Some may hate them. Well tall what they are. You get to decide. And what happened earlier at the white house is also playing a big role in todays rally. President trump setting a trap with the stroke of a pen he launched an investigation into whether chinese and other foreign may feel is a threat to americans, not economics. But National Security. U. S. Steel stocks are surging right now on that. Weve got our fox Business Experts standing by to tell you how all of this could affect you and your portfolio. Brad blake man and robert on steel, taxes, and the Gop Health Care plan. General jack keane on the accusing message secretary of state Rex Tillerson just sent about the Iran Nuclear Threat and what about north korea . What do we do there next . Dont cut up that amex card or countdown American Express charging up major gains, less than an hour to the closing bell with the bulls firmly in control. Lets start the countdown. Liz breaking news as we await the rival of italian Prime Minister. Lets get to this big rally adding some earnings adding latebreaking regulations that you and american businesses are about to see a real tax cut plan, throw in a possible deal of health care, and you have a recipe for a raging bull run. The Dow Jones Industrials just pulled back by about 30 points a minute ago but still up 185 points, poised to snap twoday losing streaks as well as the s p. Its up 18 points. The nascar i nasdaq is to hit record territory, it was up a pretty significant 62 points. And charging ahead the rest of the dow components, American Express. Look at this stock right now. Up nearly 6 at this hour. It started up 3. 5 , and then it started to grow and grow and grow up five and a half and now up nearly 6 as the Credit Card Company managed to beat expectations on earnings, even as it was dealing with the limitation of a long Time Partnership with costco last year. Also card member spending raised the cost because you guys are buying a lot more. And steel stocks are getting a major bump this hour, all posting major gains right now. Let us go to the white house. Where we have the Prime Minister of italy to meet with President Trump. You know, he got that position december 12th after mateo stepped down when his plan to in essence overhaul the senate was rejected in referendum and suddenly you had him taking the role. He was minister of communications for ten years. Member of parliament. Also a journalist a long time ago. He is center left. But he has taken a strong stance on immigration, illegal immigration of libyan migrants coming into italy, sole probably have a lot to talk about. The two leaders going into the oval office right now. They will later hold a joint press conference where the president is sure to be asked about the timeline for tax reform, a deal on health care too and global affairs. This as the president announced earlier hes cracking the whip on his America First trade policy. What he did was sign his memorandum, which in essence asked are u. S. Steel a risk to National Security . That got a lot of people how foreign steel coming in a risk to National Security . We know it hurts the u. S. Businesses in steel but lets get to adam shapiro whos standing by at the white house. Adam, you know, as i look deeper into this, he had a point that hes pushing here. Yes. And hes got a legal point from a law passed in 1962, which has now been used and the secretary of commerce wilbur ross over the 270day period. Its not the dumping of the foreign sale but dumping from countries like china, whether that poses a Security Threat to the United States because were about to begin, potentially, a buildup of our military and steel will be necessary for that. Theyll be looking at whether steel imports cause American Workers to lose jobs, theyll be looking at negative affects of steel imports on government revenue. But also, any harm steel imports cost the economic welfare of the United States as well as from a National Security standpoint. This is who complained on not only protecting American Workers, but also enforcing the existing laws so that we dont lose american jobs. Heres what the president said when he signed the memorandum. Trump steel is critical to our economy. This is not an area where we can afford to become dependent on Foreign Countries. And we have product where we actually need Foreign Countries to be nice to us in order to fight for our people. Liz, you and i have very good friends still in cleveland, a steelmaking mecca, it was steel in the 90s, and it went bankrupt because in part of chinese steel in the United States. We have frndin the Steel Industry, and this is the kind of thing theyre looking to. They can compete and actually the steel ceos who were here were asked can you meet the demand . Because theres more demand than the United States produces. They said we can try. So this would not stop the importing of foreign steel. But if they conclude that there is dumping, and it does pose a threat to National Security, it could lead to the imposition of tariffs, which would