The administration has to consult and talk with congress at least the judiciary committees, but it does not have to is not bound in any way on the number. They can choose the number they want, and its going to be way high, and this is highly expensive, nobody ever counts the cost to local governments in schools and hospital emergency room visits and those kind of things, and also every refugee, unlike most of the immigrants that come to america are immediately allowed to get any welfare benefit, basically that citizens get.
