The president really just wants to establish a framework, essentially an ice breakertype situation here. Now, earlier the senate invoked its socalled Nuclear Option, which now allows Senate Majority to advance Supreme Court nominations versus the previous 60vote threshold, which would only be 51 vote. So what could this vote mean Going Forward . Whats going to happen after hour three and before tomorrow nights vote . Adam shapiro has been following second by seco in. Adam. Well, its a good bet, liz, that were going to have Justice Gorsuch on the Supreme Court. We expect the vote to confirm neil gorsuch as the next justice on the Supreme Court. Some time tomorrow afternoon evening, definitely by 9 00 p. M. The senate changed early today when it invoked what a lot of people call the Nuclear Option. So that simply is a parliamentary procedure, they lowered the threshold to end debate on the nominee and prevent filibuster like the ones the democrats were using to prevent a vote on judge gorsuch. Majority leader Mitch Mcconnell says the democrats forced this issue. Our democrat colleagues have done something today that is unprecedented in the history of the senate. Unfortunately, it has brought us to this point. We need to restore the norms and traditions of this senate and get past this unprecedented partisan filibuster. Senator john mccain, the republican from arizona who voted for the Nuclear Option blaming democrats who refused to drop their filibuster. Now, he also called the Nuclear Option a regrettable set back saying and this is a quote. I fear todays action will irreparablly damage the uniqueness and any hope of meaningful bipartisan. Liz, the big question hes referring to is the future of the filibuster on issues. It remains intact right now. You still need 60 votes to end a filibuster on a legislative issue but democrat charles schumer, the senator from new york, he worries that it could be the next Senate Tradition to fall. Liz. When youre looking at developments in syria, john mccain, and i spoke to senator lieberman, the independent earlier today, and he told me, you know, we should bomb the air force of syria because that take more precedent like north korea over the jobs report . It doesnt yet, but it could very quickly. Weve been conditioned for the last eight years any time theres a geopolitical problem that we just dont get involved. That was the position and the policy of president barack obama. Liz but the markets getting involved right now, keith, were seeing a relatively significant reversal here. Well, it is, but i dont think were seeing a dramatic sell off and people are getting worried that were going to be dragged into world war iii at this point in me. But that could possibly change withresident trump. Hes been very hawkish on whats going on in policy. He has people in positions at both the Defense Department that share his views on that. So that could change overnight. But right now, were still focused on the broader macrodata that were getting out of the u. S. And the rest of the globe. Were looking at Monetary Policy and the statements coming out of the fed. But, again, traders are, you know they are temperamental people, the market is temper mental, and that could change in a blink of an eye. And as soon as we hear the bell ring on something geopolitical, that will change our notion on whats safe and not safe, we can shift that. So it is well worth watching whats going on right now. Liz well, were starting to see the vicks climb back up. Its still down about 4 but coming back up showing a little bit of anxiety here, scott. I know youre probably saying for me to go inside a traders mind. I will but if you can tell me why traders are bidding up retail, one of the stocks we havent shown yet is lb, its up 10 . It suffered a pretty significant sell off over the past couple of weeks. But many of our viewers own retailers, so is this a turn around or just a head fake . No. I think its more of a head fake, and you mention lb, and i would put bed, bath beyond really in that same category. Here we saw some recent numbers coming out but remember, these stocks are down 20, 30, 40 . So, you know, 5, 10 up move here is really maybe just some bottom feeders coming in. Now, you take a stock like costco retailer or stuff like that, there you have probably the leader in the space and that rise today, you know, that is wandered. But lb, i dont think its going to hold right here. Now, in terms of getting into my head and getting into the head of traders like the s p guys right behind me here, i would actually disagree with the prior guest here and say more so now than what weve seen in probably the entire Obama Administration is there is a hot button now for geopolitical events. Its almost like what is the albatross in the room . And theres plenty of them right now. So at any point in time here there are so many things that the Trump Administration are having to deal with right now that i think that is actually going to take center stage over the jobs report we do get tomorrow morning. The House Rules Committee that guides legislation in Congress Just passing the changes to the Republican Health care proposal. It could bring this plan back from the dead because it now moves to the next sort of phase. The stock market getting a boost this morning when Speaker Paul Ryan fresh off the surprise wednesday night meeting with Vice President mike pence walked up, and he seemed a lot lighter. Look at him. He was actually smiling. He called it real progress, a risksharing plan that could address one of the big problems gop holdouts have with the previous bill. Listen. What this idea represents is the goal that everyone from the freedom caucus. How do we lower premiums . How do we lower premiums from preexisting conditions . This idea does that. So this is one of those ideas that narrows differences and brings closer toward consensu c. Liz the idea is adding 15 billion to a socalled high risk pool for those who cost more for the system. Well, is there a chance now that it has moved from the rules committee that we could see a revised Health Care Push either tomorrow or when lawmakers return right away after recess . Lets talk to a lawmaker who sits on that rules committee, Georgia Republican congressman doug collins. Congressman. Okay. So it moves next. Any chance because we understand being get away today that many congressional members have left, would you call anybody back for the next stage of this vote . Well, i think well always leave that off. One of the things weve always said is number one, we want to do a try for america. Number two, obamacare is a failure. So what weve done is put together a plan that is far better than whats existing and especially not helping american people, but were trying to get it right. Were trying to get our caucus together so that the senate can do their job. But when we do come back those federal risk pools that you talked about that there are other things being discussed, and i think those are conditions that we can get to the safe and get a better feel on how we can deliver Affordable Health care to people. So i think if we get a deal, if we can find something over the next two weeks, then definitely well come back to washington, d. C. But its not a matter of getting it fast. Its a matter of getting it right. Liz a lot of americans do have preexisting conditions, so i need to drill down a little bit on this high risk pool, 15 billion over ten years. Is sort of what weve been looking at and hearing. Is that enough . And the criticism about high risk pools of the past is that people in them were forced to pay premiums of more than 150 over the average and that they had high deductibles and lifetime caps on coverage. The fine points of high risk pool been detailed here for americans . Well, i think they have been put to the point where we have our secretary tom price, that will be working to define what works. Weve seen this work in maine. Weve seen it in other places. We do know that this will actually lower premiums. So when you do when you subsidize this, when you put it into a perspective and have a high risk pool that allows states to build this coverage in in a invisible way, youre allowing them get affordable,