make foreign steel much more expensive for people to ay. Nothing will happen immediately. They have to finish the investigation first. Liz adam, i really i look at this, and i understand it. But we need to articulate to our viewers what this might mean for people in construction if they are forced and we dont know what will happen but to use u. S. Steel, the most recent pricing. Theres hot coil, look at the hot rolled band steel here. The chinese charge just 404 per ton. Western europe is 574 per ton and then the u. S. Jumps to 713 per ton. And, you know, President Trump when he was doing his real estate deal often used chinese steel because it was less expensive. What does that mean for this capitalist spirit . Liz, to answer your question, a couple of things. First, if they find the law being violated, it will raise the price from that steel of europe and china but also, remember, the Chinese Government in subsidizing these Steel Industry does things that the u. S. Does not do if its Steel Industry. You cant compare, say, chinese steel to u. S. Steel because the input cost, thats one thing you can look at. But whats not factored in is what the Chinese Government is doing to keep steel cheap for their manufacturers. Liz and what the japanese government used to do. Adam, thank you very much. Adam shapiro. Moments ago, treasury secretary Steven Mnuchin left the stage at the washington politics summit actually, is this a live picture right now . No, he had left the stage and National Economic director gary cone on the right just finished talking and of course the big elephant in the room before mnuchin took the stage was when will we get tax reform . That elephant shrank to a more realistic picture because guess what . Steven mnuchin jumped in and gave details but lets get to what gary cohn just apparently had to say. Four basic plans when we started. We talked about health care, taxes, infrastructure. In that order. Part of our tax plan may be to use some of the repatrioted money into an Infrastructure Fund or infrastructure bill that said, you know, we think bringing private capital in a alongside the government or even privatizing some of the amou of sense. Makes enormous liz okay. When you heard gary cohn, charlie, just Mention Health care then tax reform, it was mnuchin who said well get this tax reform done whether we see Health Care Reform. I think thats why the markets are jumping so dramatically. Yeah. I mean, listen, this just proves just how attached at the hip i guess is the best cliche for it. The markets are what tax cuts particularly Corporate Tax cuts. I mean, were near dow 21,000 because traders and investors priced into their earnings models the stimulative stimulation of a Corporate Tax cut down about from 35 to 20 and how that would stimulate earnings for major stock. Major companies in these stock market averages. Thats the bottom line. Every when the administration throws cold water on that, you see that the markets cool off. The dow is down approximately 5 600 points since early march when it became unclear whether the timetable at whether we need to get them this year, with the president meaning the Corporate Tax cuts. But mainly the Corporate Tax cuts is what the market is focused on. I will say this. You know, were getting one problem with the Trump Administration is that there are multiple people saying multiple things about this. So Steven Mnuchin comes out and says we do get tax cuts and tax reform, he actually said. I would like to see what the reform is, no matter what happens with health care. You have others in recent days on the record spokesman for the Trump Administration saying there is no timetable. Dont even count on it this year. And we have the president telling us on fox business that youve got to get health care first. If you dont get health care, then the tax cuts that we get and the reform we get is a lot more mild. So, you know, i would just say this markets are very on volatile. I saw right before the financial crisis stocks go up tremendously based on a headline that showed some degree of positive sentiment. Be careful on this, you know . Weve got to see the plan. Listen, i want the markets to go up. We all do. We like when people make money. Liz you had said were closer to 21,000. Youre right. Were at 20,604 right now. So less than 400 points here is all we need. The dow up 200 points. Heres the thing. Physical go down if tomorrow we find out that health care is off the table, the Corporate Tax rate is not going to go down to 25 or 20 as theyre talking about, its going to go to maybe 30 from 35. And then youre going to get a pull back. So just we dont know what the plan is. And, you know, we could guesstimate it. They dont know what the plan is. And one of the reasons they dont know what the plan is because the big tax cut, this is what theyve been saying. Im not saying they should do this, im just telling you what the Trump Administration has been saying and gary cohn, the head of the nec, in particular, the National Economic counsel, we can get