them their insurance has been canceled and that Insurance Companies were fleeing their state. So now we will see whether theres an increase in numbers of people who face cancellation, increase in numbers of Insurance Companies fleeing states and whether theyre saying look, lets stay, see whether we hold on. There is probably just enough in the bill to block or discourage some of these companies from leaving states. Now, this bill actually leaves it up to the states to try to do deals so to speaking, to try to create an environment where Insurance Companies can feel they can still make a profit while providing insurance coverage. Neil the one that i worry about, not a right or left view on this, but when i hear Insurance Companies are happy, im not that happy, i have had my run of had ins dealings with them through various illnesses and all, i dont like to see them gleeful isnt the word, i dont like them happy. Am i being naive . No, i would say you are right on the money. This bill, obamacare gave too much power to the government. It gave too much power of taxation, too much power Controlling Health care market place. The government was just trying to do too much and it couldnt do any of it well. The idea that, conservative idea that we want to see happen here, that you see people petitioning for on stand united. Org, it is n u robin Insurance Companies, not undo all the stuff, takes, away obamacare taxes, that is what people feel. Whether youre paying that money to the government or to the insurance company, doesnt really matter to the average person. All you know it is gone from your wallet. That is the part that hurts. That needs to change. Neil right or left, that does seem to be unifier. Go ahead. Neil, it doesnt just hurt individuals. It hurts the total economy. Obamacare putting taxes on million devices. Obamacare adding taxes to investment income. It discourages companies from creating jobs here. We cant separate obamacare or u. S. Health care from the health and wellness of the u. S. Economy. And that is part of the damage obamacare did. It made the u. S. Economy sicker than it otherwise would be one reason why the economic recovery was so flimsy and flabby. Neil we shall see what republicans come up with ultimately. They have to vote on it to see what is in it because so few of us have comprehension what is going on here. Thank you, both, very, very much. As they w