a Corporate Tax cut to 20 if we get the Health Care Bill passed. There was some positive word on health care today. But its hardly definitive that the House Freedom caucus, which held it up the last time, is going to agree on this. And if they do agree to it, whether they lose moderates. So this is lets just say its a work in progress. Keep watching us. Well tell you exactly whats going on. Liz yeah, and keep watching us, and well see if i get hostile with you again. Not hostile to you. You and your producers made me drink that stuff and im filing a complaint. Liz tomorrow, im going to let our viewers decide if i was hostile. You made me before i got on the air, you told me you would you basically said some i dont wanto get into it. But you made me you made it that i had to drink that stuff and that stuff is not good for you. Liz no, you started drinking it before we even im telling you. Im mad. Mad. Liz lets let our viewers decide and show them exactly what happened tomorrow. And, by the way, my mouth was glowing for three hours after i drank that stuff. Liz i almost through it on you just because i felt like it. We need to look at the nasdaq. Can we punch that up right now because it is jumping, hopping up 60 points. If it stays above the previous record finish of 59. 14, were at 5923 right now, that hit at the end of march, i guess, then the technology composite will finish at a fresh record today. Lets get to the new york stock exchange. That will be exciting, lori. Indeed, liz. So were safely above that closing record right now. It would be the 22nd record close for the nasdaq this year if we do stay above that level. The intraday, the during trading day high for the nasdaq. That level 69. 36. Lets unpack this, look at the stocks that are driving the nasdaq to these record highs. Csx news here, the Railroad Operator reported better than expected earnings and of course with all the news about the steel makers and the president looking into the Steel Industry. Well, csx, the railroad transports a lot of coal to those steel manufacturers. The csx joining a large bunch up today, up nearly 6 . Dollar tree, bed, bath beyond, all gainers on the nasdaq. Dollar tree, bed, bath beyond, retailers, we heard from the treasury secretary earlier today saying that tax reform is a high, high priority. He also mentioned the border tax issue, and expressed some concern about that that a verizon dollar could, you know, hurt that. So thats benefiting some of the retailers. Thats an argument im hearing on the floor right now. Liz retailers have had such a great couple of days. Lori, thank you so much. Okay. The closing bell ringing in 45 minutes and the bulls firmly in control taking a look at the dow heat map here. We have American Express at the top. Verizon came in with numbers that shocked people, and it wasnt so much their earnings, it was the first ever quarterly loss of subscribers. President trump welcoming italys Prime Minister to the white house. Just moments ago, they allowed cameras to come in and take a quick picture of the greeting. By the way, hes a former journalist, he did turn politician. He replaced former Prime Minister mateo four months ago in the midst of a banking crisis in italy. By the way, the country still dealing with that banking crisis. Before arriving at the white house today, he discussed security a few hours ago, security in the mediterranean. This at an event in washington, d. C. At the center for strategic and international studies. And the back story here, and you may not know this is that thousands of libyan refugees have crossed the waters and illegally entered italy, and hes had to work with the libyans to make sure that stops happening. Theyve apparently been successful at that. He also spoke about italys future vision for europe and objectives in sicily at which President Trump is expected to be. So as we wait on more news from that, and it will come in this hour, the president goes behind closed doors for a meeting with that Prime Minister and in the meantime, u. S. Ambassador to the Un Nikki Haley has just doubled down on secretary of state Rex Tillersons comments on iran while speaking at the un an hour ago. Ambassador haley turning the spotlight on iran by saying that the nation state is quote the chief culprit in the crisis happening in the middle east. Not israel. Israel is not the chief culprit. Its iran. Yet nations and many un people seem to want to shift the focus of the discussion so secretary of state the morning left unchecked. Could that leave iran to follow north Koreas Nuclear weapons efforts . And is that a correct assumption . Should the u. S. Be thinking about pulling out of the deal . Can they even do that . Let us bring in general jack keane. Hes a fox news military analyst and retired four star army general. Welcome, general. Thank you. You know, theres some conflictive comments here, though. It was just a day ago that the state Department Released this notice that said that iran was complying with the Nuclear Rules of the deal. Yeah. And that is a fact. We had to certify that according to a certain timeline that was established when the Nuclear Agreement was signed. Liz uhhuh. We have another one of those coming up in may. But i think what it was a good thing in a sense that it has forced the administration to come to grips with the nuclear deal. Obviously, the president hadnt thought about it when he was a candidate. He wanted to dump it, so did the vice president. And now theyve got it. And theyre going to conduct a review and come back and tell us what their policys going to be. Heres what i like about what he said yesterday. Its not just a nuclear deal. Its irans entire behavior. Its their aggressive behavior in trying to dominate the middle east. And were talking about how they own lebanon, syrias a climate state, theyve got their hands around the throat of the iraqi government, theyve toppled the regime and yemen Operations Base is forced to close the embassy. They are on the move in the middle east, and we have to deal with that. Liz oh, yeah. Its not just a nuclear deal. Liz and they handed that credit card to hezbollah, who got missiles, attacking israel right and left and everybody else. Okay. So say the u. S. Chops its name off that nuclear deal, is it symbolic or what affect would it have . Well, if we pull out of that nuclear deal, that deals over. The United States cant just pull out. They have to think about. Okay. What are we going to do to replace it . And what would our policy be . So thats what theyre going through here. I mean, at the end of the day, you know, tillerson is right. Haleys absolutely right. This deal as weve said many times, liz, has absolutely certified that iran can get a Nuclear Weapon in 15 years and can move towards it and start spinning centrifuges again in ten years. So the very thing that it should have prevented is going to happen. Weve got to come to a policy again that we had once before. And that policy is simply this. We are not going to permit iran to have a Nuclear Weapon. Period. Liz well, soft deals allowed the north koreans over the years to do exactly what theyre doing right now, and thats create a missile program, theyre threatening all kinds of things. I think the latest in state media i dont know fumbled this, general, but we will launch a quote super mighty preemptive strike. Now, this is not a new type of threat that comes out of there. But the seem to be getting lowder. Do we blow their missile out of the sky as soon as they have a successful effort . The answer is no. Liz no . The first question is this. Yes, what kim jongun is doing is very dangerous. And this is why. Weve been living with Nuclear Weapons in korea for 20 years and that guaranteed the preservation of his regime. Thats why he wanted it. But he is the leader, not his father, not his grandfather who has is racing towards developing Delivery Systems for those weapons that go beyond south korea that can reach our bases in the pacific, can reach all of our allies. And one that hes working on that can reach the United States. That is the danger. And what trump has done is brought back to the table once again a military option, which got the chinese attention and now theyre working with the north koreans to see if they can get them to stand down. We dont know if theyre gaming us here, liz, but were going to find out pretty soon. Liz well, they parade their missiles like theyre floats at the rose bowl parade. Its ridiculous. Anyway, general, thank you very much. We do appreciate it. Good talking to you. Liz general jack keane. And look at these markets. As the dow surgeries 190 points, its the nasdaq were watching could close at a record high. By the way, i just saw this. 75 new highs of stocks on the nasdaq. 25 new highs of stocks on the s p 500. Well get you more as it becomes available. Fox business breaking this story a couple of hours ago. Hopes for Health Care Reform have suddenly been revived. Fbn learned that a new amendment is being tacked on to the president s Health Care Bill. What is so special about the amendment . It could drum up additional votes from Freedom Caucus members who opposed the legislation in its original form. This as the deadline approaches for insurers to file their 2018 rates for Obamacare Health coverage. And you may not be surprised to hear this. Approximately three out of four providers say they will be hiking your rates by a minimum of 10 . And half of those are going to hike it by 20 . No comment. Sense President Trump was elected insurers have seen huge gains in the price of their shares. You can see Unitedhealth Group up 20 . Cigna better by 20 . Aetna doing very well. Gerri willis has been breaking down the numbers. Gerri. Reporter liz, i have details of a new legislative plan as you describe would save efforts to repeal and replace obamacare. Republicans have been looking for a plan that would bring in an elusive 15 or 20 votes to support a plan that failed a month ago. This led by moderate republican congressman tom mcarthur, with signon from the Freedom Caucus, this amendment would do the following, place probush to denying coverage for preexisting medical conditions. It would guarranty coverage of applicants and renewability for that coverage. A Sticking Point for some republicans who wanted continuous coverage for those that manage to pay premiums on regular basis. It would allow depends to be covered under parents plan up to age 26. That is popular element of obamacare. Importantly states could get waivers from some federal standards in order to lower people costs to get more folks insured. One of the more elements would be waived essential health benefits. This is 20 that must be covered, addiction under obamacare, no more. Negotiations are happening even as insurers across the country beginning to estimate the cost of their plans for 2018. For consumers the news is not good. A new survey shows of the insurers, three in four plan to raise rates by 10 or more in 2018. The survey conducted by oliver wyman gives a window for the aca season. Half plan to raise rates from 2017 levels by 10 to 20 according to study. Another 25 will raise rates more than 25 . As you know, insurers face a june 21st deadline filing with Insurance Commissioners across the country. There is a lot more to come. Know health services, health insurers, equipment, all up today on this news. Liz gerri, viewers sometimes write why are you beating up on insurance companies. It is your service, that liz attorney general Jeff Sessions appearing in el paso, texas, with Homeland Security john kelly talking about immigration. Needless to say, very close to the border there. So, i think were going to continue to see that into the close. Well see if we can get follow through to close out the week tomorrow. Not concerned about the budget cap right now. At minimum, they will pass a two week, two week stopgap measure on that. Health care earnings. Take out goldman, ibm, rest of the big caps fueled by comments. Early morning rallies faded in the afternoon. Not only did rally sustain itself but i can picked up steam after mnuchins comment. We watched closely in the options market, early yesterday the putcall ratio was exceedingly high, over the top both in equities and the s p market. That as a contrarian indicated here really indicated very bearish sentiment. So the contraryian side maybe break out to the upside. That putcall ratio is true to form. No word on the second assailant, but again using a kalashnikov rifle a russiantype rifle. Any new details we get well bring them it to you. Bringing it back home, we are just minutes away from a joint News Conference between President Trump and Prime Minister of italy. His poll numbers are on the raise all webe it on a small point. We have republican strategist Brad Blakeman and robert wolf, founder and ceo of 32 advisors. Brad, what do you think will be focus of Prime Minister of italy, who has taken a tough stance on immigration just like President Trump would like to . They will talk about issues of commonality. Certainly nato. The fact our president is taking a hard stand and telling nato countries they have to pay up. Were an alliance. You just cant, you know, put all your chips down and not pay for them. I think theyre also going to talk about problems that are happening where this collective agreement like on immigration. We need to keep Syrian Refugees in safe places in their region. They need to return home once the conflict is over. It is not fair to separate families, send them around the world. President has the right strategy. We need to pressure countries who need to step up like saudi arabia to help in this effort. Liz the italians, robert, may be a mess economically as far as debt is concerned and those problems they still face but they somehow managed to solve their immigrant problem. There were legions of libyan immigrants crossing the mediterranean illegally entering italy. Prime minister gentiloni worked with the Libyan Government and made some type of deal to get the flood to stop and the flood has stopped. The whole refugee situation is something i think the u. S. Has to actually be more open to. We are a place that, we have to really look at immigration in a much more holistic fashion. I think cutting the borders down and is not the appropriate way to go. I dont think a wall actually keeps people out. I think at the end of the day we have to look at comprehensive reform. We spoke about it a lot recently. With respect to nato im glad trump shifted positions we have to work with our allies. It is not just a monetary situation. Liz we cant fight multiple hot spots on multiple front, brad, without some type of help. Now we have north korea, iraq, syria, so much going on. Irans mess too as we know. The tensions with russia over ukraine and having just lopped off of a whole portion of crimea could end up being another hot spot. But let us turn to the economy. We see the room filling up right now, i do see, gary cohn i saw. Well start any minute. We also saw Rex Tillerson who is there. They can talk about whatever they want at those podiums, but the press when open for questions, no doubt is going to be asking about this paris shooting, brad, and the talk about tax reform. Which do you think sort of takes precedence here. Certainly ongoing terrorist situation in paris is a reflection of the battle were fighting against terrorism. But bringing it closer to home, 2017 has got to be a year of action for republicans. We have to make good on promises of health care and tax cut and immigration because 28 teen will be a year of decision by the american people. They gave us the keys to the kingdom. Now we have to open some doors. Liz there is sean spicer, the press secretary, steve bannon is walking in. Who got in first . Adam shapiro. Adam, quickly before the president comes in, what are we expecting . Reporter we expect the president to answer questions not only ba happened in paris but the memorandum he signed and impact on trade not only with italy but Companies Like the eu as well as china. We are awaiting the arrival of the Prime Minister and the president. Jared kushner walked in. The other big news will be questions about tax reform and what steve mnuchin, secretary of the treasury had to say today. A lot of people want to know how they will deliver that by the end of the year. Liz we got the two minute warning 30 seconds ago. Robert wolf, former banker, look at this market, talk of the tax reform plan coming through. Steve mnuchin gave some he detail . We thought the trump rally at 21,000 would keep going. Now we tacked off to 20,500. Were coming back on tax reform. At the end of the day the president needs a legislative win. Tax reform and infrastructure would be best ones going for in 2017. I would not go back to health care. This is good one for foreign policy. At end of the day he made a tough decision on syria. American people applauded it. That is why polling went up slightly. I dont think of domestic policies. Liz brad, tax reform first or Health Care Plan . Rumblings gerri willis brought to us shows there may abettor deal that would bring on the Freedom Caucus . The good news the president will take whatever deal he makes, he understands as a business person it may not be the deal you want but the one you got first and he will be flexible to do that. Liz here is the president and the Prime Minister of italy. Prime minister gentiloni, welcome. Great honor, thank you. Its wonderful to have you in our wonderful peoples house, known as the white house, and so many great italian friend are with and we renew always the deep ties of history and friendship that link together the american and the italian peoples. That history traces its roots to the timeless contributions of italy to civilization and human progress. So true. Stretching all the way back to ancient rome. Through the ages your country has been a beacon of artistic and scientific achievement. That continues today. From venice to florence, from verdi to pavarotti a great friend of mine. These bonds of history and culture have only grown stronger as our two nations have become close partners, dear friends and very vital allies. Mr. Prime minister, im thrilled that you are here today to discuss how we can make this great relationship even more productive in the years to come. On the economy, italy is one of americas largest trading partners. A lot of people dont know that. We both seek a trading relationship that is balanced, reciprocal, i love the word reciprocal, because we dont have too many reciprocal trading partnerships, but we will very soon. And fair, benefiting both of our countries and we can Work Together to achieve that outcome, that will happen. Italy is also a key partner the fight against terrorism. Italy is now the second largest contributor of troops, to the conflicts in iraq and afghanistan. I would also like to thank you, Prime Minister for your leadership on seeking stabilization in libya, and for your crucial efforts to deny isis a foothold in the mediterranean. You fought hard. Were grateful for your role in the antiisis campaign. All nations must condemn this barbaric enemy and support the effort to achieve its total and complete destruction. Also as you know, mr. Prime minister, we have more than 30,000 American Service members, family, personnel stations across your country. As we reaffirm our support for historic institutions, we also reaffirm the requirement everyone must pay their full and fair share for the cost of defense. Together, we can address many pressing challenges, including two that greatly affect both of our countries. Those of largescale migration and international smuggling. Maintaining strong borders is a vital component of any security policy. And a responsible approach to refugees is one that seeks the eventual return of refugees to their home countries so that they can help to rebuild their own nations. Finally i want to say how much i look forward to visiting sicily for the g7 as we seek to foster cooperation not only on matters of security but also, science, commerce, health and technology. Our two countries have shared in
